		<official-title>To require the Secretary of the Treasury to mint coins in
		  recognition and celebration of the Pro Football Hall of Fame.</official-title>

		<section id="H7E3B7330111740CD9FDEB4D87373D95C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Pro Football Hall of Fame
			 Commemorative Coin Act</short-title></quote>.</text>
		</section><section id="H22FFEA7E85674BD7B04FCFEDEAEB7845"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text>
			<paragraph id="HDD7EA0EEDBDF46A5AB285C2E29C94DE1"><enum>(1)</enum><text display-inline="yes-display-inline">The Pro Football Hall of Fame's mission
			 is—</text>
				<subparagraph id="HC0982EE95340416FAC94EC71AFBC1F44"><enum>(A)</enum><text>to honor
			 individuals who have made outstanding contributions to professional
			 football;</text>
				</subparagraph><subparagraph id="H42B738C4EE53407DA969B20CF302E45C"><enum>(B)</enum><text>to preserve
			 professional football's historic documents and artifacts;</text>
				</subparagraph><subparagraph id="HC071E51EFAF24A57A3E514F12981D6B5"><enum>(C)</enum><text>to educate the
			 public regarding the origin, development, and growth of professional football
			 as an important part of American culture; and</text>
				</subparagraph><subparagraph id="H99B8E77B8E894B5894CF44C1DD3E5F59"><enum>(D)</enum><text>to promote the
			 positive values of the sport.</text>
				</subparagraph></paragraph><paragraph id="HBB3935C1A76E42D3A50BF03E2048EC5F"><enum>(2)</enum><text>The Pro Football
			 Hall of Fame opened its doors on September 7, 1963. On that day, a charter
			 class of 17 players, coaches, and contributors were enshrined. Among the group
			 were such legends as Sammy Baugh, Red Grange, George Halas, Don Hutson, Bronko
			 Nagurski, and Jim Thorpe. Through 2012, 273 members had been elected to the Pro
			 Football Hall of Fame. Three distinct iconic symbols represent an individual's
			 membership in the Hall of Fame: a bronze bust, a Hall of Fame gold jacket, and
			 a Hall of Fame ring.</text>
			</paragraph><paragraph id="HB2162E2A4EAF4764B11F8039D9DF8B45"><enum>(3)</enum><text>The Pro Football
			 Hall of Fame has welcomed nearly 9,000,000 visitors from around the world since
			 opening in 1963. The museum has grown from its original 19,000-square-foot
			 building to a 118,000-square-foot, state-of-the-art facility, as a result of
			 expansions in 1971, 1978, 1995, and most recently in 2011–2013. In addition,
			 major exhibit renovations were completed in 2003, 2008, and 2009.</text>
			</paragraph><paragraph id="H836A7A637BCD4BA5A0CF6750C0705CF6"><enum>(4)</enum><text>The Pro Football
			 Hall of Fame houses the world's largest collection on professional football.
			 Included in the museum's vast collection are more than 20,000 three-dimensional
			 artifacts and more than 20,000,000 pages of documents, including nearly
			 3,000,000 photographic images.</text>
			</paragraph><paragraph id="H673C12793DE04789B4ABA0DAE3260042"><enum>(5)</enum><text>The Pro Football
			 Hall of Fame reaches a worldwide audience of nearly 15,000,000 people annually
			 through visitors to the museum, participants in the annual Pro Football Hall of
			 Fame Enshrinement Festival, three nationally televised events, the Hall of
			 Fame's Web site, social media outlets, special events across the country, and
			 through the museum's Educational Outreach video conferencing programs.</text>
			</paragraph></section><section id="H5E715CEEC1334D6CBE8965C42001C733"><enum>3.</enum><header>Coin
			 specifications</header>
			<subsection id="H267BDD910E4E4B37BDC38751D2E9F1B4"><enum>(a)</enum><header>Denominations</header><text display-inline="yes-display-inline">The Secretary of the Treasury (hereafter in
			 this Act referred to as the <term>Secretary</term>) shall mint and issue the
			 following coins:</text>
				<paragraph id="HABDDB94D0F9241269F070D11EEAB652A"><enum>(1)</enum><header>$5 gold
			 coins</header><text>Not more than 50,000 $5 coins, which shall—</text>
					<subparagraph id="H8D49837406AC4C7CB609FEB2B8C7A67F"><enum>(A)</enum><text>weigh 8.359
			 grams;</text>
					</subparagraph><subparagraph id="H20D2AFC5F689407BB5BCBD2E4A8B677C"><enum>(B)</enum><text>have a diameter of
			 0.850 inches; and</text>
					</subparagraph><subparagraph id="H4C243AD1D9D948B193E6809F6AEE0150"><enum>(C)</enum><text>contain 90 percent
			 gold and 10 percent alloy.</text>
					</subparagraph></paragraph><paragraph id="H8ADD3A5FEE1E4EF9A877E709F74D8947"><enum>(2)</enum><header>$1 silver
			 coins</header><text>Not more than 400,000 $1 coins, which shall—</text>
					<subparagraph id="HC6FA727B345B4B4BABE4D220045C4641"><enum>(A)</enum><text>weigh 26.73
			 grams;</text>
					</subparagraph><subparagraph id="HD56B0C7E9D1B45E297194D9A4B510BF0"><enum>(B)</enum><text>have a diameter of
			 1.500 inches; and</text>
					</subparagraph><subparagraph id="HDD6A72D974D142DC9EB0C66B2C6A271F"><enum>(C)</enum><text>contain 90 percent
			 silver and 10 percent copper.</text>
					</subparagraph></paragraph><paragraph id="HD7D0019C950C4DC8A3230847B0D1074E"><enum>(3)</enum><header>Half-dollar clad
			 coins</header><text display-inline="yes-display-inline">Not more than 750,000
			 half-dollar coins which shall—</text>
					<subparagraph id="H15DF814B345C4E5C9917AB6E45A942BD"><enum>(A)</enum><text>weigh 11.34
			 grams;</text>
					</subparagraph><subparagraph id="H1663E23D2C58499DA3212EDC2105B300"><enum>(B)</enum><text>have a diameter of
			 1.205 inches; and</text>
					</subparagraph><subparagraph id="H138640286A0146C9ACBB950BA1A76B7E"><enum>(C)</enum><text>be minted to the
			 specifications for half-dollar coins contained in <external-xref legal-doc="usc" parsable-cite="usc/31/5112">section 5112(b)</external-xref> of title 31,
			 United States Code.</text>
					</subparagraph></paragraph></subsection><subsection id="HB0260E28243141E981DA0BA5AD278D8E"><enum>(b)</enum><header>Legal
			 tender</header><text>The coins minted under this Act shall be legal tender, as
			 provided in section
			 5103 of title 31, United States Code.</text>
			</subsection><subsection id="H108B162BE1384A8CA31F917197E6D282"><enum>(c)</enum><header>Numismatic
			 items</header><text>For purposes of
			 section
			 5134 of title 31, United States Code, all coins minted under
			 this Act shall be considered to be numismatic items.</text>
			</subsection></section><section id="HFA94E8CB727E47FF8035DBC43DAADCD7"><enum>4.</enum><header>Design of
			 coins</header>
			<subsection id="HC286988B63B843BD8F304B04FFFDCEB1"><enum>(a)</enum><header>Design
			 requirements</header>
				<paragraph id="H4DFAA89CE20D426F8E029E222194D7BE"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The design of the
			 coins minted under this Act shall be emblematic of the game of professional
			 football.</text>
				</paragraph><paragraph id="H40FAA397F57C4A599E6C447BAE76CB74"><enum>(2)</enum><header>Designation and
			 inscriptions</header><text>On each coin minted under this Act there shall
			 be—</text>
					<subparagraph id="H483A4EBA91904D47A975ECAE8BF33CB6"><enum>(A)</enum><text>a designation of
			 the value of the coin;</text>
					</subparagraph><subparagraph id="HC8F0BCF59CCB43FEA465BB4F6234FCC3"><enum>(B)</enum><text>an inscription of
			 the year <quote>2016</quote>; and</text>
					</subparagraph><subparagraph id="H170305F7CA7743F6B0FA8D6A3F6376C5"><enum>(C)</enum><text>inscriptions of
			 the words <quote>Liberty</quote>, <quote>In God We Trust</quote>, <quote>United
			 States of America</quote>, and <quote>E Pluribus Unum</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="HA0B3E6BE100E44C38EB53B2C778EE9E9"><enum>(b)</enum><header>Selection</header><text>The
			 design for the coins minted under this Act shall be—</text>
				<paragraph id="H245331CE971645718916607DB60BA28F"><enum>(1)</enum><text display-inline="yes-display-inline">selected by the Secretary after
			 consultation with the Commission of Fine Arts and the Pro Football Hall of
			 Fame; and</text>
				</paragraph><paragraph id="H67F3D56D22884D128423B0FB29BE9446"><enum>(2)</enum><text>reviewed by the
			 Citizens Coinage Advisory Committee.</text>
				</paragraph></subsection></section><section id="H142F3C7DC4A84FB29603BEB4156016F4"><enum>5.</enum><header>Issuance of
			 coins</header>
			<subsection id="H6CAB2CADE4824E3FBE513AC480F1F36E"><enum>(a)</enum><header>Quality of
			 coins</header><text>Coins minted under this Act shall be issued in uncirculated
			 and proof qualities.</text>
			</subsection><subsection id="HD7C6010C23EF4DBC92D5B4777A61D39F"><enum>(b)</enum><header>Mint
			 facility</header><text>Only 1 facility of the United States Mint may be used to
			 strike any particular quality of the coins minted under this Act.</text>
			</subsection><subsection id="HC01EEC3A30CE49858B63559E39ABDDC4"><enum>(c)</enum><header>Period for
			 issuance</header><text>The Secretary may issue coins minted under this Act only
			 during the 1-year period beginning on January 1, 2016.</text>
			</subsection></section><section id="H8A105CEABFCF4689969914953588044A"><enum>6.</enum><header>Sale of
			 coins</header>
			<subsection id="H0E92F7F9479A46AB8FE819B5BCD26EF6"><enum>(a)</enum><header>Sale
			 price</header><text>The coins issued under this Act shall be sold by the
			 Secretary at a price equal to the sum of—</text>
				<paragraph id="HF6044F6910DD4ADA9DB1EC4AC30893EB"><enum>(1)</enum><text>the face value of
			 the coins;</text>
				</paragraph><paragraph id="HBB1F9AA707804E45B4B293EA46668473"><enum>(2)</enum><text>the surcharge
			 provided in section 7(a) with respect to such coins; and</text>
				</paragraph><paragraph id="H9F48792C50DA4C54B14F77947B6B8D98"><enum>(3)</enum><text>the cost of
			 designing and issuing the coins (including labor, materials, dies, use of
			 machinery, overhead expenses, marketing, and shipping).</text>
				</paragraph></subsection><subsection id="HFF2AE27BFC794B37AC8849BDD8E1924B"><enum>(b)</enum><header>Bulk
			 sales</header><text>The Secretary shall make bulk sales of the coins issued
			 under this Act at a reasonable discount.</text>
			</subsection><subsection id="H2A628AFB9C4D4608901DEFD792884778"><enum>(c)</enum><header>Prepaid
			 orders</header>
				<paragraph id="HD284C69B4BA7466B9706E50E14D54DE2"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall accept prepaid orders for the coins
			 minted under this Act before the issuance of such coins.</text>
				</paragraph><paragraph id="HB3EE0434CAB142AF9E83B5B27D1E362B"><enum>(2)</enum><header>Discount</header><text>Sale
			 prices with respect to prepaid orders under paragraph (1) shall be at a
			 reasonable discount.</text>
				</paragraph></subsection></section><section id="H6222B7F864424F6DA99F490AEE84907B"><enum>7.</enum><header>Surcharges</header>
			<subsection id="H535D2D2C31FD4C4A9083E9E483B57894"><enum>(a)</enum><header>In
			 general</header><text>All sales of coins issued under this Act shall include a
			 surcharge of—</text>
				<paragraph id="H764A29DD6B8D4C6DABC955180E2838B3"><enum>(1)</enum><text>$35 per coin for
			 the $5 coin;</text>
				</paragraph><paragraph id="HF45BC7B9BF6D4A1484D64E2B44AA3190"><enum>(2)</enum><text>$10 per coin for
			 the $1 coin; and</text>
				</paragraph><paragraph id="HB826166134AF4B00A5C6D27FB303B468"><enum>(3)</enum><text display-inline="yes-display-inline">$5 per coin for the half-dollar
			 coin.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="H1C2D6EE0A4EF4F569462EBFDFFFE3517"><enum>(b)</enum><header>Distribution</header><text display-inline="yes-display-inline">Subject to
			 section
			 5134(f)(1) of title 31, United States Code, all surcharges
			 received by the Secretary from the sale of coins issued under this Act shall be
			 promptly paid by the Secretary to the Pro Football Hall of Fame, to help
			 finance the construction of a new building and renovation of existing Pro
			 Football Hall of Fame facilities.</text>
			</subsection><subsection id="HDE490AEFB601420FB47056BB298E9F45"><enum>(c)</enum><header>Audits</header><text display-inline="yes-display-inline">The Pro Football Hall of Fame shall be
			 subject to the audit requirements of <external-xref legal-doc="usc" parsable-cite="usc/31/5134">section 5134(f)(2)</external-xref> of title 31, United
			 States Code, with regard to the amounts received under subsection (b).</text>
			</subsection><subsection id="HF0CFAFD49AAB4A4A8746B9828894119F"><enum>(d)</enum><header>Limitation</header><text>Notwithstanding
			 subsection (a), no surcharge may be included with respect to the issuance under
			 this Act of any coin during a calendar year if, as of the time of such
			 issuance, the issuance of such coin would result in the number of commemorative
			 coin programs issued during such year to exceed the annual 2 commemorative coin
			 program issuance limitation under
			 section
			 5112(m)(1) of title 31, United States Code (as in effect on the
			 date of the enactment of this Act). The Secretary of the Treasury may issue
			 guidance to carry out this subsection.</text>
