		  promote oversight of United States programs.</official-title></form><legis-body id="H8422E404CDDC4F3E828A110306DAFA90" style="OLC"><section id="idD505906B17D0464FAA6606FAE8BFC17A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>PEPFAR Stewardship and Oversight Act
			 of 2013</short-title></quote>.</text></section><section id="H6ACC7D57169F4145BD4CEEB353EFDA20"><enum>2.</enum><header>Inspector General
			 oversight</header><text display-inline="no-display-inline">Section 101(f)(1) of
			 the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of
			 2003 (<external-xref legal-doc="usc" parsable-cite="usc/22/7611">22 U.S.C. 7611(f)(1)</external-xref>) is amended—</text><paragraph id="H01286F0EFB2148F8938406BA0B84A10B"><enum>(1)</enum><text>in subparagraph
			 (A), by striking <quote>5 coordinated annual plans for oversight activity in
			 each of the fiscal years 2009 through 2013</quote> and inserting
			 <quote>coordinated annual plans for oversight activity in each of the fiscal
			 years 2009 through 2018</quote>; and</text></paragraph><paragraph id="H944B0A00A3D14DE29C2A6276E48B5951"><enum>(2)</enum><text>in subparagraph
			 (C)—</text><subparagraph id="HCD06AD6543074E0DBDB0C2C9BEAD960D"><enum>(A)</enum><text>in clause
			 (ii)—</text><clause id="HCEE643E110894E47B92FD2EA6560C680"><enum>(i)</enum><text>in
			 the heading, by striking <quote><header-in-text level="clause" style="OLC">Subsequent</header-in-text></quote> and inserting
			 <quote><header-in-text level="clause" style="OLC">2010 through
			 2013</header-in-text></quote>; and</text></clause><clause id="H59C582AB41B34077BF04448231FB6903"><enum>(ii)</enum><text>by
			 striking <quote>the last four plans</quote> and inserting <quote>the plans for
			 fiscal years 2010 through 2013</quote>; and</text></clause></subparagraph><subparagraph id="HBC11EDDF74684E478FECF168EC4F5852"><enum>(B)</enum><text>by adding at the
			 end the following new clause:</text><quoted-block display-inline="no-display-inline" id="H1D73300E10DE4690A0C0F1C1763E19E0" style="OLC"><clause id="H02D8E63C1BC3470B949D60FCB9F06FC9"><enum>(iii)</enum><header>2014
				plan</header><text display-inline="yes-display-inline">The plan developed under
				subparagraph (A) for fiscal year 2014 shall be completed not later than 60 days
				after the date of the enactment of the PEPFAR Stewardship and Oversight Act of
				2013.</text></clause><clause id="HD825276378134CB289D92F15A2DDCA8A"><enum>(iv)</enum><header>Subsequent
				plans</header><text>Each of the last four plans developed under subparagraph
				(A) shall be completed not later than 30 days before each of the fiscal years
				2015 through 2018,
				respectively.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section id="HF681AA67F70E48A8BDA92B1A96455AFE"><enum>3.</enum><header>Annual treatment
			 study</header><subsection id="HFC81F51A283640D59D0B2B8E0D19AEE5"><enum>(a)</enum><header>Annual study;
			 message</header><text display-inline="yes-display-inline">Section 101(g) of the
			 United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of
			 2003 (<external-xref legal-doc="usc" parsable-cite="usc/22/7611">22 U.S.C. 7611(g)</external-xref>) is amended—</text><paragraph id="H3691C12E68E44A839ED48A1DFF570DFE"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking
			 <quote>through September 30, 2013</quote> and inserting <quote>through
			 September 30, 2019</quote>;</text></paragraph><paragraph id="H50CC77B5EC7D47DFA947C514A8FCCB96"><enum>(2)</enum><text>by redesignating
			 paragraph (2) as paragraph (3);</text></paragraph><paragraph id="HD92E94DC1CD149E1B57648E5D5301D49"><enum>(3)</enum><text>by inserting after
			 paragraph (1) the following new paragraph:</text><quoted-block display-inline="no-display-inline" id="H79BDA8A2FE8F48D7A68354DA79FA4AE7" style="OLC"><paragraph id="HDDB7E747E073497D90EF65FB21F8D08D"><enum>(2)</enum><header>2013 through
				2018 studies</header><text>The studies required to be submitted by September
				30, 2014, and annually thereafter through September 30, 2018, shall include, in
				addition to the elements set forth under paragraph (1), the following
				elements:</text><subparagraph id="H013EE9BFAF704F50826BA7D39BA20134"><enum>(A)</enum><text>A plan for
				conducting cost studies of United States assistance under section 104A of the
				Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2151b-2">22 U.S.C. 2151b–2</external-xref>) in partner countries, taking
				into account the goal for more systematic collection of data, as well as the
				demands of such analysis on available human and fiscal resources.</text></subparagraph><subparagraph id="H8071BE9D94BF4C11932A08D0451BC19B"><enum>(B)</enum><text>A comprehensive
				and harmonized expenditure analysis by partner country, including—</text><clause id="idDC953DF8339E455DBEBB2DE83CB7974B"><enum>(i)</enum><text>an analysis of
				Global Fund and national partner spending and comparable data across United
				States, Global Fund, and national partner spending; or</text></clause><clause id="idD171CE08B59445A2A93A9A359301A201"><enum>(ii)</enum><text>where providing
				such comparable data is not currently practicable, an explanation of why it is
				not currently practicable, and when it will be
				practicable.</text></clause></subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block></paragraph><paragraph id="idEDAE5CBD0192428081B26C4531DD8E2B"><enum>(4)</enum><text>by adding at the
			 end the following new paragraph:</text><quoted-block act-name="" id="id237CA052D7144075A272FD5C25F64BC9" style="OLC"><paragraph id="id95B6B845C2DC4B1D94037D0AD0465FFA"><enum>(4)</enum><header>Partner country
				defined</header><text>In this subsection, the term <term>partner country</term>
				means a country with a minimum United States Government investment of HIV/AIDS
				assistance of at least $5,000,000
				annually.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section id="HA40C3DD6828E407A8A05D1E1CDD322EA"><enum>4.</enum><header>Participation in
			 the Global Fund to fight AIDS, Tuberculosis, and Malaria</header><subsection id="HBD2B4538B09847DD9B12CEA1136935F2"><enum>(a)</enum><header>Limitation</header><text display-inline="yes-display-inline">Section 202(d)(4) of the United States
			 Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 (22 U.S.C.
			 7622(d)(4)) is amended—</text><paragraph id="id32A91BBACF904917B8E1DDEB903E6040"><enum>(1)</enum><text>in subparagraph
			 (A)—</text><subparagraph id="HC51550263F044DEDA9600F3472E15D52"><enum>(A)</enum><text>in clause (i), by
			 striking <quote>2013</quote> and inserting <quote>2018</quote>;</text></subparagraph><subparagraph id="H8EA2890DD099487DAF182A3A7B9784B1"><enum>(B)</enum><text>in clause
			 (ii)—</text><clause id="H3C365ABD96E34B838F48FCE4AF5253FE"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>2013</quote> and
			 inserting <quote>2018</quote>; and</text></clause><clause id="H10A5F77425E245F4ADC910C245830A8F"><enum>(ii)</enum><text>by
			 striking the last two sentences; and</text></clause></subparagraph><subparagraph id="idF1AA82846EFF4FB7A9BE958609E01AF6"><enum>(C)</enum><text>in clause (vi),
			 by striking <quote>2013</quote> and inserting <quote>2018</quote>; and</text></subparagraph></paragraph><paragraph id="id99916EE7350F4AFB8E55BBE8BF8E19AB"><enum>(2)</enum><text>in subparagraph
			 (B)—</text><subparagraph id="id24CF2AFF54F24EFCB8030D169AB3FF60"><enum>(A)</enum><text>by striking
			 <quote>under this subsection</quote> each place it appears;</text></subparagraph><subparagraph id="id0A2D9CB12DD943279DE4156F1DADF9C3"><enum>(B)</enum><text>in clause (ii),
			 by striking <quote>pursuant to the authorization of appropriations under
			 section 401</quote> and inserting <quote>to carry out section 104A of the
			 Foreign Assistance Act of 1961</quote>; and</text></subparagraph><subparagraph id="id4F0DEDAD4FCD4427A3FE2579B0D7FF8A"><enum>(C)</enum><text>in clause (iv),
			 by striking <quote>2013</quote> and inserting <quote>2018</quote>.</text></subparagraph></paragraph></subsection><subsection id="id6ff6e8c3f645410cabe16b026ec037ad"><enum>(b)</enum><header>Withholding
			 funds</header><text>Section 202(d)(5) of the United States Leadership Against
			 HIV/AIDS, Tuberculosis, and Malaria Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/22/7622">22 U.S.C. 7622(d)</external-xref>) is amended
			 by—</text><paragraph id="idfc49d8d89073456e9a42d52ec477faa7"><enum>(1)</enum><text>in paragraph
			 (5)—</text><subparagraph id="id8a6e7811af9142f88697aa4581bf8d67"><enum>(A)</enum><text>by striking
			 <quote>2013</quote> and inserting <quote>2018</quote>;</text></subparagraph><subparagraph id="id4926221ddd3642a0aebed517ce78c169"><enum>(B)</enum><text>in subparagraph
			 (C)—</text><clause id="ida02b13499b0e48b6bca33f5a6e118b6b"><enum>(i)</enum><text>by
			 inserting <quote>in an open, machine readable format</quote> after
			 <quote>site</quote>;</text></clause><clause id="id683575817be8432c8a57157afaf79d53"><enum>(ii)</enum><text>by
			 amending clause (v) to read as follows:</text><quoted-block display-inline="no-display-inline" id="id11806F3D20C74C86A5F01851A242AAA4" style="OLC"><clause id="idf6be13f5947a40199439cae75551765a"><enum>(v)</enum><text>a
				regular collection, analysis, and reporting of performance data and funding of
				grants of the Global Fund, which covers all principal recipients and all
				subrecipients on the fiscal cycle of each grant, and includes the distribution
				of resources, by grant and principal recipient and subrecipient, for
				prevention, care, treatment, drugs, and commodities purchase, and other
				purposes as
				practicable;</text></clause><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id398d2915eb4a4e48b76a4ef1147c198d"><enum>(C)</enum><text>in subparagraph
			 (D)(ii), by inserting <quote>, in an open, machine readable format,</quote>
			 after <quote>audits</quote>;</text></subparagraph><subparagraph id="id0d92c90a2b16490d8c035b2a91fa965e"><enum>(D)</enum><text>in subparagraph
			 (E), by inserting <quote>, in an open, machine readable format,</quote> after
			 <quote>publicly</quote>;</text></subparagraph><subparagraph id="id6388b96639404490967a0719aa5d3d21"><enum>(E)</enum><text>in subparagraph
			 (F)—</text><clause id="id9D9DCBEDC8B3442FBA437A840B0C9056"><enum>(i)</enum><text>in
			 clause (i), by striking <quote>; and</quote> and inserting a semicolon;
			 and</text></clause><clause id="id80b35567c9f14d6694b7bed601feb637"><enum>(ii)</enum><text>by
			 striking clause (ii) and inserting the following new clauses:</text><quoted-block display-inline="no-display-inline" id="id6b549a34afa94de08f422c1549e7c008" style="OLC"><clause id="id992cb16677b643cf929a0fb789cc656b"><enum>(ii)</enum><text>all principal
				recipients and subrecipients and the amount of funds disbursed to each
				principal recipient and subrecipient on the fiscal cycle of the grant;</text></clause><clause id="idbaabb630f6e54d69b01211d3dbfbf326"><enum>(iii)</enum><text>expenditure
				data—</text><subclause id="id886bbd2001a1461b8b859825f337a673"><enum>(I)</enum><text>tracked by
				principal recipients and subrecipients by prevention, care, and treatment as
				practicable and reported in a format that allows comparison with other funding
				streams in each country; or</text></subclause><subclause id="id94d345811f514aa798f735f4939ccce8"><enum>(II)</enum><text>if such
				expenditure data is not available, outlay or disbursement data, and an
				explanation of progress made toward providing such expenditure data; and</text></subclause></clause><clause id="id64c581fe50bb44e38db51cad3814c587"><enum>(iv)</enum><text>high-quality
				grant performance evaluations measuring inputs, outputs, and outcomes, as
				appropriate, with the goal of achieving outcome
				reporting;</text></clause><after-quoted-block>;
				and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="iddd0217d6394e4fb6af4172827099e4c1"><enum>(F)</enum><text>by amending
			 subparagraph (G) to read as follows:</text><quoted-block display-inline="no-display-inline" id="idF963CF65E48E480293637975FA7BE92B" style="OLC"><subparagraph id="id03c43a72136c4893b94ba406568f699c"><enum>(G)</enum><text>has published an
				annual report on a publicly available Web site in an open, machine readable
				format, that includes—</text><clause id="id8B34B3AD87D041B393EE51FDDB911469"><enum>(i)</enum><text>a
				list of all countries imposing import duties and internal taxes on any goods or
				services financed by the Global Fund;</text></clause><clause id="idF98CB718318946B789B2C4E118B51516"><enum>(ii)</enum><text>a description of
				the types of goods or services on which the import duties and internal taxes
				are levied;</text></clause><clause id="id549E4872797C4BA8B7EA8EF458FEF547"><enum>(iii)</enum><text>the total cost
				of the import duties and internal taxes;</text></clause><clause id="id6FFC0B09FD9D4E0DB0A872D5BE5D4F9A"><enum>(iv)</enum><text>recovered import
				duties or internal taxes; and</text></clause><clause id="idC38ACE287A26471DBBD23D679320C352"><enum>(v)</enum><text>the status of
				country
				status-agreements;</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection></section><section id="HD34A5FB4F5B04BA5BA3BB08779F6C382"><enum>5.</enum><header>Annual
			 report</header><text display-inline="no-display-inline">Section 104A(f) of the
			 Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2151b-2">22 U.S.C. 2151b–2(f)</external-xref>) is amended to read as
			 follows:</text><quoted-block display-inline="no-display-inline" id="HD1EFBC7B69D345F5828E3CA2ADB399E0" style="OLC"><subsection id="H80415CEBC5FE4F9F8E0E222AC42BA35C"><enum>(f)</enum><header>Annual
				report</header><paragraph id="H207DCB127BE849369EE7C3CC2EE92A79"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Not later than
				February 15, 2014, and annually thereafter, the President shall submit to the
				Committee on Foreign Relations of the Senate and the Committee on Foreign
				Affairs of the House of Representatives a report in an open, machine readable
				format, on the implementation of this section for the prior fiscal year.</text></paragraph><paragraph id="H365FD34B98624274839CAF42B53D17D7"><enum>(2)</enum><header>Report
				elements</header><text>Each report submitted after February 15, 2014, shall
				include the following:</text><subparagraph id="H1A80AED687164E5689F8DD827DD5C994"><enum>(A)</enum><text>A description
				based on internationally available data, and where practicable high-quality
				country-based data, of the total global burden and need for HIV/AIDS
				prevention, treatment, and care, including—</text><clause id="id8BA5F74BBE64431DA6CC708AC8C80784"><enum>(i)</enum><text>estimates by
				partner country of the global burden and need; and</text></clause><clause id="idC388AF6AC91A46B1899C990B4F543C8A"><enum>(ii)</enum><text>HIV incidence,
				prevalence, and AIDS deaths for the reporting period.</text></clause></subparagraph><subparagraph id="H21227900D4B04FACAFA33E36E6D0EC1C"><enum>(B)</enum><text>Reporting on
				annual targets across prevention, treatment, and care interventions in partner
				countries, including—</text><clause id="idd0bb1294bfa14a0db29260367e4f8162"><enum>(i)</enum><text>a
				description of how those targets are designed to—</text><subclause id="id6f219af893514aafbf6894ab45719ca7"><enum>(I)</enum><text>ensure that the
				annual increase in new patients on antiretroviral treatment exceeds the number
				of annual new HIV infections;</text></subclause><subclause id="ida8e1eff46fd54b128cb5611db91f38f1"><enum>(II)</enum><text>reduce the
				number of new HIV infections below the number of deaths among persons infected
				with HIV; and</text></subclause><subclause id="idB82C12ED8DB64A638C397B23F618D770"><enum>(III)</enum><text>achieve an
				AIDS-free generation;</text></subclause></clause><clause id="id732c9beb36d345f7bb03cd69a33678e2"><enum>(ii)</enum><text>national targets
				across prevention, treatment, and care that are—</text><subclause id="idde55b0960b224c8584fd18f8700b2af8"><enum>(I)</enum><text>established by
				partner countries; or</text></subclause><subclause id="id9464e018896a482f9c398960ffeb04c4"><enum>(II)</enum><text>where such
				national partner country-developed targets are unavailable, a description of
				progress towards developing national partner country targets; and</text></subclause></clause><clause id="id54589c36341343268bfbb7451193997f"><enum>(iii)</enum><text>bilateral
				programmatic targets across prevention, treatment, and care, including—</text><subclause id="id0341b5793d3948a1ad0c15fefeefea24"><enum>(I)</enum><text>the number of
				adults and children to be directly supported on HIV treatment under United
				States-funded programs;</text></subclause><subclause id="idd46a681b8a6d465f967f7c4e26a85209"><enum>(II)</enum><text>the number of
				adults and children to be otherwise supported on HIV treatment under United
				States-funded programs; and</text></subclause><subclause id="idfb7807c610a24a2f9ba3d5b127b65134"><enum>(III)</enum><text>other
				programmatic targets for activities directly and otherwise supported by United
				States-funded programs.</text></subclause></clause></subparagraph><subparagraph id="H41AE58548FD24AC0B063CB7361410DA8"><enum>(C)</enum><text display-inline="yes-display-inline">A description, by country, of HIV/AIDS
				funding from all sources, including funding levels from partner countries,
				other donors, and the private sector, as practicable.</text></subparagraph><subparagraph id="HD052449314E9448D92F2E149EBC089B1"><enum>(D)</enum><text display-inline="yes-display-inline">A description of how United States-funded
				programs, in conjunction with the Global Fund, other donors, and partner
				countries, together set targets, measure progress, and achieve positive
				outcomes in partner countries.</text></subparagraph><subparagraph id="HCD0B80A737AF42DEB8818DCAEBCE0356"><enum>(E)</enum><text>An annual
				assessment of outcome indicator development, dissemination, and performance for
				programs supported under this section, including ongoing corrective actions to
				improve reporting.</text></subparagraph><subparagraph id="HD5D05F02DAA1459F83C4C42439BAEC97"><enum>(F)</enum><text display-inline="yes-display-inline">A description and explanation of changes in
				related guidance or policies related to implementation of programs supported
				under this section.</text></subparagraph><subparagraph id="idc4f52044c10047929b89c46448419571"><enum>(G)</enum><text>An assessment and
				quantification of progress over the reporting period toward achieving the
				targets set forth in subparagraph (B), including—</text><clause id="id73e2959f48cd4877b4acd5d2f247623d"><enum>(i)</enum><text>the number, by
				country, of persons on HIV treatment, including specifically—</text><subclause id="idfbe91ae28ef943cf999da374f952b17a"><enum>(I)</enum><text>the number of
				adults and children on HIV treatment directly supported by United States-funded
				programs; and</text></subclause><subclause id="id0ca552cad46b42ac976f98157e907bd8"><enum>(II)</enum><text>the number of
				adults and children on HIV treatment otherwise supported by United
				States-funded programs;</text></subclause></clause><clause id="id0ab09df390bf4fd7b7c3fea544209356"><enum>(ii)</enum><text>HIV treatment
				coverage rates by country;</text></clause><clause id="idb1c9c07a6ec74a509bed2903857b3f03"><enum>(iii)</enum><text>the net
				increase in persons on HIV treatment by country;</text></clause><clause id="id728cdaac9100402d88219699a5531e99"><enum>(iv)</enum><text>new infections
				of HIV by country;</text></clause><clause id="id2bf50305992642e492558b7985e89437"><enum>(v)</enum><text>the number of HIV
				infections averted;</text></clause><clause id="id798753659b974be88fdebf97c3be3171"><enum>(vi)</enum><text>antiretroviral
				treatment program retention rates by country, including—</text><subclause id="id0B19E3933EBC4CD6A3D951B90AAF8007"><enum>(I)</enum><text>performance
				against annual targets for program retention; and</text></subclause><subclause id="idE47E9C2417604FB1B0E9D6F870147587"><enum>(II)</enum><text>the retention
				rate of persons on HIV treatment directly supported by United States-funded
				programs; and</text></subclause></clause><clause id="idec26631a5cec408784ca0f7b2e38b764"><enum>(vii)</enum><text>a description
				of supportive care, including management of co-morbidities.</text></clause></subparagraph><subparagraph id="id5b12cee9f51f4bf8aefdb783f27400b5"><enum>(H)</enum><text>A description of
				national and United States-funded HIV/AIDS prevention programs and policies,
				including—</text><clause id="id163f15e23a6f4d5480afed0aec929cb3"><enum>(i)</enum><text>an assessment by
				country of progress towards targets set forth in subparagraph (B), with a
				detailed description of the metrics used to assess—</text><subclause id="id13df6a45b1004839875354834c597dec"><enum>(I)</enum><text>programs to
				prevent mother to child transmission of HIV/AIDS, including coverage
				rates;</text></subclause><subclause id="idf52e16e9c35d4d278755bbf03f846dc0"><enum>(II)</enum><text>programs to
				provide or promote voluntary medical male circumcision, including coverage
				rates;</text></subclause><subclause id="id40f0b0eefe504db2ac72975bfacb566a"><enum>(III)</enum><text>programs for
				behavior-change; and</text></subclause><subclause id="id471f9b139e1942dbad769325e8f7ad01"><enum>(IV)</enum><text>other
				programmatic activities to prevent the transmission of HIV;</text></subclause></clause><clause id="id779903b965774e64806bb7730f78adf9"><enum>(ii)</enum><text>antiretroviral

				of any new preventative interventions or methodologies.</text></clause></subparagraph><subparagraph id="HF88EE088877E45ABAD2ED5DD4054DAD0"><enum>(I)</enum><text>A description of
				the goals, scope, and measurement of program efforts aimed at women and
				girls.</text></subparagraph><subparagraph id="H2F194315DDE74E6FACB4091C2BB6031C"><enum>(J)</enum><text>A description of
				the goals, scope, and measurement of program efforts aimed at orphans,
				vulnerable children, and youth.</text></subparagraph><subparagraph id="id54706efa0b024736b50f2e4ad667eb32"><enum>(K)</enum><text>A description of
				the indicators and milestones used to assess effective, strategic, and
				appropriately timed country ownership, including—</text><clause id="id198ec9eacf7e4a49943914142334d7dd"><enum>(i)</enum><text>an explanation of
				the metrics used to determine whether the pace of any transition to such
				ownership is appropriate for that country, given that country’s level of
				readiness for such transition;</text></clause><clause id="idfa9fea32bbe747939cb6272c4814a3bd"><enum>(ii)</enum><text>an analysis of
				governmental and local nongovernmental capacity to sustain positive
				outcomes;</text></clause><clause id="id4db9283582cf4df087e0728c9dc27962"><enum>(iii)</enum><text>a description
				of measures taken to improve partner country capacity to sustain positive
				outcomes where needed; and</text></clause><clause id="id01b518ebafd7424a9a8a5993f0ac5af3"><enum>(iv)</enum><text>for countries
				undergoing a transition to greater country ownership, a description of
				strategies to assess and mitigate programmatic and financial risk and to ensure
				continued quality of care for essential services.</text></clause></subparagraph><subparagraph id="idea66369d644e47268ac857a6c6c6bc1f"><enum>(L)</enum><text>A description,
				globally and by country, of specific efforts to achieve and incentivize greater
				programmatic and cost effectiveness, including—</text><clause id="id0861f88c892d4c0990bb58f7ec934cda"><enum>(i)</enum><text>progress toward
				establishing common economic metrics across prevention, care and treatment with
				partner counties and the Global Fund;</text></clause><clause id="idcc47639816834dc19625d2b099be6f12"><enum>(ii)</enum><text>average costs,
				by country and by core intervention;</text></clause><clause id="id9f468ce52c3a4f13a7e5697966c484a2"><enum>(iii)</enum><text>expenditure
				reporting in all program areas, supplemented with targeted analyses of the
				cost-effectiveness of specific interventions; and</text></clause><clause id="idbc6450fe3f6e4343a1b7943882c06dfc"><enum>(iv)</enum><text>import duties
				and internal taxes imposed on program commodities and services, by
				country.</text></clause></subparagraph><subparagraph id="id545677b059db411b828b034b7aab0ddd"><enum>(M)</enum><text>A description of
				partnership framework agreements with countries, and regions where applicable,
				including—</text><clause id="idC4C2163B1C504991B33BB738B6B135DF"><enum>(i)</enum><text>the objectives
				and structure of partnership framework agreements with countries,
				including—</text><subclause id="id31F10295A86A407985C5E958F92B8316"><enum>(I)</enum><text>how these
				agreements are aligned with national HIV/AIDS plans and public health
				strategies and commitments of such countries; and</text></subclause><subclause id="idB400B9B85015484EBB186BA03A3581E1"><enum>(II)</enum><text>how these
				agreements incorporate a role for civil society; and</text></subclause></clause><clause id="idD282053B98494BA88601E86E6A3A7383"><enum>(ii)</enum><text>a description of
				what has been learned in advancing partnership framework agreements with
				countries, and regions as applicable, in terms of improved coordination and
				collaboration, definition of clear roles and responsibilities of participants
				and signers, and implications for how to further strengthen these agreements
				with mutually accountable measures of progress.</text></clause></subparagraph><subparagraph commented="no" id="H630BC26C01EF4D0B892B217A653FA576"><enum>(N)</enum><text display-inline="yes-display-inline">A description of efforts and activities to
				engage new partners, including faith-based, community-based, and United States
				minority-serving institutions.</text></subparagraph><subparagraph id="id32900e3a5fe2413d945346e158278c6d"><enum>(O)</enum><text>A definition and
				description of the differentiation between directly and otherwise supported
				activities, including specific efforts to clarify programmatic attribution and
				contribution, as well as timelines for dissemination and implementation.</text></subparagraph></paragraph><paragraph id="idDAB8FBC669674817AE4408505EA73B29"><enum>(3)</enum><header>Partner country
				defined</header><text>In this subsection, the term <term>partner country</term>
				means a country with a minimum United States Government investment of HIV/AIDS
				assistance of at least $5,000,000

			 <quote>2013</quote> and inserting <quote>2018</quote>; and</text></paragraph><paragraph id="idd5989fb9223a451c80108a0f2e6d1f2d"><enum>(2)</enum><text>by striking
			 <quote>amounts appropriated pursuant to the authorization of appropriations
			 under section 401</quote> and inserting <quote>amounts appropriated or
