			 <quote><short-title>Migratory Bird Habitat Investment and
			 Enhancement Act </short-title></quote>.</text></section><section id="HD9975E951B9F4849807BFDEB3E54A4AC"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text><paragraph id="ID78e1bdddefca4599a19ee8d41bf2d24e"><enum>(1)</enum><text>Federal Migratory
			 Bird Hunting and Conservation Stamps (commonly known as <term>duck
			 stamps</term>) were created in 1934 as Federal licenses required for hunting
			 migratory waterfowl;</text></paragraph><paragraph id="ID82665c03e4844d0c9d2d23635d0cadf3"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id0FC10A90F9A145C1951CE29E55140D29"><enum>(A)</enum><text>duck stamps are a vital
			 tool for wetland conservation;</text></subparagraph><subparagraph id="id204D89C42ECC4D2C883A5E19D25738F6" indent="up1"><enum>(B)</enum><text>98 percent of the receipts from duck
			 stamp sales are used to acquire important migratory bird breeding, migration,
			 and wintering habitat, which are added to the National Wildlife Refuge System;
			 and</text></subparagraph><subparagraph id="id0133079A0DA1472FAC2A91B04B216777" indent="up1"><enum>(C)</enum><text>those benefits extend to all wildlife,
			 not just ducks;</text></subparagraph></paragraph><paragraph id="IDcac89fbef76d4ca19b02a65eb94e822a"><enum>(3)</enum><text>since its
			 inception, the Federal duck stamp program has—</text><subparagraph id="id9700CEBB322B4EC4BDA48FDD80C9249B"><enum>(A)</enum><text>generated more
			 than $750,000,000;</text></subparagraph><subparagraph id="idC0376973FCA9466F9D1F220559B0A2AF"><enum>(B)</enum><text>preserved more
			 than 5,000,000 acres of wetland and wildlife habitat; and</text></subparagraph><subparagraph id="id9F842CE7D7704015B88757732959C494"><enum>(C)</enum><text>is considered
			 among the most successful conservation programs ever initiated;</text></subparagraph></paragraph><paragraph id="IDefa2028780a04a349ae57144b33e7dbd"><enum>(4)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id293EDD684AA44D66A25EFE1CE73DCB39"><enum>(A)</enum><text>since 1934, when duck
			 stamps cost $1, the price has been increased 7 times to the price in effect on
			 the date of enactment of this Act of $15, which took effect in 1991; and</text></subparagraph><subparagraph id="id3DAB058B23B44DC99A17F4140CEE4273" indent="up1"><enum>(B)</enum><text>the price of the duck stamp has not
			 increased since 1991, the longest single period without an increase in program
			 history; and</text></subparagraph></paragraph><paragraph id="IDcd91b94579d04c1f822f8890108a7f8f"><enum>(5)</enum><text>with the price
			 unchanged during the 20-year period preceding the date of enactment of this
			 Act, duck stamps have lost 40 percent of their value based on the consumer
			 price index, while the United States Fish and Wildlife Service reports the
			 price of land in targeted wetland areas has tripled from an average of $306 to
			 $1,091 per acre.</text></paragraph></section><section id="idABE67C154CCF47BF9B2C573FA5039650"><enum>3.</enum><header>Cost of
			 stamps</header><text display-inline="no-display-inline">Section 2 of the
			 Migratory Bird Hunting and Conservation Stamp Act (<external-xref legal-doc="usc" parsable-cite="usc/16/718b">16 U.S.C. 718b</external-xref>) is amended
			 by striking subsection (b) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id5126561E8F194DD49FAF9B9751B6D41A" style="OLC"><subsection id="idC98AAC3FEC38429C9A27EE4073648C28"><enum>(b)</enum><header>Cost of
				stamps</header><paragraph id="idAB16110C4D974FDE961C25F145E69C5F"><enum>(1)</enum><header>In
				general</header><text>For the 5-calendar-year period beginning with calendar
				year 2014, and for each 5-calendar-year period thereafter, the Secretary, in
				consultation with the Migratory Bird Conservation Commission, shall establish
				the amount to be collected under paragraph (2) for each stamp sold under this
				section, provided that the amount shall not exceed $25 for the initial
				5-calendar-year period and not exceed $30 for the subsequent 5-calendar-year
				period.</text></paragraph><paragraph id="id720C89858FFA44D9B0793CE15DC31AED"><enum>(2)</enum><header>Collection of
				amounts</header><text>The United States Postal Service, the Department of the
				Interior, or any other agent approved by the Department of the Interior, shall
				collect the amount established under paragraph (1) for each stamp sold under
				this section for a hunting year if the Secretary determines, at any time before
				February 1 of the calendar year during which the hunting year begins, that all
				amounts described in paragraph (3) have been obligated for expenditure.</text></paragraph><paragraph id="id7DC74F7EB0534306A930FF39A3D93182"><enum>(3)</enum><header>Amounts</header><text>The
				amounts described in this paragraph are amounts in the Migratory Bird
				Conservation Fund available for obligation and attributable to—</text><subparagraph id="id0B8C7D7E64004BA59C05B2B68AE27D28"><enum>(A)</enum><text>amounts
				appropriated pursuant to this Act for the fiscal year ending in the immediately
				preceding calendar year; and</text></subparagraph><subparagraph id="idDA2A2FB5C524416686D2911204B4ED45"><enum>(B)</enum><text>the sale of
				stamps under this section during that fiscal
				year.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="idC56466C4E357401CBD8ED7BBF2C7C755"><enum>4.</enum><header>Waivers</header><text display-inline="no-display-inline">Section 1(a) of the Migratory Bird Hunting
			 and Conservation Stamp Act (<external-xref legal-doc="usc" parsable-cite="usc/16/718a">16 U.S.C. 718a(a)</external-xref>) is amended—</text><paragraph id="idE973EA38B333499D9CDD1E2CF5530B3C"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by inserting <quote>and
			 subsection (d)</quote> after <quote>paragraph (2)</quote>; and</text></paragraph><paragraph id="idC21F87088D82419D8E218A1103872D72"><enum>(2)</enum><text>by adding at the
			 end the following:</text><quoted-block display-inline="no-display-inline" id="idA7CB4D0895004041B3272CB886BCE161" style="OLC"><subsection id="idDBDCF8C5FC9C4876ABF9A7AE09CB04E3"><enum>(d)</enum><header>Waivers</header><paragraph id="idF32D5219667D44A6B2406409E26FE23A"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary, in
				consultation with the Migratory Bird Conservation Commission, may waive
				requirements under this section for such individuals as the Secretary, in
				consultation with the Migratory Bird Conservation Commission, determines to be
				appropriate.</text></paragraph><paragraph id="id50216CA827904F0AA8A19178FC8AAFB0"><enum>(2)</enum><header>Limitation</header><text display-inline="yes-display-inline">In making the determination described in
				paragraph (1), the Secretary shall grant only those waivers the Secretary
				determines will have a minimal adverse effect on funds to be deposited in the
				Migratory Bird Conservation Fund established under section
				4(a)(3).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
