		<official-title>To require a study and report by the Small Business
		  Administration regarding the costs to small business concerns of Federal
		  regulations.</official-title>

		<section id="idD3CD74BA45FD46978BC3D0185F531B8C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Regulation Costs to Small Business
			 Act</short-title></quote>.</text>
		</section><section id="idF87564FD912441E7B943E91691514048" section-type="subsequent-section"><enum>2.</enum><header>Small Business
			 Administration study on the cost of Federal regulations</header>
			<subsection id="idDBA34F296F804D489382FAFA1DBC1261"><enum>(a)</enum><header>In
			 general</header><text>The Administrator shall conduct an annual study of the
			 total costs to small business concerns of Federal regulations.</text>
			</subsection><subsection id="id01EB2EB237F04308A5238F7C305F625B"><enum>(b)</enum><header>Requirement</header><text>In
			 conducting the study required under subsection (a), the Administrator shall use
			 a methodology that is substantially similar to the methodology used in
			 conducting the study described in the report entitled <quote>The Impact of
			 Regulatory Costs on Small Firms</quote> (September 2010), prepared on behalf of
			 the Office of Advocacy of the Administration.</text>
			</subsection><subsection id="id95ED26659AD74860BB3449227FC15E5A"><enum>(c)</enum><header>Report</header><text>Not
			 later than 1 year after the date of enactment of this Act, and annually
			 thereafter, the Administrator shall submit to Congress a report on the findings
			 of the study conducted under subsection (a), which shall include an estimate of
			 the total annual costs of Federal regulations to small business concerns, by
			 agency, as such term is defined in <external-xref legal-doc="usc" parsable-cite="usc/5/551">section 551</external-xref> of title 5, United States
			 Code.</text>
			</subsection><subsection id="idF69AF357164345C5A836C56B69B5D2AA"><enum>(d)</enum><header>Funding</header>
				<paragraph id="id3FB986AE18A44077BA9148C219D56567"><enum>(1)</enum><header>In
			 general</header><text>The Administration shall carry out this section using
			 unobligated funds otherwise made available to the Administration.</text>
				</paragraph><paragraph id="id1949251138A04F56B411E177D5C75B36"><enum>(2)</enum><header>Sense of
			 Congress regarding funding</header><text>It is the Sense of Congress that no
			 additional funds should be made available to the Administration to carry out
			 this Act.</text>
				</paragraph></subsection></section><section id="id22B104C9B6A841C88E32D4C4A5D52AA1"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text>
			<paragraph id="idF9835CC0BCDE4896A1B442EA71E4F738"><enum>(1)</enum><text>the terms
			 <quote>Administration</quote> and <quote>Administrator</quote> mean the Small
			 Business Administration and the Administrator thereof, respectively; and</text>
			</paragraph><paragraph id="id0CB42AECEF12482D902B067E5831A5C9"><enum>(2)</enum><text>the term
			 <quote>small business concern</quote> has the same meaning as in section 3 of
			 the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>).</text>
