		<official-title>To establish the Blackstone River Valley National
		  Historical Park, to dedicate the Park to John H. Chafee, and for other
		  purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Blackstone River Valley National
			 Historical Park Establishment Act</short-title></quote>.</text>
		</section><section id="id628c8c05bf604382819b172e819721e0"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to establish the
			 Blackstone River Valley National Historical Park—</text>
			<paragraph id="idfe26b8a69ca7403eab4b08f4312792c8"><enum>(1)</enum><text>to help preserve,
			 protect, and interpret the nationally significant resources that exemplify the
			 industrial heritage of the Blackstone River Valley for the benefit and
			 inspiration of future generations;</text>
			</paragraph><paragraph id="id4cc5d49b63e34c248427e386e59fe335"><enum>(2)</enum><text>to support the
			 preservation, protection, and interpretation of the urban, rural, and
			 agricultural landscape features (including the Blackstone River and Canal) of
			 the region that provide an overarching context for the industrial heritage of
			 the Blackstone River Valley;</text>
			</paragraph><paragraph id="idf78a2657960247f982dbced4ed1fe2ee"><enum>(3)</enum><text>to educate the
			 public about—</text>
				<subparagraph id="id98294e5773904c5dbcada7e648de57ab"><enum>(A)</enum><text>the nationally
			 significant sites and districts that convey the industrial history of the
			 Blackstone River Valley; and</text>
				</subparagraph><subparagraph id="ida5a18d7dc4424a7ab4c0fb6ff553b7e4"><enum>(B)</enum><text>the significance
			 of the Blackstone River Valley to the past and present of the United States;
			 and</text>
				</subparagraph></paragraph><paragraph id="idfa2ddab37ab5419496de3acc048bca5d"><enum>(4)</enum><text>to support and
			 enhance the network of partners in the protection, improvement, management, and
			 operation of related resources and facilities throughout the John H. Chafee
			 Blackstone River Valley National Heritage Corridor.</text>
			</paragraph></section><section id="ide30ecfe549344f46bd0973be33f87b12"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="idceccc93b816d49029212cfa7a69849f3"><enum>(1)</enum><header>National
			 heritage corridor</header><text>The term <term>National Heritage
			 Corridor</term> means the John H. Chafee Blackstone River Valley National
			 Heritage Corridor.</text>
			</paragraph><paragraph id="id4d785a6815034294a4c8869802963952"><enum>(2)</enum><header>Park</header><text>The
			 term <term>Park</term> means the Blackstone River Valley National Historical
			 Park established under section 4.</text>
			</paragraph><paragraph id="id2cdd399074b94f76b531f08c4abf67f7"><enum>(3)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
			</paragraph><paragraph id="idea041a29f92f4c3d831ff258a73580c0"><enum>(4)</enum><header>States</header><text>The
			 term <term>States</term> means—</text>
				<subparagraph id="id07AC865689BE47DEA0CD87184A4FFDDA"><enum>(A)</enum><text>the State of
			 Massachusetts; and</text>
				</subparagraph><subparagraph id="id9AC75CBC36CD412FB3C54E945C0AA13F"><enum>(B)</enum><text>the State of
			 Rhode Island.</text>
				</subparagraph></paragraph></section><section id="id5865893ef7d94fdb972e473dab5d4dde"><enum>4.</enum><header>Blackstone river
			 valley national historical park</header>
			<subsection id="id0618047754f14e599ad0b9fd1282e6ac"><enum>(a)</enum><header>Establishment</header><text>There
			 is established in the States a unit of the National Park System, to be known as
			 the <quote>Blackstone River Valley National Historical Park</quote>.</text>
			</subsection><subsection id="id8761622b9b544d0284fea38c7a08bed2"><enum>(b)</enum><header>Historic sites
			 and districts</header><text>The Park shall include—</text>
				<paragraph id="id4C40682A8479464ABE37AE5B2A1C5B15"><enum>(1)</enum><text>Blackstone River
			 State Park; and</text>
				</paragraph><paragraph id="idF15D40AE31364F04967F49FB8063AFCA"><enum>(2)</enum><text>the following
			 resources, as described in Management Option 3 of the study entitled
			 <quote>Blackstone River Valley Special Resource Study—Study Report
			 2011</quote>:</text>
					<subparagraph id="idfdf372d026934c2aae72fd87dbe23e03"><enum>(A)</enum><text>Old Slater Mill
			 National Historic Landmark District.</text>
					</subparagraph><subparagraph id="idba6e6b993a9441199fa9cca1bdc4bdff"><enum>(B)</enum><text>Slatersville
			 Historic District.</text>
					</subparagraph><subparagraph id="idbf5d0d42891f490c85064d0cf7a1d3c0"><enum>(C)</enum><text>Ashton Historic
			 District.</text>
					</subparagraph><subparagraph id="idf9e8f02da6d143cdaedc735e8db22efc"><enum>(D)</enum><text>Whitinsville
			 Historic District.</text>
					</subparagraph><subparagraph id="idde77b0a8f281432a99164723dde5362b"><enum>(E)</enum><text>Hopedale Village
			 Historic District.</text>
					</subparagraph><subparagraph id="ide70a9986dfde45a48860894bb2f2d504"><enum>(F)</enum><text>Blackstone River
			 and the tributaries of Blackstone River.</text>
					</subparagraph><subparagraph id="id24d6d797a83b41148c654e94301f0257"><enum>(G)</enum><text>Blackstone
			 Canal.</text>
					</subparagraph></paragraph></subsection><subsection id="id54b2611eae944f748cfe1374223936e6"><enum>(c)</enum><header>Acquisition of
			 land; park boundary</header>
				<paragraph id="idba83e08907c64c2eb378318f044061e3"><enum>(1)</enum><header>Land
			 acquisition</header><text>The Secretary may acquire land or interests in land
			 that are considered contributing historic resources in the historic sites and
			 districts described in subsection (b)(2) for inclusion in the Park boundary by
			 donation, purchase from a willing seller with donated or appropriated funds, or
			 exchange.</text>
				</paragraph><paragraph id="id3fba43c032494a0d99ddd6fc335e428c"><enum>(2)</enum><header>Park
			 boundary</header><text>On a determination by the Secretary that a sufficient
			 quantity of land or interests in land has been acquired to constitute a
			 manageable park unit, the Secretary shall establish a boundary for the Park by
			 publishing a boundary map in the Federal Register.</text>
				</paragraph><paragraph id="idf04c4676b31348009dfc16b00977c7af"><enum>(3)</enum><header>Other
			 resources</header><text>The Secretary may include in the Park boundary any
			 resources that are the subject of an agreement with the States or a subdivision
			 of the States entered into under subsection (d)(4).</text>
				</paragraph><paragraph id="id630b893b11e7479f9159c5eb68ab6d39"><enum>(4)</enum><header>Boundary
			 adjustment</header><text>On the acquisition of additional land or interests in
			 land under paragraph (1), or on entering an agreement under paragraph (3), the
			 boundary of the Park shall be adjusted to reflect the acquisition or agreement
			 by publishing a Park boundary map in the Federal Register.</text>
				</paragraph><paragraph id="id53caddf365dd405cb599505f4213a226"><enum>(5)</enum><header>Availability of
			 map</header><text>The maps referred to in this subsection shall be available
			 for public inspection in the appropriate offices of the National Park
			 Service.</text>
				</paragraph><paragraph id="id0dd1c592391949b998ee87345185dec8"><enum>(6)</enum><header>Administrative
			 facilities</header><text>The Secretary may acquire not more than 10 acres in
			 Woonsocket, Rhode Island for the development of administrative, curatorial,
			 maintenance, or visitor facilities for the Park.</text>
				</paragraph><paragraph id="id9c39872247084873bef467e605ecad75"><enum>(7)</enum><header>Limitation</header><text>Land
			 owned by the States or a political subdivision of the States may be acquired
			 under this subsection only by donation.</text>
				</paragraph></subsection><subsection id="id8176f54be7c84c6aa57c5e57bc4068e4"><enum>(d)</enum><header>Administration</header>
				<paragraph id="id7a2edd79b55e42499ca02d35ab7f0693"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall administer land within the boundary
			 of the Park in accordance with—</text>
					<subparagraph id="id1209ded8e912457a860e58545ecdd969"><enum>(A)</enum><text>this section;
			 and</text>
					</subparagraph><subparagraph id="idafd500c96fa34e4cbe7b72e8726f5971"><enum>(B)</enum><text>the laws
			 generally applicable to units of the National Park System, including—</text>
						<clause id="idf17417b4f4714d7aa69698e9aa1f8761"><enum>(i)</enum><text>the
			 National Park Service Organic Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1">16 U.S.C. 1 et seq.</external-xref>); and</text>
						</clause><clause id="id874daab643bb4a798e05a7011f155842"><enum>(ii)</enum><text>the Act of
			 August 21, 1935 (<external-xref legal-doc="usc" parsable-cite="usc/16/461">16 U.S.C. 461 et seq.</external-xref>).</text>
						</clause></subparagraph></paragraph><paragraph id="id5e84f7aab51e42f3bf8456f630fcd69d"><enum>(2)</enum><header>General
			 management plan</header>
					<subparagraph id="ida3486d43e1fe45b4af58f89376d1071b"><enum>(A)</enum><header>In
			 general</header><text>Not later than 3 years after the date on which funds are
			 made available to carry out this section, the Secretary shall prepare a general
			 management plan for the Park—</text>
						<clause id="id97a0d2a053374702b846df70fce60881"><enum>(i)</enum><text>in
			 consultation with the States and other interested parties; and</text>
						</clause><clause id="id35656aed6b924089af2704b72bc41177"><enum>(ii)</enum><text>in
			 accordance with section 12(b) of the National Park System General Authorities
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1a">16 U.S.C. 1a–7(b)</external-xref>).</text>
						</clause></subparagraph><subparagraph id="id79339a82a92b48d5a6fdf96ad093536c"><enum>(B)</enum><header>Requirements</header><text>The
			 plan shall consider ways to use preexisting or planned visitor facilities and
			 recreational opportunities developed in the National Heritage Corridor,
			 including—</text>
						<clause id="idf88931b0e9bb4968823b95049b5efd6f"><enum>(i)</enum><text>the
			 Blackstone Valley Visitor Center, Pawtucket, Rhode Island;</text>
						</clause><clause id="idc51fb9cbcb924439a4337c3c1cd875c5"><enum>(ii)</enum><text>the Captain
			 Wilbur Kelly House, Blackstone River State Park, Lincoln, Rhode Island;</text>
						</clause><clause id="id7fbfe5f8b7404cc7b52a426bf0dbeda7"><enum>(iii)</enum><text>the Museum of
			 Work and Culture, Woonsocket, Rhode Island;</text>
						</clause><clause id="id5c678f0038a941cabdd3ef900f01d622"><enum>(iv)</enum><text>the River Bend
			 Farm/Blackstone River and Canal Heritage State Park, Uxbridge,
			 Massachusetts;</text>
						</clause><clause id="id28aef5b2d7f5485d8f4f13cd588ec18e"><enum>(v)</enum><text>the
			 Worcester Blackstone Visitor Center, located at the former Washburn &amp; Moen
			 wire mill facility, Worcester, Massachusetts;</text>
						</clause><clause id="id4f982499a7d542b7a98513b358c48994"><enum>(vi)</enum><text>the Route 295
			 Visitor Center adjacent to Blackstone River State Park; and</text>
						</clause><clause id="id32c7ddf8dd2e4a4a80a23d197ef6db17"><enum>(vii)</enum><text>the Blackstone
			 River Bikeway.</text>
						</clause></subparagraph></paragraph><paragraph id="id45256716a16f460a9fc3663183156068"><enum>(3)</enum><header>Related
			 sites</header><text>The Secretary may provide technical assistance, visitor
			 services, interpretive tours, and educational programs to sites and resources
			 in the National Heritage Corridor that are located outside the boundary of the
			 Park and associated with the purposes for which the Park is established.</text>
				</paragraph><paragraph id="id2c7f18e6c5524478ab6dfd982d95b3c6"><enum>(4)</enum><header>Cooperative
			 agreements</header>
					<subparagraph id="id1159e4001bcf48bda5b99501b746f0e7"><enum>(A)</enum><header>In
			 general</header><text>To further the purposes of this section and
			 notwithstanding <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/63">chapter 63</external-xref> of title 31, United States Code, the Secretary may
			 enter into cooperative agreements with the States, political subdivisions of
			 the States, nonprofit organizations (including Blackstone River Valley National
			 Heritage Corridor, Inc.), and other interested parties—</text>
						<clause commented="no" id="id10b8b059b41f446e95f0afe9cba47a53"><enum>(i)</enum><text>to provide
			 technical assistance, interpretation, and educational programs in the historic
			 sites and districts described in subsection (b)(2); and</text>
						</clause><clause commented="no" id="id78e1aaf68bdf405f945b74ca55d66758"><enum>(ii)</enum><text>subject to the
			 availability of appropriations and subparagraphs (B) and (C), to provide not
			 more than 50 percent of the cost of any natural, historic, or cultural resource
			 protection project in the Park that is consistent with the general management
			 plan prepared under paragraph (2).</text>
						</clause></subparagraph><subparagraph id="idab7110764d414c448aaf0d198fab85d5"><enum>(B)</enum><header>Matching
			 requirement</header><text>As a condition of the receipt of funds under
			 subparagraph (A)(ii), the Secretary shall require that any Federal funds made
			 available under a cooperative agreement entered into under this paragraph are
			 to be matched on a 1-to-1 basis by non-Federal funds.</text>
					</subparagraph><subparagraph id="id29d84f87908048f181729fd0e046dd86"><enum>(C)</enum><header>Reimbursement</header><text>Any
			 payment made by the Secretary under subparagraph (A)(ii) shall be subject to an
			 agreement that the conversion, use, or disposal of the project for purposes
			 that are inconsistent with the purposes of this section, as determined by the
			 Secretary, shall result in a right of the United States to reimbursement of the
			 greater of—</text>
						<clause id="id0ac882033e3d4655ab6350ac2fd04bfd"><enum>(i)</enum><text>the
			 amount provided by the Secretary to the project under subparagraph (A)(ii);
			 or</text>
						</clause><clause id="id0d7d6f16511c4aff83dddf3786ea21a9"><enum>(ii)</enum><text>an
			 amount equal to the increase in the value of the project that is attributable
			 to the funds, as determined by the Secretary at the time of the conversion,
			 use, or disposal.</text>
						</clause></subparagraph><subparagraph id="id7b877bdcd9c548359f0cff9f858501d9"><enum>(D)</enum><header>Public
			 access</header><text>Any cooperative agreement entered into under this
			 paragraph shall provide for reasonable public access to the resources covered
			 by the cooperative agreement.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" id="id81048F11ADFB40568236FCFEA5BBE156"><enum>(e)</enum><header>Dedication;
			 memorial</header>
				<paragraph commented="no" id="idC99A7AFEC3C44179B76395829BA636A2"><enum>(1)</enum><header>In
			 general</header><text>Congress dedicates the Park to John H. Chafee, the former
			 United States Senator from Rhode Island, in recognition of—</text>
					<subparagraph commented="no" id="id71B28172BF864146868B10313061D850"><enum>(A)</enum><text>the role of John
			 H. Chafee in the preservation of the resources of the Blackstone River Valley
			 and the heritage corridor that bears the name of John H. Chafee; and</text>
					</subparagraph><subparagraph commented="no" id="id779D17E6AFBF485A80B5E9B0A862A952"><enum>(B)</enum><text>the decades of
			 the service of John H. Chafee to the people of Rhode Island and the United
			 States.</text>
					</subparagraph></paragraph><paragraph commented="no" id="IDcc60e5bbfdc34803b960f2ba56661b4b"><enum>(2)</enum><header>Memorial</header><text>The
			 Secretary shall display a memorial at an appropriate location in the Park that
			 recognizes the role of John H. Chafee in preserving the resources of the
			 Blackstone River Valley for the people of the United States.</text>
				</paragraph></subsection></section><section id="id74A22989F6ED4913AB9D5515BD98CC38"><enum>5.</enum><header>John H. Chafee
			 blackstone river valley national heritage corridor amendments</header><text display-inline="no-display-inline">Public Law 99–647 (<external-xref legal-doc="usc" parsable-cite="usc/16/461">16 U.S.C. 461</external-xref> note; 100
			 Stat. 3625) is amended—</text>
			<paragraph id="id91753d8cc29a436faea04b36adbaaaef"><enum>(1)</enum><text>in the first
			 sentence of section 2 (110 Stat. 4202), by striking <quote>the map entitled
			 <quote>Blackstone River Valley National Heritage Corridor Boundary Map</quote>,
			 numbered BRV–80–80,011, and dated May 2, 1993</quote> and inserting <quote>the
			 map entitled <quote>John H. Chafee Blackstone River Valley National Heritage
			 Corridor—Proposed Boundary</quote>, numbered 022/111530, and dated November 10,
			 2011</quote>;</text>
			</paragraph><paragraph id="id6457e5c44abc447998b22df0d8ada19a"><enum>(2)</enum><text>in section 7 (120
			 Stat. 1858, 125 Stat. 155)—</text>
				<subparagraph id="id7ea263569e6347249fe8054ae0055084"><enum>(A)</enum><text>in the section
			 heading, by striking <quote>termination of commission</quote> and inserting
			 <quote>termination of commission; designation of local coordinating
			 entity</quote>;</text>

			 end the following:</text>

						<subsection id="id5faeadd7146b489d805d103b421e5ee3"><enum>(b)</enum><header>Local
				coordinating entity</header>
							<paragraph id="ida0c9667ea6054325ba0b54a8613d15e0"><enum>(1)</enum><header>Designation</header><text>The
				Blackstone River Valley National Heritage Corridor, Inc., shall be the local
				coordinating entity for the Corridor (referred to in this section as the
				<quote>local coordinating entity</quote>).</text>
							</paragraph><paragraph id="ide22a90462aa249178651906e8cee97eb"><enum>(2)</enum><header>Implementation
				of management plan</header><text>The local coordinating entity shall assume the
				duties of the Commission for the implementation of the Cultural Heritage and
				Land Management Plan developed and approved under section 6.</text>
							</paragraph></subsection><subsection id="id7eb2ea76a2564b439564e5f46286579a"><enum>(c)</enum><header>Use of
				funds</header><text>For the purposes of carrying out the management plan, the
				local coordinating entity may use amounts made available under this Act—</text>
							<paragraph id="id2eab2438fa7a4af88d36e16302c33523"><enum>(1)</enum><text>to make grants to
				the States of Massachusetts and Rhode Island (referred to in this section as
				the <quote>States</quote>), political subdivisions of the States, nonprofit
				organizations, and other persons;</text>
							</paragraph><paragraph id="ided8d72a60aea4aa69ef0a7ab79bb0c60"><enum>(2)</enum><text>to enter into
				cooperative agreements with or provide technical assistance to the States,
				political subdivisions of the States, nonprofit organizations, Federal
				agencies, and other interested parties;</text>
							</paragraph><paragraph id="id51cfaa30c7fd4dbfa7c5b59e38791027"><enum>(3)</enum><text>to hire and
				compensate staff, including individuals with expertise in—</text>
								<subparagraph id="id9981b59f94e84dcda0400b70ed4cd185"><enum>(A)</enum><text>natural,
				historical, cultural, educational, scenic, and recreational resource
				conservation;</text>
								</subparagraph><subparagraph id="id55e264e3741047bf89dcdff09411cf04"><enum>(B)</enum><text>economic and
				community development; or</text>
								</subparagraph><subparagraph id="id2ec56ccca1e44dd4a020109ef929ff1c"><enum>(C)</enum><text>heritage
				planning;</text>
								</subparagraph></paragraph><paragraph id="id416587e96cf34a64abe67256fe1c746f"><enum>(4)</enum><text>to obtain funds
				or services from any source, including funds and services provided under any
				other Federal law or program;</text>
							</paragraph><paragraph id="id228519fdac304f67bb936930a9989845"><enum>(5)</enum><text>to contract for
				goods or services; and</text>
							</paragraph><paragraph id="idd7d0843f148749f4b962e6957749476f"><enum>(6)</enum><text>to support
				activities of partners and any other activities that further the purposes of
				the Corridor and are consistent with the approved management
				plan.</text>
							</paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="id01a961491c4d421daea2741c8a252c6f"><enum>(3)</enum><text>in section 8 (120
			 Stat. 1858)—</text>
				<subparagraph id="idb0294cdc5993430fa24be47bd1751c0f"><enum>(A)</enum><text>in subsection
			 (b)—</text>
					<clause id="idb5b6ebd427054043820b0038f2b48f85"><enum>(i)</enum><text>by

							<paragraph id="id6352b77ca6d94d56897f5f5904bef0b4"><enum>(2)</enum><header>Cooperative
				agreements</header><text>Notwithstanding <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/63">chapter 63</external-xref> of title 31, United States
				Code, the Secretary may enter into cooperative agreements with the local
				coordinating entity designated by paragraph (1) and other public or private
				entities for the purpose of—</text>
								<subparagraph id="id9239d38b84c446ce9da0880c87825315"><enum>(A)</enum><text>providing
				technical assistance; or</text>
								</subparagraph><subparagraph id="idff9893b97d554782b001437899222817"><enum>(B)</enum><text>implementing the
				plan under section 6(c).</text>
								</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</clause></subparagraph><subparagraph id="id75a0c6b8e76241328c7f71171cf95c85"><enum>(B)</enum><text>by striking
			 subsection (d) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="idbe7846c95da3474abe3b62cd5eac4226" style="OLC">
						<subsection id="id899e73d5537f449491c22b43ea3b72e1"><enum>(d)</enum><header>Transition
				memorandum of understanding</header><text>The Secretary shall enter into a
				memorandum of understanding with the local coordinating entity to
				ensure—</text>
							<paragraph id="idc1a95fce209340578b35f4f64612a64b"><enum>(1)</enum><text>the appropriate
				transition of management of the Corridor from the Commission to the local
				coordinating entity; and</text>
							</paragraph><paragraph id="id50b988f974cb4179bc364cc2c38844ff"><enum>(2)</enum><text>coordination
				regarding the implementation of the Cultural Heritage and Land Management
				Plan.</text>
							</paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="idd951391a285a479faa6ac130ac70fb44"><enum>(4)</enum><text>in section 10
			 (104 Stat. 1018, 120 Stat. 1858)—</text>
				<subparagraph id="idfbf9f9847e6c4052a13e55dc2c7e56fd"><enum>(A)</enum><text>in subsection
			 (a), by striking <quote>in which the Commission is in existence</quote> and
			 inserting <quote>until September 30, 2016</quote>; and</text>
				</subparagraph><subparagraph id="id9CC7F1B6246A43348C76FD54F3B6D367"><enum>(B)</enum><text>by striking
			 subsection (c); and</text>
				</subparagraph></paragraph><paragraph id="id024ce3a42f0f41a28c78066adc97599b"><enum>(5)</enum><text>by adding at the
			 end the following:</text>

				of sections 6, 8 (other than section 8(d)(1)), 9, and 10, a reference to the
				<quote>Commission</quote> shall be considered to be a reference to the local
				coordinating
				entity.</text>

			</paragraph></section><section id="id19FA2364EF434355A67CDFAD0D36CA16"><enum>6.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated such sums as are necessary to carry out sections
			 2 through 4.</text>
