			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Communicating Lender Activity
			 Reports from the Small Business Administration Act</short-title></quote> or the
			 <quote><short-title>CLEAR SBA
			 Act</short-title></quote>.</text></section><section id="idF157BE0C6BB841EB89E22CE53042E38B"><enum>2.</enum><header>SBA lender
			 activity index</header><subsection changed="not-changed" id="idE2C989F9CFE14704965BF7C2B9023716"><enum><added-phrase committee-id="SSSB00" reported-display-style="italic">(a)</added-phrase></enum><header><added-phrase committee-id="SSSB00" reported-display-style="italic">In
			 general</added-phrase></header><text display-inline="yes-display-inline">Section 4 of the Small Business Act (15
			 U.S.C. 633) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idF7EDF981384C4C0DA232A5E87A49A62C" style="OLC"><subsection id="idBACB167BC462429F976D6B1D5153B936"><enum>(g)</enum><header>SBA lender
				activity index</header><paragraph id="id69647A7EF2274CA3BB322CCFE3FE4DB6"><enum>(1)</enum><header>Definition</header><text>In
				this subsection, the term <term>covered loan</term> means a loan made or
				debenture issued under this Act or the Small Business Investment Act of 1958
				(<external-xref legal-doc="usc" parsable-cite="usc/15/661">15 U.S.C. 661 et seq.</external-xref>) by a private individual or entity.</text></paragraph><paragraph id="id43A31AC3B5054917AABB40FE3A0F3378"><enum>(2)</enum><header>Requirement</header><text>Not
				later than 6 months after the date of enactment of this subsection, the
				Administrator shall make publicly available on the website of the
				Administration a user-friendly database of information relating to lenders
				making covered loans (to be known as the <quote>Lender Activity
				Index</quote>).</text></paragraph><paragraph id="idCD2AF3B4FD974C00B4CB92100DD712AD"><enum>(3)</enum><header>Data
				included</header><subparagraph id="id176E5D7C879E4916B2A2B3C25D08B087"><enum>(A)</enum><header>In
				general</header><text>The database made available under paragraph (2) shall
				include, for each lender making a covered loan—</text><clause id="id1cd4d346ffea45efbebd1693ce01b50d"><enum>(i)</enum><text>the name of the
				lender;</text></clause><clause id="idd6c24abd36d54975a089fc627700d3da"><enum>(ii)</enum><text>the number of
				covered loans made by the lender;</text></clause><clause id="id0492f5adaf654d08ab4a5a906ea2f824"><enum>(iii)</enum><text>the total
				dollar amount of covered loans made by the lender;</text></clause><clause id="idfb380ed9211a4cd8b45886cf1a632d9a"><enum>(iv)</enum><text>a list of each
				ZIP Code in which a recipient of a covered loan made by the lender is
				located;</text></clause><clause id="id58eec98259e8436a86fad9fc24bb8dbb"><enum>(v)</enum><text>a
				list of the industries of the recipients to which the lender made a covered
				loan;</text></clause><clause id="idfcdc64b441b049e38912376b0d549d7e"><enum>(vi)</enum><text>whether the
				covered loan is for an existing business or a new business;</text></clause><clause id="idc9d32d9d8aa64fd6b7054687dc5e0d26"><enum>(vii)</enum><text>the number and
				total dollar amount of covered loans made by the lender to—</text><subclause id="id7b9cb6f271884f78810bd39b1975b89b"><enum>(I)</enum><text>small business
				concerns owned and controlled by women;</text></subclause><subclause id="ida6cfafc8f54f4db4a09605da3627a7d0"><enum>(II)</enum><text>socially and
				economically disadvantaged small business concerns (as defined in section
				8(a)(4)(A)); and</text></subclause><subclause id="id957dec3cb1734f66a5b67eb79729d0c8"><enum>(III)</enum><text>small business
				concerns owned and controlled by veterans; and</text></subclause></clause><clause id="idB5B33F1E716340F4A352CB3DE6BA41AE"><enum>(viii)</enum><text>whether the
				covered loan was made under section 7(a) or under the program to provide
				financing to small business concerns through guarantees of loans under title V
				of the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/695">15 U.S.C. 695 et seq.</external-xref>).</text></clause></subparagraph><subparagraph id="idB16E403E15FE430BB8718BD6158C2C92"><enum>(B)</enum><header>Incorporation
				of data</header><text>The Administrator shall—</text><clause id="idEC76117288A44AA38A6869D26BA5A5FB"><enum>(i)</enum><text>include in the
				database made available under paragraph (2) information relating to covered
				loans made during fiscal years 2009, 2010, 2011, 2012, and 2013; and</text></clause><clause id="idF08B3EC94C944FBC930F96EEDD2E0488"><enum>(ii)</enum><text>incorporate
				information relating to covered loans on an ongoing basis.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1B44E3A05DAE44CE88F0356C734BBF51"><enum>(C)</enum><header>Period of data
				availability</header><text>The Administrator shall retain information relating
				to a covered loan in the database made available under paragraph (2) until not
				earlier than the end of the third fiscal year beginning after the fiscal year
				during which the covered loan was made.</text></subparagraph></paragraph><paragraph changed="added" commented="no" committee-id="SSSB00" display-inline="no-display-inline" id="id970D266EE0744165A5682BF4893D5B12" reported-display-style="italic"><enum>(4)</enum><header>No additional burdens
				on lenders</header><text>The Administrator may not require lenders to submit
				additional information or otherwise increase burdens on lenders in order to
				comply with this
				subsection.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection changed="added" committee-id="SSSB00" id="id9E7CFD03E3B84BD0845CDE4A65D6314E" reported-display-style="italic"><enum>(b)</enum><header>Sense of Congress
			 relating to using existing funds</header><text>It is the sense of Congress that
			 no additional funds shall be made available to carry out the amendments made by
