		<official-title>To ensure that all individuals who should be prohibited
		  from buying a firearm are listed in the national instant criminal background
		  check system and require a background check for every firearm
		  sale.</official-title>

		<section id="id6CAF395AE892488A9A4C3D0DF8087F8E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Protecting Responsible Gun Sellers Act
			 of 2013</short-title></quote>.</text>
		</section><section id="S1" section-type="subsequent-section"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph id="id7238a5b013bd4a20aa8d52a454cbee20"><enum>(1)</enum><text>Congress supports
			 and respects the right to bear arms found in the Second Amendment to the
			 Constitution of the United States.</text>
			</paragraph><paragraph id="id1638168abfa84a65b6b3cb1d6355eb4b"><enum>(2)</enum><text>Congress supports
			 the existing prohibition on a national firearms registry.</text>
			</paragraph><paragraph id="id4499e705346b492fa2fadc0d0e71d8ac"><enum>(3)</enum><text>There are
			 deficits in the background check system in effect before the date of enactment
			 of this Act and the Department of Justice should make it a top priority to work
			 with States to swiftly input missing records, including mental health
			 records.</text>
			</paragraph><paragraph id="id296bcc1f605346d4bd57d313ed0c0934"><enum>(4)</enum><text>If the citizens
			 of the United States agree that in order to promote safe and responsible gun
			 ownership criminals and the mentally ill should be prohibited from possessing
			 firearms, it should be incumbent upon all citizens to ensure weapons are not
			 being transferred to such people.</text>
