		  enhance the Small Business Investment Company Program, and for other
		  purposes.</official-title></form><legis-body><section id="idBF7BEB25BF414219BAF3C9332D3855EC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Expanding Access to Capital for Entrepreneurial Leaders
			 Act</short-title></quote> or the <quote>EXCEL Act</quote>.</text></section><section id="id12974B3D15CD43CDBF7D3378DC7E55DC"><enum>2.</enum><header>Program
			 authorization</header><text display-inline="no-display-inline">Section 303(b)
			 of the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/683">15 U.S.C. 683(b)</external-xref>) is amended, in
			 the matter preceding paragraph (1), in the first sentence, by inserting after
			 <quote>issued by such companies</quote> the following: <quote>, in a total
			 amount that does not exceed $4,000,000,000 each fiscal year (adjusted annually
			 to reflect increases in the Consumer Price Index established by the Bureau of
			 Labor Statistics of the Department of Labor)</quote>.</text></section><section id="ida02e3a1569c8469a8b7eff41da06eee7"><enum>3.</enum><header>Family of
			 funds</header><text display-inline="no-display-inline">Section 303(b)(2)(B) of
			 the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/683">15 U.S.C. 683(b)(2)(B)</external-xref>) is amended
			 by striking <quote>$225,000,000</quote> and inserting
			 <quote>$350,000,000</quote>.</text></section><section changed="deleted" committee-id="SSSB00" id="idE678B3895AD245B593B39DED937D9718" reported-display-style="strikethrough"><enum>4.</enum><header>Adjustment for
			 inflation</header><text display-inline="no-display-inline">Section 303(b)(2) of
			 the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/683">15 U.S.C. 683(b)(2)</external-xref>) is amended by
			 adding at the end the following:</text><quoted-block changed="deleted" committee-id="SSSB00" display-inline="no-display-inline" id="idFCF229FF3FBB43EA826525D6A7672416" reported-display-style="strikethrough" style="OLC"><subparagraph id="idC65E39F0F9CE41CC85F3BBAEA683F58B"><enum>(E)</enum><header>Adjustments</header><clause id="idFA6DD0B0B83B4B5C8A049ABBA8E937A4"><enum>(i)</enum><header>In
				general</header><text>The dollar amounts in subparagraph (A)(ii), subparagraph
				(B), and subparagraph (C)(ii)(I) shall be adjusted annually to reflect
				increases in the Consumer Price Index established by the Bureau of Labor
				Statistics of the Department of Labor (in this subparagraph referred to as the
				<quote>CPI</quote>).</text></clause><clause id="id7B0A5672CB0E4CCCB70EA2CE5B00037F"><enum>(ii)</enum><header>Applicability</header><text>The
				adjustments required by clause (i)—</text><subclause id="id3B086E7444B24A208B2BC74AA1185F20"><enum>(I)</enum><text>with respect to
				dollar amounts in subparagraphs (A)(ii) and (C)(ii)(I) shall initially reflect
				increases in the CPI during the period beginning on the effective date of
				section 505 of the American Recovery and Reinvestment Act of 2009 (123 Stat.
				156) through the date of enactment of this subparagraph and annually
				thereafter;</text></subclause><subclause id="id4401C504DD88432982708B0EE82311A1"><enum>(II)</enum><text>with respect to
				dollar amounts in subparagraph (B) shall reflect increases in the CPI annually
				on and after the date of enactment of this
				subparagraph.</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section changed="deleted" committee-id="SSSB00" id="idCDC573D0BD814A9AADFC0F8F56F2A113" reported-display-style="strikethrough"><enum>5.</enum><header>Public
			 availability of information</header><text display-inline="no-display-inline">Section 303 of the Small Business Investment
			 Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/683">15 U.S.C. 683</external-xref>) is amended by adding at the end the
			 following:</text><quoted-block changed="deleted" committee-id="SSSB00" display-inline="no-display-inline" id="id913C0BB01DDC4615B92BC1B3180CC838" reported-display-style="strikethrough" style="OLC"><subsection id="ida9deb19f8fb34b4f9cd49ab7e9940843"><enum>(l)</enum><header>Access to fund
				information</header><text>Annually, the Administrator shall make public on its
				website the following information with respect to each small business
				investment company:</text><paragraph id="id08bd47cf153648988c993be832ac14cd"><enum>(1)</enum><text>The amount of
				capital deployed since fund inception.</text></paragraph><paragraph id="id7e186b4142624ff3b29eda1008d314dc"><enum>(2)</enum><text>The amount of
				leverage drawn since fund inception.</text></paragraph><paragraph id="id856a570f696f43bf9c344292a3607951"><enum>(3)</enum><text>The number of
				investments since fund inception.</text></paragraph><paragraph id="id0dae28bbfdb94dfeaf0dff70cd69af68"><enum>(4)</enum><text>The number of
				businesses receiving capital since fund inception.</text></paragraph><paragraph id="id7ba026577751458aa0bca0d4ceba5286"><enum>(5)</enum><text>Industry sectors
				receiving investment since fund inception.</text></paragraph><paragraph id="ida22f47984c974d22806403a90289454c"><enum>(6)</enum><text>The amount of
				leverage principal repaid by SBIC since fund inception.</text></paragraph><paragraph id="id4a4905018d8641bc8c891a20482e9030"><enum>(7)</enum><text>A basic
				description of investment
				strategy.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section changed="deleted" committee-id="SSSB00" id="id59D5F289EB924C0E876B5BEEDDF3D41F" reported-display-style="strikethrough"><enum>6.</enum><header>Authorized uses
			 of licensing fees</header><text display-inline="no-display-inline">Section
			 301(e) of the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/681">15 U.S.C. 681(e)</external-xref>) is
			 amended—</text><paragraph id="idE9B0D149E9EE4B7B9A8947E2F2D95D76"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>(e)</quote> and
			 inserting <quote>(d)</quote>; and</text></paragraph><paragraph id="id4843A1B8FABF4F1B91B8F363C0EF2BF9"><enum>(2)</enum><text>in paragraph
			 (2)(B), by inserting before the period at the end the following: <quote>and
			 other small business investment company program needs</quote>.</text></paragraph></section><section changed="deleted" committee-id="SSSB00" id="id7196933A73514CC98379ED9CB74AA248" reported-display-style="strikethrough"><enum>7.</enum><header>Sense of
			 Congress</header><text display-inline="no-display-inline">It is the sense of
			 Congress that—</text><paragraph id="id857B9EB1231942C195406E191545CA06"><enum>(1)</enum><text>small business
			 investment companies would benefit from partnerships with community banks and
			 other lenders, and should work with community banks and other lenders, to
			 ensure that if community banks and other lenders deny an application by a small
			 business concern for a loan, the community banks or other lenders will refer
			 the small business concern to small business investment companies; and</text></paragraph><paragraph id="id6A75855BA06944579613B5AC7610A1B1"><enum>(2)</enum><text>the Administrator
			 should—</text><subparagraph id="id4E1E4B716B7D4EE183074CB20FED0B37"><enum>(A)</enum><text>increase outreach
			 to community banks and other lenders to encourage community banks and other
			 lenders to invest in small business investment companies;</text></subparagraph><subparagraph id="id90E75F5514E44888A4E3D7FF63463A99"><enum>(B)</enum><text>use the Internet
			 to make publicly available in a timely manner which small business investment
			 companies are actively soliciting investments and making investments in small
			 business concerns;</text></subparagraph><subparagraph id="idA696421FA959406C852C474A1C501701"><enum>(C)</enum><text>partner with
			 governors, mayors, States, and municipalities to increase outreach by small
			 business investment companies to underserved and rural areas; and</text></subparagraph><subparagraph id="idE429786B97254D59BBB9EFD227D8629E"><enum>(D)</enum><text>continue to make
			 changes to the webpage for the small business investment company program, to
			 make the webpage—</text><clause id="id71DB94753B6E4D399AD32B9581CE39AA"><enum>(i)</enum><text>a more prominent
			 part of the website of the Administration; and</text></clause><clause id="idBA5CD1BD023F497A8B0BBD5223E6E0FC"><enum>(ii)</enum><text>more
