		  <quote><short-title>Domestic Refugee Resettlement Reform and Modernization Act of 2013</short-title></quote>.</text></section><section id="HD9C5BAB6110342F3B9C922952B6002E9"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H369720F4F2F34E11B4E02526F2A1F52F"><enum>(1)</enum><header>Community-based
			 organization</header><text>The term <term>community-based organization</term>
			 means a nonprofit organization providing a variety of social, health,
			 educational and community services to a population that includes refugees
			 resettled into the United States.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8A9BC5F2836C4B3FBA647D8C9348CC3A"><enum>(2)</enum><header>Director</header><text>The term <term>Director</term> means the
			 Director of the Office of Refugee Resettlement in the Department of Health and Human Services.</text></paragraph><paragraph id="H369A1CB191FF49F4A5A4B185A02FA792"><enum>(3)</enum><header>National
			 resettlement agencies</header><text>The term <term>national resettlement
			 agencies</term> means voluntary agencies contracting with the Department of State
			 to provide sponsorship and initial resettlement services to refugees entering
			 the United States.</text></paragraph></section><section id="HB6B09FB5F8694B8598E72EF0B29E93F8"><enum>3.</enum><header>Assessment of refugee domestic resettlement programs</header><subsection id="H67FD8FC9F3374708ABDB0FE991DD7AFA"><enum>(a)</enum><header>In
			 general</header><text>As soon as practicable after the date of the enactment of
			 this Act, the Comptroller General of the United States shall conduct a study
			 regarding the effectiveness of the domestic refugee resettlement programs
			 operated by the Office of Refugee Resettlement.</text></subsection><subsection id="HAAD760A3537046128C1C29322F1EA581"><enum>(b)</enum><header>Matters To be
			 studied</header><text>In the study required under subsection (a), the
			 Comptroller General shall determine and analyze—</text><paragraph id="H32C1A499F76C440A944907D1525D2D72"><enum>(1)</enum><text>how the Office of
			 Refugee Resettlement defines self-sufficiency and if this definition is
			 adequate in addressing refugee needs in the United States;</text></paragraph><paragraph id="HDF64C19BF93643389E31A2E889471D81"><enum>(2)</enum><text>the effectiveness
			 of Office of Refugee Resettlement programs in helping refugees to meet
			 self-sufficiency and integration;</text></paragraph><paragraph id="H881C539EC8074867BF2937BFA25DB11F"><enum>(3)</enum><text>the Office of
			 Refugee Resettlement’s budgetary resources and project the amount of additional
			 resources needed to fully address the unmet needs of refugees with regard to
			 self-sufficiency and integration;</text></paragraph><paragraph id="H6F18A16EC3904855B0EF2F1312223EC8"><enum>(4)</enum><text>the role of
			 community-based organizations in serving refugees in areas experiencing a high
			 number of new refugee arrivals;</text></paragraph><paragraph id="HE8F87F4A3FD74E01B946B84CA42BB487"><enum>(5)</enum><text>how community-based organizations can be better utilized and supported in the Federal
			 domestic resettlement process; and</text></paragraph><paragraph id="HFA1D38014F6246D2BD031B01C64FCFB9"><enum>(6)</enum><text>recommended
			 statutory changes to improve the Office of Refugee Resettlement and the
			 domestic refugee program in relation to the matters analyzed under paragraphs
			 (1) through (5).</text></paragraph></subsection><subsection id="HE651D524BC9F45D0BAA280364D25CA4C"><enum>(c)</enum><header>Report</header><text>Not
			 later than 2 years after the date of the enactment of this Act, the Comptroller
			 General shall submit to Congress the results of the study required under subsection (a).</text></subsection></section><section id="HC3948CC63BD44629975EFC017509CE1E"><enum>4.</enum><header>Refugee
			 assistance</header><subsection id="H12454CC0FE804859922429FB8B9C88B8"><enum>(a)</enum><header>Assistance made
			 available to secondary migrants</header><text>Section 412(a)(1) of the
			 Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1522">8 U.S.C. 1522(a)(1)</external-xref>) is amended by adding at
			 the end the following:</text><quoted-block id="HC74CFFB3ED804FBE91B1D3A1512E9B27" style="OLC"><subparagraph commented="no" id="HCC22EDE939834AE4A67258F0BEC4D5F5" indent="up2"><enum>(C)</enum><text>The Director shall ensure that assistance under this section is provided
				to refugees who are secondary migrants and meet all other eligibility
				requirements for such
				assistance.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H4D8451AC064F4F70BDA30F1DF8C3A7C8"><enum>(b)</enum><header>Report on
			 secondary migration</header><text>Section 412(a)(3) of such Act (8 U.S.C.
			 1522(a)(3)) is amended—</text><paragraph id="idC1134DFAC287443E9A74CD20109339DA"><enum>(1)</enum><text>by inserting <quote>(A)</quote> after <quote>(3)</quote>;</text></paragraph><paragraph id="id0838A694B7EC42C68881FA3124C789EE"><enum>(2)</enum><text>by striking
			 <quote>periodic</quote> and inserting <quote>annual</quote>; and</text></paragraph><paragraph id="id9FA6D27BFDE9427F986B477C63CBD434"><enum>(3)</enum><text>by adding at the
			 end the following:</text><quoted-block display-inline="no-display-inline" id="id13E88BC7440D4A548FA1493C53B0B51E" style="OLC"><subparagraph id="idEF007FE62CC543308644519FB26A2B41" indent="up2"><enum>(B)</enum><text>At the end of each fiscal year, the Director shall submit a report to Congress that includes—</text><clause id="idB928F2B119204DB094F5FCDA271228A8"><enum>(i)</enum><text>States experiencing
			 departures and arrivals due to secondary migration;</text></clause><clause id="id708BE82D92474C6496D4D074283601BA"><enum>(ii)</enum><text>likely reasons for
			 migration;</text></clause><clause id="id7615ED84BE814C40B5EF8C5CB66D7BE1"><enum>(iii)</enum><text>the impact of secondary migration on States hosting secondary
			 migrants;</text></clause><clause id="idA6D88F44DE99430EB42547CB23C6D32D"><enum>(iv)</enum><text>the availability of social services for secondary migrants in those
			 States; and</text></clause><clause id="id62ABFA89D23941EBACB33276CC3CDFE0"><enum>(v)</enum><text>unmet needs of those secondary migrants.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HB8F83A0BBBB04C4D8BDD8855A9FFDFE3"><enum>(c)</enum><header>Amendments to
			 social services funding</header><text>Section 412(c)(1)(B) of such Act (8
			 U.S.C. 1522(c)(1)(B)) is amended—</text><paragraph id="id0B721B9504104B5FAFB1419C187CEF24"><enum>(1)</enum><text>by inserting
			 <quote>a combination of—</quote> after <quote>based on</quote>;</text></paragraph><paragraph id="idEF59DF1BBD05486E8C436EE615F89FF9"><enum>(2)</enum><text>by striking <quote>the total number</quote> and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id1733EA1D9D464A5EB2CF939A6684FE3A" style="OLC"><clause id="id1ED6B179779345CB8F5941B015331C68" indent="up2"><enum>(i)</enum><text>the total number</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id5EAEC537A23B4BD6A5CE50F47E133492"><enum>(3)</enum><text>by striking the
			 period at the end and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id2272926894E74BBCBDE7BD8157F6BD52" style="OLC"><clause id="id69CDE9840151426892F93FCA002E138C" indent="up2"><enum>(ii)</enum><text>the total number of all
			 other eligible populations served by the Office during the period described who
			 are residing in the State as of the beginning of the fiscal year; and</text></clause><clause id="idB82C9BB421484BE08DE51A79D81723E0" indent="up2"><enum>(iii)</enum><text>projections on the number and nature of incoming refugees and other populations
			 served by the Office during the subsequent fiscal year.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HCE9E34DF544B4BB3A314909E7676E257"><enum>(d)</enum><header>Notice and
			 rulemaking</header><text>Not later than 90 days after the date of the enactment
			 of this Act and not later than 30 days before the effective date set forth in
			 subsection (e), the Director shall—</text><paragraph id="id8D11BE1BA96846DBB8CFCAFB0B0CB7B5"><enum>(1)</enum><text>issue a proposed rule for a new
			 formula by which grants and contracts are to be allocated pursuant to the
			 amendments made by subsection (c); and</text></paragraph><paragraph id="id32CBC84AD86C42C887EB7E8EE96C2A27"><enum>(2)</enum><text>solicit public comment regarding such proposed rule.</text></paragraph></subsection><subsection id="H3A5638F8116A4867839A565F100B3EC3"><enum>(e)</enum><header>Effective
			 date</header><text>The amendments made by this section shall become effective
			 on the first day of the first fiscal year that begins after the date of the
			 enactment of this Act.</text></subsection></section><section id="HC01B071B53F345E2A6BD9478211F52DA"><enum>5.</enum><header>Resettlement
			 data</header><subsection id="idCDBC9653B7F04915B55D8FF928E511A9"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Director shall expand the Office of Refugee Resettlement’s data analysis,
			 collection, and sharing activities in accordance with the requirements set forth in subsections (b) through (e).</text></subsection><subsection id="H4A4DA61E177E451083FB39066DE401FE"><enum>(b)</enum><header>Data on mental
			 and physical medical cases</header><text>The Director shall—</text><paragraph id="id4B9975F6114A45ED83CFAAAF8D9D8DF8"><enum>(1)</enum><text>coordinate with the Centers for Disease Control and Prevention, national resettlement
			 agencies, community-based organizations, and State refugee health programs to
			 track national and State trends on refugees arriving with Class A medical
			 conditions and other urgent medical needs; and</text></paragraph><paragraph id="idAA030D7B5E934993A3362DEAE244E97C"><enum>(2)</enum><text>in collecting information
			 under this subsection, utilize initial refugee health screening data, including—</text><subparagraph id="idD96C511FCAB44D9992F32BFA6A9EA8B0"><enum>(A)</enum><text>a history of severe
			 trauma, torture, mental health symptoms, depression, anxiety, and posttraumatic
			 stress disorder recorded during domestic and international health screen­ings;
			 and</text></subparagraph><subparagraph id="id20D06E03BEFF4877880AFE9A85358BD0"><enum>(B)</enum><text>Refugee Medical Assistance utilization rate data.</text></subparagraph></paragraph></subsection><subsection id="HDBEE169936D44808B6F369FFE883270F"><enum>(c)</enum><header>Data on housing
			 needs</header><text>The Director shall partner with State refugee
			 programs, community-based organizations, and national resettlement agencies to
			 collect data relating to the housing needs of refugees, including—</text><paragraph id="id6BC5A2A508CF4E32A07BC0315D87C527"><enum>(1)</enum><text>the number of
			 refugees who have become homeless; and</text></paragraph><paragraph id="id8DBE5C0CBA8C451FA4F667F2BDB10ECA"><enum>(2)</enum><text>the number of
			 refugees who are at severe risk of becoming homeless.</text></paragraph></subsection><subsection id="HD8A0D267467C49D59A7C890F9026D737"><enum>(d)</enum><header>Data on refugee
			 employment and self-Sufficiency</header><text>The Director shall
			 gather longitudinal information relating to refugee self-sufficiency,
			 integration, and employment status during the 2-year period beginning 1 year
			 after the date on which the refugees arrived in the United States.</text></subsection><subsection id="H3B403E23E8CA436182BC9F81B4A2D6D3"><enum>(e)</enum><header>Availability of
			 data</header><text>The Director shall annually—</text><paragraph id="id5708F522C48B46D1A799E0F706C02FA7"><enum>(1)</enum><text>update
			 the data collected under this section; and</text></paragraph><paragraph id="id49A1154228264B7389E556676038BD8E"><enum>(2)</enum><text>submit a
			 report to Congress that contains the updated data.</text></paragraph></subsection></section><section id="H7F30F5457D8249FAB554B55B682EDBD8"><enum>6.</enum><header>Guidance
			 regarding refugee placement decisions</header><subsection id="id8D01D3A2A7A34B889C0DC7A6F217DDA6"><enum>(a)</enum><header>Consultation</header><text display-inline="yes-display-inline">The Secretary of State shall provide
			 guidance to national resettlement agencies and State refugee coordinators on
			 consultation with local stakeholders pertaining to refugee resettlement.</text></subsection><subsection id="id054F345FC5294B8C89335D567320FEFE"><enum>(b)</enum><header>Best
			 practices</header><text display-inline="yes-display-inline">The Secretary of
			 Health and Human Services, in collaboration with the Secretary of State, shall
			 collect best practices related to the implementation of the guidance on stakeholder
			 consultation on refugee resettlement from voluntary agencies and State refugee coordinators and disseminate
			 such best practices to such agencies and coordinators.</text></subsection></section><section id="H8F6130194C3349869A43AA527A8843D7"><enum>7.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">This Act (except for the
			 amendments made by section 4) shall take effect on the date that is 90 days after
			 the date of the enactment of this Act.</text></section></legis-body></bill>
