		<official-title>To amend title I of the Patient Protection and Affordable
		  Care Act to ensure that the coverage offered under multi-State qualified health
		  plans offered in Exchanges is consistent with the Federal abortion funding
		  ban.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Preventing the Offering of
			 Elective Coverage of Taxpayer-Funded-Abortion Act of 2013</short-title></quote>
			 or the <quote><short-title>PROTECT
			 Act</short-title></quote>.</text>
		</section><section id="idEF216C39EFF34C8DA3FCE79FE1DA1177"><enum>2.</enum><header>Consistency with
			 Federal abortion funding ban for coverage under multi-State plans in
			 exchanges</header>
			<subsection id="id0a88ff41ed3a4ff7aefac121bba356c5"><enum>(a)</enum><header>In
			 general</header><text>Paragraph (6) of section 1334(a) of the Patient
			 Protection and Affordable Care Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18054">42 U.S.C. 18054(a)(6)</external-xref>) is amended to read
			 as follows:</text>
				<quoted-block display-inline="no-display-inline" id="idd619b0a2a8874047a1dcaf32ce8f4cb2" style="OLC">
					<paragraph id="id50856c9ac9f34870a18c0c02b8141817"><enum>(6)</enum><header>Consistency
				with federal abortion funding ban</header>
						<subparagraph id="id67129b7368204412990ea5fd5b009530"><enum>(A)</enum><header>In
				general</header><text>In entering into contracts under this subsection, the
				Director shall ensure that no multi-State qualified health plan offered in an
				Exchange provides for coverage of abortions.</text>
						</subparagraph><subparagraph id="id765e07ee71f24eff8a70d860d9d5f12e"><enum>(B)</enum><header>Exception</header><text>The
				limitation established in subparagraph (A) shall not apply to an
				abortion—</text>
							<clause id="idb7bdfa7ad9054680b1fd2b115366fb1f"><enum>(i)</enum><text>if the pregnancy
				is the result of an act of rape or incest; or</text>
							</clause><clause id="idccd77513d1fd4120a942007a57fbe6e1"><enum>(ii)</enum><text>in a case where
				a woman suffers from a physical disorder, physical injury, or physical illness
				that would, as certified by a physician, place the woman in danger of death
				unless an abortion is performed, including a life-endangering physical
				condition caused by or arising from the pregnancy
				itself.</text>
							</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id573b4b08091c4e5b877b976b798f7a7b"><enum>(b)</enum><header>Preemption</header><text>Section
			 1303(c) of the Patient Protection and Affordable Care Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18023">42 U.S.C. 18023(c)</external-xref>)
			 is amended—</text>
				<paragraph id="id22d02efe507f4a118a85e0d1b4f9ecdc"><enum>(1)</enum><text>in paragraph (1),
			 by striking <quote>Nothing in this Act</quote> and inserting <quote>Subject to
			 paragraph (4), nothing in this Act</quote>; and</text>
				</paragraph><paragraph id="idf14d2ae45e9c485f97e7d95f554f0fc0"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id9b7062ea21664aa290447d4991981605" style="OLC">
						<paragraph id="idf69dd78af562465399700e34c741ca82"><enum>(4)</enum><header>Application of
				limitation for multi-state plans</header><text>Paragraph (6) of section 1334(a)
				shall preempt any State law requiring coverage of or funding for abortions with
				respect to the application of such law to multi-State qualified health
				plans.</text>
