		<legis-type>A BILL</legis-type>
		<official-title>To protect Social Security benefits and military pay and
		  require that the United States Government prioritize all obligations on the
		  debt held by the public in the event that the debt limit is
		  reached.</official-title>
	</form>
	<legis-body>
		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This title may be cited
			 as the <quote><short-title>Ensuring the Full Faith and
			 Credit of the United States and Protecting America's Soldiers and Seniors
			 Act</short-title></quote>.</text>
		</section><section id="id4C27611A0A1F4BAA91CD7477CEFC6059"><enum>2.</enum><header>Prioritize
			 obligations on the debt held by the public, Social Security benefits, and
			 military pay</header><text display-inline="no-display-inline">In the event that
			 the debt of the United States Government reaches the statutory limit as defined
			 in <external-xref legal-doc="usc" parsable-cite="usc/31/3101">section 3101</external-xref> of title 31, United States Code, the following shall take equal
			 priority over all other obligations incurred by the Government of the United
			 States:</text>
			<paragraph id="idBF2A8CD9C7764F5C98586D39DDC6D58C"><enum>(1)</enum><text display-inline="yes-display-inline">The authority of the Department of the
			 Treasury contained in <external-xref legal-doc="usc" parsable-cite="usc/31/3123">section 3123</external-xref> of title 31, United States Code, to pay with
			 legal tender the principal and interest on debt held by the public.</text>
			</paragraph><paragraph id="id4792BB4249AF4418AFB03BA75A80C966"><enum>(2)</enum><text>The authority of
			 the Commissioner of Social Security to pay monthly old-age, survivors’ and
			 disability insurance benefits under title II of the Social Security Act.</text>
			</paragraph><paragraph id="id75DEC6D3D7C44D329F1BEF2D40D902A1"><enum>(3)</enum><text>The payment of
			 pay and allowances for members of the Armed Forces on active duty.</text>
			</paragraph></section><section id="idB179C6DBD8F54AC5A25E48F693579C7B"><enum>3.</enum><header>Limited debt
			 limit authority</header>
			<subsection id="idfe511eda9b654fa9a505fb93cdc0ca10"><enum>(a)</enum><header>In
			 general</header><text>If the Secretary of the Treasury determines, after
			 consultation with the Director of the Office of Management and Budget, that
			 incoming revenue will not be sufficient to finance the priorities listed in
			 section 2 over the following 2 weeks, the Secretary, in coordination with the
			 Director of the Office of Management and Budget, shall—</text>
				<paragraph id="id810801a55d304dacb95184d993edc6b4"><enum>(1)</enum><text>notify Congress
			 of the expected revenue shortfall; and</text>
				</paragraph><paragraph id="idf5c25ed43fbe497cbe9a7aecbaa5028e"><enum>(2)</enum><text>raise the debt
			 limit by the amount necessary to cover the difference between incoming revenue
			 and the revenue needed to finance the priorities listed in section 2 on a
			 2-week basis.</text>
				</paragraph></subsection><subsection id="idbbdb1236716149c68fee1ee76cdce60b"><enum>(b)</enum><header>Limit</header><text>The
			 debt limit increase provided by subsection (a)(2) may not exceed the difference
			 between expected outlays for the listed priorities and expected revenue.</text>
			</subsection><subsection id="ida46bd5356e914c90b0472983ba574dbe"><enum>(c)</enum><header>Excess
			 revenue</header><text>If incoming revenue exceeds the amount projected by the
			 Secretary of the Treasury, in consultation with the Director of the Office of
			 Management and Budget, needed to finance the priorities listed in section 2
			 over the 2-week period, any amount in excess shall be held in reserve and
			 applied to the following 2-week period.</text>
