		  2007.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Second Chance Reauthorization Act
			 of 2013</short-title></quote>.</text></section><section id="id717AA17CF07A433E9005E9453D9013E2"><enum>2.</enum><header>Improvements to
			 existing programs</header><subsection id="id8C4E8E496C2F4EA0A3AA3CEA8AB6E962"><enum>(a)</enum><header>Reauthorization
			 of adult and juvenile offender State and local demonstration
			 projects</header><text>Section 2976 of title I of the Omnibus Crime Control and
			 Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797w">42 U.S.C. 3797w</external-xref>) is amended—</text><paragraph id="id9BC898287004467F8992B1387DF4B52C"><enum>(1)</enum><text>by striking
			 subsection (a) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id140916ED573A427E8A2E060FC4C52EDE" style="OLC"><subsection id="id8C54B2A1711A45668DA5656611B8B6E4"><enum>(a)</enum><header>Grant
				authorization</header><text>The Attorney General shall make grants to States,
				local governments, territories, or Indian tribes, or any combination thereof
				(in this section referred to as an <term>eligible entity</term>), in
				partnership with interested persons (including Federal corrections and supervision agencies), services providers, and nonprofit organizations
				for the purpose of strategic planning and implementation of adult and juvenile
				offender reentry
				projects.</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="idDF6625B73E5D4AF49599EED131DCFEC1"><enum>(2)</enum><text>in subsection
			 (b)—</text><subparagraph id="id7763692D620A44E1834B201A372D9DE4"><enum>(A)</enum><text>in paragraph (3), by inserting <quote>or reentry courts,</quote> after
			 <quote>community,</quote>;</text></subparagraph><subparagraph id="idE76DDD63055B47D0A8194FA314E308A4"><enum>(B)</enum><text>in paragraph (6), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="idDAD2003ECC024DD7BA395E02C1FA0400"><enum>(C)</enum><text>in paragraph (7), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="id18D1C7944410498DB962FDC04E84FFFF"><enum>(D)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id446C8080427F470384FB7D97AD0DEDB0" style="OLC"><paragraph id="id0DF9B00B2D7346F7A2A36E2A975261D1"><enum>(8)</enum><text>promoting employment opportunities consistent with the Transitional Jobs strategy (as defined in section 4 of the Second Chance Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17502">42 U.S.C. 17502</external-xref>)).</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id60750E68E7A346C6BC0B45EAF98689BE"><enum>(3)</enum><text>by striking
			 subsections (d), (e), and (f) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="idEC31BB8FED654875A8BC6A7610A49409" style="OLC"><subsection id="id1B8340D7127A4BCB8F84BD46F2735735"><enum>(d)</enum><header>Combined grant
				application; priority consideration</header><paragraph id="id3DC64B454FB8474DB9781ABA4C538F36"><enum>(1)</enum><header>In
				general</header><text>The Attorney General shall develop a procedure to allow
				applicants to submit a single application for a planning grant under subsection
				(e) and an implementation grant under subsection (f).</text></paragraph><paragraph id="id0FF2214EA5E94BCEB4B887C431C68E39"><enum>(2)</enum><header>Priority
				consideration</header><text>The Attorney General shall give priority
				consideration to grant applications under subsections (e) and (f) that include
				a commitment by the applicant to partner with a local evaluator to identify and
				analyze data that will—</text><subparagraph commented="no" id="idEB079F295062446A8291507CD8187528"><enum>(A)</enum><text>enable the
				grantee to target the intended offender population; and</text></subparagraph><subparagraph commented="no" id="id941BAFA1017E4CA3AD5D3ED754FE4B10"><enum>(B)</enum><text>serve as a
				baseline for purposes of the evaluation.</text></subparagraph></paragraph></subsection><subsection id="idBB6C63934EBD4E5FB732A7B202CEB27A"><enum>(e)</enum><header>Planning
				grants</header><paragraph id="id1672DBACEE6F445398B6DC721AAD5831"><enum>(1)</enum><header>In
				general</header><text>Except as provided in paragraph (3), the Attorney General
				may make a grant to an eligible entity of not more than $75,000 to develop a
				strategic, collaborative plan for an adult or juvenile offender reentry
				demonstration project as described in subsection (h) that includes—</text><subparagraph id="idF2E8F8ECB6D848E7A5BDE8CBC5C3DB9B"><enum>(A)</enum><text>a budget and a
				budget justification;</text></subparagraph><subparagraph id="id2E728018F39E4C4496D22945340527D2"><enum>(B)</enum><text>a description of
				the outcome measures that will be used to measure the effectiveness of the
				program in promoting public safety and public health;</text></subparagraph><subparagraph id="id5472088D591A4CA99A283B85BD22AAA8"><enum>(C)</enum><text>the activities
				proposed;</text></subparagraph><subparagraph id="idD71A58C8640B4C1480DC0AC1312EA573"><enum>(D)</enum><text>a schedule for
				completion of the activities described in subparagraph (C); and</text></subparagraph><subparagraph id="idF1BF6581980049F394F1B882309BA3B9"><enum>(E)</enum><text>a description of
				the personnel necessary to complete the activities described in subparagraph
				(C).</text></subparagraph></paragraph><paragraph id="idC0B6D06AC2714640AC5B4C103C6B13B3"><enum>(2)</enum><header>Maximum total
				grants and geographic diversity</header><subparagraph id="idF864CC34A44B4726AD6A7554744B9B99"><enum>(A)</enum><header>Maximum
				amount</header><text>The Attorney General may not make planning grants and
				implementation grants to 1 eligible entity in a total amount that is more than
				a $1,000,000.</text></subparagraph><subparagraph commented="no" id="id29185374B18D43FB886083DB490E6594"><enum>(B)</enum><header>Geographic diversity</header><text>The Attorney General shall make every effort to ensure equitable geographic distribution of grants under this section and take into consideration the needs of underserved populations, including rural and tribal communities.</text></subparagraph></paragraph><paragraph id="id698EA88E68CB4358A2D6A29484B074DA"><enum>(3)</enum><header>Period of
				grant</header><text>A planning grant made under this subsection shall be for a
				period of not longer than 1 year, beginning on the first day of the month in which the planning
				grant is made.</text></paragraph></subsection><subsection id="idABF23AA92F444C98A718FEAE01810ED3"><enum>(f)</enum><header>Implementation
				grants</header><paragraph id="id3AEECA0ED7924A578D7F72F4BE76A664"><enum>(1)</enum><header>Applications</header><text>An
				eligible entity desiring an implementation grant under this subsection shall
				submit to the Attorney General an application that—</text><subparagraph id="idCCAE06D28CE2461AB0E16DC4EE373BA4"><enum>(A)</enum><text>contains a
				reentry strategic plan as described in subsection (h), which describes the
				long-term strategy and incorporates a detailed implementation schedule,
				including the plans of the applicant to fund the program after Federal funding
				is discontinued;</text></subparagraph><subparagraph id="IDe557e10ac49b4bfca1f3e6f17531397b"><enum>(B)</enum><text>identifies the
				local government role and the role of governmental agencies and nonprofit
				organizations that will be coordinated by, and that will collaborate on, the
				offender reentry strategy of the applicant, and certifies the involvement of
				such agencies and organizations;</text></subparagraph><subparagraph id="ID7457172d6fa64bb0b68f89ff1fafa2ed"><enum>(C)</enum><text>describes the
				evidence-based methodology and outcome measures that will be used to evaluate
				the program funded with a grant under this subsection, and specifically
				explains how such measurements will provide valid measures of the impact of
				that program; and</text></subparagraph><subparagraph id="ID42857cb0119147e79a6925d3ef75f1b1"><enum>(D)</enum><text>describes how the
				project could be broadly replicated if demonstrated to be effective.</text></subparagraph></paragraph><paragraph id="id7B46129BF82F4F4BB2064FE05A4A514C"><enum>(2)</enum><header>Requirements</header><text>The
				Attorney General may make a grant to an applicant under this subsection only if
				the application—</text><subparagraph id="ID3d4507cf6a204ddcad351d8270b28016"><enum>(A)</enum><text>reflects explicit
				support of the chief executive officer, or their designee, of the State, unit of local government,
				territory, or Indian tribe applying for a grant under this subsection;</text></subparagraph><subparagraph id="ID631b25326be04f47b1e0f728addeaa2b"><enum>(B)</enum><text>provides
				extensive discussion of the role of Federal corrections, State corrections departments, community
				corrections agencies, juvenile justice systems, and tribal or local jail systems in
				ensuring successful reentry of offenders into their communities;</text></subparagraph><subparagraph id="ID884fb3e19ec040869e9addef977478ff"><enum>(C)</enum><text>provides
				extensive evidence of collaboration with State and local government agencies
				overseeing health, housing, child welfare, education, substance abuse, victims
				services, and employment services, and with local law enforcement
				agencies;</text></subparagraph><subparagraph id="IDf20d762b8d1a4485a80d9509c2ae3c73"><enum>(D)</enum><text>provides a plan
				for analysis of the statutory, regulatory, rules-based, and practice-based
				hurdles to reintegration of offenders into the community;</text></subparagraph><subparagraph id="IDddaada5987c740ff877ef12acb2f16b9"><enum>(E)</enum><text>includes the use
				of a State, local, territorial, or tribal task force, described in subsection
				(i), to carry out the activities funded under the grant;</text></subparagraph><subparagraph id="ID562bd29cf66444de83cb9b35cb0aec61"><enum>(F)</enum><text>provides a plan
				for continued collaboration with a local evaluator as necessary to meeting the
				requirements under subsection (h); and</text></subparagraph><subparagraph id="id2440BBFF77764BDC871598073BF9F55B"><enum>(G)</enum><text>demonstrates that
				the applicant participated in the planning grant process or engaged in
				comparable planning for the reentry project.</text></subparagraph></paragraph><paragraph id="id17701AC5EC794D2088A8DA64ECDA5CC1"><enum>(3)</enum><header>Priority
				considerations</header><text>The Attorney General shall give priority to grant
				applications under this subsection that best—</text><subparagraph id="ID8b5f0537998246ca8a5f24b191a2625f"><enum>(A)</enum><text>focus initiative
				on geographic areas with a disproportionate population of offenders released
				from prisons, jails, and juvenile facilities;</text></subparagraph><subparagraph id="ID8b16394c15564653a2a1f88e956a53c0"><enum>(B)</enum><text>include—</text><clause id="ID70eb7d57490f4103b3f684d1db9ec417"><enum>(i)</enum><text>input from
				nonprofit organizations, in any case where relevant input is available and
				appropriate to the grant application;</text></clause><clause id="ID861e6c9697ff4a5fab9f11706d9832f2"><enum>(ii)</enum><text>consultation
				with crime victims and offenders who are released from prisons, jails, and
				juvenile facilities;</text></clause><clause id="ID9e43c722720c47fa962afacea2921f37"><enum>(iii)</enum><text>coordination
				with families of offenders;</text></clause><clause id="idF85C8113F2864C0A895C97F5294FEDA0"><enum>(iv)</enum><text>input, where
				appropriate, from the juvenile justice coordinating council of the
				region;</text></clause><clause id="id605775FA8BD6465BA1B1466736D49281"><enum>(v)</enum><text>input, where appropriate, from the reentry coordinating council of the region; and</text></clause><clause id="id7CEAF93511724FED96A1AE7DFA2A9321"><enum>(vi)</enum><text>other interested persons, as appropriate;</text></clause></subparagraph><subparagraph id="IDac3502f0b34c4112b529fcbc29fec0a7"><enum>(C)</enum><text>demonstrate
				effective case assessment and management abilities in order to provide
				comprehensive and continuous reentry, including—</text><clause id="ID9944ea535b82405b8f116ed6b62ca158"><enum>(i)</enum><text>planning for prerelease transitional
				housing and community release that begins upon admission for juveniles and jail inmates, and, as appropriate, for prison inmates, depending on the length of the sentence;</text></clause><clause id="ID813f61e940a2421aa359eb538533c254"><enum>(ii)</enum><text>establishing
				prerelease planning procedures to ensure that the eligibility of an offender
				for Federal, tribal,  or State benefits upon release is established prior to release,
				subject to any limitations in law, and to ensure that offenders obtain all
				necessary referrals for reentry services, including assistance identifying and
				securing suitable housing; and</text></clause><clause id="ID9e2a566db6a94f21b05f38d1083668db"><enum>(iii)</enum><text>delivery of
				continuous and appropriate mental health services, drug treatment, medical care, job training and
				placement, educational services, vocational services, and any other service or support needed for
				reentry;</text></clause></subparagraph><subparagraph id="ID65c79e4b24234b9e9cc2ab2aec59904b"><enum>(D)</enum><text>review the
				process by which the applicant adjudicates violations of parole, probation, or
				supervision following release from prison, jail, or a juvenile facility, taking
				into account public safety and the use of graduated, community-based sanctions
				for minor and technical violations of parole, probation, or supervision
				(specifically those violations that are not otherwise, and independently, a
				violation of law);</text></subparagraph><subparagraph id="ID4ced9a44ee0e4a12ab43f57cea96c1ab"><enum>(E)</enum><text>provide for an
				independent evaluation of reentry programs that include, to the maximum extent
				possible, random assignment and controlled studies to determine the
				effectiveness of such programs;</text></subparagraph><subparagraph id="ID701d058fd9db49f8ae1a3e19a2981c8e"><enum>(F)</enum><text>target moderate
				and high-risk offenders for reentry programs through validated assessment
				tools; and</text></subparagraph><subparagraph id="ID732c27c97d3d4f4f8f57af4b21e47c89"><enum>(G)</enum><text>target offenders
				with histories of homelessness, substance abuse, or mental illness, including a
				prerelease assessment of the housing status of the offender and behavioral
				health needs of the offender with clear coordination with mental health,
				substance abuse, and homelessness services systems to achieve stable and
				permanent housing outcomes with appropriate support service.</text></subparagraph></paragraph><paragraph id="id1548610643424AF6BF98FA30CC589A21"><enum>(4)</enum><header>Amount</header><text>The
				amount of a grant made under this subsection may not be more than
				$925,000.</text></paragraph><paragraph id="id7FA49933CA91474187CECD60658016DC"><enum>(5)</enum><header>Period of
				grant</header><text>A grant made under this subsection shall be effective for a
				2-year period—</text><subparagraph id="id5A7FA19AC40D498DBFE7AB080E351765"><enum>(A)</enum><text>beginning on the
				date on which the planning grant awarded under subsection (e) concludes;
				or</text></subparagraph><subparagraph id="idB4B2F73BC581429E89B4C720A0842C58"><enum>(B)</enum><text>in the case of an
				implementation grant awarded to an eligible entity that did not receive a
				planning grant, beginning on the date on which the implementation grant is
				awarded.</text></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="idA50FECFAFD554A01A94C1A9FEA3BA988"><enum>(4)</enum><text>in subsection
			 (h)—</text><subparagraph id="id07AF8C88561E4757801C41ECD94E7081"><enum>(A)</enum><text>by redesignating
			 paragraphs (2) and (3) as paragraphs (3) and (4), respectively; and</text></subparagraph><subparagraph id="id9BFAF77217CC420696A740C7F2213CAA"><enum>(B)</enum><text>by striking
			 paragraph (1) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id635D5956EBF145189ED15A4733CDC88F" style="OLC"><paragraph id="id26C967BE4DA347CF985F222E29350506"><enum>(1)</enum><header>In
				general</header><text>As a condition of receiving financial assistance under
				subsection (f), each application shall develop a comprehensive reentry
				strategic plan that—</text><subparagraph id="idCAF2A859C4CB44C9A11C6AB1D7BB5B02"><enum>(A)</enum><text>contains a plan
				to assess inmate reentry needs and measurable annual and 3-year performance
				outcomes;</text></subparagraph><subparagraph id="id337F586AA572485F9B65536339A24457"><enum>(B)</enum><text>uses, to the
				maximum extent possible, randomly assigned and controlled studies, or rigorous
				quasi-experimental studies with matched comparison groups, to determine the
				effectiveness of the program funded with a grant under subsection (f);
				and</text></subparagraph><subparagraph id="idE3DA69B09B6E4429871C4A22CE856A29"><enum>(C)</enum><text>includes as a
				goal of the plan to reduce the rate of recidivism for offenders released from
				prison, jail or a juvenile facility with funds made available under subsection
				(f).</text></subparagraph></paragraph><paragraph commented="no" id="id214143230F414D85A8CFF4338A49497B"><enum>(2)</enum><header>Local
				evaluator</header><text>A partnership with a local evaluator described in
				subsection (d)(2) shall require the local evaluator to use the baseline data
				and target population characteristics developed under a subsection (e) planning
				grant to derive a feasible and meaningful target goal for recidivism reduction
				during the 3-year period beginning on the date of implementation of the
				program.</text></paragraph><after-quoted-block>;
				</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idA68C8A8824E4490B9D8A8E2E3D9790DF"><enum>(5)</enum><text>in subsection
			 (i)(1)—</text><subparagraph id="id2DC9A04A47B54D5CA2361A3BBAC052D1"><enum>(A)</enum><text>in the matter
			 preceding subparagraph (A), by striking <quote>under this section</quote> and
			 inserting <quote>under subsection (f)</quote>; and</text></subparagraph><subparagraph id="id4DA5C2544BC04FDBACC307ABE1C2861A"><enum>(B)</enum><text>in subparagraph
			 (B), by striking <quote>subsection (e)(4)</quote> and inserting
			 <quote>subsection (f)(2)(D)</quote>;</text></subparagraph></paragraph><paragraph id="idE085AC1EC6DB4B25905E685F51C2B25E"><enum>(6)</enum><text>in subsection
			 (j)—</text><subparagraph id="id8399D055BD5F4D3EA1F683573E02696A"><enum>(A)</enum><text>in paragraph (1),
			 by inserting <quote>for an implementation grant under subsection (f)</quote>
			 after <quote>applicant</quote>;</text></subparagraph><subparagraph id="id2804E7F61FF14144A2CF94C612BADAE6"><enum>(B)</enum><text>in paragraph
			 (2)—</text><clause id="id92347A9A135E4331BF9824CDB746F391"><enum>(i)</enum><text>in
			 subparagraph (E), by inserting <quote>, where appropriate</quote> after
			 <quote>support</quote>; and</text></clause><clause id="id6DFC6D0C71F646F9B66179FB5EB77F3C"><enum>(ii)</enum><text>by
			 striking subparagraphs (F), (G), and (H), and inserting the following:</text><quoted-block display-inline="no-display-inline" id="idFAB0AEE454904A309629936B3328D65E" style="OLC"><subparagraph id="id7F2C2C5150894C8A97EA7A0BD3988B1D"><enum>(F)</enum><text>increased number
				of staff trained to administer reentry services;</text></subparagraph><subparagraph id="id055F8E215FEE4CAFB89953F2563B9164"><enum>(G)</enum><text>increased
				proportion of individuals served by the program among those eligible to receive
				services;</text></subparagraph><subparagraph id="id0E6AAEFB5B16453CA2C82AEDA5D0E9B3"><enum>(H)</enum><text>increased number
				of individuals receiving risk screening needs assessment, and case planning
				services;</text></subparagraph><subparagraph id="idA6B7C554E99B40A8AF4A82DC29640430"><enum>(I)</enum><text>increased
				enrollment in, and completion of treatment services, including substance abuse
				and mental health services among those assessed as needing such
				services;</text></subparagraph><subparagraph id="id832BA97F5C344C7EB6680F796F775504"><enum>(J)</enum><text>increased
				enrollment in and degrees earned from educational programs, including high school, GED,
				vocational training, and college education;</text></subparagraph><subparagraph id="idE65277EB4CCC48B1BADEE6EA249AD4FA"><enum>(K)</enum><text>increased number
				of individuals obtaining and retaining employment;</text></subparagraph><subparagraph id="id1077A8CF8954429E844ABBABA8E881B1"><enum>(L)</enum><text>increased number
				of individuals obtaining and maintaining housing;</text></subparagraph><subparagraph id="id84FB11E684E545519B10D571113189E0"><enum>(M)</enum><text>increased self-reports of successful community living, including stability of living situation and positive family relationships;</text></subparagraph><subparagraph id="id8AD70EE9AF3C47B8BA13F4AD150A0CE7"><enum>(N)</enum><text>reduction in drug
				and alcohol use; and</text></subparagraph><subparagraph id="id7517327F8DA544D28491E77EAFD172BB"><enum>(O)</enum><text>reduction in
				recidivism rates for individuals receiving reentry services after release, as
				compared to either baseline recidivism rates in the jurisdiction of the grantee
				or recidivism rates of the control or comparison
				group.</text></subparagraph><after-quoted-block>;
				</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="idF992D911906D4D79A2FC23403A40155F"><enum>(C)</enum><text>in paragraph (3),
			 by striking <quote>facilities.</quote> and inserting <quote>facilities,
			 including a cost-benefit analysis to determine the cost effectiveness of the
			 reentry program.</quote>;</text></subparagraph><subparagraph id="idE1C5A4CA518C4BE59224172A94EB673B"><enum>(D)</enum><text>in paragraph (4),
			 by striking <quote>this section</quote> and inserting <quote>subsection
			 (f)</quote>; and</text></subparagraph><subparagraph id="id2AFBD2435CB04491B2C65337CB8428E7"><enum>(E)</enum><text>in paragraph (5),
			 by striking <quote>this section</quote> and inserting <quote>subsection
			 (f)</quote>;</text></subparagraph></paragraph><paragraph id="id5281EDA7C58D4DB1AD6B219267E485E6"><enum>(7)</enum><text>in subsection
			 (k)(1), by striking <quote>this section</quote> each place the term appears and

				testing and assessment for treatment;</text></subparagraph><subparagraph id="id64DCA10ED79245FCB4FCD8D49111624D"><enum>(B)</enum><text>assessment for
				substance abuse from a substance abuse professional who is approved by the
				State or Indian tribe and licensed by the appropriate entity to provide alcohol
				and drug addiction treatment, as appropriate;</text></subparagraph><subparagraph id="idC6B89095EFDE4A0F9BD4E42B69C862D7"><enum>(C)</enum><text>substance abuse
				treatment from a provider that is approved by the State or Indian tribe, and
				licensed, if necessary, to provide medical and other health services;</text></subparagraph><subparagraph id="idC17779EF864743B5874BB9B802CE789D"><enum>(D)</enum><text>health
				(including mental health) services and assessment;</text></subparagraph><subparagraph id="id6FEA87C8E6D54445802B1C2A3D27F434"><enum>(E)</enum><text>aftercare and
				case management services that—</text><clause id="idD9010407BE754F029CB46FB4F2787298"><enum>(i)</enum><text>facilitate access
				to clinical care and related health services; and</text></clause><clause id="idE1879E76F7194C2A8BCD0BED086D20EF"><enum>(ii)</enum><text>coordinate with
				such clinical care and related health services; and</text></clause></subparagraph><subparagraph id="id1F1D311969F04589AA9D447758D68D21"><enum>(F)</enum><text>any other
				services needed for reentry;</text></subparagraph></paragraph><paragraph id="idC86A9085CCDE4BC5AC09859FF87B62C8"><enum>(4)</enum><text>convenes
				community impact panels, victim impact panels, or victim impact educational
				classes;</text></paragraph><paragraph id="id9D6D9488656B48EB95C01E812830FF7A"><enum>(5)</enum><text>provides and
				coordinates the delivery of community services to juvenile and adult eligible
				offenders, including—</text><subparagraph id="idAD20CC5ECC4349449E1112E7E941507C"><enum>(A)</enum><text>housing
				assistance;</text></subparagraph><subparagraph id="idB7BF940B171C4D058997D24BD272B7C6"><enum>(B)</enum><text>education;</text></subparagraph><subparagraph id="idFED45B1D0AD94F5BABFFC1CDB0F4904A"><enum>(C)</enum><text>job
				training;</text></subparagraph><subparagraph id="idADB454A064924CB89C46A890C6EA116E"><enum>(D)</enum><text>conflict
				resolution skills training;</text></subparagraph><subparagraph id="idF3CF3082604041A7B1295BD3B2F0C9C1"><enum>(E)</enum><text>batterer
				intervention programs; and</text></subparagraph><subparagraph id="id95167DA33FBB4AE2A911B7A0E99BAD89"><enum>(F)</enum><text>other
				appropriate social services; and</text></subparagraph></paragraph><paragraph id="id236798BCCBCE42529E1D7E0BF5481A4B"><enum>(6)</enum><text>establishes and
				implements graduated sanctions and
				incentives.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" id="idF7EC25F5BD394AB5A0248FAFE824A7EF"><enum>(b)</enum><header>Grants for
			 family-Based substance abuse treatment</header><text>Part DD of title I of the
			 Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797s">42 U.S.C. 3797s et seq.</external-xref>) is
			 amended—</text><paragraph commented="no" id="id69424D6D981F46DF88AF0C43C3B75328"><enum>(1)</enum><text>in section 2921
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797s">42 U.S.C. 3797s</external-xref>), in the matter preceding paragraph (1), by inserting
			 <quote>nonprofit organizations,</quote> before <quote>and

				details the terms of access to facilities and participants and provides
				information on the history of the organization of working with correctional

			 through <quote>2010</quote> and inserting <quote>for each of fiscal years 2014,
			 2015, 2016, 2017, and 2018 for grants for purposes described in section

			 Second Chance Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17501">42 U.S.C. 17501</external-xref> note) is amended by striking the
			 item relating to section 4 and inserting the following:</text><quoted-block display-inline="no-display-inline" id="idB720DB8DB970450D8FAEDBABF898775A" style="OLC"><toc><toc-entry bold="off" level="section">Sec. 4. Definitions.</toc-entry></toc><after-quoted-block>. </after-quoted-block></quoted-block></paragraph></subsection><subsection id="idB780BFB9428340E885CA04C813F0100B"><enum>(h)</enum><header>Extension of the length of section 2976 grants</header><text>Section 6(1) of the Second Chance Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17504">42 U.S.C. 17504(1)</external-xref>) is amended by inserting <quote>or under section 2976 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797w">42 U.S.C. 3797w</external-xref>)</quote> after <quote>and 212</quote>.</text></subsection></section><section id="idB62E67FF2DD0458F9A92D133DCBAFF59"><enum>3.</enum><header>Audit and
			 accountability of grantees</header><subsection id="id191BAE83237E4E5A8DCE4E689FF8A160"><enum>(a)</enum><header>Definition</header><text>In
			 this section, the term <quote>unresolved audit finding</quote> means an audit
			 report finding or recommendation that a grantee has used grant funds for an
			 unauthorized expenditure or otherwise unallowable cost that is not closed or
			 resolved during a 1-year period beginning on the date of an initial
			 notification of the finding or recommendation.</text></subsection><subsection id="idDBF1BDC4F4824109AC11D1481C757D03"><enum>(b)</enum><header>Audit
			 requirement</header><text>Beginning in fiscal year 2013, and every 3 years
			 thereafter, the Inspector General of the Department of Justice shall conduct an
			 audit of not less than 5 percent of all grantees that are awarded funding
			 under—</text><paragraph id="id0CCD0821208445E4B94C6448509D60D2"><enum>(1)</enum><text>section 2976(b)
			 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3797w(b));</text></paragraph><paragraph id="id011420FFC5F0486CA865DB844A7CA9CE"><enum>(2)</enum><text>part CC of title
			 I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3797q et
			 seq.), as amended by this Act;</text></paragraph><paragraph id="idE55465A2CB01418DB4E84FCD3E6E6943"><enum>(3)</enum><text>part DD of title
			 I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3797s et
			 seq.);</text></paragraph><paragraph id="idE8568077A71A4F6D9FDD968F536F4724"><enum>(4)</enum><text>part JJ of title
			 I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3797dd
			 et seq.); or</text></paragraph><paragraph id="id359CDE6569BE4968A001DEB344F989D2"><enum>(5)</enum><text>section 115, 201,
			 or 211 of the Second Chance Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17511">42 U.S.C. 17511</external-xref>, 17521, and
			 17531).</text></paragraph></subsection><subsection id="id226B2A6FF02C4BD99C12AF12D3A45F1F"><enum>(c)</enum><header>Mandatory
			 exclusion</header><text>A grantee that is found to have an unresolved audit
			 finding under an audit conducted under subsection (b) may not receive grant
			 funds under the grant programs described in paragraphs (1) through (5) of
			 subsection (b) in the fiscal year following the fiscal year to which the
			 finding relates.</text></subsection><subsection id="idC87186FF8CDD4209ABE7D63ACC9BDADF"><enum>(d)</enum><header>Priority of
			 grant awards</header><text>The Attorney General, in awarding grants under the
			 programs described in paragraphs (1) through (5) of subsection (b) shall give
			 priority to eligible entities that during the 2-year period preceding the
			 application for a grant have not been found to have an unresolved audit
			 finding.</text></subsection></section><section id="id44916B12CDB64776A621CB0D41CF6616"><enum>4.</enum><header>Federal reentry
			 improvements</header><subsection id="id5A5BCB70A2AC4887B087B12D5013150B"><enum>(a)</enum><header>Responsible
			 reintegration of offenders</header><text>Section 212 of the Second Chance Act
			 of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17532">42 U.S.C. 17532</external-xref>) is repealed.</text></subsection><subsection id="id8F3C26DE28F44797B0692ED87AAF7785"><enum>(b)</enum><header>Federal
			 prisoner reentry initiative</header><text>Section 231 of the Second Chance Act
			 of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17541">42 U.S.C. 17541</external-xref>) is amended—</text><paragraph id="id263A22DFDB0E43AA8569207DBBFED1AC"><enum>(1)</enum><text>in subsection
			 (g)—</text><subparagraph id="id4F369248212947E6B5842380C25C5976"><enum>(A)</enum><text>in paragraph (3),
			 by striking <quote>carried out during fiscal years 2009 and 2010</quote> and
			 inserting <quote>carried out during fiscal years 2014 through 2018</quote>;
			 and</text></subparagraph><subparagraph id="idCE07CD12BAA94FEB94B2A0DECB8C894C"><enum>(B)</enum><text>in paragraph
			 (5)(A)—</text><clause id="idCE8F6FEF344B44A0A1495C2A4A632396"><enum>(i)</enum><text>in
			 clause (i), by striking <quote>65 years</quote> and inserting <quote>60
			 years</quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id8A9D23DACA694ACD8AEB629BCE70BD19"><enum>(ii)</enum><text>in clause (ii), by
			 striking <quote>or 75 percent</quote> and inserting <quote>or
			 <fraction>2/3</fraction></quote>;</text></clause></subparagraph></paragraph><paragraph id="idEE0E5EA083FA4C8B80D268DD2FEE4145"><enum>(2)</enum><text>by striking
			 subsection (h);</text></paragraph><paragraph id="idDF765544DD7148F9A4BD0F2BD1AD2FB2"><enum>(3)</enum><text>by redesignating
			 subsection (i) as subsection (h); and</text></paragraph><paragraph id="idEC91BDE626B74B63B3D9CA38C2D647D1"><enum>(4)</enum><text>in subsection
			 (h), as so redesignated, by striking <quote>2009 and 2010</quote> and inserting
			 <quote>2014 through 2018</quote>.</text></paragraph></subsection><subsection id="idB1C6DECB77594FA39C1AAD48EA109EB7"><enum>(c)</enum><header>Enhancing
			 reporting requirements pertaining to community
			 corrections</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/3624">Section 3624(c)</external-xref> of title 18, United States Code, is
			 amended—</text><paragraph id="idEA1995200729441CABE498B42CD5D2A8"><enum>(1)</enum><text>in paragraph (5),
			 in the second sentence, by inserting <quote>, and number of prisoners not being
			 placed in community corrections facilities for each reason set forth</quote>
			 before <quote>, and any other information</quote>; and</text></paragraph><paragraph id="id8E474285FC6141709653F057F3DE6443"><enum>(2)</enum><text>in paragraph (6),
			 by striking <quote>the Second Chance Act of 2007</quote> and inserting
			 <quote>the <short-title>Second Chance Reauthorization Act
			 of 2013</short-title></quote>.</text></paragraph></subsection><subsection id="id91DF917591EC4A9CA84266398B9797AC"><enum>(d)</enum><header>Termination of
			 study on effectiveness of depot naltrexone for heroin
			 addiction</header><text>Section 244 of the Second Chance Act of 2007 (42 U.S.C.
			 17554) is repealed.</text></subsection><subsection id="id8FA15289492A4FCABCF63B788BB76A1D"><enum>(e)</enum><header>Authorization
			 of appropriations for research</header><text>Section 245 of the Second Chance
			 Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17555">42 U.S.C. 17555</external-xref>) is amended—</text><paragraph id="id28A41FE827E146D192DB4579A97C6008"><enum>(1)</enum><text>by striking
			 <quote>243, and 244</quote> and inserting <quote>and 243</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id13BA1ECB4CB64ABD8FEE27952ADA1B8A"><enum>(2)</enum><text>by striking
			 <quote>$10,000,000 for each of the fiscal years 2009 and 2010</quote> and inserting <quote>$5,000,000 for each of the fiscal years 2014, 2015, 2016, 2017, and
			 2018</quote>.</text></paragraph></subsection><subsection id="idD64160A965D6428E9EE74B0511990AC9"><enum>(f)</enum><header>Federal
			 prisoner recidivism reduction programming enhancement</header><paragraph id="idB18E705B00F04DE1B6CB0EC1D0B9E66E"><enum>(1)</enum><header>In
			 general</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/3621">Section 3621</external-xref> of title 18, United States Code, is
			 amended—</text><subparagraph id="id65846A8B42E842AF98071C02AE5F48A7"><enum>(A)</enum><text>by redesignating
			 subsection (g) as subsection (h); and</text></subparagraph><subparagraph id="id0085D3CA59C049EDACB40C1F4627607C"><enum>(B)</enum><text>by inserting
			 after subsection (f) the following:</text><quoted-block display-inline="no-display-inline" id="id1411C636FB684DD6991761CCBB19F21B" style="OLC"><subsection id="id0D65F7C31E5549ADB3DD319EDDFB763E"><enum>(g)</enum><header>Partnerships To
				expand access to reentry programs proven To reduce recidivism</header><paragraph id="id9EBB51A160F14568989F1FA74FE28C61"><enum>(1)</enum><header>Definition</header><text>The
				term <term>demonstrated to reduce recidivism</term> means that the Director of
				Bureau of Prisons has determined that appropriate research has been conducted
				and has validated the effectiveness of the type of program on
				recidivism.</text></paragraph><paragraph id="id17CC43D07AE64F79A727FCB4F3A01251"><enum>(2)</enum><header>Eligibility for
				recidivism reduction partnership</header><text>A faith-based or community-based
				nonprofit organization that provides mentoring or other programs that have been
				demonstrated to reduce recidivism is eligible to enter into a recidivism
				reduction partnership with a prison or community-based facility operated by the
				Bureau of Prisons.</text></paragraph><paragraph id="idA427164965334250AE2FAF94F7150AE8"><enum>(3)</enum><header>Recidivism
				reduction partnerships</header><text>The Director of the Bureau of Prisons
				shall develop policies to require wardens of prisons and community-based
				facilities to enter into recidivism reduction partnerships with faith-based and
				community-based nonprofit organizations that are willing to provide, on a
				volunteer basis, programs described in paragraph (2).</text></paragraph><paragraph id="id61CE924AEFD5415DA3080B514DF09126"><enum>(4)</enum><header>Reporting
				requirement</header><text>The Director of the Bureau of Prisons shall submit to
				Congress an annual report on the last day of each fiscal year that—</text><subparagraph id="idD0A13546760842A7B49F25DDA7725A27"><enum>(A)</enum><text>details, for each
				prison and community-based facility for the fiscal year just ended—</text><clause id="idAE1625500F4543B8982A14D29E8A208B"><enum>(i)</enum><text>the number of
				recidivism reduction partnerships under this section that were in
				effect;</text></clause><clause id="id6A9145100DDF4B7B948B65F03B70E0C7"><enum>(ii)</enum><text>the number of
				volunteers that provided recidivism reduction programming; and</text></clause><clause id="idD4F6F56892E14DE387148D2C11AAA59F"><enum>(iii)</enum><text>the number of
				recidivism reduction programming hours provided; and</text></clause></subparagraph><subparagraph id="idFF4D449D2268482688298B193CF9FB26"><enum>(B)</enum><text>explains any
				disparities between facilities in the numbers reported under subparagraph
				(A).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6C71B837B92C48739621BD7C2D795103"><enum>(2)</enum><header>Effective
			 date</header><text>The amendments made by paragraph (1) shall take effect 180
			 days after the date of enactment of this Act.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idF5C512D15FED4F499DDED3A4A6AED257"><enum>(g)</enum><header>Repeals</header><paragraph commented="no" display-inline="no-display-inline" id="idC25BA9835E914F179F97D0AAF9596E13"><enum>(1)</enum><text>Section 2978 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797w-2">42 U.S.C. 3797w–2</external-xref>) is repealed.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9D4C05C745A142869D745C1FF0B72FD8"><enum>(2)</enum><text>Part CC of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797q">42 U.S.C. 3797q et seq.</external-xref>) is repealed.</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="idA8CE1A3E9A4B4067B65E9E32D0ADD0E4"><enum>5.</enum><header>Task Force on Federal programs and activities relating to reentry of offenders</header><subsection id="id39b3bc3917ce4d46a548f67f8e7eee4b"><enum>(a)</enum><header>Task Force Required</header><text>The Attorney General, in consultation with the Secretary of Housing and Urban Development, the Secretary of Labor, the Secretary of Education, the Secretary of Health and Human Services, the Secretary of Veterans Affairs, the Secretary of Agriculture, and the heads of such other agencies of the Federal Government as the Attorney General considers appropriate, and in collaboration with interested persons, service providers, nonprofit organizations, States, tribal, and local governments, shall establish an interagency task force on Federal programs and activities relating to the reentry of offenders into the community (referred to in this section as the <quote>Task Force</quote>).</text></subsection><subsection id="id6c82cc25abc14a6bb0ad932fbbad6354"><enum>(b)</enum><header>Duties</header><text>The Task Force shall—</text><paragraph id="id4f8da82d28394202adfbcb63f52720cd"><enum>(1)</enum><text>identify such programs and activities that may be resulting in overlap or duplication of services, the scope of such overlap or duplication, and the relationship of such overlap and duplication to public safety, public health, and effectiveness and efficiency;</text></paragraph><paragraph id="id6170671d837d45a5ac620211774cbe28"><enum>(2)</enum><text>identify methods to improve collaboration and coordination of such programs and activities;</text></paragraph><paragraph id="idb29e7e2d9b814480bb2222122eed16c3"><enum>(3)</enum><text>identify areas of responsibility in which improved collaboration and coordination of such programs and activities would result in increased effectiveness or efficiency;</text></paragraph><paragraph id="id67344a702fc344bfb67f1a967a238656"><enum>(4)</enum><text>develop innovative interagency or intergovernmental programs, activities, or procedures that would improve outcomes of reentering offenders and children of offenders;</text></paragraph><paragraph id="id58424534adbf468ba87691d53dc6872c"><enum>(5)</enum><text>develop methods for increasing regular communication  among agencies that would increase interagency program effectiveness;</text></paragraph><paragraph id="id8f6935b54d764e83ac05fd28fb2636d9"><enum>(6)</enum><text>identify areas of research that can be coordinated across agencies with an emphasis on applying evidence-based practices to support, treatment, and intervention programs for reentering offenders;</text></paragraph><paragraph id="id238fea3d87f04aeba2d66e234329b56c"><enum>(7)</enum><text>identify funding areas that should be coordinated across agencies and any gaps in funding; and</text></paragraph><paragraph id="id84e9ffce2b1440308eebefc9d3f9e598"><enum>(8)</enum><text>in collaboration with the National Adult and Juvenile Offender Reentry Resources Center, identify successful programs currently operating and collect best practices in offender reentry from demonstration grantees and other agencies and organizations, determine the extent to which such programs and practices can be replicated, and make information on such programs and practices available to States, localities, nonprofit organizations, and others.</text></paragraph></subsection><subsection id="id40de2178f928458cb3bbadbc259ad7b0"><enum>(c)</enum><header>Report</header><paragraph id="id19B202C24EB44F53937BC43916864935"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of the enactment of this Act, the Task Force shall submit a report, including recommendations, to Congress on barriers to reentry.</text></paragraph><paragraph id="idA4BE663456B649F790E74E561AF282A9"><enum>(2)</enum><header>Contents</header><text>The report required under paragraph (1) shall identify Federal and other barriers to successful reentry of offenders into the community and analyze the effects of such barriers on offenders and on children and other family members of offenders, including—</text><subparagraph id="ide89601c10cda47fbba68331a06407725"><enum>(A)</enum><text>admissions and evictions from Federal housing programs;</text></subparagraph><subparagraph id="ida695811868104e759584fbc5ad567dba"><enum>(B)</enum><text>child support obligations and procedures;</text></subparagraph><subparagraph id="idfdbd718927774463bb38fc1b7acfde89"><enum>(C)</enum><text>Social Security benefits, veterans benefits, food stamps, and other forms of Federal public assistance;</text></subparagraph><subparagraph id="id85d16bdf15c245bf94a88313cfb13143"><enum>(D)</enum><text>Medicaid Program and Medicare Program procedures, requirements, regulations, and guidelines;</text></subparagraph><subparagraph id="ide6c4ce573c174993a1e972ef9397c2e3"><enum>(E)</enum><text>education programs, financial assistance, and full civic participation;</text></subparagraph><subparagraph id="id19499a3622074eca8dce3e95af89c30b"><enum>(F)</enum><text>Temporary Assistance for Needy Families program funding criteria and other welfare benefits;</text></subparagraph><subparagraph id="ida236681e8871435cbd72a9d1d6ea69bc"><enum>(G)</enum><text>employment and training;</text></subparagraph><subparagraph id="idfc207ed42c5140838e72c6548ad1b872"><enum>(H)</enum><text>reentry procedures, case planning, and transitions of persons from the custody of the Federal Bureau of Prisons to a Federal parole or probation program or community corrections;</text></subparagraph><subparagraph id="id213563249b934f65b513b269a70fea50"><enum>(I)</enum><text>laws, regulations, rules, and practices that may require a parolee to return to the same county that they were living in before their arrest and therefore prevent offenders from changing their setting upon release; and</text></subparagraph><subparagraph id="idae27c373522d4ec9a6f02ea9d5850573"><enum>(J)</enum><text>trying to establish pre-release planning procedures for prisoners to ensure that a prisoner's eligibility for Federal or State benefits (including Medicaid, Medicare, Social Security and veterans benefits) upon release is established prior to release, subject to any limitations in law, and to ensure that prisoners are provided with referrals to appropriate social and health services or are referred to appropriate nonprofit organizations.</text></subparagraph></paragraph></subsection><subsection id="id637cd808ff824152b4a8771cc96b6b89"><enum>(d)</enum><header>Updated reports</header><text>On an annual basis, the Task Force shall submit to Congress an updated report on the activities of the Task Force, including specific recommendations on issues described in subsections (b) and (c).</text></subsection></section></legis-body></bill>
