		  <quote><short-title>Pets on Trains Act of 2013</short-title></quote>.</text></section><section id="id3f3525a26ae9483893646e809509249f"><enum>2.</enum><header>Amtrak policy for passengers transporting domesticated cats and dogs</header><subsection id="id1c4980d54d7548a0bee6358a49c5b7e1"><enum>(a)</enum><header>In general</header><text>Not later than 90 days after the date of the enactment of this Act, Amtrak shall propose a pet policy that allows passengers to transport domesticated cats or dogs on certain trains operated by Amtrak.</text></subsection><subsection id="id99f2f93cd95348b7affb8b3257129bec"><enum>(b)</enum><header>Pet policy</header><text>In the proposal required under subsection (a), Amtrak shall—</text><paragraph id="id0d7ef078a7964d9fbe015957aa607ebd"><enum>(1)</enum><text>designate, where feasible, at least one car of each passenger train that is comprised of more than one car in which a ticketed passenger may transport a domesticated cat or dog in the same manner as carry-on baggage if—</text><subparagraph id="id7a5ee5a61ed545238f9de027788f4de5"><enum>(A)</enum><text>the cat or dog is contained in a pet kennel;</text></subparagraph><subparagraph id="id8e430125586642b69507e575c37c7b57"><enum>(B)</enum><text>the pet kennel can be stowed in accordance with Amtrak size requirements for carriage of carry-on baggage;</text></subparagraph><subparagraph id="id46a8364393944fcaa73ff59208e765fc"><enum>(C)</enum><text>the passenger is ticketed for traveling a distance less than 750 miles; and</text></subparagraph><subparagraph id="id4e6adfc71978492dba7bb71a68c873af"><enum>(D)</enum><text>the passenger pays a fee described in subsection (c); and</text></subparagraph></paragraph><paragraph id="id7f141d9e017f4d6f973a6f1503d00571"><enum>(2)</enum><text>allow ticketed passengers to transport domesticated cats or dogs in the same manner as cargo if—</text><subparagraph id="id9f6abdff36294eefae2e12e31537d701"><enum>(A)</enum><text>the cat or dog is contained in a pet kennel;</text></subparagraph><subparagraph id="iddfb6395244b24bf9a53ea3ac4d4a84d4"><enum>(B)</enum><text>the pet kennel can be stowed in accordance with Amtrak requirements for cargo stowage;</text></subparagraph><subparagraph id="id646f6cb63a40496bb0339d3d51f89ceb"><enum>(C)</enum><text>the passenger is ticketed for traveling a distance less than 750 miles;</text></subparagraph><subparagraph id="idc1ba6708a68b4e5c97e401cb4b779d86"><enum>(D)</enum><text>the cargo area is temperature controlled in a manner protective of dog and cat health; and</text></subparagraph><subparagraph id="ide4c51a34a62d4b2db98452f195eb9ef7"><enum>(E)</enum><text>the passenger pays a fee described in subsection (c).</text></subparagraph></paragraph></subsection><subsection id="id1cb682f7584d42f0aeb4991afad97795"><enum>(c)</enum><header>Fee collection</header><text>Under the pet policy described in subsection (b), Amtrak shall collect a fee for each cat or dog transported by a ticketed passenger in an amount that, at a minimum, covers the costs of administration of the policy.</text></subsection><subsection id="id2386c2052b5c4b8f8bf9c77c8c7fa927"><enum>(d)</enum><header>Limitation on statutory construction</header><paragraph id="ide465efd695964e48872fd518d5012689"><enum>(1)</enum><header>Service animals</header><text>The proposal required under subsection (a) shall be separate from and in addition to the policy governing Amtrak passengers traveling with service animals. Nothing in this section may be interpreted to limit or waive the rights of passengers to transport service animals.</text></paragraph><paragraph id="id1d3825a804cf4245bd720b1087182358"><enum>(2)</enum><header>Additional train cars</header><text>Nothing in this section may be interpreted to require Amtrak to add additional train cars or modify existing train cars.</text></paragraph></subsection></section></legis-body></bill>
