		<official-title>To improve security at State and local
		  courthouses.</official-title>

	<legis-body display-enacting-clause="no-display-enacting-clause">
		<section id="idfb38030c-1843-40b4-9f67-deb67bdc6f07" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Courthouse Safety Act of
			 2013</short-title></quote>.</text>
		</section><section id="id8b204875-90ad-44ef-97e3-ee618ca5fd91"><enum>2.</enum><header>Security
			 training</header><text display-inline="no-display-inline">Part D of title I of
			 the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3741">42 U.S.C. 3741 et seq.</external-xref>)
			 is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id9256505115B94F2BA7AAECDBE40A7C32" style="OLC">
				<section id="idC63F4FF5204B4547BF8C710B3CD13F0D"><enum>403.</enum><header>Preventing
				violence against law enforcement and ensuring officer resilience and
				survivability</header><text display-inline="no-display-inline">The Director may
				carry out a training and technical assistance program designed to teach
				employees of State, local, and tribal law enforcement agencies how to
				anticipate, survive, and respond to violent encounters during the course of
				their duties, including duties relating to security at State, county, and
				tribal courthouses. If the Director offers a training program specifically
				designed to train participants on courthouse security issues, preference for
				admission into such program shall be given to employees of jurisdictions that
				have magnetometers available for use at their
				courthouses.</text>
				</section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id1BA3BFB6BDCE4C4581BED9F04AC582F2"><enum>3.</enum><header>State Justice
			 Institute</header><text display-inline="no-display-inline">The State Justice
			 Institute Act of 1984 is amended—</text>
			<paragraph id="id90579D9C49ED492D88A7002BF535561E"><enum>(1)</enum><text display-inline="yes-display-inline">in section 203(b)(1) (42 U.S.C.
			 10702(b)(1)), in the matter preceding subparagraph (A), by inserting <quote>,
			 safe,</quote> after <quote>a fair</quote>; and</text>
			</paragraph><paragraph id="idC11B86DAFEAE42729B5FC811A12DB3C8"><enum>(2)</enum><text>in section 206
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/10705">42 U.S.C. 10705</external-xref>)—</text>
				<subparagraph id="idF671DE072D0645EAADD2B78629F221F1"><enum>(A)</enum><text>in subsection
			 (c)—</text>
					<clause id="id99B1A681F9B849839A76118DA11A7743"><enum>(i)</enum><text>in
			 paragraph (14)—</text>
						<subclause id="idE0BABA0EA75547ECA6704E60D96D3748"><enum>(I)</enum><text>by inserting
			 <quote>to</quote> before <quote>conduct</quote>; and</text>
						</subclause><subclause id="id5ADFD11BCA584E6599A358671208BF28"><enum>(II)</enum><text>by striking
			 <quote>and</quote> at the end;</text>
						</subclause></clause><clause id="id1B49D5FFEFCA4E45BB45E892B2280F15"><enum>(ii)</enum><text>by
			 redesignating paragraph (15) as paragraph (16); and</text>
					</clause><clause id="idFFD3FE432F3F4055B43DDED22B0974E9"><enum>(iii)</enum><text>by inserting
			 after paragraph (14) the following:</text>
						<quoted-block display-inline="no-display-inline" id="id3E9E4E00F8DA4A37AFAB819F39F2276F" style="OLC">
							<paragraph id="ide38b9bd5fc534bc1b451ab18dc443765"><enum>(15)</enum><text>to improve the
				safety and security of State and local courts;
				and</text>
							</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</clause></subparagraph><subparagraph id="idd478b2f4dc2f40ef95c9efcc6e7f18ea"><enum>(B)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id94569356529649E2846784BE0E72145B" style="OLC">
						<subsection id="idED32DBA3BE8C474292565EC4E9520F08"><enum>(g)</enum><header>Magnetometers</header><text>In
				the case of a grant awarded under this section to be used as described in
				subsection (c)(15), if the State or local court applying for the grant does not
				have magnetometers available for use, not less than $300 nor more than $1,000
				of the matching fund required under subsection (d) of the State or local court
				shall be used to acquire a
				magnetometer.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subparagraph></paragraph></section><section id="iddaae00ca-e869-4830-913e-183df65a18c3"><enum>4.</enum><header>Security
			 equipment</header>
			<subsection id="idc73d937f-7d15-44f8-8163-62038d30a802"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subchapter III of
			 <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/5">chapter 5</external-xref> of title 40, United States Code, is amended by adding after section
			 559 the following:</text>
				<quoted-block display-inline="no-display-inline" id="id1fa08d0d-3505-44eb-81ee-dfe840496449" style="USC">
					<section id="idc1ef7d39-6bd9-48c5-87f0-9a5248f4ac30"><enum>560.</enum><header>Surplus
				security equipment for State and local courts</header>
						<subsection id="id037790ec-1db5-4b55-9579-6f4c03736624"><enum>(a)</enum><header>Definitions</header><text>In
				this section—</text>
							<paragraph id="id92f93873-68a8-423e-bbe0-4d812e53ac4b"><enum>(1)</enum><text>the term
				<term>surplus security equipment</term> means surplus property that is used to
				detect weapons, including metal detectors, wands, and baggage screening
				devices; and</text>
							</paragraph><paragraph id="idb25402af-4fb7-439d-9125-ec6bbb80f8df"><enum>(2)</enum><text>the term
				<term>qualifying State or local courthouse</term> means a courthouse of a State
				or local government that has less security equipment than the security needs of
				the courthouse require.</text>
							</paragraph></subsection><subsection id="id78972ca5-7c11-4fde-b4b6-aa5088cc5803"><enum>(b)</enum><header>Disposal of
				surplus security equipment</header>
							<paragraph id="id90d5f92c-8144-4a43-851b-f46d9c3bcc11"><enum>(1)</enum><header>In
				general</header><text>Notwithstanding any other provision of this subchapter,
				the Administrator of General Services shall ensure that a qualifying State or
				local courthouse has an opportunity to request to receive surplus security
				equipment for use at the qualifying State or local courthouse before the
				surplus security equipment is made available to any other individual or entity
				under this subchapter.</text>
							</paragraph><paragraph id="iddcf21006-2b8b-4a3c-981e-f5b316b83a14"><enum>(2)</enum><header>Disposal</header>
								<subparagraph id="ide8c8379f-24a7-4f09-ad55-c6138b973168"><enum>(A)</enum><header>In
				general</header><text>Subject to subparagraph (B), upon request by qualifying
				State or local courthouse for surplus security equipment for use at a
				qualifying State or local courthouse, the surplus security equipment shall be
				made available to the qualifying State or local courthouse without cost, except
				for any costs of shipping, handling, and maintenance.</text>
								</subparagraph><subparagraph id="ide6cf6dec-7742-44f6-8856-ec5df7f19429"><enum>(B)</enum><header>Multiple
				requests</header><text>If more than 1 qualifying State or local courthouse
				requests a particular piece of surplus security equipment, the surplus security
				equipment shall be distributed based on need, as determined by the
				Administrator of General Services, with priority given to a qualifying State or
				local courthouse that has no security
				equipment.</text>
								</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idc2b351bd-2934-43ea-9237-5c568f72975c"><enum>(b)</enum><header>Technical
			 and conforming amendment</header><text>The table of sections for chapter 5 of
			 title 40, United States Code, is amended by inserting after the item relating
			 to section 559 the following:</text>
