		<official-title>To amend title 38, United States Code, to provide equity
		  for tuition and fees for individuals entitled to educational assistance under
		  the Post-9/11 Educational Assistance Program of the Department of Veterans
		  Affairs who are pursuing programs of education at institutions of higher
		  learning, and for other purposes.</official-title>

		<section id="H935F60F39EC54B65AA5601040EA7A48E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Veterans Education Equity Act of
			 2013</short-title></quote>.</text>
		</section><section id="H193811526BCE4BDE905E620532B163C7"><enum>2.</enum><header>Protecting equity
			 for tuition and fees for individuals entitled to assistance under the Post-9/11
			 Educational Assistance Program who are pursuing programs of education at
			 institutions of higher learning</header>
			<subsection id="HD74001DD5062432BAF8B4F683060647A"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Clause (i) of
			 subparagraph (A) of paragraph (1) of subsection (c) of section 3313 of title
			 38, United States Code, is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H31F9BDA44BC04010800640ACFD4EF928" style="USC">
					<clause id="H8C11CA46EB4A4BBFABC211F52AEE5D86"><enum>(i)</enum><text display-inline="yes-display-inline">In the case of a program of education
				pursued at a public institution of higher learning, the lesser of—</text>
						<subclause id="H4C4B37600BBE418F847FADCE8307896B"><enum>(I)</enum><text>the actual net
				cost for tuition and fees assessed by the institution for the program of
				education after the application of—</text>
							<item id="HB5F826C73ECD453592609945E983CCFC"><enum>(aa)</enum><text>any
				waiver of, or reduction in, tuition and fees; and</text>
							</item><item id="HA0D5EC2F7776434199E064E43B7FE47B"><enum>(bb)</enum><text>any
				scholarship, or other Federal, State, institutional, or employer-based aid or
				assistance (other than loans and any funds provided under section 401(b) of the
				Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a</external-xref>)) that is provided directly to
				the institution and specifically designated for the sole purpose of defraying
				tuition and fees; or</text>
							</item></subclause><subclause id="H194C287EDBE3452DB0F5B55879FF638A"><enum>(II)</enum><text>the greater
				of—</text>
							<item id="H82AD0BB290DE45A1B74FF92236087560"><enum>(aa)</enum><text>the
				actual net cost for in-State tuition and fees assessed by the institution for
				the program of education after the application of—</text>
								<subitem id="H20C5F26765C84D148050F3E73730BB40"><enum>(AA)</enum><text>any waiver of, or
				reduction in, tuition and fees; and</text>
								</subitem><subitem id="H8DE0ACF18D2243C7BEC4BE90E52312D6"><enum>(BB)</enum><text>any scholarship,
				or other Federal, State, institutional, or employer-based aid or assistance
				(other than loans and any funds provided under section 401(b) of the Higher
				Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a</external-xref>)) that is provided directly to the
				institution and specifically designated for the sole purpose of defraying
				tuition and fees; or</text>
								</subitem></item><item id="HAC96FA43BF824AC6A4901942D307B7C0"><enum>(bb)</enum><text>the
				amount equal to—</text>
								<subitem id="H7C59CF0A4B23480CB7F88F6B7DE1058E"><enum>(AA)</enum><text>for the academic
				year beginning on August 1, 2011, $17,500; or</text>
								</subitem><subitem id="H8D01875447AD46F9BE8531C20F410310"><enum>(BB)</enum><text>for any
				subsequent academic year, the amount in effect for the previous academic year
				under this subclause, as increased by the percentage increase equal to the most
				recent percentage increase determined under section 3015(h) of this
				title.</text>
								</subitem></item></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HDF6AAC13285649A0B37C16C1F98ED905"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply with
			 respect to the payment of educational assistance for an academic year beginning
			 on or after the date of the enactment of this Act.</text>
