		<official-title display="yes">To reduce the number of nonessential
		  vehicles purchased and leased by the Federal Government, and for other
		  purposes.</official-title>

		<section id="H4106FE1EF4214CDFAE0764B6655B6895" section-type="section-one"><enum>1.</enum><header>Reduction of the number of
			 nonessential vehicles purchased and leased by the Federal Government</header>
			<subsection id="HD485AC74FE0443FB93970CE1344C22DD"><enum>(a)</enum><header>Review of
			 nonessential vehicle purchase</header><text>The Director of the Office of
			 Management and Budget, in consultation with the head of the relevant Executive
			 agency, shall complete each of the following:</text>
				<paragraph id="H2F1FDF2AF7DD4963A23A8CD0D753CBD9"><enum>(1)</enum><text>Determine the
			 total dollar amount obligated by each Executive agency to purchase civilian
			 vehicles in fiscal year 2010.</text>
				</paragraph><paragraph id="H4B94015DB8FC4F029059AB16400CA35D"><enum>(2)</enum><text display-inline="yes-display-inline">Determine the total dollar amount obligated
			 by each Executive agency to lease civilian vehicles in fiscal year 2010.</text>
				</paragraph><paragraph id="HC994BE7A6DDA429DBEF5E80FA2303370"><enum>(3)</enum><text display-inline="yes-display-inline">Determine the total number of civilian
			 vehicles purchased by each Executive agency in fiscal year 2010.</text>
				</paragraph><paragraph id="HF1909E8B84A8404F86B01C4493DC1F6F"><enum>(4)</enum><text display-inline="yes-display-inline">Determine the total number of civilian
			 vehicles leased by each Executive agency in fiscal year 2010.</text>
				</paragraph><paragraph id="H6BD1B28CC3EB459BBC7C594EEC6DC68A"><enum>(5)</enum><text>Determine the
			 total dollar amount that would be 20 percent less than the dollar amount
			 determined under paragraphs (1) and (2) for each Executive agency.</text>
				</paragraph></subsection><subsection commented="no" id="H299CB7CDA56047518D50438F5CB07ECB"><enum>(b)</enum><header>Reduction of
			 nonessential vehicle purchase</header><text display-inline="yes-display-inline">For each of fiscal years 2013 through 2017,
			 each Executive agency may not obligate more than the dollar amount identified
			 pursuant to subsection (a)(5) to purchase and lease civilian vehicles.</text>
			</subsection><subsection id="HACF1BCD713874C25A0E601BB621EB34A"><enum>(c)</enum><header>Sharing</header><text display-inline="yes-display-inline">The Administrator of General Services shall
			 ensure that an Executive agency may share excess or unused vehicles with
			 another Executive agency that may need temporary or long-term use of additional
			 vehicles through the Federal Fleet Management System.</text>
			</subsection><subsection id="H73975063ECD8424CA92D0F21F66BFC60"><enum>(d)</enum><header>National
			 security exception</header><text display-inline="yes-display-inline">The limits
			 on the purchase and procurement of vehicles provided in this section shall not
			 apply to the purchase or procurement of any vehicle that has been determined by
			 the President to be essential for reasons of national security.</text>
			</subsection><subsection id="H640E427D48814ECCBB64D1336305E774"><enum>(e)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="HB88FA2B4B0C14EC1BE445825F2EB73B9"><enum>(1)</enum><header>Civilian
			 vehicle</header><text display-inline="yes-display-inline">The term
			 <term>civilian vehicle</term> means a vehicle that is not used for purposes of
			 military combat, the training or deployment of uniformed military personnel, or
			 such other uses as determined by the Director of the Office of Management and
			 Budget, in consultation with the Administrator of General Services.</text>
				</paragraph><paragraph id="H7BED203EFB8E4515A83F04DB1AF01EA9"><enum>(2)</enum><header>Executive
			 agency</header><text>The term <term>Executive agency</term> has the meaning
			 given that term under <external-xref legal-doc="usc" parsable-cite="usc/5/105">section 105</external-xref> of title 5, United States
			 Code.</text>
