		<official-title>To prevent the 2013 pay adjustment for persons holding
		  senior positions in the Federal Government from being made and to prevent pay
		  adjustments for Members of Congress in any year there is a budget
		  deficit.</official-title>

		<section id="idC212FA9C85E944BDB7D669C31395AC02" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Congressional Pay Freeze Act of
			 2013</short-title></quote>.</text>
		</section><section id="idED4229350BE64EC1BFE8E4E111045390"><enum>2.</enum><header>Elimination of
			 2013 pay adjustment</header>
			<subsection id="id2e6903ae5ddf4d62b1eee7179920fe94"><enum>(a)</enum><header>In
			 general</header><text>Section 147(b) of the Continuing Appropriations Act, 2011
			 (<external-xref legal-doc="usc" parsable-cite="usc/5/5303">5 U.S.C. 5303</external-xref> note) is amended—</text>
				<paragraph id="idC1FA6A61DAC245E1B757E641B2EF2BBF"><enum>(1)</enum><text>by redesignating
			 paragraph (2) as paragraph (3); and</text>
				</paragraph><paragraph id="idEF01D8FA7D2144F9815164B92BA02E1E"><enum>(2)</enum><text>by inserting
			 after paragraph (1) the following:</text>
					<quoted-block display-inline="no-display-inline" id="idDFE4FFFA27214477A4F9FBA78DE261BD" style="OLC">
						<paragraph id="idB0BCC04E3B694B9AB42AAF031F4EC793" indent="up1"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idDBCBAAFEC35D4F59A39BCF3358E628C1"><enum>(A)</enum><text>Notwithstanding any
				other provision of law, except as provided in subsection (e), for an individual
				described in subparagraph (B) no statutory pay adjustment which (but for this
				subsection) would otherwise take effect during the period beginning on the date
				specified in section 106(3) of the Continuing Appropriations Resolution, 2013
				(<external-xref legal-doc="public-law" parsable-cite="pl/112/175">Public Law 112–175</external-xref>; 126 Stat. 1315), and ending on December 31, 2013, shall be
				made.</text>
							</subparagraph><subparagraph id="id0B49E6665D0B4C9C8049C5600B077006" indent="up1"><enum>(B)</enum><text>An individual described in this
				subparagraph is—</text>
								<clause id="id78973ECFD47F43CF9D7EC44E78C6D22E"><enum>(i)</enum><text>an employee—</text>
									<subclause id="id4550A8E66F4645FD89299321BA584A59"><enum>(I)</enum><text>in a Senior Executive Service
				position (as defined in <external-xref legal-doc="usc" parsable-cite="usc/5/3132">section 3132(a)</external-xref> of title 5, United States Code);
				or</text>
									</subclause><subclause id="id5683D0ED6A7B4E8EB0D82295EB2781F6"><enum>(II)</enum><text>in a position on an Executive
				Schedule described in section 5312, 5313, 5314, 5315, or 5316 of title 5,
				United States Code (including a position placed on level IV or V of the
				Executive Schedule under <external-xref legal-doc="usc" parsable-cite="usc/5/5317">section 5317</external-xref> of title 5, United States Code);
				and</text>
									</subclause></clause><clause id="id19708D17F025409183D6CFD4E7119308"><enum>(ii)</enum><text>an individual serving as Vice
				President or a Member of
				Congress.</text>
								</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="id455c301167f4489f80e1f2643ae65cd6"><enum>(b)</enum><header>Conforming
			 amendment to delayed adjustment</header><text>Section 114(b) of the Continuing
			 Appropriations Resolution, 2013 (<external-xref legal-doc="public-law" parsable-cite="pl/112/175">Public Law 112–175</external-xref>; 126 Stat. 1316) is
			 amended—</text>
				<paragraph id="id78E8857ED2B64FF08ABF39EB27F0B7D3"><enum>(1)</enum><text>by inserting
			 <quote>and except as provided in paragraph (2) of section 147(b) of the
			 Continuing Appropriations Act, 2011 (<external-xref legal-doc="usc" parsable-cite="usc/5/5303">5 U.S.C. 5303</external-xref> note) (as amended by the
			 <short-title>Congressional Pay Freeze Act of
			 2013</short-title>),</quote> after <quote>Notwithstanding any other provision
			 of law,</quote>; and</text>
				</paragraph><paragraph id="id4B2082D3E5C049F4A37F4C811C980E46"><enum>(2)</enum><text>by striking
			 <quote>section 147(b)(2)</quote> and inserting <quote>section
			 147(b)</quote>.</text>
				</paragraph></subsection></section><section id="idB096BA6219104474AD2F6D17D34A18F8" section-type="subsequent-section"><enum>3.</enum><header>No cost-of-living
			 adjustments for Members of Congress</header><text display-inline="no-display-inline">Notwithstanding any other provision of law,
			 no adjustment shall be made under section 601(a) of the Legislative
			 Reorganization Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/2/31">2 U.S.C. 31</external-xref>) (relating to cost-of-living
			 adjustments for Members of Congress) for any fiscal year in which the
			 Congressional Budget Office determines there is a Federal budget
			 deficit.</text>
