		<section id="idC061A37AD4164AFC9E410F4D786F3F1C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>First State National Historical Park
			 Act</short-title></quote>.</text>
		</section><section id="ID3aafcdc8b4f242029b92af4828340a12"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="ID334876db47bc4eb491e57ee839b13ecc"><enum>(1)</enum><header>Historical
			 park</header><text>The term <term>historical park</term> means the First State
			 National Historical Park established by section 3(a)(1).</text>
			</paragraph><paragraph id="IDba93e8ea7e774f24bc350231df2fa51d"><enum>(2)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
			</paragraph><paragraph id="IDe763706cecaa480aa94d9015c61534d9"><enum>(3)</enum><header>State</header><text>The
			 term <term>State</term> means—</text>
				<subparagraph id="id2153ED3346D445FEA2986C312F6FF93E"><enum>(A)</enum><text>the State of
			 Delaware; and</text>
				</subparagraph><subparagraph id="idA01225A2498A40B381C4A857474F2916"><enum>(B)</enum><text>in the case of
			 the property described in section 3(b)(8), the States of Delaware and
			 Pennsylvania.</text>
				</subparagraph></paragraph></section><section id="ID723cc46c59a84f058a2b6f368deb1dbc"><enum>3.</enum><header>First State
			 National Historical Park</header>
			<subsection id="id61FD8305A1704735AC7F5C554D932C54"><enum>(a)</enum><header>Establishment</header>
				<paragraph id="id24DA76DED130402D8DE1DE88DB4BB684"><enum>(1)</enum><header>In
			 general</header><text>Subject to paragraph (3), there is established the First
			 State National Historical Park, to be administered as a unit of the National
			 Park System.</text>
				</paragraph><paragraph id="idCD2A22D429C84AF296556FDC0C70AB15"><enum>(2)</enum><header>Purposes</header><text>The
			 purposes of the historical park are to preserve, protect, and interpret the
			 nationally significant cultural and historic resources in the State that are
			 associated with—</text>
					<subparagraph id="id53906FD7607B45BC9C57C1ECF65AAC40"><enum>(A)</enum><text>early Dutch,
			 Swedish, and English settlement of the Colony of Delaware and portions of the
			 Colony of Pennsylvania; and</text>
					</subparagraph><subparagraph id="idD8877219F48543E390399E98952CA5AC"><enum>(B)</enum><text>the role of
			 Delaware —</text>
						<clause id="id806B7CDDF60542DFBEF2CC267C838958"><enum>(i)</enum><text>in
			 the birth of the United States; and</text>
						</clause><clause id="id7EF54E9AA5A14FA9A2D6EB1A3073BA78"><enum>(ii)</enum><text>as
			 the first State to ratify the Constitution.</text>
						</clause></subparagraph></paragraph><paragraph id="id08D09442A32A4492B3D2C622AB39F1B4"><enum>(3)</enum><header>Determination
			 by secretary</header>
					<subparagraph id="id2281BE5E854F469EAE827F902028ABC0"><enum>(A)</enum><header>In
			 general</header><text>The historical park shall not be established until the
			 date on which the Secretary determines that sufficient land or interests in
			 land have been acquired from among the sites described in subsection (b) to
			 constitute a manageable park unit.</text>
					</subparagraph><subparagraph id="id44316E2DE96C46EFBD623B6A412DBBA8"><enum>(B)</enum><header>Notice</header><text>Not
			 later than 30 days after making a determination under subparagraph (A), the
			 Secretary shall publish a notice in the Federal Register of the establishment
			 of the historical park, including an official boundary map for the historical
			 park.</text>
					</subparagraph><subparagraph id="id083111B3793549249D2B620BFE0C4906"><enum>(C)</enum><header>Availability of
			 map</header><text>The map published under subparagraph (B) shall be on file and
			 available for public inspection in the appropriate offices of the National Park
			 Service.</text>
					</subparagraph></paragraph></subsection><subsection id="IDf8264b39860744139cad50d36779aea9"><enum>(b)</enum><header>Historic
			 sites</header><text>The Secretary may include the following sites within the
			 boundary of the historical park as generally depicted on the maps numbered 1
			 through 6, entitled <quote>First State National Historical Park, New Castle,
			 Kent, Sussex Counties, DE and Delaware County, PA</quote> and <quote>First
			 State National Historical Park, Woodlawn</quote>, numbered T19/80,000G, and
			 dated February 2013:</text>
				<paragraph id="IDd19d157933ee48f5bffbae05c1f9ed63"><enum>(1)</enum><text>The Old
			 Sherriff’s House in New Castle County, Delaware, as depicted on map 4 of
			 6.</text>
				</paragraph><paragraph id="ID15e163e991e04d82a7b44268235d899f"><enum>(2)</enum><text>Fort Christina
			 National Historic Landmark in New Castle County, Delaware, as depicted on map 3
			 of 6.</text>
				</paragraph><paragraph id="IDc2972ad0c5a34519b8e9ecf4bb9e9ae1"><enum>(3)</enum><text>Old Swedes Church
			 National Historic Landmark in New Castle County, Delaware, as depicted on map 3
			 of 6.</text>
				</paragraph><paragraph id="ID3227c864d5c2461ead1238c71c7f6105"><enum>(4)</enum><text>Old New Castle
			 Courthouse in New Castle, Delaware, as depicted on map 4 of 6.</text>

				</paragraph><paragraph id="ID3531385bbf274c539c9eb84a73d421ae"><enum>(6)</enum><text>Dover Green in

				</paragraph><paragraph id="IDd71b698608b8436ea8d276c6b968f16b"><enum>(7)</enum><text>Ryves Holt House

				</paragraph><paragraph id="idb6218be1957d4cf69aa54a9ce27edfb4"><enum>(8)</enum><text>The Woodlawn
			 property in New Castle County, Delaware, and Delaware County, Pennsylvania, as
			 depicted on map 2 of 6.</text>
				</paragraph><paragraph id="id144B745DAD624B56ACC2ED3EA67A4FA9"><enum>(9)</enum><text>Old New Castle
			 Green, in New Castle, Delaware, as depicted on map 4 of 6.</text>
				</paragraph></subsection></section><section id="IDfa2175cedf1f4b12880a0a59466da162"><enum>4.</enum><header>Administration</header>
			<subsection id="IDcbac46eaef0a4397a087ff30ab1d63ca"><enum>(a)</enum><header>In
			 general</header><text>The Secretary shall administer the historical park in
			 accordance with—</text>
				<paragraph id="id0F3EC829941F41C186DBF177DD1DBC67"><enum>(1)</enum><text>this Act;
			 and</text>
				</paragraph><paragraph id="idFCC52A14BBFA4171A2ABA449E0DD5346"><enum>(2)</enum><text>the laws
			 generally applicable to units of the National Park System, including—</text>
					<subparagraph id="ID67085c421de146db86d190c999385adc"><enum>(A)</enum><text>the National Park
			 System Organic Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1">16 U.S.C. 1 et seq.</external-xref>); and</text>
					</subparagraph><subparagraph id="IDf83c587746a14b74b74d0d1a195c3c4f"><enum>(B)</enum><text>the Act of August
			 21, 1935 (<external-xref legal-doc="usc" parsable-cite="usc/16/461">16 U.S.C. 461 et seq.</external-xref>).</text>
					</subparagraph></paragraph></subsection><subsection id="IDb1585b76e4564cafb45221190cb0475b"><enum>(b)</enum><header>Land
			 acquisition</header>
				<paragraph id="idE9837A9C8B564DAB8EF1B00E5DF573E7"><enum>(1)</enum><header>Methods</header>
					<subparagraph id="id6DDE20C22BD44A1FBA2BFB93094FE86F"><enum>(A)</enum><header>In
			 general</header><text>Except as provided in subparagraph (B), the Secretary may
			 acquire all or a portion of any of the sites described in section 3(b),
			 including easements or other interests in land, by purchase from a willing
			 seller, donation, or exchange.</text>
					</subparagraph><subparagraph id="id1A79CC7346574A3E97FD98527C31C43B"><enum>(B)</enum><header>Donation
			 only</header>
						<clause id="id4638A45B688947E98E38AEAD0FBD5A53"><enum>(i)</enum><header>Proposed NPS
			 Site</header><text>The Secretary may acquire only by donation all or a portion
			 of the property identified as <quote>Proposed NPS Site</quote> on map 2 of 6
			 entitled <quote>First State National Historical Park, Woodlawn</quote>,
			 numbered T19/80,000G, and dated February 2013, including easements or other
			 interests in land.</text>
						</clause><clause id="idB99FED3CCA7140C79E8CC49686457DB8"><enum>(ii)</enum><header>Area for
			 potential addition by donation</header><text>The Secretary may acquire only by
			 donation all or a portion of the property identified as “Area for Potential
			 Addition by Donation” on map 2 of 6 entitled <quote>First State National
			 Historical Park, Woodlawn</quote>, numbered T19/80,000G, and dated February
			 2013.</text>
						</clause></subparagraph></paragraph><paragraph id="ID2cd71a78f74f4531b39ea43ba086268d"><enum>(2)</enum><header>Boundary
			 adjustment</header><text>On acquisition of land or an interest in land under
			 paragraph (1), the boundary of the historical park shall be adjusted to reflect
			 the acquisition.</text>
				</paragraph></subsection><subsection id="ID61b9d4eac8e2428e8f551502ce733d21"><enum>(c)</enum><header>Interpretive
			 tours</header><text>The Secretary may provide interpretive tours to sites and
			 resources in the State that are located outside the boundary of the historical
			 park and associated with the purposes for which the historical park is
			 established, including—</text>
				<paragraph id="IDbc2c4c30356d4cb1ac6951cc3f80c515"><enum>(1)</enum><text>Fort
			 Casimir;</text>
				</paragraph><paragraph id="IDd4c3857f458949e88340cdac376d708d"><enum>(2)</enum><text>DeVries
			 Monument;</text>
				</paragraph><paragraph id="IDfa880c9d18454599bb39b00882ed362d"><enum>(3)</enum><text>Amstel
			 House;</text>
				</paragraph><paragraph id="ID5c161af0b7bc404bb785f4d5fc38eb80"><enum>(4)</enum><text>Dutch House;
			 and</text>
				</paragraph><paragraph id="IDa3eb7aaf60ec4fe782c1019eae6d6d49"><enum>(5)</enum><text>Zwaanendael
			 Museum.</text>
				</paragraph></subsection><subsection id="ID1a055a951f394f6ab7336c539d69058c"><enum>(d)</enum><header>Cooperative
			 agreements</header>
				<paragraph id="idAEECE4A3E8014BB4AD9C6E27565C53D7"><enum>(1)</enum><header>In
			 general</header><text>The Secretary may enter into a cooperative agreement with
			 the State, political subdivisions of the State, institutions of higher
			 education, nonprofit organizations, and individuals to mark, interpret, and
			 restore nationally significant historic or cultural resources within the
			 boundaries of the historical park, if the cooperative agreement provides for
			 reasonable public access to the resources.</text>
				</paragraph><paragraph id="id1F6D24AEC0FF4AFC9FC53F39E1152A33"><enum>(2)</enum><header>Cost-sharing
			 requirement</header>
					<subparagraph id="idEB5178472510431F8AA70CE337AAB446"><enum>(A)</enum><header>Federal
			 share</header><text>The Federal share of the total cost of any activity carried
			 out under a cooperative agreement entered into under paragraph (1) shall be not
			 more than 50 percent.</text>
					</subparagraph><subparagraph id="id9BA4B06B42C14CC8905FCBE5057E739D"><enum>(B)</enum><header>Form of
			 non-Federal share</header><text>The non-Federal share may be in the form of
			 in-kind contributions or goods or services fairly valued.</text>
					</subparagraph></paragraph></subsection><subsection id="ID774c1cb0b7724e63a087b85fba442c08"><enum>(e)</enum><header>Management
			 plan</header>
				<paragraph id="id2C6AE23831B747BE8EF3F4C59F563DB8"><enum>(1)</enum><header>In
			 general</header><text>Not later than 3 fiscal years after the date on which
			 funds are made available to carry out this subsection, the Secretary shall
			 complete a management plan for the historical park.</text>
				</paragraph><paragraph id="idB4134E793BA14483BFE2815397DD9730"><enum>(2)</enum><header>Applicable
			 law</header><text>The management plan shall be prepared in accordance with
			 section 12(b) of <external-xref legal-doc="public-law" parsable-cite="pl/91/383">Public Law 91–383</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1a">16 U.S.C. 1a–7(b)</external-xref>) and other applicable
			 laws.</text>
				</paragraph></subsection></section><section id="ID8d62beb4f7d24e0fae1e614a75a6e1e3"><enum>5.</enum><header>National
			 landmark study</header>
			<subsection id="IDe615ce2b275146b79dc3f4cab21a2d79"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 3
			 years after the date on which funds are made available to carry out this
			 section, the Secretary shall complete a study assessing the historical
			 significance of additional properties in the State that are associated with the
			 purposes of historical park.</text>
			</subsection><subsection id="idB465C44481FA417C9E8AFFE2A0893D2C"><enum>(b)</enum><header>Requirements</header><text>The
			 study prepared under subsection (a) shall include an assessment of the
			 potential for designating the additional properties as National Historic
			 Landmarks.</text>
			</subsection></section><section id="IDaa981901b0064c9794c387df82e9b1a6"><enum>6.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated such sums as are necessary to carry out this
			 Act.</text>
