		  of Chief Innovation and Intellectual Property Negotiator in the Office of the
		  United States Trade Representative to ensure the protection of United States
		  innovation and intellectual property interests, and for other

		<section id="id6E282E660B134BBEB9D41A1E7ED5E8E5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Innovation Through Trade Act of
			 2013</short-title></quote>.</text>
		</section><section id="id6F8543EF39DD49508FF6543C7F40A35B" section-type="subsequent-section"><enum>2.</enum><header>Establishment of Chief
			 Innovation and Intellectual Property Negotiator</header>
			<subsection id="idCC602336E24144DFBDC997D1F32E738A"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 141 of the
			 Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2171">19 U.S.C. 2171</external-xref>) is amended—</text>
				<paragraph id="id304AB8A99585462594ADCFDA446E3572"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b), by striking paragraph
			 (2) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="idC19BA778D33C41A484E43C7FDD3021CE" style="OLC">
						<paragraph id="id359ED0C10A0049F7A661FBA3348728F0" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">There shall be in the Office three Deputy
				United States Trade Representatives, one Chief Agricultural Negotiator, and one
				Chief Innovation and Intellectual Property Negotiator, who shall be appointed
				by the President, by and with the advice and consent of the Senate. As an
				exercise of the rulemaking power of the Senate, any nomination of a Deputy
				United States Trade Representative, the Chief Agricultural Negotiator, or the
				Chief Innovation and Intellectual Property Negotiator submitted to the Senate
				for its advice and consent, and referred to a committee, shall be referred to
				the Committee on Finance. Each Deputy United States Trade Representative, the
				Chief Agricultural Negotiator, and the Chief Innovation and Intellectual
				Property Negotiator shall hold office at the pleasure of the President and
				shall have the rank of Ambassador.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="id7514DA23CB0B49A381733F2879FEF3E7"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (c)—</text>
					<subparagraph id="id7237C37D952440CDBE4B0812AB968650"><enum>(A)</enum><text display-inline="yes-display-inline">by moving paragraph (5) two ems to the
			 left; and</text>
					</subparagraph><subparagraph id="id346533817D824F2FA51695C4A1F1CD76"><enum>(B)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="idC4037348FB3344A69EAB17C1691C26D1" style="OLC">
							<paragraph id="id993C70C9C8054E7BA1459043E362DDC3" indent="up1"><enum>(6)</enum><text display-inline="yes-display-inline">The principal functions of the Chief
				Innovation and Intellectual Property Negotiator shall be to conduct trade
				negotiations and to enforce trade agreements relating to United States
				intellectual property and to take appropriate actions to address acts,
				policies, and practices of foreign governments that have a significant adverse
				impact on the value of United States innovation. The Chief Innovation and
				Intellectual Property Negotiator shall be a vigorous advocate on behalf of
				United States innovation and intellectual property interests. The Chief
				Innovation and Intellectual Property Negotiator shall perform such other
				functions as the United States Trade Representative may
				direct.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idA9AD047FE4AB454D873D5F08ED708F5D"><enum>(b)</enum><header display-inline="yes-display-inline">Compensation</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/5/5314">Section 5314</external-xref> of title 5, United States
			 Code, is amended by striking <quote>Chief Agricultural Negotiator.</quote> and
			 inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="idCA46361816A74EBAB1E55A355DC1DF66" style="OLC"><list level="subsection">
						<list-item>Chief Agricultural Negotiator, Office of the United
				  States Trade Representative.</list-item>
						<list-item>Chief Innovation and Intellectual Property
				  Negotiator, Office of the United States Trade
				  Representative.</list-item></list>
					<after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idAC3E1DB2238C4BBB82380270427A7176"><enum>(c)</enum><header>Report
			 required</header><text display-inline="yes-display-inline">Not later than 180
			 days after the appointment of the first Chief Innovation and Intellectual
			 Property Negotiator pursuant to paragraph (2) of section 141(b) of the Trade
			 Act of 1974, as amended by subsection (a), and every 180 days thereafter, the
			 United States Trade Representative shall submit to the Committee on Finance of
			 the Senate and the Committee on Ways and Means of the House of Representatives
			 a report describing in detail—</text>
				<paragraph id="id2B79834BFDE44EEFA361E01E68EDB04F"><enum>(1)</enum><text display-inline="yes-display-inline">enforcement actions taken by the Trade
			 Representative during the 180 days preceding the submission of the report to
			 ensure the protection of United States innovation and intellectual property
			 interests; and</text>
				</paragraph><paragraph id="idF7A9CF42E80B4E84AFCD3AB27FF341D2"><enum>(2)</enum><text display-inline="yes-display-inline">other actions taken by the Trade
			 Representative to advance United States innovation and intellectual property
			 interests.</text>
				</paragraph></subsection></section></legis-body>
