		<official-title>To provide the Department of Justice with additional
		  tools to target extraterritorial drug trafficking activity, and for other
		  purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Transnational Drug Trafficking Act
			 of 2013</short-title></quote>.</text>
		</section><section id="id73D4FB988B1E439DBE5256DD5BC8AB48" section-type="subsequent-section"><enum>2.</enum><header>Possession,
			 manufacture or distribution for purposes of unlawful importations</header><text display-inline="no-display-inline">Section 1009 of the Controlled Substances
			 Import and Export Act (<external-xref legal-doc="usc" parsable-cite="usc/21/959">21 U.S.C. 959</external-xref>) is amended—</text>
			<paragraph id="id618A18E4DD2C42E9835D03884B021C03"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subsections (b) and (c) as
			 subsections (c) and (d), respectively; and</text>
			</paragraph><paragraph id="id7613901DC2D7442793CC3CA2EEE94B58"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>It
			 shall</quote> and all that follows and inserting the following: “It shall be
			 unlawful for any person to manufacture or distribute a controlled substance in
			 schedule I or II or flunitrazepam or a listed chemical intending, knowing, or
			 having reasonable cause to believe that such substance or chemical will be
			 unlawfully imported into the United States or into waters within a distance of
			 12 miles of the coast of the United States.</text>
				<quoted-block display-inline="no-display-inline" id="id0B009BEA44AB4DB9980D3ACAE7E8EB28" style="OLC">
					<subsection id="id1B42D7D6CA5E4CC09352F605748C1530"><enum>(b)</enum><text display-inline="yes-display-inline">It shall be unlawful for any person to
				manufacture or distribute a listed chemical—</text>
						<paragraph id="idC8AF3603B473419CBF9DE9FFB11F7A27"><enum>(1)</enum><text display-inline="yes-display-inline">intending or knowing that the listed
				chemical will be used to manufacture a controlled substance; and</text>
						</paragraph><paragraph id="id9613E95FA2ED44EE91CDA13C2EE33F4C"><enum>(2)</enum><text display-inline="yes-display-inline">intending, knowing, or having reasonable
				cause to believe that the controlled substance will be unlawfully imported into
				the United
				States.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="idECD60CF69BDA4BFF99A68CCC21CC1A49"><enum>3.</enum><header>Trafficking in
			 counterfeit goods or services</header><text display-inline="no-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/113">Chapter 113</external-xref> of title 18, United States Code,
			 is amended—</text>
			<paragraph id="id923E0A98DF14400F96A282CE282C0DD1"><enum>(1)</enum><text>in section
			 2318(b)(2), by striking <quote>section 2320(e)</quote> and inserting
			 <quote>section 2320(f)</quote>; and</text>
			</paragraph><paragraph id="id760471F9C1E444B1881E9FD595E7CAF7"><enum>(2)</enum><text>in section
			 2320—</text>
				<subparagraph id="idBCB9B1BADCF74537AF825D3100C45A11"><enum>(A)</enum><text>in subsection
			 (a), by striking paragraph (4) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="id325F6DF9DA264E2289B93198AACA163C" style="OLC">
						<paragraph id="idFD703EC271984DB5A5F7E0172A0806EB"><enum>(4)</enum><text>traffics in a
				drug and knowingly uses a counterfeit mark on or in connection with such
				drug,</text>
						</paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
				</subparagraph><subparagraph id="id41BCBF9F5EBF42089FD0F0777B6FC0B1"><enum>(B)</enum><text>in subsection
			 (b)(3), in the matter preceding subparagraph (A), by striking
			 <quote>counterfeit drug</quote> and inserting <quote>drug that uses a
			 counterfeit mark on or in connection with the drug</quote>; and</text>
				</subparagraph><subparagraph id="id4D2E074B1D8F4255BBCA9396C4CCC114"><enum>(C)</enum><text>in subsection
			 (f), by striking paragraph (6) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="id4F86389CA93B4B5EAF4D9D12D8693665" style="OLC">
						<paragraph id="id81ABF7A14DCF4B16AF4623CAF261C2B1"><enum>(6)</enum><text>the term
				<term>drug</term> means a drug, as defined in section 201 of the Federal Food,
				Drug, and Cosmetic Act (21 U.S.C.
				321).</text>
