			 <quote><short-title>DSH Reduction Relief Act of 2013</short-title></quote>.</text></section><section id="H2E6ACCFEC26A48BFAAD6F20B38AA4B78"><enum>2.</enum><header>Delay in
			 implementation of revised medicare disproportionate share hospital payment
			 methodology</header><subsection id="H2E2AC95CE8C7407B9B980F5C4B10F4B0"><enum>(a)</enum><header>Two-Year
			 delay</header><text>Section 1886(r) of the Social Security Act (42 U.S.C.
			 1395ww(r)) is amended—</text><paragraph id="H7358464926FE46B88FDA8D9164A77969"><enum>(1)</enum><text>in paragraph (1),
			 by striking <quote>For fiscal year 2014</quote> and inserting <quote>For fiscal
			 year 2016</quote>; and</text></paragraph><paragraph id="H91ABE9263D9C4626A5F706CD6F75C8F6"><enum>(2)</enum><text>in paragraph
			 (2)—</text><subparagraph id="H0A6AC250E12540B485F075EBB60D6E76"><enum>(A)</enum><text>in the matter
			 preceding subparagraph (A), by striking <quote>for fiscal year 2014</quote> and
			 inserting <quote>for fiscal year 2016</quote>;</text></subparagraph><subparagraph id="HFD178973978344DB8F2C609DD5A5500A"><enum>(B)</enum><text>in subparagraph
			 (B)(i)—</text><clause id="H8118FEEC8A5342D1B0EAFB5AE1D81C72"><enum>(i)</enum><text>in
			 the heading of clause (i), by striking <quote><header-in-text level="clause" style="OLC">2014, 2015, 2016, and 2017</header-in-text></quote> and inserting
			 <quote><header-in-text level="clause" style="OLC">2016, 2017, 2018, and
			 2019</header-in-text></quote>;</text></clause><clause id="HA813A70C366D4B6BAD80898DABC2DFA2"><enum>(ii)</enum><text>in
			 the matter preceding subclause (I), by striking <quote>For each of fiscal years
			 2014, 2015, 2016, and 2017</quote> and inserting <quote>For each of fiscal
			 years 2016, 2017, 2018, and 2019</quote>; and</text></clause><clause id="HDD5714F9D3ED47528A6DE39E9F10C8C7"><enum>(iii)</enum><text>in
			 the matter following subclause (II)—</text><subclause id="H15A437CCBA3C4730B2260D61F33BF818"><enum>(I)</enum><text>by striking
			 <quote>fiscal year 2014</quote> and inserting <quote>fiscal year 2016</quote>;

			 <quote>fiscal years 2015, 2016, and 2017</quote> and inserting <quote>fiscal

			 (B)(ii)—</text><clause id="HBE4C28EC6A4B4DF29943D9A0D82FF10B"><enum>(i)</enum><text>in
			 the heading of clause (ii), by striking <quote><header-in-text level="clause" style="OLC">2018</header-in-text></quote> and inserting <quote><header-in-text level="clause" style="OLC">2020</header-in-text></quote>;</text></clause><clause id="H9283CEF144BD411A94A805F8E43F0BD3"><enum>(ii)</enum><text>in
			 the matter preceding subclause (I), by striking <quote>For fiscal year
			 2018</quote> and inserting <quote>For fiscal year 2020</quote>; and</text></clause><clause id="H177ACBDC81C24129A4640B7028C98BB1"><enum>(iii)</enum><text>in
			 the matter following subclause (II), by striking <quote>fiscal years 2018 and
			 2019</quote> and inserting <quote>fiscal years 2020 and 2021</quote>.</text></clause></subparagraph></paragraph></subsection><subsection id="HE00CC3424AA4447FACEFF4EC01998EE6"><enum>(b)</enum><header>Effective
			 date</header><text>The amendments made by subsection (a) shall take effect as
			 if included in the enactment of section 3133 of the Patient Protection and
			 Affordable Care Act (<external-xref legal-doc="public-law" parsable-cite="pl/111/148">Public Law 111–148</external-xref>), as amended by section 10316 of such
			 Act, and as further amended by section 1104 of the Health Care and Education
			 Reconciliation Act of 2010 (<external-xref legal-doc="public-law" parsable-cite="pl/111/152">Public Law 111–152</external-xref>).</text></subsection></section><section id="HB01F6495D4F848F197F2A5E9D2B95E61"><enum>3.</enum><header>Modification of
			 reduction schedule for Medicaid DSH allotments to States</header><subsection id="HF0099E61CD05440FB9A816A346DBFA69"><enum>(a)</enum><header>Elimination of
			 reductions for fiscal years 2014 and 2015</header><text>Section 1923(f)(7)(A)
			 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396r-4">42 U.S.C. 1396r–4(f)(7)(A)</external-xref>) is amended—</text><paragraph id="HE6797D800BAB40CB868ED5844A281A2F"><enum>(1)</enum><text>in clause (i) in
			 the matter preceding subclause (I), by striking <quote>fiscal years
			 2014</quote> and inserting <quote>fiscal years 2016</quote> ; and</text></paragraph><paragraph id="H63FA9CBA45DD4AC3BD660F3FF7584B6D"><enum>(2)</enum><text>in clause (ii), by
			 striking subclauses (I) and (II) and redesignating subclauses (III) through
			 (VII) as subclauses (I) through (V), respectively.</text></paragraph></subsection><subsection id="H1851211E234D441080F3C9C1169BDA76"><enum>(b)</enum><header>Effective
			 date</header><text>The amendments made by subsection (a) shall take effect as if
			 included in the enactment of section 1203 of the Health Care and Education
			 Reconciliation Act of 2010 (<external-xref legal-doc="public-law" parsable-cite="pl/111/152">Public Law 111–152</external-xref>).</text></subsection></section><section id="id1F7AAA8948D5432181B627C3AB208487"><enum>4.</enum><header>Rebasing of
		Medicaid disproportionate share hospital allotments</header><text display-inline="no-display-inline">Section 1923(f)(8) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396r-4">42 U.S.C. 1396r–4(f)(8)</external-xref>) is amended—</text><paragraph id="idB445DC123BE345309B6B4C978BA594BE"><enum>(1)</enum><text>by redesignating subparagraph (C) as subparagraph (D);</text></paragraph><paragraph id="idAAC217FFC1BF45888353BD736FA2DC5D"><enum>(2)</enum><text>by inserting after subparagraph (B) the following new subparagraph:</text><quoted-block display-inline="no-display-inline" id="id1A4A2D66A2F14BA29FE26C7830986604" style="OLC"><subparagraph id="idC208F3EACDA44E98A7ACAB295D73DC96"><enum>(C)</enum><header>Fiscal year 2023</header><text>Only with respect to fiscal year 2023, the DSH allotment for a State, in lieu of the amount determined under paragraph (3) for the State for that year, shall be equal to the DSH allotment for the State for fiscal year 2022, as determined under subparagraph (B), increased, subject to subparagraphs (B) and (C) of paragraph (3), and paragraph (5), by the percentage change in the consumer price index for all urban consumers (all items; U.S. city average), for fiscal year 2022.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA275B150DE9E4048A571051BBA832D7B"><enum>(3)</enum><text>in subparagraph (D) (as redesignated by paragraph (1) of this section), by striking <quote>fiscal year 2022</quote> and inserting “fiscal year 2023.</text></paragraph></section></legis-body></bill>
