		<official-title>To terminate agricultural direct payments beginning with
		  the 2013 crop year.</official-title>

		<section id="H54EC2DA5EB1B45AB93FEECB13BD43DF7" section-type="section-one"><enum>1.</enum><header>Findings and sense of
			 Congress</header>
			<subsection id="id6a53c722763c4e41a857ae1169d3050a"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds that—</text>
				<paragraph id="idbee87c0bfd2146e687241b1d0320549e"><enum>(1)</enum><text>on September 30,
			 2012, the final day of the 2012 fiscal year, the total public debt outstanding
			 equaled more than $16,000,000,000,000;</text>
				</paragraph><paragraph id="idd409831d38d9467cab613f69a657ca94"><enum>(2)</enum><text>the Congressional
			 Budget Office projects that under law in effect as of the date of enactment of
			 this Act, the budget deficit for fiscal year 2013 will be
			 $845,000,000,000;</text>
				</paragraph><paragraph id="ide9850dfbdcc74cdab23282a02f5a094e"><enum>(3)</enum><text>the most recent
			 projection from the Department of Agriculture, updated in February 2013,
			 forecast—</text>
					<subparagraph id="id3E8F6C50CD3F404D882DA2AEB57E7F96"><enum>(A)</enum><text>net farm income
			 to be $112,000,000,000 in 2012, the second-highest total on record; and</text>
					</subparagraph><subparagraph id="id9704F92D8AAC4D52835148AC6F972E21"><enum>(B)</enum><text>farm asset
			 values, reflecting expectations of long-term profitability, to rise to a record
			 $2,536,000,000,000;</text>
					</subparagraph></paragraph><paragraph id="id7822bdedeb4f4018834b5484a23a6afc"><enum>(4)</enum><text>direct payments
			 to agricultural producers—</text>
					<subparagraph id="id72615527B4ED41D2B10F31E7A19D0D19"><enum>(A)</enum><text>cost the Federal
			 Government nearly $5,000,000,000 annually;</text>
					</subparagraph><subparagraph id="id4068955E754044DDA683DA0C4BDB3716"><enum>(B)</enum><text>are fixed
			 payments with no connection to market conditions or the actual losses of the
			 producers; and</text>
					</subparagraph><subparagraph id="id1EC67EFF71824FA7B93F1B65996C4244"><enum>(C)</enum><text>are not reduced
			 or adjusted in any way in response to high commodity prices or high farm
			 incomes;</text>
					</subparagraph></paragraph><paragraph id="id326aa3fb4f574a5880053304db62efa6"><enum>(5)</enum><text>direct payments
			 that are set based on historical acreage and yield are payable even to people
			 who do not farm and to agricultural producers who do not grow the covered
			 commodity for which the direct payments are made;</text>
				</paragraph><paragraph id="idcf5ad46d6f714d3ca664fcbed0c0dedb"><enum>(6)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idF3B3797617D94936BB1B955ED5917D17"><enum>(A)</enum><text>direct payments are
			 paid to producers on less than 22 percent of all farms in the United States and
			 only for a select number of commodities;</text>
					</subparagraph><subparagraph id="idD5F59B3158B14F98A9E1A5D4158AB21F" indent="up1"><enum>(B)</enum><text>among producers on farms that receive
			 direct payments, the payments are concentrated among producers on the largest
			 farm operations, which are those least likely to need support;</text>
					</subparagraph><subparagraph id="id55CAACE95EC14FD28C76A82A113500C4" indent="up1"><enum>(C)</enum><text>more than 51 percent of payments flow
			 to just 10 percent of recipients; and</text>
					</subparagraph><subparagraph id="id5228BF9A9C564BE39213C17EA81546E6" indent="up1"><enum>(D)</enum><text>more than 73 percent of payments flow
			 to just 25 percent of recipients;</text>
					</subparagraph></paragraph><paragraph id="id1114eae6f0124e7790eb891be8b1563f"><enum>(7)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idA65E34173B684B9A88CBAC11E7944091"><enum>(A)</enum><text>direct payments
			 were—</text>
						<clause id="idED8B150884CE4A258182B30A479D29FB" indent="up1"><enum>(i)</enum><text>enacted through the Agricultural
			 Market Transition Act (<external-xref legal-doc="usc" parsable-cite="usc/7/7201">7 U.S.C. 7201 et seq.</external-xref>), title I of the 1996 Farm Bill;
			 and</text>
						</clause><clause id="id9A3C6CF035764191A85AA52198369A8F" indent="up1"><enum>(ii)</enum><text>intended to be temporary,
			 transitional payments to assist agricultural producers following the
			 elimination of target price deficiency payments; but</text>
						</clause></subparagraph><subparagraph id="idC4C39F58944D40AC9D165FFAAD84D9BF" indent="up1"><enum>(B)</enum><text>the <quote>transition</quote> was
			 never completed and direct payments were reauthorized in 2002 and 2008;
			 and</text>
					</subparagraph></paragraph><paragraph id="id445bbdb1586744eb9772674baa4a1eb8"><enum>(8)</enum><text>direct payments
			 were eliminated by—</text>
					<subparagraph id="idA38725E3B6344B56897E27FC1952C04C"><enum>(A)</enum><text>S. 3240 (112th
			 Congress), the Agriculture Reform, Food, and Jobs Act of 2012, which passed the
			 Senate on June 21, 2012; and</text>
					</subparagraph><subparagraph id="idC5F6DC4B23904B0CB8D112F1E006A332"><enum>(B)</enum><text>H.R. 6083 (112th
			 Congress), the Federal Agriculture Reform and Risk Management Act of 2012,
			 which was reported by the Committee on Agriculture of the House of
			 Representatives on September 13, 2012.</text>
					</subparagraph></paragraph></subsection><subsection id="id8d6967ebe1ff41dc925f96138b9ba967"><enum>(b)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that direct payments—</text>
				<paragraph id="id23E50B3178CF4FC8ACF35B5618959B66"><enum>(1)</enum><text>are unnecessary
			 and unaffordable; and</text>
				</paragraph><paragraph id="id197AE131DA274A5EB4D5650993D5D086"><enum>(2)</enum><text>should be
			 immediately repealed.</text>
				</paragraph></subsection></section><section id="id61453D6F4DE14757A806BBA18F3F1DE8" section-type="subsequent-section"><enum>2.</enum><header>Termination of
			 agricultural direct payments</header>
			<subsection id="HA64C31DD2DB94FACBF60BE33995E3FE6"><enum>(a)</enum><header>Repeal</header><text display-inline="yes-display-inline">Sections 1103 and 1303 of the Food,
			 Conservation, and Energy Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/8713">7 U.S.C. 8713</external-xref>, 8753) are repealed.</text>
			</subsection><subsection id="H84431E9AEAD3475FB892BF2BA31076FA"><enum>(b)</enum><header>Application of
			 amendments</header><text>Notwithstanding section 701 of the American Taxpayer
			 Relief Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/240">Public Law 112–240</external-xref>; 126 Stat. 2362), the amendments made by
			 this section shall apply beginning with the 2013 crop year.</text>
