		  <quote><short-title>Coast Guard Quality of Life Act</short-title></quote>.</text></subsection><subsection id="id85ED48307AE54A5DA0A296ADF1F9003F"><enum>(b)</enum><header>References to title 14, United States Code</header><text>Except as otherwise expressly provided, whenever in this Act an amendment or repeal is expressed in terms of an amendment to, or repeal of, a section or other provision, the reference shall be considered to be made to a section or other provision of title 14, United States Code.</text></subsection></section><section id="id0DF5274CF0C1408D933D29533F666F51"><enum>2.</enum><header>Expedited reimbursement for medical goods and services</header><text display-inline="no-display-inline">Notwithstanding <external-xref legal-doc="usc" parsable-cite="usc/10/1085">section 1085</external-xref> of title 10, United States Code, or any other requirements under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/14/55">chapter 55</external-xref> of that title providing for the reimbursement of inpatient or outpatient medical or dental care that the Department of Defense or a military department has provided to a member or former member of the Coast Guard or a dependent thereof, the Secretary of the department in which the Coast Guard is operating, in lieu of such reimbursement, shall transfer from funds appropriated for the operating expenses of the Coast Guard an amount determined by the Board of Actuaries to represent the value of care that the Department of Defense or a military department shall provide, during the fiscal year in which funds are made available, to a member or former member of the Coast Guard or a dependent thereof.</text></section><section id="id43c62ea27db4488c95cc50f79f665fdc"><enum>3.</enum><header>Flag officers; determination of unfitness</header><subsection id="idBA6B2EFBAAF3416B9554878D04762E86"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter D of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/14/11">chapter 11</external-xref> is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idB08775DC990941B998A62A053762FBC9" style="USC"><section id="id9F82C1CB1D8541EDA4BEBD7DC4EAAD98"><enum>316.</enum><header>Flag officers; determination of unfitness</header><text display-inline="no-display-inline">When the Coast Guard is not operating as a service in the Navy—</text><paragraph id="id585187D3E2044DACA1120C114108902A"><enum>(1)</enum><text display-inline="yes-display-inline">section 1216(d) of title 10 shall not apply with respect to any member who is a flag officer being processed for retirement by reason of age or length of service; and</text></paragraph><paragraph id="id6DF3FF46BC294ABEB0F0EE866E4B1987"><enum>(2)</enum><text display-inline="yes-display-inline">the Secretary may, with respect to any member who is a flag officer being processed for retirement by reason of age or length of service—</text><subparagraph id="id93FAAD0747F64747AD72DCAB88D10964"><enum>(A)</enum><text display-inline="yes-display-inline">retire such member under <external-xref legal-doc="usc" parsable-cite="usc/10/1201">section 1201</external-xref> of title 10;</text></subparagraph><subparagraph id="id0A3B339A6D9D43F6806E7E6FFA20A555"><enum>(B)</enum><text display-inline="yes-display-inline">place such member on the temporary disability retired list under <external-xref legal-doc="usc" parsable-cite="usc/10/1202">section 1202</external-xref> of title 10; or</text></subparagraph><subparagraph id="id435C2AC8862B4D4B98B635F64A3D2D86"><enum>(C)</enum><text display-inline="yes-display-inline">separate such member from the Coast Guard under <external-xref legal-doc="usc" parsable-cite="usc/10/1203">section 1203</external-xref> of title 10;</text></subparagraph><continuation-text continuation-text-level="paragraph">by reason of unfitness to perform the duties of the flag officer’s office, grade, rank, or rating without approval by the Secretary of Defense or the recommendation of the Assistant Secretary of Defense for Health Affairs.</continuation-text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id589F7E3649814238B5BF475ABEA2CF47"><enum>(b)</enum><header>Conforming amendment</header><text>The table of contents for subchapter D of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/14/11">chapter 11</external-xref> is amended by adding at the end, the following:</text><quoted-block display-inline="no-display-inline" id="id4061D36776D44A6BAC309F12EF698619" style="OLC"><toc><toc-entry bold="off" level="section">316. Flag officers; determination of fitness.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="id695D354A6C964B7EA2E0321D17A977BB"><enum>4.</enum><header>Coast Guard remission of indebtedness</header><subsection id="id974A1B3EA8DA42E0BDD52CD11499D0AB"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/14/461">Section 461</external-xref> is amended to read as follows:</text><quoted-block display-inline="no-display-inline" id="id0F9776C9F66B4201862134AB8CCFD902" style="USC"><section id="id902DCAD8AB734009906BADAE7C3FE915"><enum>461.</enum><header>Remission of indebtedness</header><text display-inline="no-display-inline">The Secretary or the Secretary’s designee may have remitted or cancelled any part of a person's indebtedness to the United States or any instrumentality of the United States if—</text><paragraph id="id9473463B89384B4D8FF72C10D645B605"><enum>(1)</enum><text>the indebtedness was incurred while the person served on active duty as a member of the Coast Guard; and</text></paragraph><paragraph id="idE60A748FD09D4F2E9B8A7E624E6C59FC"><enum>(2)</enum><text display-inline="yes-display-inline">the Secretary or the Secretary’s designee considers remitting or cancelling any part of the indebtedness to be in the best interest of the United States.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id6C2FBCCD81E64A28959E17705815A88F"><enum>(b)</enum><header>Technical amendment</header><text>The table of contents for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/14/13">chapter 13</external-xref> is amended by striking the item relating to section 461 and inserting the following:</text><quoted-block display-inline="no-display-inline" id="idEB47BE1292BF46C08B7C54F6C9CB6229" style="OLC"><toc><toc-entry bold="off" level="section">461. Remission of indebtedness.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="id6634d05c999647b0bfacad418c8d74fc"><enum>5.</enum><header>Coast guard family support and child care</header><subsection id="id775C882F94E241AEB345E06AFA13DE19"><enum>(a)</enum><header>Section redesignations</header><paragraph id="idE7A2185F38384105972B466443B324AE"><enum>(1)</enum><header>Reimbursement for adoption expenses</header><text>Chapter 13 of part I is amended by redesignating section 514 as section 541.</text></paragraph><paragraph id="id45E2E47FC3ED4A8DB08DF292E0944A0B"><enum>(2)</enum><header>Child development services</header><text>Chapter 13 of part I is amended by redesignating section 515 as section 552.</text></paragraph></subsection><subsection id="id0D411CC7ECE14730A6545C6FF3A8CCB0"><enum>(b)</enum><header>General provisions</header><text>Part I is amended by inserting before section 541, as redesignated, the following:</text><quoted-block display-inline="no-display-inline" id="id3F06D10FD7634172B1CA63A204C303A2" style="USC"><chapter id="id8a23db1294304d16a56500141dbd1ddd"><enum>14</enum><header>Coast Guard family support and child care authorities</header><subchapter id="idC8EBFB5BA5A34858BACCA18B880195EC" style="OLC"><enum>A<?LEXA-Enum A?></enum><header>General provisions</header><section id="iddc271290d56743699e7a38e78f248322"><enum>531.</enum><header>Work-life policies and programs</header><text display-inline="no-display-inline">The Commandant is authorized—</text><paragraph id="id99fcc5eb82f94a15b97d69eb0cc0fd07"><enum>(1)</enum><text>to establish a program for the purpose of developing and promulgating policies that promote or  support the well-being of Coast Guard active duty, reserve, and civilian personnel, and their families;</text></paragraph><paragraph id="id0c744acbc9d74f4b8fddf5791d0caf5d"><enum>(2)</enum><text>to implement and oversee the policies under paragraph (1) as the Commandant considers necessary; and</text></paragraph><paragraph id="id522f339661a84534af6db97b6da7f079"><enum>(3)</enum><text>to perform such other duties as the Commandant considers necessary to promote or support the well-being of Coast Guard active duty, reserve, and civilian personnel, and their families.</text></paragraph></section><section id="id6344ec2029f04d4a807d61c72f195491"><enum>532.</enum><header>Surveys of Coast Guard families</header><subsection id="id15472003f6d348e4ad17afe37fdc6343"><enum>(a)</enum><header>Authority</header><text>Notwithstanding any other provision of law, the Commandant, in order to determine the effectiveness of Federal programs that promote or support the well-being of Coast Guard active duty, reserve, and civilian personnel, and their families, may survey—</text><paragraph id="idad17299d93c048a192ac8fa57b8c3719"><enum>(1)</enum><text>any Coast Guard active duty, reserve, or civilian personnel;</text></paragraph><paragraph id="id50EDDA03D2DD4FF4B38C44D4F54BA0FD"><enum>(2)</enum><text>any retired Coast Guard member or civilian personnel;</text></paragraph><paragraph id="ide580923fc59947b4a79a9ff0f141ca43"><enum>(3)</enum><text>the immediate family of any member or personnel described under paragraph (1) or paragraph (2); and</text></paragraph><paragraph id="ida0565413ae404974aa3b05eaa7f927ed"><enum>(4)</enum><text>any survivor of a deceased member.</text></paragraph></subsection><subsection id="id9ed8bb44360346b4919a2d9d5041264a"><enum>(b)</enum><header>Voluntary participation</header><text>Participation in any survey conducted under this section shall be voluntary.</text></subsection><subsection id="id44e5bde57513401491a81dc2c9a0e90d"><enum>(c)</enum><header>Federal recordkeeping</header><text>With respect to a survey authorized under subsection (a) that includes a person referred to in that subsection who is not an employee of the United States or is not otherwise considered an employee of the United States for the purposes of <external-xref legal-doc="usc" parsable-cite="usc/44/3502">section 3502(3)(A)(i)</external-xref> of title 44, the person shall be considered an employee of the United States for the purposes of that section.</text></subsection></section></subchapter><subchapter id="id7e2d32c6a24248eca5f2ca78ab01c785"><enum>B<?LEXA-Enum B?></enum><header>Coast guard family support</header></subchapter></chapter><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id4BC17EB8C0A64902A1FD650ECFBDFE3B"><enum>(c)</enum><header>Coast Guard family support</header><text>Part I is amended by inserting after section 541, as redesignated, the following:</text><quoted-block display-inline="no-display-inline" id="idDC9FBF2952F54AA7AB33529655D33B94" style="USC"><section id="id55f320ba37754ea18319f2a0cd3340e6"><enum>542.</enum><header>Education and training opportunities for Coast Guard spouses</header><subsection id="id45f48f2d96cf43589ea8d61dd82a6fca"><enum>(a)</enum><header>Tuition assistance; education and training</header><text>The Commandant may provide, subject to the availability of appropriations, tuition assistance to an eligible spouse of a member of the Coast Guard in achieving—</text><paragraph id="idf2f3da1f51a84b96b1326c4e548cd3d8"><enum>(1)</enum><text>the education and training required for a degree or credential, that expands employment and portable career opportunities for the spouse,  at an accredited college, university, or technical school in the United States; or</text></paragraph><paragraph id="id6205c35ac31d42e69408fc6b9390b716"><enum>(2)</enum><text>the education prerequisites and professional licensure or credentialing required by a government or government-sanctioned licensing body for an occupation that expands employment and portable career opportunities for the spouse.</text></paragraph></subsection><subsection id="id65efc5e4b0d74aca9002cf85e6ba0e40"><enum>(b)</enum><header>Definitions</header><text>For the purposes of this section—</text><paragraph id="id28f9aa7f0a0b4f77b65728462e82d33f"><enum>(1)</enum><header>Eligible spouse</header><subparagraph id="idbca7a78f4a2a46f9a798dac769b009c0"><enum>(A)</enum><header>In general</header><text>The term <term>eligible spouse</term> means the spouse of a member of the Coast Guard who is serving on active duty, including a spouse who receives transitional support in the case of such a member who is discharged due to domestic violence.</text></subparagraph><subparagraph id="id9d6b8e85a6164f10b578a4a8aa9ec50e"><enum>(B)</enum><header>Exclusions</header><text>The term <term>eligible spouse</term> does not include—</text><clause id="idf797180be8684022bc2e8d1514363a80"><enum>(i)</enum><text>a person who is married to, but legally separated from, a member of the Coast Guard under court order or statute of any State or territorial possession of the United States; or</text></clause><clause id="id13dcb5fedcd441a382fb358658081e1d"><enum>(ii)</enum><text>a person who is eligible for tuition assistance as a  member of the armed forces.</text></clause></subparagraph></paragraph><paragraph id="idb4b6b8dba0c6496fad0d6b3dc1b176db"><enum>(2)</enum><header>Portable career opportunities</header><text>The term <term>portable career opportunities</term> includes an occupation requiring education, training, or both, that results in a credential that is recognized by an industry, profession, or specific type of business.</text></paragraph></subsection></section><section id="id43d3b099720c4661b2ec2149a8fdb714"><enum>543.</enum><header>Youth sponsorship initiatives</header><subsection id="id0500be211db14a9c8befdaa0f0bb3eec"><enum>(a)</enum><header>In general</header><text>The Commandant is authorized to establish, within any Coast Guard unit, an  initiative to help integrate into new communities the dependent children of members of the Coast Guard when the members receive permanent change of station orders.</text></subsection><subsection id="id22113ab71d7d479d8e018ce605486772"><enum>(b)</enum><header>Description of initiative</header><text>A youth sponsorship initiative under this section shall—</text><paragraph id="idF8D23E7F83B34F45B1978359900DA63E"><enum>(1)</enum><text>apply to a dependent child who resides in the new community due to a permanent change of station order;</text></paragraph><paragraph id="idFB2774DA34594553AB342C1971A3B2E3"><enum>(2)</enum><text>provide for the involvement of a dependent child of a member of the Coast Guard in the dependent child's new Coast Guard community; and</text></paragraph><paragraph id="id14E58756B25141B08F17CC75BE779CBD"><enum>(3)</enum><text>primarily focus on children in their preteen and teenage years.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id24BD60C48D2D441A99A4BC8EF05D035D"><enum>(d)</enum><header>Coast Guard child care</header><paragraph id="idE3B1DB7161D24E6CBF2FCF3AB2923A38"><enum>(1)</enum><header>In general; definitions</header><text>Part I is amended by inserting before section 552, as redesignated, the following:</text><quoted-block display-inline="no-display-inline" id="id654B18E0DC7744CFA530D09E9FC644BC" style="USC"><subchapter id="id53ee9f301a9c443b9acc4b9997a4ffac"><enum>C<?LEXA-Enum C?></enum><header>Coast Guard child care</header><section id="id18e813718ada4d6bba267a0303b9e2b8"><enum>551.</enum><header>Definitions</header><text display-inline="no-display-inline">In this subchapter:</text><paragraph commented="no" id="id4EE075A17162481DB56C9DAF92A5C5A4"><enum>(1)</enum><header>Child abuse and neglect</header><text>The term <term>child abuse and neglect</term> has the meaning given the term in section 3 of the Child Abuse Prevention and Treatment Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5101">42 U.S.C. 5101</external-xref> note).</text></paragraph><paragraph id="idf791573da7b94b789f8e273febd703e4"><enum>(2)</enum><header>Child development center employee</header><text>The term <term>child development center employee</term> means a civilian employee of the Coast Guard who is employed to work in a Coast Guard child development center regardless of whether the employee is paid from appropriated or nonappropriated funds.</text></paragraph><paragraph id="ided5daea0b7794668ba581acf16842345"><enum>(3)</enum><header>Coast Guard child development center</header><subparagraph id="idB57DF9EA024444C893A79EF8F951C9D2"><enum>(A)</enum><header>In general</header><text>The term <term>Coast Guard child development center</term> means a facility on Coast Guard property or on property under the jurisdiction of the commander of a Coast Guard unit, at which child care services are provided for members of the Coast Guard.</text></subparagraph><subparagraph id="id69C981A21AE1481FB35D9AAAAEC2AE2E"><enum>(B)</enum><header>Exclusions</header><text>The term <term>Coast Guard child development center</term> does not include a child care services facility for which space is allotted under <external-xref legal-doc="usc" parsable-cite="usc/40/590">section 590</external-xref> of title 40.</text></subparagraph></paragraph><paragraph id="id29f452f3f84a41a19fca17f86947a7b5"><enum>(4)</enum><header>Competitive service position</header><text>The term <term>competitive service position</term> means a position in the competitive service (as defined in <external-xref legal-doc="usc" parsable-cite="usc/5/2102">section 2102(a)(1)</external-xref> of title 5).</text></paragraph><paragraph id="id0013e444fe304192880b3ad4af4f9cc8"><enum>(5)</enum><header>Family home daycare</header><text>The term <term>family home daycare</term> means home-based child care services provided for a member of the Coast Guard by an individual who—</text><subparagraph id="idd89be500b5cb49eb9b3c40c6d19ec0c4"><enum>(A)</enum><text>is certified by the Commandant as qualified to provide home-based child care services; and</text></subparagraph><subparagraph id="id2a8a4645524e4063bf11710ed994958a"><enum>(B)</enum><text>provides home-based child care services on a regular basis  in exchange for monetary compensation.</text></subparagraph></paragraph></section></subchapter><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="id3D6DC858D9F141D7B4507FD26A4AD138"><enum>(2)</enum><header>Child development services</header><subparagraph id="id3769D05311A04C8699D5D9007EC67CCB"><enum>(A)</enum><header>Sense of Congress</header><text>It is the sense of the Congress that the amount of appropriated funds available during a fiscal year for operating expenses for Coast Guard child development services should be, at a minimum, not less than the amount of child development center fee receipts that are estimated to be collected by the Coast Guard during that fiscal year.  In this subparagraph, the term <term>child development center fee receipts</term> means those nonappropriated funds derived from fees paid by members of the Coast Guard for child care services provided at Coast Guard child development centers.</text></subparagraph><subparagraph id="id3AC70258B2574070BA9437FD8427D7DC"><enum>(B)</enum><header>Headings</header><text><external-xref legal-doc="usc" parsable-cite="usc/14/552">Section 552</external-xref>, as redesignated, is amended—</text><clause id="id6968E0CBCD2042C6A0998F12A09A5740"><enum>(i)</enum><text>in subsection (a), by inserting <quote><header-in-text level="subsection" style="USC">In general</header-in-text>.—</quote> before <quote>The Commandant</quote>;</text></clause><clause id="id803A98CC36074C96991C5A37DB337CAA"><enum>(ii)</enum><text>in subsection (b)(1), by inserting <quote><header-in-text level="paragraph" style="USC">Funding for child development services</header-in-text>.—</quote> before <quote>The Commandant</quote>;</text></clause><clause id="idBE88E5A16E074DF29C2F9D8095C59002"><enum>(iii)</enum><text>in subsection (b)(2)(A), by inserting <quote><header-in-text level="subparagraph" style="USC">Parent fees</header-in-text>.—</quote> before <quote>The Commandant</quote>;</text></clause><clause id="id88B167DAA3174D9A97930F3B6D19A15E"><enum>(iv)</enum><text>in subsection (b)(2)(B), by inserting <quote><header-in-text level="subparagraph" style="USC">Waiver authority</header-in-text>.—</quote> before <quote>Fees to be charged</quote>; and</text></clause><clause id="idC630002B65BC4BE2BF5BF8CDA565BE5E"><enum>(v)</enum><text>in subsection (b)(2)(C), by inserting <quote><header-in-text level="subparagraph" style="USC">Fee collection and use</header-in-text>.—</quote> before <quote>The Commandant</quote>.</text></clause></subparagraph></paragraph><paragraph id="id692A2733771D43DDA1F3AE5A8D4CE7D7"><enum>(3)</enum><header>Child development center standards and inspections</header><text>Part I is amended—</text><subparagraph id="id66B81F507D8045EE9B458DA69995F46E"><enum>(A)</enum><text>in section 552, as redesignated—</text><clause id="id419349AD650444CBB4B3F1718986A499"><enum>(i)</enum><text>by striking subsections (c) and (e); and</text></clause><clause id="id11E428F75FF945538926F65DACDAFC98"><enum>(ii)</enum><text>by redesignating subsection (d) as subsection (c); and</text></clause></subparagraph><subparagraph id="id3B08B3BAD8D84A80BADC0667AB9F61F3"><enum>(B)</enum><text>by adding after section 552, as redesignated, the following:</text><quoted-block display-inline="no-display-inline" id="idF356AA95CB554516B38A5FB0231BBFD9" style="USC"><section id="idc5674759ad82496ab1c2d7ce47954242"><enum>553.</enum><header>Child development center standards and inspections</header><subsection id="ide1e11ba43ed34676ab2b5d22d8510cd8"><enum>(a)</enum><header>Early childhood development standards</header><text>The Commandant shall require that each child development center meets applicable health and safety standards.</text></subsection><subsection id="id83c9ddfc3dbb448795db55ba2d5b7f88"><enum>(b)</enum><header>Safety standards</header><text>The Commandant shall require that each child development center under this subchapter meets such safety standards as the Commandant considers appropriate to ensure the health, safety, and welfare of the children and employees at the child development center.</text></subsection><subsection id="id377f5dbb028a43afadc88aeed6d7641f"><enum>(c)</enum><header>Inspections</header><text>The Commandant shall provide for regular and unannounced inspections of each child development center under this subchapter to ensure compliance with this section.</text></subsection><subsection id="id51a4085337e74c1f841fd575cde59494"><enum>(d)</enum><header>National reporting</header><paragraph id="id0B31F05EBF824B48BDAF3040E2E7A1D6"><enum>(1)</enum><header>In general</header><text>The Commandant shall maintain and publicize a means by which an individual can report—</text><subparagraph id="id80661BD63C5949D6BDD53E1D1EF0409E"><enum>(A)</enum><text>any suspected violation of—</text><clause id="idD129805A574A4F4D9C3ED3080EB0E48E"><enum>(i)</enum><text>standards of operation;</text></clause><clause id="id8B66175C212B468A8E2A7A37E640637D"><enum>(ii)</enum><text>health or safety standards; or</text></clause><clause id="id0270DEF19BFD4C4981E2D462BF1D0038"><enum>(iii)</enum><text>other law or standards;</text></clause></subparagraph><subparagraph id="idD5672A336DF0418E80D2073B50A6F28C"><enum>(B)</enum><text>any suspected child abuse or neglect; or</text></subparagraph><subparagraph id="id7C52397ECD104BA996CB3212BE9D14D8"><enum>(C)</enum><text>any other deficiency at a Coast Guard child development center or in family home daycare.</text></subparagraph></paragraph><paragraph id="id30E912783A8B49BD965070567B313F8C"><enum>(2)</enum><header>Anonymous reporting</header><text>The Commandant shall ensure that a report under paragraph (1) can be made anonymously if so desired by the individual making the report.</text></paragraph><paragraph id="id62F362F226AD48C782786F5ED13842CC"><enum>(3)</enum><header>Procedures</header><text>The Commandant shall establish procedures for investigating a report under paragraph (1).</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id48E90E63B8484D7C8E3DE44B8C3DAB74"><enum>(4)</enum><header>Additional child care provisions</header><text>Part I is amended by adding after section 553 the following:</text><quoted-block display-inline="no-display-inline" id="id630D337BF30A4FBC8C48174636B2FA42" style="USC"><section id="id0ddd688e72894b81b13ea4b49a767764"><enum>554.</enum><header>Child development center employees</header><subsection id="id81ddd2a54bd3408aac5d4d863514334e"><enum>(a)</enum><header>Training</header><paragraph id="id8591bb6284c544e599dec948fd22b9ae"><enum>(1)</enum><header>In general</header><text>The Commandant shall prescribe a training program for Coast Guard child development center employees.  Satisfactory completion of the training program shall be a condition of employment for an employee of a Coast Guard child development center.  The Commandant shall require each employee complete the training program not later than 6 months after the date that the employee is employed as a Coast Guard child development center employee.</text></paragraph><paragraph id="idbfba55e8e14246339ec24a1616cece56"><enum>(2)</enum><header>Minimum requirements</header><text>The training program shall include, at a minimum, instruction in the following:</text><subparagraph id="id6c42dfd128004e58968ab33216dd342a"><enum>(A)</enum><text>Early childhood development.</text></subparagraph><subparagraph id="idd24d69994a9a45d5a60400ce1a1c93a6"><enum>(B)</enum><text>Activities and disciplinary techniques appropriate to children of different ages.</text></subparagraph><subparagraph id="id5c5f94172e9c40618903f14e0a8e4e91"><enum>(C)</enum><text>Child abuse and neglect prevention and detection.</text></subparagraph><subparagraph id="idc8161b43e6b44bd0887276e3c44f12cf"><enum>(D)</enum><text>Cardiopulmonary resuscitation and other emergency medical procedures.</text></subparagraph></paragraph><paragraph id="idda0f5b1d1ed840eea4e6f3ee2548f00e"><enum>(3)</enum><header>Use of department of defense programs</header><text>The Commandant may use Department of Defense training programs on a reimbursable or nonreimbursable basis, for purposes of complying with the requirements of this subsection.</text></paragraph></subsection><subsection id="iddb9a90d5fe294889a1b5fab861a1e5e8"><enum>(b)</enum><header>Training and curriculum specialists</header><paragraph id="idf46fb39cc66749a786354f0830e5d678"><enum>(1)</enum><header>Specialist required</header><text>The Commandant shall require that at least 1 employee at each Coast Guard child development center be a specialist in training and curriculum development with appropriate credentials and experience.</text></paragraph><paragraph id="ide593a39ad4904bf194d4f4cde34cf171"><enum>(2)</enum><header>Duties</header><text>The duties of the  employee under paragraph (1) shall include the following:</text><subparagraph id="id72fcc712fe59434684e501c499f6a4ae"><enum>(A)</enum><text>Special teaching activities at the Coast Guard child development center.</text></subparagraph><subparagraph id="idaa489a3a332542e18ffca7bf95446537"><enum>(B)</enum><text>Daily oversight and instruction of other child care employees at the Coast Guard child development center.</text></subparagraph><subparagraph id="id3bf2a086da164765871f106a64cbada8"><enum>(C)</enum><text>Daily assistance in the preparation of lesson plans.</text></subparagraph><subparagraph id="id43763daac886457c87bef3b12e620116"><enum>(D)</enum><text>Assisting with child abuse and neglect prevention and detection at the Coast Guard child development center.</text></subparagraph><subparagraph id="ida52cd26fbf7841fbbc83be28cf786056"><enum>(E)</enum><text>Advising the director of the Coast Guard child development center on the performance of the other child care employees.</text></subparagraph></paragraph><paragraph id="id048860ed0c6f44ab81514fad04db2668"><enum>(3)</enum><header>Competitive service</header><text>Each employee under paragraph (1) shall be an employee in a competitive service position.</text></paragraph></subsection></section><section id="id7a940891ed3f4565ae070d38deafe733"><enum>555.</enum><header>Parent partnerships with child development centers</header><subsection id="idaaa13a781b544e1d93bd43b17c0a1a14"><enum>(a)</enum><header>Parent boards</header><paragraph id="id62e5c321e88140d6b40835ae37eb90e0"><enum>(1)</enum><header>Formation</header><text>The Commandant shall require that there be formed at each Coast Guard child development center a board of parents, to be composed of parents of children attending the center.</text></paragraph><paragraph id="idaebfe3a72da342adaf44159095e925b4"><enum>(2)</enum><header>Functions</header><text>Each parent board shall—</text><subparagraph id="id6e0259b78a4848d08d8d9e9bd8c80203"><enum>(A)</enum><text>meet periodically with the staff and the commander of the unit served by the center at which the parent board is formed, for the purpose of discussing problems and concerns; and</text></subparagraph><subparagraph id="ida171a62588604748b666fc36253e19f9"><enum>(B)</enum><text>be responsible, together with the staff of that center, for coordinating the parent participation initiative required under subsection (b).</text></subparagraph></paragraph><paragraph id="idD8AB787D7FE840AF9952D46FD18A888A"><enum>(3)</enum><header>FACA</header><text>A board of parents under this subsection shall not be subject to the Federal Advisory Committee Act (5 U.S.C.
