			 Budget Submission to Congress</header><paragraph commented="no" display-inline="yes-display-inline" id="HE4AA15270AD94DCE9FEE2BD6DAA6A3A1"><enum>(1)</enum><text>The first two sentences
			 of <external-xref legal-doc="usc" parsable-cite="usc/31/1105">section 1105(a)</external-xref> of title 31, United States Code, are amended to read as
			 follows:</text>
						<quoted-block display-inline="yes-display-inline" id="H6178FD17E90A456C857415FAE30BD832" style="OLC">
							<text>On or after the first Monday in
			 January but not later than the first Monday in February of each year the
			 President shall submit a budget of the United States Government for the
			 following fiscal year which shall set forth the following
			 levels:</text><subparagraph id="H9B231E43EA27414CA0B1265B35D8DF49" indent="up1"><enum>(A)</enum><text>Totals of new budget authority and
				outlays.</text>
							</subparagraph><subparagraph id="HA1624BF863694188AB9AB9F04F698872" indent="up1"><enum>(B)</enum><text>Total Federal revenues and the amount,
				if any, by which the aggregate level of Federal revenues should be increased or
				decreased by bills and resolutions to be reported by the appropriate
				committees.</text>
							</subparagraph><subparagraph id="HD99C83EDF479454BBBA5E9EF1160A867" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">The surplus or deficit in the
				budget.</text>
							</subparagraph><subparagraph id="HB7170350F9104888A27E26512A8E607D" indent="up1"><enum>(D)</enum><text display-inline="yes-display-inline">Subtotals of new budget authority and
				outlays for nondefense discretionary spending, defense discretionary spending,
				direct spending (excluding interest), and interest, and for emergencies (for
				the reserve fund in section 317(b) and for military operations in section
				317(c)).</text>
							</subparagraph><subparagraph id="H27102F07C1424C4BAE2CF64EB177416E" indent="up1"><enum>(E)</enum><text display-inline="yes-display-inline">The public debt.</text>
							</subparagraph><quoted-block-continuation-text quoted-block-continuation-text-level="subsection">Each
				budget submission shall include a budget message and summary and supporting
				information and, as a separately delineated statement, the levels requires in
				the preceding sentence for at least each of the 4 ensuing fiscal
				years.</quoted-block-continuation-text><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph id="H71D4B9CDA460436D952DC6360300E53A" indent="up1"><enum>(2)</enum><text>The third sentence of section 1105(a)
			 of title 31, United States Code, is amended by inserting
			 <quote>submission</quote> after <quote>budget</quote>.</text>
					</paragraph></subsection><subsection id="H1882AA8DF49845A5B74BB1B99CF2D521"><enum>(g)</enum><header>Limitation on
			 the Content of Budget Resolutions</header><text>Section 305 of the
			 Congressional Budget Act of 1974 is amended by adding at the end the following
			 new subsection:</text>

						<subsection id="H00C4D3F3EB11486F8FFD57EC850F006D"><enum>(e)</enum><header>Limitation on
				Contents</header><paragraph commented="no" display-inline="yes-display-inline" id="H85817DA1D01D41A9A5226B0E62449D00"><enum>(1)</enum><text>It shall not be in order
				in the House of Representatives or in the Senate to consider any joint
				resolution on the budget or any amendment thereto or conference report thereon
				that contains any matter referred to in paragraph (2).</text>
							</paragraph><paragraph id="HEC1698DABF9C45318114D286F2DEE723" indent="up1"><enum>(2)</enum><text>Any joint resolution on the budget or
				any amendment thereto or conference report thereon that contains any matter not
				permitted in section 301 (a) or (b) shall not be treated in the House of
				Representatives or the Senate as a budget resolution under subsection (a) or
				(b) or as a conference report on a budget resolution under subsection (c) of
				this
				section.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section><section id="HE56154D3F3F64EB48BB4B489AE1A52A0"><enum>104.</enum><header>Budget required
			 before spending bills may be considered</header>
				<subsection id="HBD5B8899AA1E4503A84698F4365F45B0"><enum>(a)</enum><header>Amendments to
			 Section <enum-in-header>302</enum-in-header></header><text>Section 302 of the
			 Congressional Budget Act of 1974 is amended—</text>
					<paragraph id="HB6F92E33D0494630B825D0BCFB31E27B"><enum>(1)</enum><text>in subsection (a),
			 by striking paragraph (5); and</text>
					</paragraph><paragraph id="H827658147A82409491C330E2CCCC3EA1"><enum>(2)</enum><text>in subsection

					</paragraph></subsection><subsection id="H9E4294F417B7409295256FED9E219CFF"><enum>(b)</enum><header>Amendments to

			 Congressional Budget Act of 1974 is amended by striking “(a)

			 by striking <quote>has been agreed to</quote> and inserting <quote>takes effect

					</paragraph></subsection><subsection id="HE0619B44D67149DF88609146C5AACD9C"><enum>(c)</enum><header>Expedited
			 Procedures Upon Veto of Joint Resolution on the Budget</header><paragraph commented="no" display-inline="yes-display-inline" id="HA727E3B26C1F4CF380B7B6503C9B721E"><enum>(1)</enum><text>Title III of the
			 Congressional Budget Act of 1974 is amended by adding after section 315 the
			 following new section:</text>
						<quoted-block id="H1452ADF90F6D4018A3AEE0942227A194" style="traditional">
							<section id="HA5FFF8FE9E8D4638A8D73296713E3AFF"><enum>316.</enum><header>Expedited Procedures Upon Veto of Joint Resolution on the
		  Budget</header><subsection commented="no" display-inline="yes-display-inline" id="H88B4B73D38AA4BBA8A42E10E89ED357C"><enum>(a)</enum><header>Special
				Rule</header><text>If the President vetoes a joint resolution on the budget for
				a fiscal year, the majority leader of the House of Representatives or Senate
				(or his designee) shall introduce a concurrent resolution on the budget or
				joint resolution on the budget for such fiscal year. If the Committee on the
				Budget of either House fails to report such concurrent or joint resolution
				referred to it within five calendar days (excluding Saturdays, Sundays, or
				legal holidays except when that House of Congress is in session) after the date
				of such referral, the committee shall be automatically discharged from further
				consideration of such resolution and such resolution shall be placed on the
				appropriate calendar.</text>
								</subsection><subsection id="H50C738160F3C4ED59831177CBD3085D5"><enum>(b)</enum><header>Procedure in the
				House of Representatives and the Senate</header>
									<paragraph id="H720322675B0C45DCA040EFC4D84F54EA"><enum>(1)</enum><text>Except as provided
				in paragraph (2), the provisions of section 305 for the consideration in the
				House of Representatives and in the Senate of joint resolutions on the budget
				and conference reports thereon shall also apply to the consideration of
				concurrent resolutions on the budget introduced under subsection (a) and
				conference reports thereon.</text>
									</paragraph><paragraph id="HD1F7331B36D34AC3B3D22CADA6CE68DE"><enum>(2)</enum><text>Debate in the
				Senate on any concurrent resolution on the budget or joint resolution on the
				budget introduced under subsection (a), and all amendments thereto and
				debatable motions and appeals in connection therewith, shall be limited to not
				more than 10 hours and in the House of Representatives such debate shall be
				limited to not more than 3 hours.</text>
									</paragraph></subsection><subsection id="H98472DAD56664E0E83CC1E2EED91BC02"><enum>(c)</enum><header>Contents of
				Concurrent Resolutions</header><text>Any concurrent resolution on the budget
				introduced under subsection (a) shall be in compliance with section 301.</text>
								</subsection><subsection id="HFCCA1C6B4D6245D9A5EA4FB6CD7F7E09"><enum>(d)</enum><header>Effect of
				Concurrent Resolution on the Budget</header><text>Notwithstanding any other
				provision of this title, whenever a concurrent resolution on the budget
				described in subsection (a) is agreed to, then the aggregates, allocations, and
				reconciliation directives (if any) contained in the report accompanying such
				concurrent resolution or in such concurrent resolution shall be considered to
				be the aggregates, allocations, and reconciliation directives for all purposes
				of sections 302, 303, and 311 for the applicable fiscal years and such
				concurrent resolution shall be deemed to be a joint resolution for all purposes
				of this title and the Rules of the House of Representatives and any reference
				to the date of enactment of a joint resolution on the budget shall be deemed to
				be a reference to the date agreed to when applied to such concurrent
				resolution.</text>
								</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph id="HA861258BDD9E47B08581659CA8BABD8F" indent="up1"><enum>(2)</enum><text>The table of contents set forth in
			 section 1(b) of the Congressional Budget and Impoundment Control Act of 1974 is
			 amended by inserting after the item relating to section 315 the following new

			 General</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/13">Chapter 13</external-xref> of title 31, United States Code, is amended by
			 inserting after section 1310 the following new section:</text>

				appropriations</header>

				appropriation bill for each fiscal year in a biennium does not become law
				before the beginning of such biennium or a joint resolution making continuing
				appropriations is not in effect, there are appropriated for the 2 years of the
				biennium, out of any money in the Treasury not otherwise appropriated, and out
				of applicable corporate or other revenues, receipts, and funds, excluding any
				budget authority designated as an emergency or temporary funding for projects
				or activities that are not part of ongoing operations, such sums as may be
				necessary to continue any project or activity for which funds were provided in
				the preceding fiscal year—</text>
									<subparagraph id="id627004F6F33C48D9B60333783B468B6D" indent="up1"><enum>(A)</enum><text>for defense, veterans, and homeland
				security spending—</text>
										<clause id="H5D53D53283B148B48F4703CAD2A5C5CC"><enum>(i)</enum><text>in the corresponding regular
				appropriation Act for such preceding fiscal year; or</text>
										</clause><clause id="H7A60E82B432B40C580559BD9481BAC97"><enum>(ii)</enum><text>if the corresponding regular
				appropriation bill for such preceding fiscal year did not become law, then in a
				joint resolution making continuing appropriations for such preceding fiscal
				year; and</text>
										</clause></subparagraph><subparagraph id="id34086AD275F44E08AF61306A364A4BCB" indent="up1"><enum>(B)</enum><text>for spending not described in
				subparagraph (A), total level allowable for the appropriate accounts under
				section 251 of the Balanced Budget and Emergency Deficit Control of Act of 1985
				in the same proportion of funding that such accounts received the preceding
				fiscal year.</text>
									</subparagraph></paragraph><paragraph id="HE86BC984D0F94310AF9821D8888BD1BD" indent="up1"><enum>(2)</enum><text>Appropriations and funds made
				available, and authority granted, for a project or activity for any fiscal year
				pursuant to this section shall be at a rate of operations not in excess of the
				lower of—</text>
									<subparagraph id="HD3DAA272B7804AF5A698745D9B860D8F"><enum>(A)</enum><text>the rate of operations provided for in
				the regular appropriation Act providing for such project or activity for the
				preceding fiscal year;</text>
									</subparagraph><subparagraph id="HF6A252899A094ADD9450347A1E5B248A"><enum>(B)</enum><text>in the absence of such an Act, the
				rate of operations provided for such project or activity pursuant to a joint
				resolution making continuing appropriations for such preceding fiscal
				year;</text>
									</subparagraph><subparagraph id="H2DDA75AFB55B44899C8D2AE0E591A779"><enum>(C)</enum><text>the rate of operations provided for in
				the regular appropriation bill as passed by the House of Representatives or the
				Senate for the fiscal year in question, except that the lower of these two
				versions shall be ignored for any project or activity for which there is a
				budget request if no funding is provided for that project or activity in either
				version; or</text>
									</subparagraph><subparagraph id="H1EBEB808882D48DE969941831E3C69AA"><enum>(D)</enum><text>the annualized rate of operations
				provided for in the most recently enacted joint resolution making continuing
				appropriations for part of that fiscal year or any funding levels established
				under the provisions of this Act.</text>
									</subparagraph></paragraph><paragraph id="H6208DBDE82E441FC9552A8F5B04132BD" indent="up1"><enum>(3)</enum><text>Appropriations and funds made
				available, and authority granted, for any fiscal year pursuant to this section
				for a project or activity shall be available for the period beginning with the
				first day of a lapse in appropriations and ending with the earlier of—</text>
									<subparagraph id="HE141BFFF17454283963360653FF51D5F"><enum>(A)</enum><text>the date on which the applicable
				regular appropriation bill for such fiscal year becomes law (whether or not
				such law provides for such project or activity) or a continuing resolution
				making appropriations becomes law, as the case may be; or</text>
									</subparagraph><subparagraph id="H80B31E6E3F004256BAD4A1F4ED7223A0"><enum>(B)</enum><text>the last day of such fiscal
				year.</text>
									</subparagraph></paragraph></subsection><subsection id="HAA9046DA03C54FF8A96950DBC2579307"><enum>(b)</enum><text>An appropriation
				or funds made available, or authority granted, for a project or activity for
				any fiscal year pursuant to this section shall be subject to the terms and
				conditions imposed with respect to the appropriation made or funds made
				available for the preceding fiscal year, or authority granted for such project
				or activity under current law.</text>
							</subsection><subsection id="H69820930AB2A46DAAD4399AE24B99775"><enum>(c)</enum><text>Appropriations and
				funds made available, and authority granted, for any project or activity for
				any fiscal year pursuant to this section shall cover all obligations or
				expenditures incurred for such project or activity during the portion of such
				fiscal year for which this section applies to such project or activity.</text>
							</subsection><subsection id="H990EEF1AD81949A8AABE58B0FC7B63E8"><enum>(d)</enum><text>Expenditures made
				for a project or activity for any fiscal year pursuant to this section shall be
				charged to the applicable appropriation, fund, or authorization whenever a
				regular appropriation bill or a joint resolution making continuing
				appropriations until the end of a fiscal year providing for such project or
				activity for such period becomes law.</text>
							</subsection><subsection id="H16735B6840E34CC8B7617ED908FFB7DE"><enum>(e)</enum><text>This section shall
				not apply to a project or activity during a fiscal year if any other provision
				of law (other than an authorization of appropriations)—</text>
								<paragraph id="HEA01EAB6BE0549A894D9CD29481631D6"><enum>(1)</enum><text>makes an
				appropriation, makes funds available, or grants authority for such project or
				activity to continue for such period; or</text>
								</paragraph><paragraph id="H68D70D4B76CE4BC7BBE68172E5F71326"><enum>(2)</enum><text>specifically
				provides that no appropriation shall be made, no funds shall be made available,
				or no authority shall be granted for such project or activity to continue for
				such period.</text>
								</paragraph></subsection><subsection id="HDF543A4651F643AC87627C55F19E495F"><enum>(f)</enum><text>For purposes of
				this section, the term <term>regular appropriation bill</term> means any annual
				appropriation bill making appropriations, otherwise making funds available, or
				granting authority, for any of the following categories of projects and
				activities:</text>
								<paragraph id="H4F5D2663201B43099B2A8DF3D5970B20"><enum>(1)</enum><text>Agriculture, rural
				development, Food and Drug Administration, and related agencies
				programs.</text>
								</paragraph><paragraph id="HDDCB843EE0E74102B75288EB0C313278"><enum>(2)</enum><text>The Department of
				Defense.</text>
								</paragraph><paragraph id="H226650C3E42F46C7B2EF33A212E8B0AC"><enum>(3)</enum><text>Energy and water
				development, and related agencies.</text>
								</paragraph><paragraph id="H6439ED22596D41C9A19EF93CA4905488"><enum>(4)</enum><text>State, foreign
				operations, and related programs.</text>
								</paragraph><paragraph id="H52E3C800C41F4256836B059181F591E3"><enum>(5)</enum><text>The Department of
				Homeland Security.</text>

				title of all Acts making appropriations for the support of the Government shall
				be as follows: <quote>An Act making appropriations (here insert the object) for
				each fiscal year in the biennium of fiscal years (here insert the fiscal years
				of the biennium).</quote>.</text>
						</subsection><subsection id="H9FB6B435BA7D4CA2AF8C52EF9678B24B"><enum>(b)</enum><text>All Acts making
				regular appropriations for the support of the Government shall be enacted for a
				biennium and shall specify the amount of appropriations provided for each
				fiscal year in such period.</text>
						</subsection><subsection id="HFA0C3224A57543DA9888B7E0C0E3741D"><enum>(c)</enum><text>For purposes of
				this section, the term <term>biennium</term> has the same meaning as in section
				3(13) of the Congressional Budget and Impoundment Control Act of 1974 (2 U.S.C.

			 authorizations</header>
				<subsection id="H09A5B0B472974E7FAF93185280CADD92"><enum>(a)</enum><header>In
			 General</header><text>Title III of the Congressional Budget Act of 1974 (as
			 amended by section 115(a)) is further amended by adding at the end the
			 following new section:</text>
					<quoted-block id="H14991FE8BCD04D5DA646381AACAEC48A" style="traditional">
						<section id="H28D482825BC24C79A6DF121848DCEEF5"><enum>318.</enum><header>Multiyear authorizations of
		  appropriations</header><subsection commented="no" display-inline="yes-display-inline" id="HFF6BA2168C714358B601BD2B9A3B1DC9"><enum>(a)</enum><text>It shall not be in order
				in the House of Representatives or the Senate to consider any measure that
				contains a specific authorization of appropriations for any purpose unless the
				measure includes such a specific authorization of appropriations for that
				purpose for not less than each fiscal year in one or more bienniums.</text>
							</subsection><subsection id="HB9299955D10C44748D47679C7645A14D"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H1B62EAB726454838A67E273A23BAB5C9"><enum>(1)</enum><text>For purposes of this
				section, a specific authorization of appropriations is an authorization for the
				enactment of an amount of appropriations or amounts not to exceed an amount of
				appropriations (whether stated as a sum certain, as a limit, or as such sums as
				may be necessary) for any purpose for a fiscal year.</text>
								</paragraph><paragraph id="H89854F5DA8C947E1BEECCB1EE6C5967F" indent="up1"><enum>(2)</enum><text>Subsection (a) does not apply with
				respect to an authorization of appropriations for a single fiscal year for any
				program, project, or activity if the measure containing that authorization
				includes a provision expressly stating the following: <quote>Congress finds
				that no authorization of appropriation will be required for [Insert name of
				applicable program, project, or activity] for any subsequent fiscal
				year.</quote>.</text>
								</paragraph></subsection><subsection id="H4ED99380AEBB4FECBF91C5D49EB12204"><enum>(c)</enum><text>For purposes of
				this section, the term <term>measure</term> means a bill, joint resolution,
				amendment, motion, or conference
				report.</text>

					</paragraph><paragraph id="HC0BFA35E90B64376B0BEBA3C23CC7B23"><enum>(2)</enum><text>in subsection (b),
			 by striking <quote>at least every three years</quote> and inserting <quote>at
			 least every 4 years except that strategic plans submitted by September 30,
			 2013, shall be updated and revised by September 30, 2014</quote>;</text>
					</paragraph><paragraph id="H123CEB2A35C94E7382C097678786A503"><enum>(3)</enum><text>in subsection (b),
			 by striking <quote>five years forward</quote> and inserting <quote>six years
			 forward</quote>; and</text>
					</paragraph><paragraph id="HE548DE4765EE4E91A12E86C59BA49E93"><enum>(4)</enum><text>in subsection (c),
			 by inserting a comma after <quote>section</quote> the second place it appears
			 and inserting <quote>including a strategic plan submitted by September 30,
			 2013, meeting the requirements of subsection (a)</quote>.</text>
					</paragraph></subsection><subsection id="H65155EE9B87A4EBA970C9F18A9662533"><enum>(f)</enum><header>Performance
			 Plans</header><text><external-xref legal-doc="usc" parsable-cite="usc/39/2803">Section 2803(a)</external-xref> of title 39, United States Code, is
			 amended—</text>
					<paragraph id="HAEFE3EF788714F5CB1081FAEEE1298CA"><enum>(1)</enum><text>in the matter
			 before paragraph (1), by striking <quote>an annual</quote> and inserting
			 <quote>a biennial</quote>;</text>
					</paragraph><paragraph id="H9768875B9FA349089992986A33A36238"><enum>(2)</enum><text>in paragraph (1),
			 by inserting after <quote>program activity</quote> the following: <quote>for
			 both years 1 and 2 of the biennial plan</quote>;</text>
					</paragraph><paragraph id="H01E5BFC249E442B7BC2C33E1F29F81F8"><enum>(3)</enum><text>in paragraph (5),
			 by striking <quote>and</quote> after the semicolon;</text>
					</paragraph><paragraph id="HD52376FC656E4834B05EA02BE1AFC78B"><enum>(4)</enum><text>in paragraph (6),
			 by striking the period and inserting <quote>; and</quote>; and</text>
					</paragraph><paragraph id="H279E1B022D8447E9A70770A1DA2710EE"><enum>(5)</enum><text>by adding after
			 paragraph (6) the following:</text>
						<quoted-block id="HBD4520E2658D4728BEB23C72FCF3DB1B" style="OLC">
							<paragraph id="H0A28C8D5D30E4F5482AC9EF3F1008E76"><enum>(7)</enum><text>cover each fiscal
				year of the biennium beginning with the first fiscal year of the next biennial
				budget
				cycle.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="H977F89D517D94DB189656264637657C0"><enum>(g)</enum><header>Committee Views
			 of Plans and Reports</header><text>Section 301(d) of the Congressional Budget
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(d)</external-xref>) is amended by adding at the end: <quote>Each committee of
			 the Senate or the House of Representatives shall review the strategic plans,
			 performance plans, and performance reports, required under section 306 of title
			 5, United States Code, and sections <external-xref legal-doc="usc" parsable-cite="usc/31/1115">1115</external-xref> and <external-xref legal-doc="usc" parsable-cite="usc/31/1116">1116</external-xref> of title 31, United States
			 Code, of all agencies under the jurisdiction of the committee. Each committee
			 may provide its views on such plans or reports to the Committee on the Budget
			 of the applicable House.</quote>.</text>
				</subsection><subsection id="id11FDFABE066E4D8CAB5C280D8E281B77"><enum>(h)</enum><header>Program
			 formulas in performance plans</header><text><external-xref legal-doc="usc" parsable-cite="usc/31/1115">Section 1115(b)</external-xref> of title 31, United
			 States Code, is amended—</text>
					<paragraph id="idB9CCAC2CFB4A4AB4A8CFCD205363C6D3"><enum>(1)</enum><text>in paragraph (9),
			 by striking <quote>and</quote> after the semicolon;</text>
					</paragraph><paragraph id="idB2A90B3225BF480C9E3BDF5EF83BED6B"><enum>(2)</enum><text>in paragraph
			 (10), by striking the period and inserting <quote>; and</quote>; and</text>
					</paragraph><paragraph id="idA90348C2D3624C80B4E31E2350F209A5"><enum>(3)</enum><text>by inserting at
			 the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id73CA55821F5146BEB87590A60D923135" style="OLC">
							<paragraph id="idE8762AA3F1D94B159AF7A761D6589B44"><enum>(11)</enum><text>a description of
				the formulas used for the program and program funding decisions including the
				criteria and factors used and the weight given to each of these
				factors.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection></section><section id="H4E01E13BFF6C4178B602567418FE9511"><enum>208.</enum><header>Biennial
			 appropriation bills</header>
				<subsection id="H164A8FD2AB604D789BBCBE36F1B878B8"><enum>(a)</enum><header>In the House of
			 Representatives</header><text>Clause 2(a) of rule XXI of the Rules of the House
			 of Representatives is amended by adding at the end the following new
			 subparagraph:</text>
					<quoted-block id="H20224BB1E534434089941DE4CC7652E6" style="OLC">
						<paragraph id="H50D9BE83DD834D559273760E54B02AE7" indent="up1"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HA492576DF84147F0BA1EC41118523184"><enum>(A)</enum><text>Except as provided by
				subdivision (B), an appropriation may not be reported in a general
				appropriation bill (other than a supplemental appropriation bill), and may not
				be in order as an amendment thereto, unless it provides new budget authority or
				establishes a level of obligations under contract authority for each fiscal
				year of a biennium.</text>
							</subparagraph><subparagraph id="H6FC993A4E01B41FBB89415CF91F02461" indent="up1"><enum>(B)</enum><text>Subdivision (A) does not apply with
				respect to an appropriation for a single fiscal year for any program, project,
				or activity if the bill or amendment thereto containing that appropriation
				includes a provision expressly stating the following: <quote>Congress finds
				that no additional funding beyond one fiscal year will be required and the
				[Insert name of applicable program, project, or activity] will be completed or
				terminated after the amount provided has been expended.</quote>.</text>
							</subparagraph><subparagraph id="H1F3E3D9DD5F24EA7A0AC7CEDAFA36D4D" indent="up1"><enum>(C)</enum><text>For purposes of paragraph (b), the
				statement set forth in subdivision (B) with respect to an appropriation for a
				single fiscal year for any program, project, or activity may be included in a
				general appropriation bill or amendment
				thereto.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HEDE7336B332643EFA39C1C55E2DD6285"><enum>(b)</enum><header>Conforming
			 Amendment</header><text>Clause 5(b)(1) of rule XXII of the House of
			 Representatives is amended by striking <quote>or (C)</quote> and inserting
			 <quote>or (3) or 2(C)</quote>.</text>
				</subsection></section><section id="H3816E4B1E5464B6ABC709679E4616A3E"><enum>209.</enum><header>Assistance by
			 Federal agencies to standing committees of the Senate and the House of
			 Representatives</header>
				<subsection id="H7E14A4AD43E04E508B2BE5E32E301425"><enum>(a)</enum><header>Information
			 Regarding Agency Appropriations Requests</header><text>To assist each standing
			 committee of the House of Representatives and the Senate in carrying out its
			 responsibilities, the head of each Federal agency which administers the laws or
			 parts of laws under the jurisdiction of such committee shall provide to such
			 committee such studies, information, analyses, reports, and assistance as may
			 be requested by the chairman and ranking minority member of the
			 committee.</text>
				</subsection><subsection id="HCF1355AFF2BD4232B5723AEE947DC6C1"><enum>(b)</enum><header>Information
			 Regarding Agency Program Administration</header><text>To assist each standing
			 committee of the House of Representatives and the Senate in carrying out its
			 responsibilities, the head of any agency shall furnish to such committee
			 documentation, containing information received, compiled, or maintained by the
			 agency as part of the operation or administration of a program, or specifically
			 compiled pursuant to a request in support of a review of a program, as may be
			 requested by the chairman and ranking minority member of such committee.</text>
				</subsection><subsection id="H78C42B9367414744905DA554FCAFDECF"><enum>(c)</enum><header>Summaries by
			 Comptroller General</header><text>Within 30 days after the receipt of a request
			 from a chairman and ranking minority member of a standing committee having
			 jurisdiction over a program being reviewed and studied by such committee under
			 this section, the Comptroller General of the United States shall furnish to
			 such committee summaries of any audits or reviews of such program which the
			 Comptroller General has completed during the preceding 6 years.</text>
				</subsection><subsection id="HED5F65A465A640CB93BF6328317866A5"><enum>(d)</enum><header>Congressional
			 Assistance</header><text>Consistent with their duties and functions under law,
			 the Comptroller General of the United States, the Director of the Congressional
			 Budget Office, and the Director of the Congressional Research Service shall
			 continue to furnish (consistent with established protocols) to each standing
			 committee of the House of Representatives or the Senate such information,
			 studies, analyses, and reports as the chairman and ranking minority member may
			 request to assist the committee in conducting reviews and studies of programs
			 under this section.</text>
