		<official-title>To authorize the Secretary of the Interior to conduct a
		  special resource study to determine the suitability and feasibility of
		  designating the Colonel Charles Young Home in Xenia, Ohio, as a unit of the
		  National Park System, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Colonel Charles Young Home Study
			 Act</short-title></quote>.</text>
		</section><section id="id58D9D1EB5C6F442BA60A1A04D8CE96EE"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="ID864332c00d784293bafc5c8be6257a89"><enum>(1)</enum><text>Colonel Charles
			 Young was—</text>
				<subparagraph id="id2141F7DCD940406693B6EE73B0059180"><enum>(A)</enum><text>a distinguished
			 African-American officer in the United States Army;</text>
				</subparagraph><subparagraph id="id88A914CBC5A14242BA3D5311EDA851F6"><enum>(B)</enum><text>the third
			 African-American to graduate from West Point;</text>
				</subparagraph><subparagraph id="idB8AE49E9719D443B8A23C1F56FC168E8"><enum>(C)</enum><text>a commander of
			 troops in combat in—</text>
					<clause id="id3188FC9706A441E390692F86F4D1A63B"><enum>(i)</enum><text>the
			 Spanish-American War; and</text>
					</clause><clause id="id746D3B9078FD46DD825E01F54E0C5D15"><enum>(ii)</enum><text>the Mexican
			 expedition against Pancho Villa;</text>
					</clause></subparagraph><subparagraph id="id093D52A6FFB545EEB3E095F47F01FCB9"><enum>(D)</enum><text>1 of the first
			 military attachés in the United States; and</text>
				</subparagraph><subparagraph id="idA4AA288092C343359FE75E854443EA63"><enum>(E)</enum><text>a pioneer of
			 techniques in military intelligence;</text>
				</subparagraph></paragraph><paragraph id="ID3c5e5e9c135f4e379f9dc462d56088ec"><enum>(2)</enum><text>the experience of
			 Colonel Young in the Army between 1884 and 1922 illustrates the changing nature
			 of race relations in the United States during a period spanning from the end of
			 the Civil War to the beginning of the Civil Rights movement;</text>
			</paragraph><paragraph id="idC48EB21C57A545008C367EFFFD46EF19"><enum>(3)</enum><text>Colonel Young was
			 a friend and associate of other distinguished African-Americans of the period,
			 including poet Paul Laurence Dunbar from nearby Dayton, Ohio;</text>
			</paragraph><paragraph id="ID6abac1fd1f2842f091a0b1432cc9ef86"><enum>(4)</enum><text>as the commander
			 of an Army unit assigned to protect and develop Sequoia National Park and
			 General Grant National Park in the State of California, Colonel Young is
			 recognized as the first African-American to be the Superintendent of a National
			 Park; and</text>
			</paragraph><paragraph id="IDe5ee814efdbe4074b3a9e94e1494b183"><enum>(5)</enum><text>the home of
			 Colonel Young located near Xenia, Ohio, is—</text>
				<subparagraph id="idDD0A9A9C3C564243A0FEC7326FA78E22"><enum>(A)</enum><text>a National
			 Historic Landmark; and</text>
				</subparagraph><subparagraph id="id4399C827BF804D3E9078A4783EECF7EE"><enum>(B)</enum><text>closely
			 associated with—</text>
					<clause id="id97D0F91A9C984EC4B0511E872BBC000E"><enum>(i)</enum><text>Wilberforce
			 University, a historically Black university at which Colonel Young served as
			 Professor of Military Science; and</text>
					</clause><clause id="id10A3DA0BFDAA479BB7E9BE6A2147715E"><enum>(ii)</enum><text>Central State
			 University, which is—</text>
						<subclause id="idC9777FFC77DB450484FF4BB5EA7E320E"><enum>(I)</enum><text>a historically
			 Black university; and</text>
						</subclause><subclause id="idAF25DC66B8F141E0B4E0F5C419910FE9"><enum>(II)</enum><text>the location of
			 the National Afro-American Museum and Cultural Center.</text>
						</subclause></clause></subparagraph></paragraph></section><section id="id81666ECB1AA94B9DA548529FE8F95334"><enum>3.</enum><header>Special resource
			 study</header>
			<subsection id="id86266073275E4D22AB18A393121216FA"><enum>(a)</enum><header>Study</header><text>The
			 Secretary of the Interior (referred to in this Act as the
			 <quote>Secretary</quote>), in consultation with the Secretary of the Army,
			 shall conduct a special resource study of the Colonel Charles Young Home, a
			 National Historic Landmark in Xenia, Ohio (referred to in this Act as the
			 <quote>Home</quote>).</text>
			</subsection><subsection id="id2C80E94432D447CE91365E16BCE41C67"><enum>(b)</enum><header>Contents</header><text>In
			 conducting the study under subsection (a), the Secretary shall—</text>
				<paragraph id="id2FA6AB72C28B44A79EA3D6188EAF7360"><enum>(1)</enum><text>evaluate any
			 architectural and archeological resources of the Home;</text>
				</paragraph><paragraph id="id4F2D9336EEF94574B3104FAE91D9F958"><enum>(2)</enum><text>determine the
			 suitability and feasibility of designating the Home as a unit of the National
			 Park System;</text>
				</paragraph><paragraph id="id32905DFBFB0549B6996DD3F3D6E0CC8E"><enum>(3)</enum><text>consider other
			 alternatives for preservation, protection, and interpretation of the Home by
			 Federal, State, or local governmental entities or private and nonprofit
			 organizations, including the use of shared management agreements with the
			 Dayton Aviation Heritage National Historical Park or specific units of that
			 Park, such as the Paul Laurence Dunbar Home;</text>
				</paragraph><paragraph id="id8ECD7903E9154DEA932A96AB538DBBF9"><enum>(4)</enum><text>consult with the
			 Ohio Historical Society, Central State University, Wilberforce University, and
			 other interested Federal, State, or local governmental entities, private and
			 nonprofit organizations, or individuals; and</text>
				</paragraph><paragraph id="idC8F72FCC7661447FA502E2D491405FDA"><enum>(5)</enum><text>identify cost
			 estimates for any Federal acquisition, development, interpretation, operation,
			 and maintenance associated with the alternatives considered under the
			 study.</text>
				</paragraph></subsection><subsection id="id5F562EBF509E488581360D2CE419F05C"><enum>(c)</enum><header>Applicable
			 law</header><text>The study required under subsection (a) shall be conducted in
			 accordance with section 8 of <external-xref legal-doc="public-law" parsable-cite="pl/91/383">Public Law 91–383</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1a">16 U.S.C. 1a–5</external-xref>).</text>
			</subsection><subsection id="id01A88C2834C547A29AE9A8C6A02D48F8"><enum>(d)</enum><header>Report</header><text>Not
			 later than 3 years after the date on which funds are first made available for
			 the study under subsection (a), the Secretary shall submit to the Committee on
			 Natural Resources of the House of Representatives and the Committee on Energy
			 and Natural Resources of the Senate a report that contains—</text>
				<paragraph id="idBE6F68CDA7C249C5AE76481699143211"><enum>(1)</enum><text>the results of
			 the study under subsection (a); and</text>
				</paragraph><paragraph id="idB81912793CBE4331A09B21D87F5D523D"><enum>(2)</enum><text>any conclusions
			 and recommendations of the Secretary.</text>
				</paragraph></subsection></section></legis-body>
