		<official-title>To set the United States on track to ensure children are
		  ready to learn when they begin kindergarten. </official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Ready to Learn
			 Act</short-title></quote>.</text>
		</section><section id="id941A7CEDFFA7428DA1D2277C9F0AFC6E"><enum>2.</enum><header>Early childhood
			 development</header><text display-inline="no-display-inline">The
			 <act-name>Elementary and Secondary Education Act of 1965</act-name> (20 U.S.C.
			 6301 et seq.) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id234356FE65D7499EAD850559FF81D99B" style="OLC">
				<title id="id155DA725D842408A9BECF1695D9FFAD7"><enum>X</enum><header>Supporting
				voluntary prekindergarten</header>
					<section id="idFE5C691F1F134434871644561DB96F8D"><enum>10001.</enum><header>Supporting
				voluntary prekindergarten grants</header>
						<subsection id="id745C7A78288A43AEA18E69027DCA8C8E"><enum>(a)</enum><header>Program
				authorized</header><text display-inline="yes-display-inline">From amounts
				available under section 10003, the Secretary is authorized to award grants, on
				a competitive basis, to eligible States to pay the Federal share of
				establishing and administering high-quality full day voluntary prekindergarten
				programs for children age 4 in the State, in order to promote school readiness
				for such children.</text>
						</subsection><subsection id="idAD763C759534418AA106648B3A8A9DFD"><enum>(b)</enum><header>Application</header>
							<paragraph id="id334E9D5E03D1490880AE1C5E367B1F54"><enum>(1)</enum><header>In
				general</header><text>If a State desires a grant under this title, the Governor
				of such State shall submit to the Secretary an application at such time, in
				such manner, and containing a plan that outlines how and when such State
				expects to provide voluntary prekindergarten for every 4-year-old in the
				State.</text>
							</paragraph><paragraph id="idEB73D4DDC06E4CBB89EACE9852D2FC03"><enum>(2)</enum><header>Subgrants to
				eligible entities</header>
								<subparagraph id="idF3C27E50C1B843FB976191A0F2070B82"><enum>(A)</enum><header>In
				general</header><text>Except as provided in subsection (c)(2), a State that
				receives a grant under this title shall use the grant funds to award subgrants
				to eligible entities to carry out the requirements of this title.</text>
								</subparagraph><subparagraph id="idD7276543D47546EF9DCA0899043D84DC"><enum>(B)</enum><header>Subgrants for
				community-based providers</header><text>In awarding subgrants under
				subparagraph (A), a State shall use not less than 25 percent of the grant funds
				provided to the State to award subgrants to eligible entities that are
				community-based providers of prekindergarten programs.</text>
								</subparagraph><subparagraph id="id2C443198B2814902B72B7DF4E28B8D8C"><enum>(C)</enum><header>Eligible
				entities</header><text>In this paragraph, the term <term>eligible entity</term>
				includes schools, child care entities, Head Start programs, or other
				community-based providers of prekindergarten programs.</text>
								</subparagraph></paragraph></subsection><subsection id="idE4445D7E1E79448DBE12AEB99117E852"><enum>(c)</enum><header>Use of
				funds</header><text>A State that receives a grant under this title shall
				use—</text>
							<paragraph id="id0D3F7321A8C64F1C8A429FD566A3EEF1"><enum>(1)</enum><text>not less than 85
				percent of the funds provided under such grant to carry out the activities
				described in paragraphs (1) and (2) of subsection (d); and</text>
							</paragraph><paragraph id="idC7F43DD65CC14D4CB4F1A9AA950221E7"><enum>(2)</enum><text>not more than 15
				percent of such funds at the State level for quality investment described in
				subsection (d)(3).</text>
							</paragraph></subsection><subsection id="idE7EB63037F8644AB9FBBD317A6F766C1"><enum>(d)</enum><header>Use of
				funds</header>
							<paragraph id="id46827C2AE83B44AB97E3F07BE00DCB0E"><enum>(1)</enum><header>In
				general</header><text>A State that receives a grant under this title shall use
				grant funds to provide a high-quality prekindergarten program that—</text>
								<subparagraph id="id4127B559C10B420EBECE20AF9C127FB6"><enum>(A)</enum><text>serves children
				age 4 in the State, serving first children from low-income families with
				incomes that are not more than 200 percent of the poverty line and those who
				are limited English proficient;</text>
								</subparagraph><subparagraph id="ID19fbf6422456476a92141f79b68689d6"><enum>(B)</enum><text>not later than 2
				years after the receipt of the grant, ensures that each classroom is taught by
				a teacher who has—</text>
									<clause id="idBF1DBF867382418D8676FEF58A0EB44C"><enum>(i)</enum><text>a
				baccalaureate degree or advanced degree in early childhood education; or</text>
									</clause><clause id="id9498738A55F04FF8B2E04F4EF44F03BC"><enum>(ii)</enum><text>a baccalaureate
				degree and specialized training in early childhood development;</text>
									</clause></subparagraph><subparagraph id="ID3e28e929f0aa4a49ad53ced647796fa0"><enum>(C)</enum><text>utilizes a
				developmentally, culturally, and linguistically appropriate curriculum that is
				aligned with the State early learning standards and valid and reliable multiple
				assessments for the purpose of improving instruction; and</text>
								</subparagraph><subparagraph id="idE445AEBEBE654EDCA7528D0B03F5ABFE"><enum>(D)</enum><text>has a
				teacher-child ratio of not more than 1 to 10 and a group size of not more than
				20.</text>
								</subparagraph></paragraph><paragraph id="idA452E9C0D1234FE6B686E81D386D5D98"><enum>(2)</enum><header>Allowable uses
				of funds</header><text display-inline="yes-display-inline">After a State has
				fulfilled the requirements described in paragraph (1), such State may use grant
				funds—</text>
								<subparagraph id="IDfa038e45c0a74c48b8ee7339f5d2ba91"><enum>(A)</enum><text>to serve younger
				children;</text>
								</subparagraph><subparagraph id="ID75ad9aa2c9b8402b8c6ea0d6894d87c5"><enum>(B)</enum><text>to increase
				salaries;</text>
								</subparagraph><subparagraph id="ID62607a38e7e14fe3824264441a8a4d71"><enum>(C)</enum><text>for additional
				comprehensive services as may be needed; and</text>
								</subparagraph><subparagraph commented="no" id="idB4B4B755956248D9AD95457542F9712A"><enum>(D)</enum><text>for the
				construction of new facilities, or the renovation, repair, or alteration of
				existing facilities, necessary to commence or continue such
				prekindergarten.</text>
								</subparagraph></paragraph><paragraph commented="no" id="id48876B24F8EB4D588EEB6AF22B5BE797"><enum>(3)</enum><header>Quality
				investment</header><text>A State that receives a grant under this title shall
				use grant funds—</text>
								<subparagraph id="ID96391d6391174eb29874f8f7ce92ec51"><enum>(A)</enum><text>to develop or
				expand a quality rating and improvement system in the State;</text>
								</subparagraph><subparagraph id="IDeb6b6e800de5449f968f776b1a2d456a"><enum>(B)</enum><text>to carry out
				other activities needed to ensure the health and safety of children served
				under this title;</text>
								</subparagraph><subparagraph id="IDf2e62a1cda194538a787aad974fcb8fd"><enum>(C)</enum><text>for professional
				development for teachers and staff of the prekindergarten program described in
				paragraph (1); or</text>
								</subparagraph><subparagraph id="id7D8A022F1FBB4BD09946CD7818F57D18"><enum>(D)</enum><text>to provide
				comprehensive services.</text>
								</subparagraph></paragraph></subsection></section><section id="id41777440766E43F087C5F23BFE901A9C"><enum>10002.</enum><header>Administration</header>
						<subsection id="idBA16D4665A834063984AFB970A14E32D"><enum>(a)</enum><header>Federal share;
				non-Federal share</header>
							<paragraph id="id25B1AD2C62124C41AED5FBB5027043E8"><enum>(1)</enum><header>Federal
				share</header><text>The Federal share of a grant under this title shall be 50
				percent of the costs of carrying out the activities described in section
				10001(d).</text>
							</paragraph><paragraph id="id1FDB80DA32F742DEA51010C32B801DAC"><enum>(2)</enum><header>Non-Federal
				share</header><text>The non-Federal share of a grant under this title shall be
				provided in cash.</text>
							</paragraph></subsection><subsection id="ID1c9ecb80171747d79e91fbcf5ed9b227"><enum>(b)</enum><header>Maintenance of
				effort</header><text>The Secretary may not award a grant under this title to
				any State unless the Secretary first determines that the per-child expenditure
				by the State and its political subdivisions for prekindergarten programs (other
				than funds used to pay the non-Federal share under this section) for the fiscal
				year for which the determination is made is equal to or greater than such
				expenditure for the preceding fiscal year.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="ID86b26013b6f74b0d891cda69e7d6de3a"><enum>(c)</enum><header>Supplement not
				supplant</header><text>Grant funds received under this title shall be used to
				supplement and not supplant other Federal, State, and local public funds
				expended to promote voluntary prekindergarten programs in the State.</text>
						</subsection><subsection id="ID23be8cc4ded149699da1e5c4be3aa683"><enum>(d)</enum><header>Waiver or
				reduction</header><text>The Secretary may waive or reduce the non-Federal share
				requirement under subsection (a) or the maintenance of effort requirement under
				subsection (b) if the State demonstrates a need for such waiver or reduction
				due to financial hardship.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="idC62AA930CF334FDAB5A0DDE3114BC844"><enum>(e)</enum><header>Provision of
				grant funds</header><text display-inline="yes-display-inline">In awarding a
				grant under this title to a State, the Secretary shall provide the grant funds
				to the Governor of the State, to enable the Governor to designate, in
				consultation with the State Advisory Council on Early Childhood Education and
				Care established under section 642B(b) of the Head Start Act (42 U.S.C.
				9837b(b)), a lead agency to best direct the funds in a manner that improves the
				State's programs by carrying out the requirements of this title.</text>
						</subsection><subsection id="ID82c208949fe04979ae3175adeec16ac6"><enum>(f)</enum><header>Coordination</header><text display-inline="yes-display-inline">In carrying out this title, the Secretary
				shall coordinate, not less often than quarterly, with the Secretary of Health
				and Human Services regarding the review of State plans as described in section
				10001(b) and the implementation of the prekindergarten programs under this
				title.</text>
						</subsection><subsection id="id35A24D6A5F9D4F68A49C2A92B1E1E399"><enum>(g)</enum><header>Reporting
				Requirements</header>
							<paragraph id="id4A510C87CB5E43AA82D855BB0F1BD322"><enum>(1)</enum><header>State
				Reports</header><text>Each State that receives a grant under this title shall
				submit to the Secretary an annual report detailing the effectiveness of each
				prekindergarten program in that State funded under this title.</text>
							</paragraph><paragraph id="id25FCF97025E944D8969155D40AB22853"><enum>(2)</enum><header>Report to
				Congress</header><text>The Secretary shall submit to the Committee on Health,
				Education, Labor, and Pensions of the Senate and the Committee on Education and
				the Workforce of the House of Representatives an annual report that describes
				each State program of assistance for prekindergarten programs funded under this
				title.</text>
							</paragraph><paragraph id="id123778E18C1048B99F1C3119C335C9B0"><enum>(3)</enum><header>Contents of
				Reports</header><text>A report submitted under paragraph (1) or (2) shall
				include—</text>
								<subparagraph id="ID782ce6014f134399baf4403526722f27"><enum>(A)</enum><text>a description of
				each action taken to move toward providing a high-quality prekindergarten
				education to all 4-year-olds;</text>
								</subparagraph><subparagraph id="ID80d0d9d064614298bdbfeafc0f2b0683"><enum>(B)</enum><text>a summary of each
				measure that will be taken to achieve the goal of providing full day
				high-quality prekindergarten to all 4-year-olds, including a timetable
				according to which such measures will be implemented;</text>
								</subparagraph><subparagraph id="ID5317420e8bc74ceaaffdf5caa10b11d9"><enum>(C)</enum><text>a description of
				all efforts to improve the integration of full day high-quality prekindergarten
				programs with the kindergarten through grade 12 education system; and</text>
								</subparagraph><subparagraph id="ID145a12a1df03433dad5076061e46ccec"><enum>(D)</enum><text>a description of
				all efforts to educate parents about best practices for the role of parents in
				the early education of a child.</text>
								</subparagraph></paragraph></subsection></section><section display-inline="no-display-inline" id="idA8FC3C5E13F74E6FA94020C18F4D925E"><enum>10003.</enum><header>Authorization
				of appropriations</header><text display-inline="no-display-inline">There are
				authorized to be appropriated to carry out this title such sums as may be
				necessary for each of the fiscal years 2014 through
				2019.</text>
