		  President from receiving pay during Government shutdowns.</official-title>

		<section commented="no" display-inline="no-display-inline" id="idA7CC9E35F4904244AA54516B56647107" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Prohibition on pay during Government
			 shutdown</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID6b52c14cd6f446e086bbdc56fbfe33df"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Members of Congress and the President shall
			 not receive basic pay for any period in which—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID59f330e157714f0daeaa3d2a9c24e6f0"><enum>(1)</enum><text display-inline="yes-display-inline">there is more than a 24-hour lapse in
			 appropriations for any Federal agency or department as a result of a failure to
			 enact a regular appropriations bill or continuing resolution; or</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9611324a0a5a45cda58bf1919377625d"><enum>(2)</enum><text display-inline="yes-display-inline">the Federal Government is unable to make
			 payments or meet obligations because the public debt limit under section 3101
			 of title 31, United States Code, has been reached.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID9f51dc2e6c5b4ca4afbc24216256af7c"><enum>(b)</enum><header display-inline="yes-display-inline">Retroactive pay prohibited</header><text display-inline="yes-display-inline">No pay forfeited in accordance with
			 subsection (a) may be paid retroactively.</text>
