display-inline="yes-display-inline">Section 3 of the Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-4f">42 U.S.C. 247b–4f</external-xref>) is amended by striking subsection (b) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="H16017C4208E54596A96DE408F1601D90" style="OLC"><subsection commented="no" display-inline="no-display-inline" id="H864BC424E10F430A83A92F3BD08BC4CF"><enum>(b)</enum><header display-inline="yes-display-inline">Studies and Activities on Preterm Birth</header><paragraph commented="no" display-inline="no-display-inline" id="H49891A46622E430493F7C0BEC91D7765"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, may, subject to the availability of appropriations—</text><subparagraph commented="no" display-inline="no-display-inline" id="HA458981FC18A467FBABF8CC2189A59B2"><enum>(A)</enum><text display-inline="yes-display-inline">conduct epidemiological studies on the clinical, biological, social, environmental, genetic, and behavioral factors relating to prematurity, as appropriate;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H026405C9D17E42D9BF1538A8380DA607"><enum>(B)</enum><text display-inline="yes-display-inline">conduct activities to improve national data to facilitate tracking the burden of preterm birth; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H76398918703843BE846C50D9BE09B814"><enum>(C)</enum><text display-inline="yes-display-inline">continue efforts to prevent preterm birth, including late preterm birth, through the identification of opportunities for prevention and the assessment of the impact of such efforts.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H73EA2343627F4927AFDC711ED9BFA372"><enum>(2)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of the PREEMIE Reauthorization Act, and every 2 years thereafter, the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, shall submit to the appropriate committees of Congress reports concerning the progress and any results of studies conducted under paragraph (1).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="H4240F19055334366953828CF1D809CC4"><enum>(b)</enum><header display-inline="yes-display-inline">Reauthorization</header><text display-inline="yes-display-inline">Section 3(e) of the Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act (42 U.S.C. 247b–4f(e)) is amended by striking <quote><short-title>$5,000,000</short-title></quote> and all that follows through <quote><short-title>2011.</short-title></quote> and inserting <quote><short-title>$1,880,000 for each of fiscal years 2014 through 2018.</short-title></quote>.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="HF440269FF2504F60BD9BE31E475BF50F" section-type="subsequent-section"><enum>103.</enum><header display-inline="yes-display-inline">Activities at the Health Resources and Services Administration</header><subsection commented="no" display-inline="no-display-inline" id="H59C0CE5242E04A038967F83765582A01"><enum>(a)</enum><header display-inline="yes-display-inline">Telemedicine and high-Risk pregnancies</header><text display-inline="yes-display-inline">Section 330I(i)(1)(B) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-14">42 U.S.C. 254c–14(i)(1)(B)</external-xref>) is amended by striking <quote><short-title>or case management services</short-title></quote> and inserting <quote><short-title>case management services, or prenatal care for high-risk pregnancies</short-title></quote>;</text></subsection><subsection commented="no" display-inline="no-display-inline" id="HB984CA8AE6A3410C9DA9B7C686BD3940"><enum>(b)</enum><header display-inline="yes-display-inline">Public and health care provider education</header><text display-inline="yes-display-inline">Section 399Q of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280g-5">42 U.S.C. 280g–5</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H3C2FBDF76CB84B3EAE66DBECE03F9786"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)—</text><subparagraph commented="no" display-inline="no-display-inline" id="H971065F2B03D417AB6DB920F1BFA6D3C"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking subparagraphs (A) through (F) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="HCBEE34DAA4444F3F82ABCE17D3110B67" style="OLC"><subparagraph commented="no" display-inline="no-display-inline" importance of preconception and prenatal care, including—</text><clause commented="no" display-inline="no-display-inline" id="HCB97ADE025834706AAF64EE5214D9D34"><enum>(i)</enum><text display-inline="yes-display-inline">smoking cessation;</text></clause><clause commented="no" display-inline="no-display-inline" id="H30A6F281B2ED439889C919AC698E908F"><enum>(ii)</enum><text display-inline="yes-display-inline">weight maintenance and good nutrition, including folic acid;</text></clause><clause commented="no" display-inline="no-display-inline" id="H8A19B68478364BC4AAC0D478FB8C1BFA"><enum>(iii)</enum><text display-inline="yes-display-inline">the screening for and the treatment of infections; and</text></clause><clause commented="no" display-inline="no-display-inline" id="H9B8BFB0111DF41AD958A7C337D5A040C"><enum>(iv)</enum><text display-inline="yes-display-inline">stress management;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3DBDD2C7601F4C39B13E240FD23D85BB"><enum>(D)</enum><text display-inline="yes-display-inline">treatments and outcomes for premature infants, including late preterm infants;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H34B540348C7042E196F4B08EDA6F92BC"><enum>(E)</enum><text display-inline="yes-display-inline">the informational needs of families during the stay of an infant in a neonatal intensive care unit; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H49D360948777440589106CF68F67CBDD"><enum>(F)</enum><text display-inline="yes-display-inline">utilization of evidence-based strategies to prevent birth injuries;</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H8BED18528B81469EAC94D89A053857D3"><enum>(B)</enum><text display-inline="yes-display-inline">by striking paragraph (2) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="H035958E70FCA4506AF1E7020D7A36884" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="H698745E901C24772830CC2BDDABCA1BB"><enum>(2)</enum><text display-inline="yes-display-inline">programs to increase the availability, awareness, and use of pregnancy and post-term information services that provide evidence-based, clinical information through counselors, community outreach efforts, electronic or telephonic communication, or other appropriate means regarding causes associated with prematurity, birth defects, or health risks to a post-term infant;</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9B95735DEBD541E8BB5E47F0E6B0C9EF"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (c), by striking <quote><short-title>$5,000,000</short-title></quote> and all that follows through <quote><short-title>2011.</short-title></quote> and inserting <quote><short-title>$1,900,000 for each of fiscal years 2014 through 2018.</short-title></quote>.</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H307F2D894D69422B8F5BCE8D17FAE9F6" section-type="subsequent-section"><enum>104.</enum><header display-inline="yes-display-inline">Other activities</header><subsection commented="no" display-inline="no-display-inline" id="HD2A50F3C920C43D7BC3073E2E76A03C5"><enum>(a)</enum><header display-inline="yes-display-inline">Interagency Coordinating Council on Prematurity and Low Birthweight</header><text display-inline="yes-display-inline">The Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act is amended by striking section 5 (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-4g">42 U.S.C. 247b–4g</external-xref>).</text></subsection><subsection commented="no" display-inline="no-display-inline" id="H79BED34C7A3D4CBBAAF8A99913BC02FB"><enum>(b)</enum><header display-inline="yes-display-inline">Advisory Committee on Infant Mortality</header><paragraph commented="no" display-inline="no-display-inline" id="H0C427C84508A4AA3AC39989E76946908"><enum>(1)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services (referred to in this section as the <quote><short-title>Secretary</short-title></quote>) may establish an advisory committee known as the <quote><short-title>Advisory Committee on Infant Mortality</short-title></quote> (referred to in this section as the <quote><short-title>Advisory Committee</short-title></quote>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H182F63A76F6F4FF4A36B8BCEE9913B3F"><enum>(2)</enum><header display-inline="yes-display-inline">Duties</header><text display-inline="yes-display-inline">The Advisory Committee shall provide advice and recommendations to the Secretary concerning the following activities:</text><subparagraph commented="no" display-inline="no-display-inline" id="H72C63EE4E7C943C391818D04141A8E39"><enum>(A)</enum><text display-inline="yes-display-inline">Programs of the Department of Health and Human Services that are directed at reducing infant mortality and improving the health status of pregnant women and infants.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4AF63D7D5E3C4D95A8AA4B875C70F279"><enum>(B)</enum><text display-inline="yes-display-inline">Strategies to coordinate the various Federal programs and activities with State, local, and private programs and efforts that address factors that affect infant mortality.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H121C5FD9F2D7407ABBB3B188D9D8E04B"><enum>(C)</enum><text display-inline="yes-display-inline">Implementation of the Healthy Start program under section 330H of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-8">42 U.S.C. 254c–8</external-xref>) and Healthy People 2020 infant mortality objectives.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC3055893DD54472D88CE380F9218F0DF"><enum>(D)</enum><text display-inline="yes-display-inline">Strategies to reduce preterm birth rates through research, programs, and education.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDD7AEB6B360D4E17B805FC2A5E40B21D"><enum>(3)</enum><header display-inline="yes-display-inline">Plan for HHS preterm birth activities</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this section, the Advisory Committee (or an advisory committee in existence as of the date of enactment of this Act and designated by the Secretary) shall develop a plan for conducting and supporting research, education, and programs on preterm birth through the Department of Health and Human Services and shall periodically review and revise the plan, as appropriate. The plan shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="H848F6FDE588649B9823B01C9F6EA2D79"><enum>(A)</enum><text display-inline="yes-display-inline">examine research and educational activities that receive Federal funding in order to enable the plan to provide informed recommendations to reduce preterm birth and address racial and ethnic disparities in preterm birth rates;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H73B18B93538A43E4B154B7552CEC9FC5"><enum>(B)</enum><text display-inline="yes-display-inline">identify research gaps and opportunities to implement evidence-based strategies to reduce preterm birth rates among the programs and activities of the Department of Health and Human Services regarding preterm birth, including opportunities to minimize duplication; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3FA106ABF2134A90AB641ADFE3384EDA"><enum>(C)</enum><text display-inline="yes-display-inline">reflect input from a broad range of scientists, patients, and advocacy groups, as appropriate.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H17909AB9155944868E1D62F72D68A3C5"><enum>(4)</enum><header display-inline="yes-display-inline">Membership</header><text display-inline="yes-display-inline">The Secretary shall ensure that the membership of the Advisory Committee includes the following:</text><subparagraph commented="no" display-inline="no-display-inline" id="H0427A5952D2843D58B98C8050BCE407D"><enum>(A)</enum><text display-inline="yes-display-inline">Representatives provided for in the original charter of the Advisory Committee.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H8FFC695001654AE08278F9D27FDC09DD"><enum>(B)</enum><text display-inline="yes-display-inline">A representative of the National Center for Health Statistics.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H34B6E93FA5DF4E00860CE39996D57F7C"><enum>(c)</enum><header display-inline="yes-display-inline">Patient Safety Studies and report</header><paragraph commented="no" display-inline="no-display-inline" id="H72AE4CD3497D442EA515C90827692813"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall designate an appropriate agency within the Department of Health and Human Services to coordinate existing studies on hospital readmissions of preterm infants.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H358D7A46D2A04FBBA8B312389D40D107"><enum>(2)</enum><header display-inline="yes-display-inline">Report to Secretary and Congress</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the agency designated under paragraph (1) shall submit to the Secretary and to Congress a report containing the findings and recommendations resulting from the studies coordinated under such paragraph, including recommendations for hospital discharge and followup procedures designed to reduce rates of preventable hospital readmissions for preterm infants.</text></paragraph></subsection></section></title><title commented="no" id="H921F9E971F744076990807EF39706CB7" level-type="subsequent"><enum>II</enum><header display-inline="yes-display-inline">National Pediatric Research Network</header><section commented="no" display-inline="no-display-inline" id="HBFDF518C63AC452DACD558C51DA64589" section-type="subsequent-section"><enum>201.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This title may be cited as the <quote><short-title>National Pediatric Research Network Act of 2013</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="H9BE46ADEDDE74250A423DAE94D904FCE" section-type="subsequent-section"><enum>202.</enum><header display-inline="yes-display-inline">National Pediatric Research Network</header><text display-inline="no-display-inline">Section 409D of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/284h">42 U.S.C. 284h</external-xref>; relating to the Pediatric Research Initiative) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H21F41ECB39CB42DBA3CA1F84D1643DAF"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subsection (d) as subsection (f); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9A37277601B94227A75153A2D176E15C"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after subsection (c) the following:</text><quoted-block display-inline="no-display-inline" id="H3981D08857334AE68B4DA0F868637544" style="OLC"><subsection commented="no" display-inline="no-display-inline" id="H533DAECD0E8B469DB447C296DA3E675E"><enum>(d)</enum><header display-inline="yes-display-inline">National Pediatric Research Network</header><paragraph commented="no" display-inline="no-display-inline" id="H505D0E0AD4F643C2B0CD0986426143D8"><enum>(1)</enum><header display-inline="yes-display-inline">Network</header><text display-inline="yes-display-inline">In carrying out the Initiative, the Director of NIH, in consultation with the Director of the Eunice Kennedy Shriver National Institute of Child Health and Human Development and in collaboration with other appropriate national research institutes and national centers that carry out activities involving pediatric research, may provide for the establishment of a National Pediatric Research Network in order to more effectively support pediatric research and optimize the use of Federal resources. Such National Pediatric Research Network may be comprised of, as appropriate—</text><subparagraph commented="no" display-inline="no-display-inline" id="H912EE4C5DF1B4232912855853F835ECC"><enum>(A)</enum><text display-inline="yes-display-inline">the pediatric research consortia receiving awards under paragraph (2); or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H512E7431B68F4E55A8CC4B1ABBBA79A3"><enum>(B)</enum><text display-inline="yes-display-inline">other consortia, centers, or networks focused on pediatric research that are recognized by the Director of NIH and established pursuant to the authorities vested in the National Institutes of Health by other sections of this Act.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEA3274D4A2F24A5292C02EF04187D9EF"><enum>(2)</enum><header display-inline="yes-display-inline">Pediatric research consortia</header><subparagraph commented="no" display-inline="no-display-inline" id="HC0DA862C1AB742A99641270FA5225B7E"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Director of NIH may award funding, including through grants, contracts, or other mechanisms, to public or private nonprofit entities for providing support for pediatric research consortia, including with respect to—</text><clause commented="no" display-inline="no-display-inline" id="H874F619931C34BCA8E4ABD904D511A60"><enum>(i)</enum><text display-inline="yes-display-inline">basic, clinical, behavioral, or translational research to meet unmet needs for pediatric research; and</text></clause><clause commented="no" display-inline="no-display-inline" id="HBCB8952FA9B74B53B879B20AE544D411"><enum>(ii)</enum><text display-inline="yes-display-inline">training researchers in pediatric research techniques in order to address unmet pediatric research needs.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA0BD4F48B2404C2B84D784B07A5C5093"><enum>(B)</enum><header display-inline="yes-display-inline">Research</header><text display-inline="yes-display-inline">The Director of NIH shall, as appropriate, ensure that—</text><clause commented="no" display-inline="no-display-inline" id="H163F9A25363C478DA7F2CB1B4BA71369"><enum>(i)</enum><text display-inline="yes-display-inline">each consortium receiving an award under subparagraph (A) conducts or supports at least one category of research described in subparagraph (A)(i) and collectively such consortia conduct or support such categories of research; and</text></clause><clause commented="no" display-inline="no-display-inline" id="HD172CE7D47404D41853FAF863904DA36"><enum>(ii)</enum><text display-inline="yes-display-inline">one or more such consortia provide training described in subparagraph (A)(ii).</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD03B11F06D3B40B1838163C2A2EF780C"><enum>(C)</enum><header display-inline="yes-display-inline">Organization of consortium</header><text display-inline="yes-display-inline">Each consortium receiving an award under subparagraph (A) shall—</text><clause commented="no" display-inline="no-display-inline" id="H9BD1CBD6C0354A70A586AA0CF10D176C"><enum>(i)</enum><text display-inline="yes-display-inline">be formed from a collaboration of cooperating institutions;</text></clause><clause commented="no" display-inline="no-display-inline" id="HD23ADBE070A6495EAB2D8299953F9530"><enum>(ii)</enum><text display-inline="yes-display-inline">be coordinated by a lead institution or institutions;</text></clause><clause commented="no" display-inline="no-display-inline" id="HD2DAD7F97514452E912E500ECA686EA7"><enum>(iii)</enum><text display-inline="yes-display-inline">agree to disseminate scientific findings, including from clinical trials, rapidly and efficiently, as appropriate, to—</text><subclause commented="no" display-inline="no-display-inline" id="HFBD5E71011B64643B65894909F2D7A22"><enum>(I)</enum><text display-inline="yes-display-inline">other consortia;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="HE81DDF972DBE44A181617680D7ECA2DD"><enum>(II)</enum><text display-inline="yes-display-inline">the National Institutes of Health;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="HB2E51D1F9FF74C5C92D16F892DD45AF2"><enum>(III)</enum><text display-inline="yes-display-inline">the Food and Drug Administration;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="HDFA6E22D8E0A4841A67FEDCE9016D6A1"><enum>(IV)</enum><text display-inline="yes-display-inline">and other relevant agencies; and</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="H3EC07B001EEB4C479FC41406D5BDFB63"><enum>(iv)</enum><text display-inline="yes-display-inline">meet such requirements as may be prescribed by the Director of NIH.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H231F780EF4354D6784DF2A1FDF3259DE"><enum>(D)</enum><header display-inline="yes-display-inline">Supplement, not supplant</header><text display-inline="yes-display-inline">Any support received by a consortium under subparagraph (A) shall be used to supplement, and not supplant, other public or private support for activities authorized to be supported under this paragraph.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H80DBCBA165304ED5A613486D570609E6"><enum>(E)</enum><header display-inline="yes-display-inline">Duration of support</header><text display-inline="yes-display-inline">Support of a consortium under subparagraph (A) may be for a period of not to exceed 5 years. Such period may be extended at the discretion of the Director of NIH.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE43378C36F804C06902DD68AB1A57FB5"><enum>(3)</enum><header display-inline="yes-display-inline">Coordination of consortia activities</header><text display-inline="yes-display-inline">The Director of NIH shall, as appropriate—</text><subparagraph commented="no" display-inline="no-display-inline" id="H1E4D0AFB9F184D3A9D97071D2FBA32D6"><enum>(A)</enum><text display-inline="yes-display-inline">provide for the coordination of activities (including the exchange of information and regular communication) among the consortia established pursuant to paragraph (2); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9FDC22E4E30B4D98B53480B6D9D2E471"><enum>(B)</enum><text display-inline="yes-display-inline">require the periodic preparation and submission to the Director of reports on the activities of each such consortium.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5134377A78B049998A2DE8BDEE1F7011"><enum>(4)</enum><header display-inline="yes-display-inline">Assistance with registries</header><text display-inline="yes-display-inline">Each consortium receiving an award under paragraph (2)(A) may provide assistance, as appropriate, to the Centers for Disease Control and Prevention for activities related to patient registries and other surveillance systems upon request by the Director of the Centers for Disease Control and Prevention.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HBD9971F3010F4170B5AE923E80BBF157"><enum>(e)</enum><header display-inline="yes-display-inline">Research on pediatric rare diseases or conditions</header><text display-inline="yes-display-inline">In making awards under subsection (d)(2) for pediatric research consortia, the Director of NIH shall ensure that an appropriate number of such awards are awarded to such consortia that agree to—</text><paragraph commented="no" display-inline="no-display-inline" id="HA760937085A64821BC8562067268A221"><enum>(1)</enum><text display-inline="yes-display-inline">consider pediatric rare diseases or conditions, or those related to birth defects; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5566463C39494FCFB022A63AC1D9E0F7"><enum>(2)</enum><text display-inline="yes-display-inline">conduct or coordinate one or more multisite clinical trials of therapies for, or approaches to, the prevention, diagnosis, or treatment of one or more pediatric rare diseases or conditions.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></title><title commented="no" id="HE657BF9A9C8F4E9E8DD258FA81231DB6" level-type="subsequent"><enum>III</enum><header display-inline="yes-display-inline">CHIMP Act Amendments</header><section commented="no" display-inline="no-display-inline" id="HC070E4D6F4D746A8A5BB6F111600C7A5" section-type="subsequent-section"><enum>301.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This title may be cited as the <quote>CHIMP Act Amendments of 2013</quote>.</text></section><section commented="no" display-inline="no-display-inline" id="H8544612FB184497A8C436288BAEC9C3A" section-type="subsequent-section"><enum>302.</enum><header display-inline="yes-display-inline">Care for NIH chimpanzees</header><subsection commented="no" display-inline="no-display-inline" id="HCB3ED99CD41A4C82AB1CDCB1EB40A2CA"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 404K(g) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/283m">42 U.S.C. 283m(g)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H353F1ED137794126B393CAC9CDFF3AE7"><enum>(1)</enum><text display-inline="yes-display-inline">by amending paragraph (1) to read as follows:</text><quoted-block display-inline="no-display-inline" id="HD77AB2880C9441D2B23D0FB2237225C9" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="H144F5AA09E4043B2A404BE019BFF550C"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Of the amount appropriated for the National Institutes of Health, there are authorized to be appropriated to carry out this section and for the care, maintenance, and transportation of all chimpanzees otherwise under the ownership or control of the National Institutes of Health, and to enable the National Institutes of Health to operate more efficiently and economically by decreasing the overall Federal cost of providing for the care, maintenance, and transportation of chimpanzees—</text><subparagraph commented="no" display-inline="no-display-inline" id="H26E591D4DD554028A9931A3B46491326"><enum>(A)</enum><text display-inline="yes-display-inline">for fiscal year 2014, $12,400,000;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H87DEC7EF98414DB3859416892E1B6EB4"><enum>(B)</enum><text display-inline="yes-display-inline">for fiscal year 2015, $11,650,000;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H781826603EBF4D37BE4213AC628CA17E"><enum>(C)</enum><text display-inline="yes-display-inline">for fiscal year 2016, $10,900,000;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9579A18C68C649A69176CEC69A380E64"><enum>(D)</enum><text display-inline="yes-display-inline">for fiscal year 2017, $10,150,000; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4199CFC2E8294530885ACC33D75C491D"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>board of directors</quote> and inserting <quote>Secretary in consultation with the board of directors</quote>.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HF1122E278E504116B4D3E5F92CBD86DE"><enum>(b)</enum><header display-inline="yes-display-inline">GAO study</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of this Act, the Comptroller General of the United States shall conduct an independent evaluation, and submit to the appropriate committees of Congress a report, regarding chimpanzees under the ownership or control the National Institutes of Health. Such report shall review and assess—</text><paragraph commented="no" display-inline="no-display-inline" id="H5448DCC72F35446E8FB46FA90A830C0A"><enum>(1)</enum><text display-inline="yes-display-inline">the research status of such chimpanzees;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4AF1B175AF924EB9B28648F3EB8BA05E"><enum>(2)</enum><text display-inline="yes-display-inline">the cost for the care, maintenance, and transportation of such chimpanzees, including the cost broken down by—</text><subparagraph commented="no" display-inline="no-display-inline" id="H4F12A253BD80436795D338D104F769D8"><enum>(A)</enum><text display-inline="yes-display-inline">research or retirement status;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H039E3385F9CC448581A11105ADAB09DA"><enum>(B)</enum><text display-inline="yes-display-inline">services included in the care, maintenance, and transportation; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H18C6FF33664043FA83E1B34F3782177B"><enum>(C)</enum><text display-inline="yes-display-inline">location;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8A49BD75CB244AE5A04BBF36FE83E54E"><enum>(3)</enum><text display-inline="yes-display-inline">the extent to which matching requirements have been met pursuant to section 404K(e)(4) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/283m">42 U.S.C. 283m(e)(4)</external-xref>); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H61CFE4F9EBE54DD68E4BF2C215B344A8"><enum>(4)</enum><text display-inline="yes-display-inline">any options for cost savings for the support and maintenance of such chimpanzees.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H4D14912761874EED802FC810BEB8A761"><enum>(c)</enum><header display-inline="yes-display-inline">Biennial report</header><text display-inline="yes-display-inline">Section 404K(g) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/283m">42 U.S.C. 283m(g)</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H882F8C85EA794622BE35105614DFDB45" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="H03262F279BFC44EF966EBF4F9E27BA36"><enum>(3)</enum><header display-inline="yes-display-inline">Biennial report</header><text display-inline="yes-display-inline">Not later than 180 days after the date enactment of this Act, the Director of the National Institutes of Health shall submit to the Committee on Health, Education, Labor, and Pensions and the Committee on Appropriations of the Senate and the Committee on Energy and Commerce and the Committee on Appropriations in the House of Representatives a report, to be updated biennially, regarding—</text><subparagraph commented="no" display-inline="no-display-inline" id="H50E3A7E835374A48A9E025F28931434B"><enum>(A)</enum><text display-inline="yes-display-inline">the care, maintenance, and transportation of the chimpanzees under the ownership or control of the National Institutes of Health;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H804F1FCF45684730ABFD52B0198C5EE9"><enum>(B)</enum><text display-inline="yes-display-inline">costs related to such care, maintenance, and transportation, and any other related costs; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA17311EB64F545ABAE0FE9E772890D82"><enum>(C)</enum><text display-inline="yes-display-inline">the research status of such chimpanzees.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></title></legis-body><attestation><attestation-group><attestor display="no"></attestor><role>Speaker of the House of Representatives</role></attestation-group><attestation-group><attestor display="no"></attestor><role>Vice President of the United States and President of the Senate</role></attestation-group></attestation></bill>
