		  universal prekindergarten programs and programs to support infants and

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Prepare All Kids Act of
			 2013</short-title></quote>.</text>
		</section><section id="id3F496BFABC7F44A6972F67711815443A" section-type="subsequent-section"><enum>2.</enum><header>High-quality
			 prekindergarten programs</header><text display-inline="no-display-inline">Title
			 I of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6301 et
			 seq.) is amended—</text>
			<paragraph id="id2FC465D17DCC432BA3FCDA0C5553CEEA"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating part I as part J;
			 and</text>
			</paragraph><paragraph id="id37BEF46CDBE44A3C8C2AA0D12D4DE28A"><enum>(2)</enum><text>by inserting
			 after part H the following:</text>
				<quoted-block display-inline="no-display-inline" id="id8758F57292EB40A4BB22AB51D4850F29" style="OLC">
					<part id="id72EC8162BA0B48889CB55A6AB13DCCF3"><enum>I</enum><header>High-quality
				prekindergarten programs</header>
						<section id="ID8c0050eb3a4b4cff841bfe3c25f15c41"><enum>1841.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
				findings:</text>
							<paragraph id="IDb43722c67db5409dacfc1781ab0f7e58"><enum>(1)</enum><text>Investments in
				children and early childhood development education should be a national
				priority.</text>
							</paragraph><paragraph id="ID8efd2279281a4c728701f41aa4ad985d"><enum>(2)</enum><text>State-funded
				preschool is the most rapidly expanding segment of the United States
				educational system, but in many States a lack of stable funding poses an
				enormous threat to the provision or continuation of high-quality
				preschool.</text>
							</paragraph><paragraph id="ID94a5cd2be743464b923350290641dc48"><enum>(3)</enum><text>Researchers,
				educators, and economists have long noted an achievement gap for low-income and
				minority students as compared to their more advantaged peers that is often
				already evident when children enter school for the first time.</text>
							</paragraph><paragraph id="ID4dfaf3abbfca47d29ad12e4b3e9d2e4d"><enum>(4)</enum><text>One study showed
				that before entering kindergarten, the average cognitive scores of
				preschool-age children in the highest socioeconomic group are 60 percent above
				the average scores of preschool-age children in the lowest socioeconomic
				group.</text>
							</paragraph><paragraph id="ID2d0005f2c68647d9b9af1d9d1b620ce7"><enum>(5)</enum><text>For low-income
				preschoolers, research shows that high-quality early education and development
				is vital to closing the achievement gap between them and their more advantaged
				peers.</text>
							</paragraph><paragraph id="IDf3ad9c39b78a47e783c7e2a782bcbfa3"><enum>(6)</enum><text>Numerous studies
				have shown that high-quality preschool programs—</text>
								<subparagraph id="id05A830EC06B34DD2A7BC76B8E478FD11"><enum>(A)</enum><text>improve a number
				of specific life outcomes for children; and</text>
								</subparagraph><subparagraph id="id00D3F03BB12C4C2199DFA5855D9E6434"><enum>(B)</enum><text>are
				cost-effective.</text>
								</subparagraph></paragraph><paragraph id="ID983a4d854c1f4ef8991e5175c9bf8607"><enum>(7)</enum><text>The provision of
				high-quality prekindergarten is a cost-effective investment for children and
				for the Nation. Research shows that for every $1 invested in high-quality early
				childhood programs, taxpayers save up to $7 in crime, welfare, remedial and
				special education, and other costs.</text>
							</paragraph><paragraph id="ID0de15a2145f04837881c3a21f7ccd845"><enum>(8)</enum><text>High-quality
				early education increases academic success for schoolchildren who received that
				education by—</text>
								<subparagraph id="id1A15DC2B264E42ACAD42BB1EDDDABA69"><enum>(A)</enum><text>improving skills
				in areas such as following directions and problem solving;</text>
								</subparagraph><subparagraph id="id9073C212E5FD4B4199B8A85BCDCC918D"><enum>(B)</enum><text>improving
				students' performance on standardized tests;</text>
								</subparagraph><subparagraph id="idCBB71BC7B7E14E598195C7009C2642AE"><enum>(C)</enum><text>reducing grade
				repetition;</text>
								</subparagraph><subparagraph id="id7C45BC7A78B8435E83412F3691CE8E67"><enum>(D)</enum><text>reducing the
				number of students placed in special education; and</text>
								</subparagraph><subparagraph id="id859B13F86542462F96967F7CD4AF49B6"><enum>(E)</enum><text>increasing
				secondary school graduation rates.</text>
								</subparagraph></paragraph><paragraph id="IDe76197f189d84927b54f27121bb81685"><enum>(9)</enum><text>High-quality
				early education promotes responsible behavior by teens and adults who received
				that education by—</text>
								<subparagraph id="idA59CE63CDA464F9A8CDF5A3237A04096"><enum>(A)</enum><text>reducing crime,
				delinquency, and unhealthy behaviors such as smoking and drug use;</text>
								</subparagraph><subparagraph id="id1922A7EBDD5C4E8787DB5044A1724362"><enum>(B)</enum><text>lowering rates of
				teen pregnancy;</text>
								</subparagraph><subparagraph id="id4F9065E7A8D141359F9876FE5678BAFA"><enum>(C)</enum><text>leading to
				greater employment and higher wages for adults; and</text>
								</subparagraph><subparagraph id="id7D33B6243AE84E23911AD84A25B13E10"><enum>(D)</enum><text>contributing to
				more stable families.</text>
								</subparagraph></paragraph><paragraph id="IDa16b02f2b00644af98799dc28a07cf74"><enum>(10)</enum><text>High-quality
				prekindergarten programs prepare children to—</text>
								<subparagraph id="id7F577BA796234A17AB1381067822264D"><enum>(A)</enum><text>succeed in
				school;</text>
								</subparagraph><subparagraph id="id9E30DD89F2654B68A0CF4001B151E911"><enum>(B)</enum><text>achieve higher
				levels of education; and</text>
								</subparagraph><subparagraph id="id31E6ACC48A8F4FB4B50E68D9B440F642"><enum>(C)</enum><text>become citizens
				who—</text>
									<clause id="id152BACA466124E6593AC0CB145C824D2"><enum>(i)</enum><text>earn more in
				adulthood;</text>
									</clause><clause id="id7DDD671AE62A4B62968CEC3324615CD6"><enum>(ii)</enum><text>compete in the
				global economy; and</text>
									</clause><clause id="idA0098C7B59B743FFA76DE8CF39B0F09F"><enum>(iii)</enum><text>contribute to
				our national prosperity.</text>
									</clause></subparagraph></paragraph><paragraph id="id14d0af1b989d455181ec90cdac9f5cc7"><enum>(11)</enum><text>The gap in
				developmental progress prior to preschool is significant for thousands of young
				children, and needs to be addressed in order to have a strong foundation for
				children’s progress in preschool and later years.</text>
							</paragraph></section><section id="ID3d2dbec3e402413e9bf6185417e65e95"><enum>1842.</enum><header>Definitions</header><text display-inline="no-display-inline">In this part:</text>
							<paragraph id="ID3a68be27aad84f1093f6063c8ad446ec"><enum>(1)</enum><header>Child</header><text>The
				term <term>child</term> means an individual between the ages of birth and the
				legal entry age for which the State provides free kindergarten.</text>
							</paragraph><paragraph id="idDED11AAC641B4EFEB66AB26B3BE56386"><enum>(2)</enum><header>Full-day</header><text>The
				term <term>full-day</term> means a school day that is equivalent to a full
				school day at the public elementary schools in the State.</text>
							</paragraph><paragraph id="idBC00A3636F6E4879B0DDF3845CD52C42"><enum>(3)</enum><header>Poverty
				line</header><text>The term <term>poverty line</term> has the meaning given the
				term in section 673(2) of the Community Services Block Grant Act (42 U.S.C.
				9902(2)) and includes any revision required by that section.</text>
							</paragraph><paragraph id="ID235ddf24004a439b864f0ea201e44571"><enum>(4)</enum><header>Prekindergarten
				program</header><text>The term <term>prekindergarten program</term> means a
				program that—</text>
								<subparagraph id="idBAB7FB9E14CE4D488CF8BD2846D160BD"><enum>(A)</enum><text>serves children
				who have attained the State's legal age for State-funded
				prekindergarten;</text>
								</subparagraph><subparagraph id="idA9E3872048D64372B557E3CF57C04DA5"><enum>(B)</enum><text>addresses all
				domains, including children’s cognitive, social, emotional, and physical
				development and approaches to learning; and</text>
								</subparagraph><subparagraph id="id321916820E414F4B824E4D9A951C1E10"><enum>(C)</enum><text>helps prepare
				such children for a successful transition to kindergarten.</text>
								</subparagraph></paragraph><paragraph id="ID33bdafd9f139431d8d65ff6f44cb912d"><enum>(5)</enum><header>Prekindergarten
				teacher</header><text>The term <term>prekindergarten teacher</term> means an
				individual who teaches in a prekindergarten program and—</text>
								<subparagraph id="id0C75FE9B5C1A4F72BDC373F316932661"><enum>(A)</enum><text>has a
				baccalaureate degree with a specialization in early childhood education or
				early childhood development; or</text>
								</subparagraph><subparagraph id="id6111E381D4904F97A3270847B9A7802C"><enum>(B)</enum><text>during the 6-year
				period following the first date on which the individual is employed as a
				teacher in a prekindergarten program assisted under this part, is working
				toward such degree.</text>
								</subparagraph></paragraph><paragraph id="ID43d215eea56748a695d0309bf796b64e"><enum>(6)</enum><header>Qualified
				prekindergarten provider</header><text>The term <term>qualified prekindergarten
				provider</term> includes a provider of a prekindergarten program, a Head Start
				agency, a provider of a child care program, a school, or other entities
				providing prekindergarten services for eligible children that—</text>
								<subparagraph id="id2417041DAFA84FB28D67A557D8104187"><enum>(A)</enum><text>is in existence
				on the date of the qualification determination;</text>
								</subparagraph><subparagraph id="id29bd2304b61247d1af5faff87c99768f"><enum>(B)</enum><text>has demonstrated
				experience in providing early childhood education services to children;
				and</text>
								</subparagraph><subparagraph id="idC85D8B3567F44B8ABED911E6A4722869"><enum>(C)</enum><text>has met
				applicable requirements under State or local law that are designed to protect
				the health and safety of children and that are applicable to child care
				providers, or similar health and safety standards for public elementary and
				secondary schools.</text>
								</subparagraph></paragraph><paragraph id="id5DA7C0A0B772437C813B3DD9CF0BD6A4"><enum>(7)</enum><header>State Advisory
				Council on Early Childhood Education and Care</header><text>The term
				<term>State Advisory Council on Early Childhood Education and Care</term> means
				the State Advisory Council on Early Childhood Education and Care designated or
				established under section 642B of the Head Start Act (<external-xref legal-doc="usc" parsable-cite="usc/42/9837b">42 U.S.C. 9837b</external-xref>) for a
				State.</text>
							</paragraph></section><section id="ID80d7169980364a2ba82a291ae2a8fee8"><enum>1843.</enum><header>Program
				authorization</header>
							<subsection id="IDb9f6c9c075b6483296300a432b268ef2"><enum>(a)</enum><header>Prekindergarten
				incentive fund</header><text>The Secretary of Education, in collaboration and
				consultation with the Secretary of Health and Human Services, shall create a
				Prekindergarten Incentive Fund, to be administered by the Secretary of
				Education.</text>
							</subsection><subsection id="idD5C858F4DB434D479D6B27F42B651FCD"><enum>(b)</enum><header>Grants</header><text>In
				administering the Fund, the Secretary shall award grants to eligible States
				based on a formula established by the Secretary in accordance with subsection
				(c), to pay for the Federal share of the cost of awarding subgrants to
				qualified prekindergarten providers to establish, expand, or enhance voluntary
				high-quality full-day prekindergarten programs.</text>
							</subsection><subsection id="id9A4E6DF397014A809CDAA0A926F47302"><enum>(c)</enum><header>Minimum
				allotment</header><text>No State shall receive a grant allotment under
				subsection (b) for a fiscal year that is less than one-half of 1 percent of the
				total amount made available to carry out this part for such fiscal year.</text>
							</subsection></section><section id="IDca1adde4e1494e84b23c8039bf75082e"><enum>1844.</enum><header>State
				applications and requirements</header>
							<subsection id="ID7502cb36d5ef4fc7aab344ac6ea4a031"><enum>(a)</enum><header>Designated
				state agency</header><text>To be eligible to receive a grant under this part, a
				State shall designate a State agency to administer the State program of
				assistance for prekindergarten programs funded through the grant, including
				receiving and administering funds and monitoring the programs.</text>
							</subsection><subsection id="ID2524a7a55fd944faa824fcd0e44ae2fb"><enum>(b)</enum><header>State
				application</header><text>In order for a State to be eligible to receive a
				grant under this part, the designated State agency shall submit an application
				to the Secretary at such time, in such manner, and containing such information
				as the Secretary may reasonably require, including—</text>
								<paragraph id="ID0453c74711134c9c9ac745ef59b236fc"><enum>(1)</enum><text>an assurance that
				the State will award subgrants for prekindergarten programs in amounts that are
				sufficient to provide a high-quality prekindergarten experience;</text>
								</paragraph><paragraph id="idC9F8E2074CE4499AB84FD0FED9322631"><enum>(2)</enum><text>an assurance that
				not less than 25 percent of the qualified prekindergarten providers receiving
				such subgrants will be providers of community-based programs;</text>
								</paragraph><paragraph id="ID04d0bff5ed8443bb9f5ba0ce46492428"><enum>(3)</enum><text>a description of
				the number of children in the State who are eligible for the prekindergarten
				programs and the needs that will be served through the prekindergarten
				programs;</text>
								</paragraph><paragraph id="ID7fa652f5f3af45f490bcf5aea942e2a5"><enum>(4)</enum><text>a description of
				how the State will ensure that the subgrants are awarded to a wide range of
				types of qualified prekindergarten providers;</text>
								</paragraph><paragraph id="IDa2e6ac68138141babaa033a80ac5c6ec"><enum>(5)</enum><text>a description of
				how the designated State agency will collaborate and coordinate activities with
				the State Advisory Council on Early Childhood Education and Care, State-funded
				providers of prekindergarten programs, providers of federally funded programs
				such as Head Start agencies, local educational agencies, and child care
				providers;</text>
								</paragraph><paragraph id="IDd61f4d08b4cb4fbb959825d093c2fcb9"><enum>(6)</enum><text>a description of
				how the State will ensure, through a monitoring process, that qualified
				prekindergarten providers receiving the subgrants provide prekindergarten
				programs that meet the standards of high-quality early education, and use funds
				appropriately;</text>
								</paragraph><paragraph id="idF98FA28DF88F4F0384EED3C6D49DC408"><enum>(7)</enum><text>a description of
				how the State will meet the needs of the most disadvantaged students, including
				families at or below 200 percent of the poverty line;</text>
								</paragraph><paragraph id="IDc1429f81be324fcdb248e58b142b7bf5"><enum>(8)</enum><text>a description of
				how the State will meet the needs of working parents; and</text>
								</paragraph><paragraph id="ID8310d653186349c68edffdce6f860059"><enum>(9)</enum><text>a description of
				how the State will assist in providing professional development assistance to
				prekindergarten teachers and teacher aides.</text>
								</paragraph></subsection><subsection id="id2d38a7fb50904d948e383e4ea6510359"><enum>(c)</enum><header>State and
				Federal contributions</header>
								<paragraph id="idA4710F0D722A47E1A36D27CFA1B562F8"><enum>(1)</enum><header>Federal
				share</header><text>The Federal share of the cost described in section 1843(b)
				shall be 50 percent. The State shall provide the non-Federal share of the cost
				in cash.</text>
								</paragraph><paragraph id="id6e83fb4906b141429ed9e84df140ad3f"><enum>(2)</enum><header>Non-Federal
				share</header><text>The State shall provide the non-Federal share of the cost
				described in section 1843(b) in cash. A State may include, as the State's
				non-Federal share, State funds designated for State prekindergarten programs or
				to supplement Head Start programs, but may not include any funds that are
				attributed as matching funds, as part of a non-Federal share, or as a
				maintenance of effort requirement, for any other Federal program.</text>
								</paragraph></subsection><subsection id="IDd7fb2f49369d43e9b069799a6c86d438"><enum>(d)</enum><header>Supplementary
				Federal funding</header><text>Funds made available under this part may be used
				only to supplement and not supplant other Federal, State, local, or private
				funds that would, in the absence of the funds made available under this part,
				be made available for early childhood programs.</text>
							</subsection><subsection id="ID247d27d7bb834a2f8350a47464f4ecbf"><enum>(e)</enum><header>Maintenance of
				effort</header><text>A State that receives a grant under this part for a fiscal
				year shall maintain the expenditures of the State for early childhood programs
				at a level not less than the level of such expenditures of the State for the
				preceding fiscal year.</text>
							</subsection></section><section id="id52C4EA2D972943B2806618C089A11B30"><enum>1845.</enum><header>State set
				asides and expenditures</header>
							<subsection id="IDa2983efd4b9e48cf810bb4bb8725315e"><enum>(a)</enum><header>Infant and
				toddler set aside</header><text display-inline="yes-display-inline">Notwithstanding section 1843, a State shall
				set aside not less than 15 percent of the funds made available through a grant
				awarded under this part for the purpose of funding high-quality early childhood
				development programs for children from birth through age 3. Funds made
				available under this subsection may also be used for professional development
				for teachers and teacher aides in classrooms for children from birth through
				age 3.</text>
							</subsection><subsection id="idABFEBABC369D44609E52DD6B13670843"><enum>(b)</enum><header>Extended day
				and extended year set aside</header><text>Notwithstanding section 1843, a State
				shall set aside not less than 10 percent of the funds made available through a
				grant awarded under this part for the purpose of extending the hours of early
				childhood development programs to create extended day and extended year
				programs.</text>
							</subsection><subsection id="id85969465E61647EB9F08D5C45CACB6D1"><enum>(c)</enum><header>Administrative
				expenses</header><text>Not more than 5 percent of the funds made available
				through a grant awarded under this part may be used for administrative
				expenses, including monitoring.</text>
							</subsection></section><section id="IDbfc20c819a204575aa3fa4a163957b3f"><enum>1846.</enum><header>Local
				applications</header><text display-inline="no-display-inline">To be eligible to
				receive a subgrant under this part, a qualified prekindergarten provider shall
				submit an application to the designated State agency at such time, in such
				manner, and containing such information as the agency may reasonably require,
				including—</text>
							<paragraph id="ID91d632d39d5c492cb059d3599e6d8aea"><enum>(1)</enum><text>a description of
				how the qualified prekindergarten provider will meet the diverse needs of
				children in the community to be served, including children with disabilities,
				children whose native language is not English, children with other special
				needs, children in the State foster care system, and homeless children;</text>
							</paragraph><paragraph id="IDb69990ae05464a70b94032c844fa4a9b"><enum>(2)</enum><text>a description of
				how the qualified prekindergarten provider will serve eligible children who are
				not served through similar services or programs;</text>
							</paragraph><paragraph id="IDc0c1639ad5ec471783e7202a31917d9d"><enum>(3)</enum><text>a description of
				a plan for actively involving parents and families in the prekindergarten
				program and the success of their children in the program;</text>
							</paragraph><paragraph id="ID2e79ce910831419c92ccfe41c438ca9a"><enum>(4)</enum><text>a description of
				how children in the prekindergarten program, and their parents and families,
				will receive referrals to, or assistance with, accessing supportive services
				provided within the community;</text>
							</paragraph><paragraph id="IDdc5a80a66ae249cb85a3b58ff1e39b50"><enum>(5)</enum><text>a description of
				how the qualified prekindergarten provider collaborates with the State Advisory
				Council on Early Childhood Education and Care and providers of other programs
				serving children and families, including Head Start agencies, providers of
				child care programs, and local educational agencies, to meet the needs of
				children, families, and working families, as appropriate; and</text>
							</paragraph><paragraph id="ID0a9004d01ac943ddbc346590381156ef"><enum>(6)</enum><text>a description of
				how the qualified prekindergarten provider will collaborate with local
				educational agencies to ensure a smooth transition for participating students
				from the prekindergarten program to kindergarten and early elementary
				education.</text>
							</paragraph></section><section id="ID9f077b16f98b401c9d5fa324630ce979"><enum>1847.</enum><header>Local
				prekindergarten program requirements</header>
							<subsection id="ID1d22153f189745828a0e82b9c1c90ffd"><enum>(a)</enum><header>Mandatory uses
				of funds</header><text>A qualified prekindergarten provider that receives a
				subgrant under this part shall use funds received through the grant to
				establish, expand, or enhance prekindergarten programs for children who are
				ages 3 through 5, including—</text>
								<paragraph id="IDeedb07940dde4892b1d222423b619761"><enum>(1)</enum><text>providing a
				prekindergarten program that supports children’s cognitive, social, emotional,
				and physical development and approaches to learning, and helps prepare children
				for a successful transition to kindergarten; and</text>
								</paragraph><paragraph id="ID1c3ae005b7d1474d8dea7aff1f7bdfc9"><enum>(2)</enum><text>purchasing
				educational equipment, including educational materials, necessary to provide a
				high-quality prekindergarten program.</text>
								</paragraph></subsection><subsection id="IDaf8a95af794646be9f549f22882ae4aa"><enum>(b)</enum><header>Permissible use
				of funds</header><text>A qualified prekindergarten provider that receives a
				subgrant under this part may use funds received through the grant to—</text>
								<paragraph id="ID97cf538d7bc24213b46487e0f0960e12"><enum>(1)</enum><text>extend part-day
				prekindergarten programs to full-day prekindergarten programs and year-round
				programs;</text>
								</paragraph><paragraph id="ID236e2ef724be418092799a4974373ce8"><enum>(2)</enum><text>pay for
				transporting students to and from a prekindergarten program; and</text>
								</paragraph><paragraph id="ID174a9aae7fbb4fcab89c68297b28ac26"><enum>(3)</enum><text>provide
				professional development assistance to prekindergarten teachers and teacher
				aides.</text>
								</paragraph></subsection><subsection id="IDda9a876eee1948508aa61d2864caccb9"><enum>(c)</enum><header>Program
				requirements</header><text>A qualified prekindergarten provider that receives a
				subgrant under this part shall carry out a high-quality prekindergarten program
				by—</text>
								<paragraph id="ID509fed3b309e4748976deb8849e66fe0"><enum>(1)</enum><text>maintaining a
				maximum class size of 20 children, with at least 1 prekindergarten teacher per
				classroom;</text>
								</paragraph><paragraph id="IDd949ef2874624c7a8fee404926217645"><enum>(2)</enum><text>ensuring that the
				ratio of children to prekindergarten teachers and teacher aides shall not
				exceed 10 to 1;</text>
								</paragraph><paragraph id="ID857ffb52030a4bcba2acf7b77228698b"><enum>(3)</enum><text>utilizing a
				prekindergarten curriculum that is research- and evidence-based,
				developmentally appropriate, and designed to support children’s cognitive,
				social, emotional, and physical development, and approaches to learning;
				and</text>
								</paragraph><paragraph id="IDe9489ff44e0144f283a98a2e9c35e429"><enum>(4)</enum><text>ensuring that
				prekindergarten teachers meet the requirements of this part.</text>
								</paragraph></subsection></section><section id="IDf1abd775e1e34e5c8aed16ba63a61b20"><enum>1848.</enum><header>Reporting</header>
							<subsection id="ID1b9fe315c1b54d79862f7790cd1abbc2"><enum>(a)</enum><header>Qualified
				prekindergarten provider reports</header><text>Each qualified prekindergarten
				provider that receives a subgrant from a State under this part shall submit an
				annual report, to the designated State agency, that reviews the effectiveness
				of the prekindergarten program provided. Such annual report shall
				include—</text>
								<paragraph id="ID4baba23541204790b9c9489cd9dbbe57"><enum>(1)</enum><text>data specifying
				the number and ages of enrolled children, and the family income, race, gender,
				disability, and native language of such children;</text>
								</paragraph><paragraph id="IDf334714d5be64ce888527c5f095bf336"><enum>(2)</enum><text>a description
				of—</text>
									<subparagraph id="id5E19FF81B65A423DB3155EDB38BCD64A"><enum>(A)</enum><text>the curriculum
				used by the program;</text>
									</subparagraph><subparagraph id="id240D2FF672C8420C8276DAA0D13AE834"><enum>(B)</enum><text>how the
				curriculum supports the enrolled children’s cognitive, social, emotional, and
				physical development and approaches to learning; and</text>
									</subparagraph><subparagraph id="id98E0467C43EA4ABFAC2071CB0F5FB608"><enum>(C)</enum><text>how the
				curriculum is appropriate for children of the culture, language, and ages of
				the children served; and</text>
									</subparagraph></paragraph><paragraph id="ID62f1d6821b6944bf9f8ffb93057f8ce8"><enum>(3)</enum><text>a statement of
				all sources of funding received by the program, including Federal, State,
				local, and private funds.</text>
								</paragraph></subsection><subsection id="ID2bd3519f943a44148a6ef5eeacac7b29"><enum>(b)</enum><header>State
				reports</header><text>Each State that receives a grant under this part shall
				submit an annual report to the Secretary detailing the effectiveness of all
				prekindergarten programs funded under this part in the State.</text>
							</subsection><subsection id="IDc6bea7be4a2c47a48f7d41a701ea8154"><enum>(c)</enum><header>Report to
				congress</header><text>The Secretary shall submit an annual report to Congress
				that describes the State programs of assistance for prekindergarten programs
				funded under this part.</text>
							</subsection></section><section id="ideed2e7d321db48e7a3d31cc13d3dc2e8"><enum>1849.</enum><header>Prohibited
				use of assessments for young children</header><text display-inline="no-display-inline">Funds available under this part, including
				funds provided as the non-Federal share required under section 1844(c)(2), may
				not be used for assessments of children in prekindergarten programs or early
				childhood development programs for any of the following:</text>
							<subsection id="idfe7bd803f01e418982afad936c8d2a61"><enum>(a)</enum><text>Assessments that
				provide or lead to rewards or sanctions for individual children, teachers,
				programs, or schools.</text>
							</subsection><subsection id="idf6e84486d58f48e790c51d9691a6630c"><enum>(b)</enum><text>A single
				assessment used as the primary or sole method for assessing program
				effectiveness.</text>
							</subsection><subsection id="idf92582bd34d2450fa6c00cb4b217a22f"><enum>(c)</enum><text>Evaluating
				children other than for—</text>
								<paragraph id="idaf4ecac2041246f3bbdb6a9abd4a6587"><enum>(1)</enum><text>improving
				instruction or classroom environment;</text>
								</paragraph><paragraph id="id6545078d12fc44269da70e3f2cc0ea25"><enum>(2)</enum><text>targeting
				high-quality, evidence-based professional development;</text>
								</paragraph><paragraph id="id7f471ec586ec4e4197ed7d0091e62d41"><enum>(3)</enum><text>determining the
				need for health, mental health, disability, or family support services;</text>
								</paragraph><paragraph id="id815aca7b08b341dcb959a30e285fada5"><enum>(4)</enum><text>informing the
				quality improvement process at the State level;</text>
								</paragraph><paragraph id="id871c80792b2343b9aecdb193e44444d3"><enum>(5)</enum><text>program
				evaluation for the purposes of program improvement and parent information;
				or</text>
								</paragraph><paragraph id="id39374293c7df4880b5c3ad49fbccd4d3"><enum>(6)</enum><text>research
				conducted as part of a national evaluation.</text>
								</paragraph></subsection></section><section id="ID8fc6c80cf9ca443b90ec65a65597ca9d"><enum>1850.</enum><header>Authorization
				of appropriations</header><text display-inline="no-display-inline">There are
				authorized to be appropriated to carry out this part such sums as may be
				necessary for fiscal years 2014 through
				2018.</text>
