		<official-title>To direct the Secretary of Energy to establish a pilot
		  program to award grants to nonprofit organizations for the purpose of
		  retrofitting nonprofit buildings with energy-efficiency
		  improvements.</official-title>

		<section id="idF5FB771648144D608EDFA5579EB8A6AD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Nonprofit Energy Efficiency
			 Act</short-title></quote>.</text>
		</section><section id="S1" section-type="subsequent-section"><enum>2.</enum><header>Energy efficiency
			 retrofit pilot program</header>
			<subsection id="id129ee7daa0ff48b7b3b6a299f14d2546"><enum>(a)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="id2600DBB622FD47C98E28EFB43F1FF5AE"><enum>(1)</enum><header>Applicant</header><text>The
			 term <term>applicant</term> means a nonprofit organization that applies for a
			 grant under this section.</text>
				</paragraph><paragraph id="idcbda346039fc4616b075ae0f798a0992"><enum>(2)</enum><header>Energy-efficiency
			 improvement</header>
					<subparagraph id="idD8B86495B24D453495F7B0EE6F53A458"><enum>(A)</enum><header>In
			 general</header><text>The term <term>energy-efficiency improvement</term> means
			 an installed measure (including a product, equipment, system, service, or
			 practice) that results in a reduction in demand by a nonprofit organization for
			 energy or fuel supplied from outside the nonprofit building.</text>
					</subparagraph><subparagraph id="id2EA7C0B8FD684F598E86EE6AE6EE825E"><enum>(B)</enum><header>Inclusions</header><text>The
			 term <term>energy-efficiency improvement</term> includes an installed measure
			 described in subparagraph (A) involving—</text>
						<clause id="id13EEF618F8B64562BFCBD9123E71ABE4"><enum>(i)</enum><text>repairing,
			 replacing, or installing—</text>
							<subclause id="id83E13A62CFBB427DAD6385D97228048B"><enum>(I)</enum><text>a roof,
			 electrical wiring, plumbing, sewage, or lighting system, or component of a
			 roof, electrical wiring, or system;</text>
							</subclause><subclause id="idDBD6379BE23C4EE5B83A94EEA48DD2E4"><enum>(II)</enum><text>a window;</text>
							</subclause><subclause id="id30704B8F2230439FA8D84AA6767594F6"><enum>(III)</enum><text>a door,
			 including a security door; or</text>
							</subclause><subclause id="idd8b4318feecd4ac1884cf7c8524559c0"><enum>(IV)</enum><text>a heating,
			 ventilation, or air conditioning system or component of the system (including
			 insulation);</text>
							</subclause></clause><clause id="idc79afaa49cce4788a3f58d1d65fe15a9"><enum>(ii)</enum><text>a
			 renewable energy generation or heating system, including a solar, photovoltaic,
			 wind, geothermal, or biomass (including wood pellet) system or component of the
			 system; and</text>
						</clause><clause id="id15873b950d3e47aab8773b1544760657"><enum>(iii)</enum><text>any other
			 measure taken to modernize, renovate, or repair a nonprofit building to make
			 the nonprofit building more energy efficient.</text>
						</clause></subparagraph></paragraph><paragraph id="idd315ac01deae4934806749cc0f86a259"><enum>(3)</enum><header>Nonprofit
			 building</header>
					<subparagraph id="id322E72DA09504EE0A9252C07188D4E54"><enum>(A)</enum><header>In
			 general</header><text>The term <term>nonprofit building</term> means a building
			 operated and owned by a nonprofit organization.</text>
					</subparagraph><subparagraph id="id79CC14FA2D7C48B98B3BA6ECA0979815"><enum>(B)</enum><header>Inclusions</header><text>The
			 term <term>nonprofit building</term> includes a building described in
			 subparagraph (A) that is—</text>
						<clause id="idAA69F12F73A24EADA6502E944BCBE197"><enum>(i)</enum><text>a
			 hospital;</text>
						</clause><clause id="id147B3AFFE776426FA2DD7AA0D6E23ADF"><enum>(ii)</enum><text>a
			 youth center;</text>
						</clause><clause id="id153C48B3FB4940B69429B8ACA3E8F321"><enum>(iii)</enum><text>a
			 school;</text>
						</clause><clause id="idE33238B40AAC49C796EA10CBA91B61D7"><enum>(iv)</enum><text>a
			 social-welfare program facility;</text>
						</clause><clause id="id5758F01FC35642F7B567A7D809867033"><enum>(v)</enum><text>a
			 house of worship; and</text>
						</clause><clause id="idB85E53865F1B46DBA1F50FFAA1DA9B3C"><enum>(vi)</enum><text>any other
			 nonresidential and noncommercial structure.</text>
						</clause></subparagraph></paragraph><paragraph id="id27ad2dbbb9084421930ea4bccae6db00"><enum>(4)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Energy.</text>
				</paragraph></subsection><subsection id="id1DD859A618EA41858FFA001F6940B8DD"><enum>(b)</enum><header>Establishment</header><text>Not
			 later than 1 year after the date of enactment of this section, the Secretary
			 shall establish a pilot program to award grants for the purpose of retrofitting
			 nonprofit buildings with energy-efficiency improvements.</text>
			</subsection><subsection id="id0926D67F385446E19B9892235D8BDD74"><enum>(c)</enum><header>Grants</header>
				<paragraph id="id2b68e4ed2d034a3e8c1d5de1ae556f49"><enum>(1)</enum><header>In
			 general</header><text>The Secretary may award grants under the program
			 established under subsection (b).</text>
				</paragraph><paragraph id="idFB56ACEED9834A19A977DE905E51A798"><enum>(2)</enum><header>Application</header><text>The
			 Secretary may award a grant under this section if an applicant submits to the
			 Secretary an application at such time, in such form, and containing such
			 information as the Secretary may prescribe.</text>
				</paragraph><paragraph id="idDE8BAF1D33074578AC997B0A5CEE3956"><enum>(3)</enum><header>Criteria for
			 grant</header><text>In determining whether to award a grant under this section,
			 the Secretary shall apply performance-based criteria, which shall give priority
			 to applications based on—</text>
					<subparagraph id="id01012662f6704b3186474aba5b52045b"><enum>(A)</enum><text>the
			 cost-effectiveness of the energy-efficiency improvement; and</text>
					</subparagraph><subparagraph id="idf1019e2ff5be4a02b968307479a6fb4d"><enum>(B)</enum><text>an effective plan
			 for evaluation, measurement, and verification of energy savings.</text>
					</subparagraph></paragraph><paragraph id="idcd5a6123ab6041de9bf098a910bfb62c"><enum>(4)</enum><header>Limitation on
			 Individual Grant Amount</header><text>Each grant awarded under this section
			 shall not exceed—</text>
					<subparagraph id="id8E34465EF80A47E79E33D563CDE3EDE8"><enum>(A)</enum><text>an amount equal
			 to 50 percent of the energy-efficiency improvement; and</text>
					</subparagraph><subparagraph id="id50C3B2C215C24508B92D291DFBF8B192"><enum>(B)</enum><text>$200,000.</text>
					</subparagraph></paragraph><paragraph id="idee1ee98ce9194811bd426d09576280c7"><enum>(5)</enum><header>Cost
			 Sharing</header>
					<subparagraph id="id908EC727060E40E9891A1B503545A43A"><enum>(A)</enum><header>In
			 general</header><text>A grant awarded under this section shall be subject to a
			 minimum non-Federal cost-sharing requirement of 50 percent.</text>
					</subparagraph><subparagraph id="id0F4B4A80DCA74BAD93667CBD188A716E"><enum>(B)</enum><header>In-kind
			 contributions</header><text>The non-Federal share may be provided in the form
			 of in-kind contributions of materials or services.</text>
					</subparagraph></paragraph></subsection><subsection id="idc7e4541fc31f4008a31c417db9c460a4"><enum>(d)</enum><header>Authorization
			 of Appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $50,000,000 for each of fiscal years 2014 through 2017, to
			 remain available until expended.</text>
			</subsection></section><section id="id9F779C1ABEBD4845A45C4A1C1180BF6B"><enum>3.</enum><header>Offset</header><text display-inline="no-display-inline">The Secretary of Energy shall use to carry
			 out the pilot program established under section 2 amounts otherwise made
			 available to carry out the Building Technologies Program.</text>
