		<official-title>To amend title III of the Public Health Service Act to
		  authorize and support the creation of cardiomyopathy education, awareness, and
		  risk assessment materials and resources by the Secretary of Health and Human
		  Services through the Centers for Disease Control and Prevention and the
		  dissemination of such materials and resources by State educational agencies to
		  identify more at-risk families.</official-title>

		<section id="HC20747BAA45646FCA57362DCD0A3606E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Cardiomyopathy Health Education,
			 Awareness, Risk Assessment, and Training in the Schools (HEARTS) Act of
			 2013</short-title></quote>.</text>
		</section><section id="H98AE800BA4384FB197274BBFEFDE04A2"><enum>2.</enum><header>Materials and
			 resources to increase education and awareness of cardiomyopathy among school
			 administrators, educators, and families</header><text display-inline="no-display-inline">Part P of title III of the Public Health
			 Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280g">42 U.S.C. 280g et seq.</external-xref>) is amended by adding at the end the
			 following new section:</text>
			<quoted-block display-inline="no-display-inline" id="H08AC03F366E442D380C35E8DEEAFAAA7" style="OLC">
				<section id="H8FA5C212E6214032BDD73746EB35D0F8"><enum>399V–6.</enum><header>Materials
				and resources to increase education and awareness of cardiomyopathy among
				school administrators, educators, and families</header>
					<subsection id="H6619BE2594584FED9B8B2D37645456D9"><enum>(a)</enum><header>Materials and
				resources</header><text>Not later than 18 months after the date of the
				enactment of this section, the Secretary of Health and Human Services (in this
				section referred to as the <term>Secretary</term>), in conjunction with the
				Director of the Centers for Disease Control and Prevention (in this section
				referred to as the <term>Director</term>) and in consultation with national
				patient advocacy and health professional organizations expert in all forms of
				cardiomyopathy, shall develop public education and awareness materials and
				resources to be disseminated to school administrators, educators, school health
				professionals, coaches, families, and other appropriate individuals. The
				materials and resources shall include—</text>
						<paragraph id="H40C217053A2C41D19DDB04D5982A39EA"><enum>(1)</enum><text>background
				information to increase education and awareness of cardiomyopathy and other
				related causes of sudden cardiac death among school administrators, educators,
				and families;</text>
						</paragraph><paragraph id="H24AFE200F52646B98928D5BFFA02612D"><enum>(2)</enum><text>a cardiomyopathy
				risk assessment worksheet for use by parents, guardians, or other
				caregivers;</text>
						</paragraph><paragraph id="HD43E39188421446089627B9B55A7B49A"><enum>(3)</enum><text>guidelines
				regarding the placement of automated external defibrillators in schools and
				child care centers;</text>
						</paragraph><paragraph id="H04D8F84CB3704C21997F35C32EF7AE47"><enum>(4)</enum><text display-inline="yes-display-inline">training information on automated external
				defibrillators and cardiopulmonary resuscitation; and</text>
						</paragraph><paragraph id="H4D064065F6FA4E4EB7B772781F73A280"><enum>(5)</enum><text>recommendations
				for how schools and child care centers can develop and implement a cardiac
				emergency response plan.</text>
						</paragraph></subsection><subsection id="H7F4BCE7843854630BEDCC19F96524F9B"><enum>(b)</enum><header>Development of
				materials and resources</header><text>The Secretary, through the Director,
				shall develop and update as necessary and appropriate the materials and
				resources under subsection (a) and, in support of such effort, the Secretary is
				encouraged to—</text>
						<paragraph id="HBB022AD931244F3DABC4A952A37B88BF"><enum>(1)</enum><text>establish an
				advisory panel composed of—</text>
							<subparagraph id="H1699F24BFE6B4D1C887A93F96E4342B8"><enum>(A)</enum><text>representatives
				from multiple national patient advocacy organizations and medical professionals
				expert in all forms of cardiomyopathy;</text>
							</subparagraph><subparagraph id="H02452E0A5C13427D8496E37EC9D45657"><enum>(B)</enum><text>a representative
				from the Centers for Disease Control and Prevention; and</text>
							</subparagraph><subparagraph id="H011EC266305B4DC196C453AA05B825BC"><enum>(C)</enum><text>representatives
				from other relevant Federal agencies; and</text>
							</subparagraph></paragraph><paragraph id="HAEF5A132307840098E5E2E0F430A073C"><enum>(2)</enum><text>engage in a
				memorandum of understanding or cooperative agreement with a national nonprofit
				advocacy organization expert in all forms of cardiomyopathy.</text>
						</paragraph></subsection><subsection id="H8C51A698F1014DB0927CBB009F6F469C"><enum>(c)</enum><header>Dissemination of
				materials and resources</header><text display-inline="yes-display-inline">Not
				later than 30 months after the date of the enactment of this section, the
				Secretary, through the Director, shall disseminate the materials and resources
				under subsection (a) in accordance with the following:</text>
						<paragraph id="H9EDD558BE4034617A8FE0C66B936E98F"><enum>(1)</enum><header>Distribution by
				State education agencies</header><text>The Secretary shall make available such
				materials and resources to State educational agencies to distribute—</text>
							<subparagraph id="H56BCE871B21F435D961D409DF659C355"><enum>(A)</enum><text>to school
				administrators, educators, school health professionals, coaches and parents,
				guardians, or other caregivers, the cardiomyopathy education and awareness
				materials and resources under subsection (a);</text>
							</subparagraph><subparagraph id="HDC689B4276A1444487005983C8B0AA18"><enum>(B)</enum><text>to parents,
				guardians, or other caregivers, the cardiomyopathy risk assessment worksheet
				described in subsection (a)(2); and</text>
							</subparagraph><subparagraph id="HACC106382F9C4F64A0DDC2F2C3765814"><enum>(C)</enum><text>to school
				administrators and school health professionals, the—</text>
								<clause id="H7504A5BB52624724B4F3523BD8A0FDC8"><enum>(i)</enum><text>guidelines
				described in subsection (a)(3);</text>
								</clause><clause id="HF92D829579F8479994B792E91210AD4C"><enum>(ii)</enum><text>training
				information described in subsection (a)(4); and</text>
								</clause><clause id="H648376AD6983447BA325514E1BDA6D00"><enum>(iii)</enum><text>recommendations
				described in subsection (a)(5).</text>
								</clause></subparagraph></paragraph><paragraph id="H9EEF950940154CF198B03337A2411698"><enum>(2)</enum><header>Dissemination to
				health departments and professionals</header><text>The Secretary shall make
				available such materials and resources to State and local health departments,
				pediatricians, hospitals, and other health professionals, such as nurses and
				first responders.</text>
						</paragraph><paragraph id="HC7E27CC0E5834B0E9EE41C17604AEA69"><enum>(3)</enum><header>Posting on
				website</header>
							<subparagraph id="H5511A53C66D84EC89AFE77F857B8477E"><enum>(A)</enum><header>CDC</header>
								<clause id="H179A392E6F9F4B90A703A57E990AD00D"><enum>(i)</enum><header>In
				general</header><text>The Secretary, through the Director, shall post the
				materials and resources developed under subsection (a) on the public Internet
				website of the Centers for Disease Control and Prevention.</text>
								</clause><clause id="HBA657434969E45F09F2E2DEC31528F2A"><enum>(ii)</enum><header>Additional
				information</header><text>The Director is encouraged to maintain on such public
				Internet website such additional information regarding cardiomyopathy as deemed
				appropriate by the Director.</text>
								</clause></subparagraph><subparagraph id="H3AF68FA3BE3F42749372B6AECE908801"><enum>(B)</enum><header>State education
				agencies</header><text>State educational agencies are encouraged to create
				public Internet webpages dedicated to cardiomyopathy and post the materials and
				resources developed under subsection (a) on such webpages.</text>
							</subparagraph></paragraph></subsection><subsection id="HA637082ED64B40A88C79F050009272BD"><enum>(d)</enum><header>Report to
				Congress</header><text>Not later than 1 year after the date of the enactment of
				this section, and annually thereafter, the Secretary shall submit to Congress a
				report identifying the steps taken to increase public education and awareness
				of cardiomyopathy as outlined under this section.</text>
					</subsection><subsection id="H49A8E18AD1E74CB78873B89C9ECAA781"><enum>(e)</enum><header>Definitions</header><text>For
				purposes of this section:</text>
						<paragraph id="HCB6D8DCB662947D4B60CE5D9A15C217D"><enum>(1)</enum><header>Cardiomyopathy</header><text>The
				term <term>cardiomyopathy</term> means a rare heart condition, which is a
				disease of the heart muscle (myocardium)—</text>
							<subparagraph id="HDF6C8779681A41519FFF7B78E75D7C43"><enum>(A)</enum><text>the symptoms of
				which may vary from case to case, including—</text>
								<clause id="HCC518898CA984AC2931FAC70397EC510"><enum>(i)</enum><text>in
				some cases, the presentation of no symptoms (asymptomatic);</text>
								</clause><clause id="H02A932A44E534016987180046C0CCE35"><enum>(ii)</enum><text>in many cases,
				the symptoms of a progressive condition that may result in an impaired ability
				of the heart to pump blood, fatigue, irregular heart-beats (arrhythmia), and,
				potentially, sudden cardiac death or heart failure; and</text>
								</clause></subparagraph><subparagraph id="H5926CB03A3C7432A84CA21961E85A8DB"><enum>(B)</enum><text>the recognized
				types of which include dilated, hypertrophic, restrictive, ar­rhyth­mo­gen­ic
				right ventricular dysplasia, and left ventricular noncompaction.</text>
							</subparagraph></paragraph><paragraph id="H85454AFE83324674AAB7C5BA78400E7D"><enum>(2)</enum><header>School
				administrators</header><text>The term <term>school administrator</term> means a
				principal, director, manager, or other supervisor or leader within an
				elementary school or secondary school (as such terms are defined under section
				9101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>)),
				State-based early education program, or child care center.</text>
						</paragraph><paragraph id="H2A360BE4C8684E74B2BD11B5F9A41B45"><enum>(3)</enum><header>Schools</header><text>The
				term <term>school</term> means an early education program, child care center,
				or elementary school or secondary school (as such terms are so defined).</text>
						</paragraph><paragraph id="HD50ED91639524253B6A0F37201DE2D5E"><enum>(4)</enum><header>National
				nonprofit advocacy organizations expert in all forms of
				cardiomyopathy</header><text>The term <term>national nonprofit advocacy
				organizations expert in all forms of cardiomyopathy</term> means organizations
				that provide support services to families or fund research, and work to
				increase public awareness and education regarding all types of
				cardiomyopathy.</text>
						</paragraph></subsection><subsection id="H964C5C512BF84F3D874326F74096C715"><enum>(f)</enum><header>Authorization of
				appropriations</header><text>To carry out this section, there are authorized to
				be appropriated $1,000,000 for fiscal year 2014, $750,000 for fiscal year 2015,
				and $500,000 for each of fiscal years 2016 through
				2018.</text>
