				amendment.</toc-entry></toc></subsection></section><section id="id95DC85EAB4D24AED814FF8C0DF6C6D92"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text><paragraph id="id67A883D5726F446189CE0049BB6465E4"><enum>(1)</enum><text display-inline="yes-display-inline">Recent reports on sex trafficking estimate
			 that hundreds of thousands of children and youth are at risk for domestic sex
			 trafficking.</text></paragraph><paragraph id="id9A129A8097F64AB592BC8819D98428B0"><enum>(2)</enum><text>The risk is
			 compounded every year for the up to 30,000 young people who are
			 <term>emancipated</term> from foster care.</text></paragraph><paragraph id="id08106FD462E74D8584840D22436629C8"><enum>(3)</enum><text>The current child
			 welfare system does not effectively identify, prevent, or intervene when a
			 child or youth presents as trafficked or at risk for trafficking.</text></paragraph><paragraph id="idF570115D57C7428FAF370421218CF921"><enum>(4)</enum><text>Within the
			 current foster care system, many young adults are housed in congregate care
			 facilities or group homes, which often are targeted by traffickers.</text></paragraph><paragraph id="idB7442E55F7AC4619840B160FDB8CE690"><enum>(5)</enum><text>Within the
			 current foster care system, children and youth are routinely denied the
			 opportunity to participate in normal, age or developmentally appropriate
			 activities such as joining 4–H and other clubs, participating in school plays,
			 playing sports, going to camp, and visiting a friend.</text></paragraph><paragraph id="id68A03798473E4B72B09370F21DA29E24"><enum>(6)</enum><text>A lack of
			 normalcy and barriers to participation in age or developmentally appropriate
			 activities, which are endemic features of the current child welfare system,
			 contribute to increased vulnerability for trafficking, homelessness, and other
			 negative outcomes for children and youth in foster care.</text></paragraph><paragraph id="id7A28354BB5D949E2A05CF8EA7DCA31EA"><enum>(7)</enum><text>The latest
			 research in adolescent brain development indicates that young people learn
			 through experience and through trial and error and as part of healthy brain
			 development young people need to take on increasing levels of decisionmaking
			 through their teenage years.</text></paragraph><paragraph id="id50676AAD6F1641199A02204396E77BAB"><enum>(8)</enum><text>In order to
			 combat domestic sex trafficking and to improve outcomes for children and youth
			 in foster care, systemic changes need to be made to the current child welfare
			 system that focus on—</text><subparagraph id="id1DDAB6334EC74291B94E72392252BB73"><enum>(A)</enum><text>the reduction of
			 youth in congregate care facilities and group homes;</text></subparagraph><subparagraph id="id8ACED2D259D94E92919E81F29B32BC2F"><enum>(B)</enum><text>greater youth
			 interaction with case planning while in foster care;</text></subparagraph><subparagraph id="idD50AF162E3BD411185F9CCD724ECE6B8"><enum>(C)</enum><text>improved policies
			 and procedures that encourage age or developmentally appropriate activities for
			 children in foster care and permit more opportunities for such children to make
			 meaningful and permanent connects with caring adults; and</text></subparagraph><subparagraph id="id15C2DF3D7B0545A285BE269BDD4796AA"><enum>(D)</enum><text>with regard to
			 domestic sex trafficking, improved identification, prevention, and intervention
			 by the child welfare agency in collaboration with the courts, local law
			 enforcement agencies, and other social service providers.</text></subparagraph></paragraph></section><title id="id09619D685B4D4A9FA63B3DBCFB9ACF85"><enum>I</enum><header>Addressing the
			 risks that make youth vulnerable to sex trafficking and other negative
			 outcomes</header><section id="id486C15EA0A8045A0B9B60D5AAB28FA05"><enum>101.</enum><header>Identifying
			 and screening youth at risk of sex trafficking</header><text display-inline="no-display-inline">Section 471(a)(9) of the Social Security Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/671">42 U.S.C. 671(a)(9)</external-xref>) is amended—</text><paragraph id="H5E74D9C44DC64798A72A8F686800294F"><enum>(1)</enum><text>in subparagraph
			 (A), by striking <quote>and</quote>;</text></paragraph><paragraph id="H24066A427C764CE9B2CE12D12EFD174B"><enum>(2)</enum><text>in subparagraph
			 (B), by inserting <quote>and</quote> after the semicolon; and</text></paragraph><paragraph id="HA1D0281C919B434B84DE900033611529"><enum>(3)</enum><text>by adding at the
			 end the following:</text><quoted-block display-inline="no-display-inline" id="H310DA52101294545A3703317216E6E31" style="OLC"><subparagraph id="HC5F9A20B37A34A9CA59A9FA894C0BA99"><enum>(C)</enum><text display-inline="yes-display-inline">not later than—</text><clause commented="no" id="idD88EB8B51C4F413CB66148ACF59F0658"><enum>(i)</enum><text display-inline="yes-display-inline">January 1, 2015, demonstrate to the
				Secretary that it has developed, in consultation with the child protective
				services agency for the State, policies and procedures for identifying and
				screening, and to determine appropriate State action and services, any child
				who the State has reasonable cause to believe is a victim of sex trafficking
				(as defined in section 103(10) of the Trafficking Victims Protection Act of
				2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(10)</external-xref>)) or a severe form of trafficking in persons described
				in paragraph (9)(A) of that Act (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(A)</external-xref>) or is at risk of being a
				victim of either kind of trafficking (including at the option of the State, any
				individual who has not attained age 26 without regard to whether that
				individual is or was in foster care under the responsibility of the State);
				and</text></clause><clause commented="no" display-inline="no-display-inline" id="idBEFB37474DD24BBAAA855B5872835253"><enum>(ii)</enum><text display-inline="yes-display-inline">January 1, 2016, demonstrate to the
				Secretary that it is implementing, in consultation with the child protective
				services agency for the State, the policies and procedures developed under
				clause
				(i).</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id326AE9648F8D46F7B3DE083E6B68475F"><enum>102.</enum><header>Supporting
			 normalcy for children in foster care</header><subsection id="id0C9EEA9CD2B144E68AB999822A8D67C9"><enum>(a)</enum><header>Reasonable and
			 prudent parent standard</header><paragraph id="id58912EA5A2374C40AAC1E1177E8EE710"><enum>(1)</enum><header>Definitions
			 relating to the standard</header><text>Section 475 of the Social Security Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/675">42 U.S.C. 675</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idB065D0C020F04D4F87F9EAAC292D65D4" style="OLC"><paragraph id="id3AC05488762B482E8642C357AC7886C8"><enum>(9)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idB363FBB82297429CB99FF81FE47B1CB9"><enum>(A)</enum><text>The term
				<term>reasonable and prudent parent standard</term> means the standard
				characterized by careful and sensible parental decisions that maintain a
				child's health, safety, and best interests while at the same time encouraging
				the child's emotional and developmental growth, that a caregiver shall use when
				determining whether to allow a child in foster care under the responsibility of
				the State to participate in extracurricular, enrichment, and social
				activities.</text></subparagraph><subparagraph id="idAFA379211283461DB3E05B8F139BD498" indent="up1"><enum>(B)</enum><text>For purposes of subparagraph (A), the
				term <term>caregiver</term> means a foster parent with whom a child in foster
				care has been placed or a designated official for a child care institution in
				which a child in foster care has been placed.</text></subparagraph></paragraph><paragraph id="id34DB2EA404D547788BBF3367B2C05964"><enum>(10)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idA0D6A42ACECF41CE95B8D789BDAB26E0"><enum>(A)</enum><text>The term <term>age or
				developmentally appropriate</term> means activities or items that are generally
				accepted as suitable for children of the same chronological age or level of
				maturity or that are determined to be developmentally appropriate for a child,
				based on the development of cognitive, emotional, physical, and behavioral
				capacities that are typical for an age or age group.</text></subparagraph><subparagraph id="id1E5528C1D7E04EAA993195662E77A085" indent="up1"><enum>(B)</enum><text>In the case of a specific child, the
				term means activities or items that are suitable for that child based on the
				developmental stages attained by the child with respect to the child's
				cognitive, emotional, physical, and behavioral
				capacities.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="id318FE75BD5104023B088D5DC0D23E57E"><enum>(2)</enum><header>State plan
			 amendment</header><text>Section 471(a)(24) of the Social Security Act (42
			 U.S.C. 671(a)(24)) is amended—</text><subparagraph id="id9851F2BC67E041339B41D963CFE6195E"><enum>(A)</enum><text>by striking
			 <quote>include a</quote> and inserting <quote>(A) includes a</quote>;</text></subparagraph><subparagraph id="idB273D3F0527043A0A4383B2FF7DCEE76"><enum>(B)</enum><text>by striking
			 <quote>and that such preparation</quote> and inserting <quote>that such
			 preparation</quote>;</text></subparagraph><subparagraph id="id8493620910664F268C5FEAC464A49289"><enum>(C)</enum><text>by inserting
			 <quote>, and that such preparation shall include knowledge and skills relating
			 to the reasonable and prudent parent standard for the child's participation in
			 age or developmentally appropriate activities, including knowledge and skills
			 relating to the developmental stages of a child's cognitive, emotional,
			 physical, and behavioral capacities, and knowledge and skills relating to
			 applying the standard to decisions such as whether to allow the child to engage
			 in social, extracurricular, and enrichment activities, including sports, field
			 trips, and overnight activities lasting one or more days, and to decisions
			 involving the signing of permission slips and arranging of transportation for
			 the child to and from social, extracurricular, and enrichment
			 activities</quote> before the semicolon.</text></subparagraph></paragraph></subsection><subsection id="id84B27E43053742728695A290A67099F3"><enum>(b)</enum><header>Normalcy for
			 children in child care institutions</header><text>Paragraph (10) of section
			 471(a) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/671">42 U.S.C. 671(a)</external-xref>) is amended to read as
			 follows:</text><quoted-block display-inline="no-display-inline" id="idF3AF9D9987EB42A5B280053920F3F6EE" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="IDF74BADBCE3A441B4AEF07A6C33E105B6"><enum>(10)</enum><text display-inline="yes-display-inline">provides—</text><subparagraph commented="no" display-inline="no-display-inline" id="id41A74E3FE8D947E789359FC85B0F99F1"><enum>(A)</enum><text display-inline="yes-display-inline">for the establishment or designation of a
				State authority or authorities that shall be responsible for establishing and
				maintaining standards for foster family homes and child care institutions which
				are reasonably in accord with recommended standards of national organizations
				concerned with standards for such institutions or homes, including standards
				related to admission policies, safety, sanitation, and protection of civil
				rights, and which shall permit use of the reasonable and prudent parenting
				standard;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idBBB77310216240EE8BCCDD84A3713823"><enum>(B)</enum><text display-inline="yes-display-inline">that the standards so established under
				subparagraph (A) shall be applied by the State to any foster family home or
				child care institution receiving funds under this part or part B of this title
				and shall require, as a condition of any contract entered into by the State
				agency and a child care institution, the presence on-site of at least 1
				official who, with respect to any child placed at the child care institution,
				is designated to be the caregiver who is authorized to apply the reasonable and
				prudent parent standard to decisions involving the child's access to age or
				developmentally appropriate items and participation in age or developmentally
				appropriate activities, and who is provided with training in how to use and
				apply the reasonable and prudent parent standard in the same manner as
				prospective foster parents are provided such training under paragraph
				(24);</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id61C8D3D4049B484E95D860D98712F5FE"><enum>(C)</enum><text display-inline="yes-display-inline">that the standards so established under
				subparagraph (A) include policies and procedures to safeguard foster parents
				and private entities under contract by the State against frivolous lawsuits
				involving the application of the reasonable and prudent parent standard;
				and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE3C1538FDC4A4BA99E934C3BD7679394"><enum>(D)</enum><text display-inline="yes-display-inline">that a waiver of any standards so
				established under subparagraph (A) may be made only on a case-by-case basis for
				nonsafety standards (as determined by the State) in relative foster family
				homes for specific children in
				care;</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id2600A35FE8494EADB40389A05E927D05"><enum>(c)</enum><header>Effective
			 dates</header><text>The amendments made by this section shall take effect on
			 the date that is 1 year after the date of enactment of this Act, without regard
			 to whether regulations have been promulgated by that date to implement the
			 amendments made by this section.</text></subsection></section><section id="id9F8C21381E864273968C86AF9A88F038"><enum>103.</enum><header>Improvements
			 to another planned permanent living arrangement as a permanency option</header><subsection id="id8D0834137604457887BB21C7CF130F50"><enum>(a)</enum><header>Elimination of
			 the option for children under age 16</header><paragraph id="id221ADEEB88984E3F9A51DC90C446CB5E"><enum>(1)</enum><header>In
			 general</header><text>Section 475(5)(C) of the Social Security Act (42 U.S.C.
			 675(5)(C)) is amended by inserting <quote>only in the case of a child who has
			 attained age 16</quote> before <quote>(in cases where the State agency has
			 documented</quote>.</text></paragraph><paragraph id="id94370F399E404763A9F301ECDC576B78"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Section 422(b)(8)(A)(iii)(II) of such Act (42 U.S.C.
			 622(b)(8)(A)(iii)(II)) is amended by inserting <quote>, subject to the
			 requirements of paragraphs (5)(C) and (10) of section 475</quote> after
			 <quote>arrangement</quote>.</text></paragraph></subsection><subsection id="id7B6D0888017149BCB7E963DDC7EF12B2"><enum>(b)</enum><header>Additional
			 requirements</header><paragraph id="idD85AAF54FBF947F6AD515A5C2892C29E"><enum>(1)</enum><header>In
			 general</header><text>Part E of title IV of the Social Security Act (42 U.S.C.
			 670 et seq.) is amended by inserting after section 475 the following new
			 section:</text><quoted-block display-inline="no-display-inline" id="idA441AAC2DDEC4176B64A1E61DEE6CBBA" style="traditional"><section id="id497CE398241444F7A540458E9A22BBEE"><enum>475A.</enum><header>Additional case plan and case review system
		  requirements</header><subsection commented="no" display-inline="yes-display-inline" id="id9B9D063A6F4C4B0F8F0730DE3D6D4EB2"><enum>(a)</enum><header>Requirements for
				another planned permanent living arrangement</header><text>In the case of any
				child for whom another planned permanent living arrangement is the permanency
				plan for the child, the following requirements shall apply for purposes of
				approving the case plan for the child and the case system review procedure for
				the child:</text><paragraph id="id4311631432E7493CB86205BAAD15FE25"><enum>(1)</enum><header>Documentation
				of intensive, ongoing, unsuccessful efforts for family
				placement</header><text>At each permanency hearing held with respect to the
				child, the State agency documents the intensive, ongoing, and, as of the date
				of the hearing, unsuccessful efforts made by the State agency to return the
				child home or secure a placement for the child with a fit and willing relative,
				a legal guardian, or an adoptive parent, including through efforts that utilize
				search technology to find biological family members for children in the child
				welfare system.</text></paragraph><paragraph id="id01573A1ECF2643A7A4CB9DD0A40CCB35"><enum>(2)</enum><header>Redetermination
				of appropriateness of placement at each permanency hearing</header><text>At
				each permanency hearing held with respect to the child, the court or
				administrative body appointed or approved by the court conducting the hearing
				on the permanency plan for the child shall do the following:</text><subparagraph id="id1D7110959A92455FA47A0D0AA51958DE"><enum>(A)</enum><text>Ask the child if
				the child wants to be adopted.</text></subparagraph><subparagraph id="idF93892101A6B441FB9C26B4AD39431A9"><enum>(B)</enum><text>Make a judicial
				determination of a compelling reason with respect to each of the following
				options for why it continues to not be in the best interests of the child
				to—</text><clause id="id510CE916B294431C9D2334D8CD9B253E"><enum>(i)</enum><text>return
				home;</text></clause><clause id="id670FE009F0254A70BC2B82C2AEC64353"><enum>(ii)</enum><text>be placed for
				adoption;</text></clause><clause id="id99D073A49A774BD79F19B4BB3AF9A912"><enum>(iii)</enum><text>be placed with
				a legal guardian; or</text></clause><clause id="idE4808FE35F2746CFAE70BCE4C0E8B802"><enum>(iv)</enum><text>be placed with a
				fit and willing relative.</text></clause></subparagraph><subparagraph id="idB0CE60C493D2401DA92813DCD0A35081"><enum>(C)</enum><text>Make a new
				determination that another planned permanent living arrangement is the
				appropriate permanency plan for this child and submit findings as to why, as of
				the date of the hearing, another planned permanent living arrangement is the
				best permanency plan for the child.</text></subparagraph><subparagraph id="idF8AFA93BCD994724904627E5F5259E51"><enum>(D)</enum><text>Identify the
				barriers to permanency plans other than another planned permanent living
				arrangement for the child.</text></subparagraph><subparagraph id="id621B50400A564AED97062428B686FA4E"><enum>(E)</enum><text>Require the State
				agency to document at the next permanency hearing held with respect to the
				child the intensive, ongoing, efforts made by the State agency to address such
				barriers and allow a different permanency plan for the child.</text></subparagraph></paragraph><paragraph id="id935FB0B8268E49CF82F32CF671ED4667"><enum>(3)</enum><header>Demonstration
				of support for engaging in age or developmentally appropriate activities and
				social events</header><text>The State agency shall appear before the court or
				administrative body appointed or approved by the court and demonstrate, not
				less frequently than every 6 months while the child is placed in another
				planned permanent living arrangement—</text><subparagraph id="id2DBB7ACA8C8A4052A76FFE014539560A"><enum>(A)</enum><text>the steps the
				State agency is taking, including with respect to reducing barriers such as
				paper work or other documentation, to ensure the child has regular, ongoing
				opportunities to engage in age or developmentally appropriate activities,
				including social events; and</text></subparagraph><subparagraph id="idB6C70CAA5D6F4B1FBDC102EC49794C87"><enum>(B)</enum><text>that an
				individual, other than a caseworker, is the caregiver for the child for
				purposes of the reasonable and prudent parent standard, including with respect
				to authority for signing permission slips and giving informal permission for
				the child to participate in age or developmentally appropriate activities,
				including social

			 plan for the child is another planned permanent living arrangement, in which
			 case the amounts collected (without any reimbursement to the Federal
			 Government) shall be deposited in an account established in the child's name at
			 an insured depository institution (as defined in section 3 of the Federal
			 Deposit Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1813">12 U.S.C. 1813</external-xref>)) or an insured credit union (as defined
			 in section 101 of the Federal Credit Union Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1752">12 U.S.C. 1752</external-xref>)) and used at the
			 discretion of the child (and, until the child attains age 18, in consultation
			 with the child's caregiver) for payment of fees or other costs attributable to
			 the child's participation in age or developmentally appropriate
			 activities</quote> before the semicolon.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idCD975F6E7DC040F5A030CD5E0A7C32FA"><enum>(2)</enum><header>Former foster
			 youth who have aged out of foster care</header><text>Section 457 of the Social
			 Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/657">42 U.S.C. 657</external-xref>) is amended—</text><subparagraph commented="no" display-inline="no-display-inline" id="id413AB7450AEC440EA1B6F558D526269C"><enum>(A)</enum><text>in subsection
			 (a), in the matter preceding paragraph (1), by striking <quote>(d) and
			 (e)</quote> and inserting <quote>(d), (e), and (f)</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idFDC539C28EF04FAD9B8084580CF8D3B2"><enum>(B)</enum><text>by adding at the

				the State has elected under section 475(8)(B)(iii) shall be paid to the child
				(without any reimbursement to the Federal
				Government).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id45310C04CC204E03A3E4BA9FF6AF393A"><enum>(d)</enum><header>Effective
			 dates</header><paragraph commented="no" display-inline="no-display-inline" id="id619FD2BB154A46D6AF84EBA49BFAF04E"><enum>(1)</enum><header>In
			 general</header><text>Except as provided in paragraph (2), the amendments made
			 by this section shall take effect on the date that is 1 year after the date of
			 enactment of this Act.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4FDBB8BC895B4B7586D208545337406E"><enum>(2)</enum><header>Delay of child
			 support amendment permitted if state legislation required</header><text>In the
			 case of a State plan approved under section 454 of the Social Security Act
			 which requires State legislation (other than legislation appropriating funds)
			 in order for the plan to meet the additional requirements imposed by the
			 amendments made by subsection (c), the State plan shall not be regarded as
			 failing to comply with the additional requirements solely on the basis of the
			 failure of the plan to meet the additional requirements before the first day of
			 the first calendar quarter beginning after the close of the first regular
			 session of the State legislature that begins after the date of enactment of
			 this Act. For purposes of the previous sentence, in the case of a State that
			 has a 2-year legislative session, each year of such session shall be deemed to
			 be a separate regular session of the State legislature.</text></paragraph></subsection></section><section id="idEDF8F64EE091460F9CC75EB20FA5F89D"><enum>104.</enum><header>Restrictions
			 on and improvements to placement in child care institutions or other settings
			 that are not a foster family home</header><subsection id="id0E91730CBB3C4F1AAD79603D1F6D887C"><enum>(a)</enum><header>Requirements
			 for placement</header><text display-inline="yes-display-inline">Section
			 475(5)(A) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/675">42 U.S.C. 675(5)(A)</external-xref>) is amended—</text><paragraph id="idB317B219A7284F73A12882222CCFB252"><enum>(1)</enum><text>in clause (i), by
			 striking <quote>, and</quote> and inserting a semicolon;</text></paragraph><paragraph id="idC1F09B1AE28945E2B2B756910AB225A0"><enum>(2)</enum><text>in clause (ii),
			 by striking the comma at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="idF8AE844D6BB94671BC4B601D9597A621"><enum>(3)</enum><text>by adding at the
			 end the following:</text><quoted-block display-inline="no-display-inline" id="id507CC8A4C9CC422DBA49841308C4923E" style="OLC"><clause id="idf98cdb4a52de40dbb722ecd75dedd116"><enum>(iii)</enum><text>if the child is
				to be placed in a child care institution, an emergency group setting that is
				expected to last for more than 15 days, or any other setting that is not a
				foster family home, the State agency must appear before a court and verify
				that—</text><subclause id="id9f76528ccab6423db30840406fd7c23a"><enum>(I)</enum><text>a family group
				decisionmaking meeting was held at which it was determined that such placement
				is in the best interests of the child; or</text></subclause><subclause id="id7464556c1aec471c86e3652b264e1cbf"><enum>(II)</enum><text>efforts have
				been made (by an individual experienced in using intensive search technology)
				to locate relatives or other potential guardians for the child but that those
				family-finding efforts, while ongoing, have thus far been unsuccessful in
				locating an alternative placement; and</text></subclause></clause><clause id="id8bf8d55049d84c28a843c13f60114d6f"><enum>(iv)</enum><text>within 90 days
				of placement of the child in the child care institution or other setting that
				is not a foster family home, and every 90 days thereafter while the child
				remains in such setting, the State agency shall—</text><subclause id="id326ec083a92b45799e043cd017f378af"><enum>(I)</enum><text>reconsider
				whether such placement continues to be in the best interests of the child and
				supports the ongoing development of the child; and</text></subclause><subclause id="id846c610878e8465a907322af80ff3be3"><enum>(II)</enum><text>ensure that the
				child's case plan is updated to reflect the result of such
				reconsideration;</text></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id12C1F554691D4D9F905C320078162BBA"><enum>(b)</enum><header>Definition of
			 foster family home</header><text>Section 472(c) of the Social Security Act (42
			 U.S.C. 672(c)(1)) is amended—</text><paragraph id="idCE0BB09D711B449D802CA78386966CC5"><enum>(1)</enum><text>by striking
			 <quote>For purposes of this part,</quote> and inserting <quote><header-in-text level="subsection" style="OLC">Definitions</header-in-text>.—For purposes of
			 this part:</quote>; and</text></paragraph><paragraph id="id963EDA84416247639A67658CDFC59175"><enum>(2)</enum><text>by striking
			 <quote>(1) the term</quote> and all that follows through <quote>(2) the

				general</header><text>The term <term>foster family home</term> means the home
				of an individual or family licensed or approved by the State in which it is
				situated as meeting the standards established for such licensing or approval,
				that provides 24-hour substitute care for children placed away from their
				parents or other caretakers, and that provides such care for—</text><clause id="idA47DB9752C7C4C8AA3FA2CB1B349FD75"><enum>(i)</enum><text>not more than 3
				foster children who have not attained age 2;</text></clause><clause id="id5A277A67632C4B729A791E1EC91B5879"><enum>(ii)</enum><text>not more than 4
				foster children who have attained age 2 but have not attained age 5;</text></clause><clause id="id02943AB62DDF4EE888D50D6F6825FB48"><enum>(iii)</enum><text>not more than 4
				foster children who have attained age 5 but have not attained age 13;
				and</text></clause><clause id="id459FC8468DAD4EC095BA30E07A88A7DD"><enum>(iv)</enum><text>not more than 4
				foster children who have attained age 13.</text></clause></subparagraph><subparagraph id="idcbf15d68b30244588c40e0e3eaa194df"><enum>(B)</enum><header>State
				flexibility</header><text>The maximum number of children permitted under a
				clause of subparagraph (A) may be decreased by a State and only may be
				increased by a State for any one or more of the following reasons:</text><clause id="id2B08AD0B8AF64E42AE4783BD01F284B1"><enum>(i)</enum><text>To allow siblings
				to remain together.</text></clause><clause id="id3D8839A86B524659A1F8E4C44E62120D"><enum>(ii)</enum><text>To allow a child
				with an established, meaningful relationship with the family, such as a former
				foster child, to remain with the family.</text></clause><clause id="id84C490F9F0A6481FA871FB342EC89229"><enum>(iii)</enum><text>To allow a
				family to provide care to a child who has a severe emotional or physical
				disability.</text></clause></subparagraph></paragraph><paragraph id="id89CC3021BFA9452BA24D3D366947339F"><enum>(2)</enum><header>Child care
				institution</header><text>The
				term</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idF87C3CC2806943E7B1B9FE7A9CC3CE9C"><enum>(c)</enum><header>Reduction in
			 federal match for placement in a setting other than a foster family
			 home</header><text>Section 474 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/674">42 U.S.C. 674</external-xref>) is
			 amended—</text><paragraph id="idEE7FDBB23FE84A71938CFD8317ABD1C1"><enum>(1)</enum><text>in subsection
			 (a)(1), by inserting <quote>subject to subsection (h)</quote> before <quote>an
			 amount equal to the Federal</quote>; and</text></paragraph><paragraph id="id1975C9AB08AB494CA2E31870456BCF76"><enum>(2)</enum><text>by adding at the

				matching percentage for placement in a setting other than a foster family

				general</header><text>Notwithstanding subsection (a) and any regulations
				promulgated under section 1123A(b)(3), no Federal payment shall be made under
				subsection (a)(1) for amounts expended during a quarter for foster care
				maintenance payments under section 472 for any child in a congregate care
				placement for—</text><subparagraph id="id9C936248BAC043B5BEF0BF20788B6B37"><enum>(A)</enum><text>in the case of a
				child who has not attained age 13, more than 15 consecutive or nonconsecutive
				days; and</text></subparagraph><subparagraph id="idFB4BD0B632174047B44A1CD95DA0A1BB"><enum>(B)</enum><text>in the case of a
				child who has attained age 13, more than 365 consecutive days or 548
				nonconsecutive days, whichever occurs first.</text></subparagraph></paragraph><paragraph id="id6A43CE806417488EB8CD0C50A19C3159"><enum>(2)</enum><header>Determinations
				of age of children and length of placements</header><subparagraph id="idA421A7B26F7B4B81898E556B4C4004F0"><enum>(A)</enum><header>In
				general</header><text>The Secretary shall make determinations relating to the
				age of children and length of congregate care placements on the basis of the
				most recent best data available.</text></subparagraph><subparagraph id="id1717518872624ECBA06471EA46D5B6DE"><enum>(B)</enum><header>Data
				collection</header><text>The Secretary may require States to submit such
				information and data as necessary to carry out this subsection.</text></subparagraph></paragraph><paragraph id="id22EE8295CFE74B84BB0C6C4565C1C333"><enum>(3)</enum><header>Definition of
				congregate care placement</header><subparagraph id="id496A3A698EB64544A79FF74D8B56466B"><enum>(A)</enum><header>In
				general</header><text>In this subsection, the term <term>congregate care
				placement</term> means placement in a child care institution or any other
				setting that is not a foster family home.</text></subparagraph><subparagraph id="id2389774468CC41F88DB7A2C5DDBA085B"><enum>(B)</enum><header>Exceptions</header><text>Such
				term does not include placement in any of the following:</text><clause id="id7BD90D8DC7BA4DF1890F072F7E1B0410"><enum>(i)</enum><text>A
				setting specializing in providing prenatal or post-partum supports for
				youth.</text></clause><clause id="idEFDE4F3E88B3463B85073C93E190FA76"><enum>(ii)</enum><text>A setting
				specializing in providing supports for parenting teens.</text></clause><clause id="id56C4CFD8A906433E8D680BE8425E7A6D"><enum>(iii)</enum><text>In the case of
				a child who has attained 18 years of age, a supervised setting in which the
				child is living independently.</text></clause><clause id="id638C072226644D0B8C4F738368D89EC3"><enum>(iv)</enum><text>In the case of a
				child with a severe physical disability, an institution specializing in
				treatment for children with such disabilities.</text></clause><clause id="id9CD801869C644FDCA285F1603F3792C3"><enum>(v)</enum><text>An emergency
				placement in a setting that is not a foster family home that does not exceed 15
				days.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idA5718E36A5034695B59316C48C3A96FC"><enum>(d)</enum><header>Effective
			 date</header><text>The amendments made by this section take effect on October

				allotment amounts</header><clause id="id153A7206AC744785A0B3895D52A6CFD8"><enum>(i)</enum><header>In
				general</header><text>The exploitation prevention amount of a State allotment
				made under this subsection for a fiscal year shall only be used by a State to
				carry out the purpose described in section 421(2) in accordance with clause
				(ii) and the normalcy support amount of a State allotment made under this
				subsection for a fiscal year shall only be used to carry out the purpose
				described in section 421(5) in accordance with clause (iii).</text></clause><clause id="id3F9633A350074CB585E0345B7C5CCA56"><enum>(ii)</enum><header>Permissive
				uses for exploitation prevention funds</header><text>In addition to other
				activities to prevent the neglect, abuse, or exploitation of children, funds
				made available from the exploitation prevention amount of a State allotment
				made under this subsection for a fiscal year may be used for any or all of the
				following:</text><subclause id="id0F73EB7FEAC3462091C3B1F4D61DD3CE"><enum>(I)</enum><text>Establishment of
				a hotline uniquely prepared to receive calls from youth in foster care, or
				other youth, concerning neglect, sexual or physical abuse, or exploitation, and
				whose staff, which may include trained foster care alumni, are equipped to
				provide such youth with guidance and reassurance related to reporting such
				neglect, abuse, or exploitation, and are able to offer other supports
				(including appropriate referrals for mental health or law enforcement services)
				for such youth.</text></subclause><subclause id="id6E419C474E0E4AA39D8B66C6DFF27862"><enum>(II)</enum><text>Healthy
				relationship training for youth.</text></subclause><subclause id="id2D9FA836D67746B68B4A9D325B532E73"><enum>(III)</enum><text>Efforts to
				identify prior child sex abuse among children and youth brought to the
				attention of the child welfare agency and to provide treatment and services,
				including mental health treatment needed as a result of being trafficked, to
				enable such children and youth to recover, including through support of
				non-profit agencies, such as children’s advocacy centers, that provide
				comprehensive treatment and services to child victims of sexual abuse.</text></subclause><subclause id="idCF653563F90246F9946B1F558913DAD3"><enum>(IV)</enum><text>Activities
				related to identifying and preventing labor trafficking of children in foster
				care.</text></subclause><subclause id="id356AF8812338484E8DB48C9F0BF75257"><enum>(V)</enum><text>Treatment for
				victims of trafficking and sexual abuse that recognizes the pervasiveness of
				trauma and makes a commitment to identify and address it early, seeks to
				understand the connection between presenting symptoms and behaviors and an
				individual's past trauma history, and provides trauma-specific treatment that
				is developmentally focused and specialized as needed to address complex
				trauma-related consequences.</text></subclause></clause><clause id="idC056663AEBF946488EDE80E750A76574"><enum>(iii)</enum><header>Uses for
				normalcy support funds</header><subclause id="idDDCAFD67E7604B33BF37F39E3D2BB144"><enum>(I)</enum><header>Required and
				permissive uses</header><text>Funds made available from the normalcy support
				amount of a State allotment made under this subsection for a fiscal year shall
				be used for any or all of activities described in subclause (II) and any or all
				of the costs described in subclause (III) and may be used for activities
				described in subclause (IV).</text></subclause><subclause id="idF6C77B33268046928470513B93A9B22A"><enum>(II)</enum><header>Implementation
				of the reasonable and prudent parent standard</header><text>Activities related
				to implementation of the reasonable and prudent parent standard, including (but
				not limited to) any of the following:</text><item id="ide29290ef9a5f41afa00f9cc13dad1656"><enum>(aa)</enum><text>Recruitment of
				foster parents and training for caseworkers on how to retain and support the
				foster families assigned to them through the provision of an ongoing
				relationship with those families.</text></item><item id="id8F22E7083A4449C58DB892646A87373C"><enum>(bb)</enum><text>Training for
				foster parents on the reasonable and prudent parent standard.</text></item><item id="id81b8365fbf75483e9fed631c5ae495c1"><enum>(cc)</enum><text>Reviewing State
				licensing standards and other State or local safety certifications or
				provisions to ensure that such standards, certifications, and provisions do not
				impede the ability of children in foster care to participate in age or
				developmentally appropriate social, enrichment, and extracurricular
				activities.</text></item><item id="id3a4b3280c08f4b4f83cf99aaf1b48c9f"><enum>(dd)</enum><text>Removing
				barriers to full application of the reasonable and prudent parenting standard
				and to normalcy for children in foster care.</text></item><item id="id813d7c6fe7b24613ba541628d6384015"><enum>(ee)</enum><text>Developing a
				list of age or developmentally appropriate activities and other information to
				assist caregivers in the application of the reasonable and prudent parenting
				standard.</text></item><item id="idb3ef777ef3444a6fa4396a462dac51ee"><enum>(ff)</enum><text>Reviewing
				liability provisions in the State to clarify the ability of caregivers to apply
				the reasonable and prudent parenting standard while continuing to ensure their
				accountability.</text></item><item id="id03B6CC09928E4116B181CD918B447B1F"><enum>(gg)</enum><text>Training on
				identification of prior sexual abuse, keeping children safe from sexual abuse,
				and keeping children and youth safe from trafficking.</text></item></subclause><subclause id="idF3F8A04F4B46429DA25FBADE0E67944D"><enum>(III)</enum><header>Participation
				fees, transportation, and other normalcy-related costs</header><text>To pay
				directly, or to reimburse, payment for any trips fees, uniforms, materials, or
				costs associated with the participation of children in foster care, or, at the
				discretion of the State, in kinship care or guardianship arrangements, in age
				or developmentally appropriate activities, including entertainment or
				recreational activities that are age or developmentally appropriate and typical
				for children in the general public, to pay for costs associated with permitting
				age or developmentally appropriate access of children in foster care to cell
				phones and computers, and to pay for costs associated with providing
				transportation for children in foster care to and from part-time
				employment.</text></subclause><subclause id="id91860FDD27644D0AB6AC89CAFA826E74"><enum>(IV)</enum><header>Educational
				stability</header><text>Activities related to complying with the requirements
				of section 471(a)(30) and paragraphs (1)(G) and (4)(A) of section 475, as added
				by section 204 of the Fostering Connections to Success and Increasing Adoptions
				Act of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/351">Public Law 110–351</external-xref>).</text></subclause></clause><clause id="idA866B4D050C946EBA60307ADF9A38E0A"><enum>(iv)</enum><header>Rule of
				construction</header><text>Expenditures from the normalcy support amount of a
				State allotment made under this subsection for a fiscal year that are described
				in clause (iii)(II) shall not be considered to be expenditures for foster care
				maintenance payments under this part.</text></clause></subparagraph><subparagraph id="idD7886C7F0B8246419D38F431276222BB"><enum>(C)</enum><header>Evaluation and
				report on uses for exploitation prevention funds</header><text>The Secretary
				shall conduct, by grant, contract, or interagency agreement, an evaluation of
				the activities carried out with funds made available from the exploitation
				prevention amount of State allotments made under this subsection and, not later
				than October 1, 2018, shall submit a report to Congress that includes best
				practices for the use of such funds.</text></subparagraph></paragraph><paragraph id="id530ECF3B810041659F4474CF5652D6B9"><enum>(2)</enum><header>Determination
				of exploitation prevention amount</header><text>With respect to a State and a
				fiscal year, the exploitation prevention amount is equal to the product of
				$200,000,000 and the ratio of—</text><subparagraph id="id19A0EBB36D8E4433864C378922366367"><enum>(A)</enum><text>the amount of the
				allotment determined under subsection (a) for the State for the fiscal year
				(without regard to any amounts reallotted to the State under subsection (e) for
				the year); to</text></subparagraph><subparagraph id="id0231C59F3FC24699A49211142867C354"><enum>(B)</enum><text>the sum of the
				allotments determined for all States for the fiscal year under subsection (a)
				(as so determined).</text></subparagraph></paragraph><paragraph id="id9BC205FDE9DA4D0288EE250F119DB5FC"><enum>(3)</enum><header>Determination
				of normalcy support amount</header><text>With respect to a State and a fiscal
				year, the normalcy support amount is equal to the product of $200,000,000 and
				the ratio of—</text><subparagraph id="id367238982A174BA3998EA8AE443A694E"><enum>(A)</enum><text>the amount of the
				allotment determined under subsection (a) for the State for the fiscal year
				(without regard to any amounts reallotted to the State under subsection (e) for
				the year); to</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE23F7FD36283496CB11C935DBD0373ED"><enum>(B)</enum><text>the sum of the
				allotments determined for all States for the fiscal year under subsection (a)
				(as so determined).</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idED6EEAA2973845129E0C3150955E6AC1"><enum>(4)</enum><header>Reallotment of
				funds</header><text>The amount of any allotment made to a State for a fiscal
				year under this subsection which the State certifies to the Secretary will not
				be required for carrying out the purposes specified in paragraph (1)(B), shall
				be reallotted to other States in the same manner as unused amounts of
				allotments made under subsection (a) are reallotted under subsection (e).
				Amounts reallotted to a State under this paragraph shall be deemed to be part
				of the allotment made to the State under this subsection for a fiscal year and
				only may be used to carry out the purposes specified in paragraph
				(1)(B).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id5F667F28CE7C4AA38412EBC87FBD1B5E"><enum>(C)</enum><header>Payments to
			 states</header><text>Section 424 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/624">42 U.S.C. 624</external-xref>) is
			 amended—</text><clause id="id6D9717615AF04B48B5661FFC2CC2AF78"><enum>(i)</enum><text>in
			 subsection (a)—</text><subclause id="id502427AA84A3443E992E11DF64BDB3A8"><enum>(I)</enum><text>by striking
			 <quote>allotment</quote> and inserting <quote>allotments</quote>; and</text></subclause><subclause id="idC5173DD79C394E4B87B1FE1F5DBDD076"><enum>(II)</enum><text>by striking
			 <quote>section 422 an</quote> and inserting <quote>section 422, and in
			 addition, from the allotment made under section 423(f), each State that has
			 such a plan shall be entitled to payment, of a total</quote>;</text></subclause></clause><clause id="idAB26FD8CA8BB42EDA4A57B86E2AA6F65"><enum>(ii)</enum><text>in
			 subsection (b)(2)—</text><subclause id="idE2C72097D39340CBA9FC4377C65C107C"><enum>(I)</enum><text>by striking
			 <quote>the allotment</quote> and inserting <quote>each of the
			 allotments</quote>; and</text></subclause><subclause id="idEEF535F57D8D462CB77BD36246D714D3"><enum>(II)</enum><text>by striking
			 <quote>amount</quote> each place it appears and inserting <quote>total
			 amount</quote>; and</text></subclause></clause><clause id="id3D47FE8B8BF540E5B3E49E4489B29C0A"><enum>(iii)</enum><text>in paragraphs
			 (1)(B) and (2)(B) of subsection (f), by striking <quote>subsection (a) for the
			 fiscal year</quote> each place it appears, and inserting <quote>the portion of
			 the payment made to a State for the fiscal year under this section that is
			 attributable to the allotment determined under section 423(a)</quote>.</text></clause></subparagraph><subparagraph id="id19F6EB0698E545DDBA5E5F5692547211"><enum>(D)</enum><header>Payments to
			 indian tribal organizations</header><text>Section 428(b) of the Social Security
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/628">42 U.S.C. 628(b)</external-xref>) is amended by inserting <quote>under subsection (a) or
			 (f) of</quote> before <quote>section 423</quote>.</text></subparagraph></paragraph></subsection><subsection id="id7F49CCC03A524658A80DCC6B39278685"><enum>(c)</enum><header>Promoting safe
			 and stable families</header><paragraph id="id25472D87D53C43559694403AE322AF98"><enum>(1)</enum><header>Redirecting
			 funding</header><text>Section 436(a) of the Social Security Act (42 U.S.C.
			 629f(a)) is amended by striking <quote>2016.</quote> and inserting <quote>2014,
			 and $1,095,000,000 for each of fiscal years 2015 through 2016.</quote>.</text></paragraph><paragraph id="idCF37E3449C48484DAC3EBA86D823E62B"><enum>(2)</enum><header>Required use of
			 portions of redirected funding</header><subparagraph id="id24B06FEC85714A35AE453766A7540AA8"><enum>(A)</enum><header>Inclusion of
			 residential family treatment programs, intensive family-finding, and prevention
			 of domestic violence in family preservation services</header><text>Section
			 431(a) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629a">42 U.S.C. 629a(a)</external-xref>) is amended—</text><clause id="idAFDC0E5DBFAA4C6BBD8A4EE5111954C1"><enum>(i)</enum><text>in
			 paragraph (1)—</text><subclause id="idD0FF870F143F44BDB94314CF1AC4AE06"><enum>(I)</enum><text>in subparagraph
			 (E), by striking <quote>and</quote> after the semicolon;</text></subclause><subclause id="id201726BFF3714B9AB1C86380B36A2D94"><enum>(II)</enum><text>in subparagraph

			 the end the following:</text><quoted-block display-inline="no-display-inline" id="id85AFA4BE1587472D98370A0FB92F8B36" style="OLC"><subparagraph id="id382AF0056F7A4E19B4B938970C7FF4A0"><enum>(G)</enum><text>residential
				family treatment programs;</text></subparagraph><subparagraph id="idA03A910724954F7EA6A8091FC79C0B49"><enum>(H)</enum><text>intensive
				family-finding efforts that utilize search technology developed by public or
				private entities and coordinated efforts with public and private entities to
				locate and reestablish relationships with biological family members or other
				guardians for children in the child welfare system, and once identified, work
				to reestablish those relationships and explore ways to find a permanent family
				placement for the children;</text></subparagraph><subparagraph id="idE0E5E50665354DC692997739A25CF9E8"><enum>(I)</enum><text>services designed
				to identify and address domestic violence that endangers children and results
				in the placement of children in foster
				care.</text></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block></subclause></clause><clause id="id23EE769347D34E398C74DE6396D117C7"><enum>(ii)</enum><text>by
			 adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idF81766F7AA6A471B965A7136A69BF0AB" style="OLC"><paragraph id="idBCD994B6B5404C9A8999F88A7ED536F9"><enum>(10)</enum><header>Residential
				family treatment program</header><text>The term <term>residential family
				treatment program</term> means a program that enables parents and their
				children to live in a safe environment for a period of not less than 6 months
				and provides, on-site or by referral, substance abuse treatment services,
				children's early intervention services, family counseling, medical, and mental
				health services, nursery and pre-school, and other services that are designed
				to provide comprehensive treatment that supports the
				family.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="idC5D2582DD78C4E1AA71972929E76C0C8"><enum>(B)</enum><header>Reservation of
			 funds</header><text>Section 436(b) of the Social Security Act (42 U.S.C.
			 629f(b)) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id1865D01681A146CFAF39EEFD88932001" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="ID4697D4FDFF5345C2B029057D98AF22A1"><enum>(6)</enum><header display-inline="yes-display-inline">Support for preserving intact families,
				including through residential family treatment programs</header><subparagraph commented="no" display-inline="no-display-inline" id="ID714AB71734BE43878016AF8DAA920F93"><enum>(A)</enum><header>Reservation</header><text>The
				Secretary shall reserve $200,000,000 for each of fiscal years 2015 through 2016
				for allotment in accordance with section 433(f).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID2862F2449DFC42BE9B5D880A8A8AB887"><enum>(B)</enum><header>Use of
				funds</header><text>A State to which an amount is paid from amounts reserved
				under subparagraph (A) shall use the amount to provide family preservation
				services and shall use at least 10 percent of such amount for providing such
				services through residential family treatment programs.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idFBDFA572B14E4D79B09D87908855125D"><enum>(7)</enum><header>Post-permanency
				services</header><subparagraph commented="no" display-inline="no-display-inline" id="idAB2A4D6970E2440F8A65791C926A29BF"><enum>(A)</enum><header>Reservation</header><text>The
				Secretary shall reserve $40,000,000 for each of fiscal years 2015 through 2016
				for allotment in accordance with section 433(f).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9C50839DDC2B4872B57F5EDA3BD472C9"><enum>(B)</enum><header>Use of
				funds</header><text>A State to which an amount is paid from amounts reserved
				under subparagraph (A) shall use the amount to provide post-permanency
				services, including with respect to family reunification, guardianship, and
				adoption.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD20C0E93FE8F4047BB07FD4781B33F3B"><enum>(8)</enum><header>Therapeutic
				services</header><subparagraph commented="no" display-inline="no-display-inline" id="id351A4D0C89BC4FCE84782494E434DB99"><enum>(A)</enum><header>Reservation</header><text>The
				Secretary shall reserve $40,000,000 for each of fiscal years 2015 through 2016
				for allotment in accordance with section 433(f).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2B4915532E0B4F0C931F6B4DC338F598"><enum>(B)</enum><header>Use of
				funds</header><text>A State to which an amount is paid from amounts reserved
				under subparagraph (A) shall use the amount to provide services to parents and
				foster families that are similar to the services provided in therapeutic foster
				care programs for parents and foster families.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7C25F57568524243B94B053825EF3BFC"><enum>(9)</enum><header>Family
				connection grants</header><text>The Secretary shall reserve $15,000,000 for
				each of fiscal years 2015 through 2016 for awarding grants under section
				427.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph><subparagraph id="id2C9141D75C934D4C96AF4D8B2542FF42"><enum>(C)</enum><header>Conforming
			 amendment</header><text>Section 436(b)(3) of the Social Security Act (42 U.S.C.
			 629f(b)(3)) is amended by striking <quote>After applying</quote> and all that
			 follows through <quote>percent</quote> and inserting <quote>The Secretary shall
			 reserve $9,150,000</quote>.</text></subparagraph></paragraph><paragraph id="id334A7B7D806441EABAABA384E55BFE31"><enum>(3)</enum><header>Payment to
			 states</header><text>Section 434(a) of the Social Security Act (42 U.S.C.
			 629d(a)) is amended—</text><subparagraph id="idA7CAD04DA4C246E58F7449593B3C52FB"><enum>(A)</enum><text>in paragraph
			 (1)(B), by striking <quote>and</quote> after the semicolon;</text></subparagraph><subparagraph id="id892A3DE3FC1142DD8F4D00EA6125E488"><enum>(B)</enum><text>in paragraph
			 (2)(B), by striking the period at the end and inserting <quote>; and</quote>;
			 and</text></subparagraph><subparagraph id="id8B516D34804D4BB48EFA463F7C65F42E"><enum>(C)</enum><text>by adding at the

				total expenditures by the State in accordance with paragraphs (6)(B), (7)(B),
				and (8)(B), respectively, of section 436(b) during the fiscal year or the
				immediately succeeding fiscal year; or</text></subparagraph><subparagraph id="id6D58B16892864108AF8DF111AF90E8B0"><enum>(B)</enum><text>the allotment
				amount of the State under section 433(f) for the fiscal
				year.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id44336565C449465BBF8968AF869FC209"><enum>(4)</enum><header>Allotment</header><text>Section
			 433 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629c">42 U.S.C. 629c</external-xref>) is amended by adding at the end
			 the following:</text><quoted-block display-inline="no-display-inline" id="id32FC5EFF99584A339C4DA22B506F11BF" style="OLC"><subsection commented="no" display-inline="no-display-inline" id="ID6DC887E93F37406FB196B9ECEB26AEE7"><enum>(f)</enum><header display-inline="yes-display-inline">Allotment of funds reserved To support
				preserving intact families, including through residential family treatment
				programs</header><paragraph id="ID0E98D824BA6648D2A37D62C941E5A913"><enum>(1)</enum><header>Territories</header><text>From
				the amounts reserved pursuant to paragraphs (6), (7), and (8), respectively, of
				section 436(b) for any fiscal year, the Secretary shall allot, separately with
				respect to each such amount reserved, to each jurisdiction specified in
				subsection (b) of this section, an amount determined in the same manner as the
				allotment to each of such jurisdictions is determined under section 423
				(without regard to the initial allotment of $70,000 to each State).</text></paragraph><paragraph id="ID78873BEC81114048AE5AFB4962541C64"><enum>(2)</enum><header>Other
				states</header><text>From the amounts reserved pursuant to paragraphs (6), (7),
				and (8), respectively, of section 436(b) for any fiscal year that remains after
				applying paragraph (1) of this subsection for the fiscal year, the Secretary
				shall allot, separately with respect to each such amount reserved, to each
				State (other than an Indian tribe) not specified in subsection (b) of this
				section, an amount equal to such remaining amount multiplied by the
				supplemental nutrition assistance program benefits percentage of the State (as
				defined in subsection (c)(2) of this section) for the fiscal year, except that
				in applying subsection (c)(2)(A) of this section, <quote>subsection
				(f)(2)</quote> shall be substituted for <quote>such paragraph
				(1)</quote>.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="idE3DCCD139A594F65858513ED0F0AB964"><enum>(5)</enum><header>State plan
			 requirements</header><text>Section 432(a) of the Social Security Act (42 U.S.C.
			 629b(a)) is amended—</text><subparagraph id="idF0A496E665EA463AB5B3E21520658519"><enum>(A)</enum><text>in paragraph (4),
			 by inserting <quote>(other than expenditures by the State from funds reserved
			 under paragraphs (6), (7), (8), and (9) respectively, of section 436(b)</quote>
			 after <quote>the remaining expenditures</quote>; and</text></subparagraph><subparagraph id="idA69C6F6426D7455EB3EFB5BC2D0755AC"><enum>(B)</enum><text>in paragraph
			 (8)(B)—</text><clause id="idEAD820683C044389BBEF51DE8C854506"><enum>(i)</enum><text>in
			 clause (i), by inserting <quote>, and specifically the planned expenditures by
			 the State in accordance with paragraphs (6)(B), (7)(B), and (8)(B),

			 1</quote>.</text></clause></subparagraph></paragraph></subsection><subsection id="id2DFA4E431F1842C887AD1F2A254F09B7"><enum>(d)</enum><header>Court
			 improvement program</header><paragraph id="id91E561631A45416CAE99A6E8502B70D2"><enum>(1)</enum><header>Redirecting

				child care institutions used (including, but not limited to, group homes,

				each child care institution or other setting that is not a foster family home,
				the number of children in foster care residing in each such institution or

				fiscal year, State-by-State data on children in foster care who are pregnant or

				reported by States through the Adoption and Foster Care Analysis and Reporting
				System and to the National Youth in Transition
				Database.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id2B6296B2618D413C8D4C072106AAB71E"><enum>(b)</enum><header>GAO report on
			 shelter care placements</header><text>The Comptroller General of the United
			 States shall review State placements of children at risk for foster care
			 placement and of children in foster care in emergency and non-emergency shelter
			 care, and, not later than 1 year after the date of enactment of this Act,
			 submit a report to Congress that includes the following:</text><paragraph commented="no" display-inline="no-display-inline" id="id5BAED5EEC90E43369545ED098F6ACF68"><enum>(1)</enum><text>Information
			 relating to the prevalence of such placements.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idFDA0532FE55C47CDBF8743A59C4E7AE0"><enum>(2)</enum><text>The Federal and
			 State expenditures for such placements for the most recent year for which data
			 is available.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF5F6D7367AB04BCBA1DD1DD994E3AA60"><enum>(3)</enum><text>Information
			 relating to the length of placements in shelter care.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id041900FB5B2A41F1A733A1E0E4A61782"><enum>(4)</enum><text>With respect to
			 children for whom shelter care is the initial placement for the child, an
			 analysis of the effect of that placement on the permanency outcomes for such
			 children.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB8CCE733443D49B5A77B25010D94388D"><enum>(5)</enum><text>Such additional
			 information, including recommendations for administrative or legislative
			 action, as the Comptroller General determines appropriate.</text></paragraph></subsection></section></title><title id="id924E79148CC84962BDA378DFF1920875"><enum>II</enum><header>Empowering older
			 youth vulnerable to domestic sex trafficking and other negative
			 outcomes</header><section id="id25F3BA87B51544E7BAABAD409E9B1783"><enum>201.</enum><header>Empowering
			 foster youth age 14 and older in the development of their own case plan and
			 transition planning for a successful adulthood</header><subsection id="id4DFC61237AE04FEDBC2DE3442A0F0459"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 475(1)(B) of
			 the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/675">42 U.S.C. 675(1)(B)</external-xref>) is amended by adding at the end
			 the following: <quote>With respect to a child who has attained age 14, the plan
			 developed under this paragraph for the child, the permanency plan required for
			 the child under paragraph (5)(C), and any revisions or additions to such plans,
			 shall be developed in consultation with the child and, at the option of the
			 child, with up to 2 members of the case planning team who are chosen by the
			 child and who are not the child's foster parent or caseworker. A State may
			 reject an individual selected by a child to be a member of the case planning
			 team at any time if the State has good cause to believe that the individual
			 would not act in the best interests of the child. One individual selected by a
			 child to be a member of the child's case planning team may be designated to be
			 the child's advisor and, as necessary, advocate, with respect to the
			 application of the reasonable and prudent parent standard to the
			 child.</quote>.</text></subsection><subsection id="id62B51AA848564DA78B4474A0D0D0B89A"><enum>(b)</enum><header>Conforming
			 amendments To include youth 14 and older in transition planning</header><text display-inline="yes-display-inline">Section 475 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/675">42 U.S.C. 675</external-xref>) is
			 amended—</text><paragraph id="id157C4EB379064C6CA03124E4F3D758CD"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)(D), by striking
			 <quote>Where appropriate, for a child age 16</quote> and inserting <quote>For a

			 striking <quote>independent living</quote> and inserting <quote>a successful
			 adulthood</quote>.</text></subsection><subsection id="id446A710A129C42699FB192B77F876B67"><enum>(d)</enum><header>List of
			 rights</header><text>Section 475A of the Social Security Act, as added by
			 section 103(b)(1), is amended by adding at the end the following new
			 subsection:</text><quoted-block display-inline="no-display-inline" id="idC4037ECE450B4982919A0CCD7107D575" style="OLC"><subsection id="id1F97D4E09BDB43EFAA9D17E089E42C29"><enum>(b)</enum><header>List of
				rights</header><text>The case plan for any child in foster care under the
				responsibility of the State or with respect to whom adoption or kinship
				guardianship, assistance is made available under this part, who has attained
				age 14 shall include a written document that describes the child's rights with
				respect to education, health, visitation, and court participation, and to
				staying safe and avoiding exploitation and a signed acknowledgment by the child
				that the child has been provided them with a written copy of such
				document.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id5C26D72185F54B4FA30C09C5455CB499"><enum>(e)</enum><header>Report</header><text>Not
			 later than 2 years after the date of enactment of this Act, the Secretary of
			 Health and Human Services shall submit a report to Congress regarding the
			 implementation of the amendments made by this section. The report shall
			 include—</text><paragraph id="id8298AF85F38E42ED80F508BBE0FD916C"><enum>(1)</enum><text>an analysis of
			 how States are administering the requirement of section 475(1)(B) of the Social
			 Security Act, as amended by subsection (a) of this Act, to permit a child in
			 foster care who has attained age 14 to select up to 2 members of the child's
			 case planning team from individuals who are not the child's foster parent or
			 caseworker; and</text></paragraph><paragraph id="id9625BC90EF47438985E98110C2A22F51"><enum>(2)</enum><text>a description of
			 best practices of States with respect to the administration of such
			 requirement.</text></paragraph></subsection></section><section id="id323416A4480044A9B193D8197160231B"><enum>202.</enum><header>Ensuring
			 foster youth have a birth certificate, Social Security card, and a bank
			 account</header><subsection id="id44E943C9B75147D6B95315276B16174A"><enum>(a)</enum><header>Case review
			 system requirement</header><text display-inline="yes-display-inline">Section
			 475(5)(I) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/675">42 U.S.C. 675(5)(I)</external-xref>) is amended—</text><paragraph id="id72F17FA15A1945A5A41F4FBAFEE34ECD"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>and receives
			 assistance</quote> and inserting <quote>receives assistance</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1411A6505AA640EF8CBF7F090DAD8ADC"><enum>(2)</enum><text>by inserting
			 before the period, the following: <quote>and is not discharged from care
			 without being provided with an official birth certificate, a social security
			 card issued by the Commissioner of Social Security, and a fee-free (or low-fee)
			 transaction account (as defined in section 19(b)(1)(C) of the Federal Reserve
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/12/461">12 U.S.C. 461(b)(1)(C)</external-xref>)) established in the child's name at an insured
			 depository institution (as defined in section 3 of the Federal Deposit
			 Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1813">12 U.S.C. 1813</external-xref>)) or an insured credit union (as defined in
			 section 101 of the Federal Credit Union Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1752">12 U.S.C. 1752</external-xref>)), unless the
			 child, after consultation with the child's selected members of the child's case
			 planning team (if any), elects to not have such an account
			 established</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idD975360CD487487999CD798AA7E657A7"><enum>(b)</enum><header>Penalty for
			 noncompliance</header><text>Section 474 of the Social Security Act (42 U.S.C.
			 674), as amended by sections 104(b) and 106(a), is amended by adding at the end
			 the following:</text><quoted-block display-inline="no-display-inline" id="idDFB2868806CA4BAC8A382F422D943C3B" style="OLC"><subsection commented="no" display-inline="no-display-inline" id="ID3A7F93DC2DDE4BBAB95B381E70F19657"><enum>(j)</enum><header>Reduced federal
				matching percentage for administration for failure To ensure foster youth have
				a birth certificate, social security card, and a bank account</header><text>If
				the Secretary finds with respect to a fiscal year quarter that a State has
				failed to comply with the requirement under section 475(5)(I) to provide each
				child in foster care under the responsibility of the State with an official
				birth certificate, a social security card issued by the Commissioner of Social
				Security, and a fee-free (or low-fee) transaction account (as defined in
				section 19(b)(1)(C) of the Federal Reserve Act (<external-xref legal-doc="usc" parsable-cite="usc/12/461">12 U.S.C. 461(b)(1)(C)</external-xref>))
				established in the child's name at an insured depository institution (as
				defined in section 3 of the Federal Deposit Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1813">12 U.S.C. 1813</external-xref>)) or
				an insured credit union (as defined in section 101 of the Federal Credit Union
				Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1752">12 U.S.C. 1752</external-xref>)) before the child is discharged from such care, (unless
				the child elects, after consultation with the child's selected members of the
				child's case planning team (if any), to not have such an account established)
				then, notwithstanding subsection (a) of this section and any regulations
				promulgated under section 1123A(b)(3), the Secretary shall reduce the Federal
				matching percentage for expenditures described in subsection (a)(3)(E) for the
				succeeding fiscal year quarter by 1 percentage point for every multiple of 10
				children for whom the Secretary determines the State failed to comply with such
				requirements (but not to exceed 25 percentage
				points).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="idB74735CAC37B472987BCB9FDAAE89975"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section take effect on October

			 clarifying the use of education and training vouchers</header><paragraph commented="no" display-inline="no-display-inline" id="id9274ACA8F13D4CCFB6BC528C6E5EF4EA"><enum>(1)</enum><header>In
			 general</header><text>Section 477(i)(3) of the Social Security Act (42 U.S.C.

			 clearinghouse</header><subparagraph id="idA45B1086AF20462283F9FD303CEF9147"><enum>(A)</enum><header>In
			 general</header><text>The Secretary of Health and Human Services and the
			 Secretary of Education (in this subsection referred to as the
			 <term>Secretaries</term>) shall jointly develop and administer an information
			 clearinghouse that contains the information described in subparagraph (B)
			 relating to youth in foster care under the responsibility of a State, youth for
			 whom adoption assistance payments or kinship guardianship assistance payments
			 are made under section 473 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/673">42 U.S.C. 673</external-xref>), and
			 youth who were formerly in foster care and shall engage in outreach activities
			 to make such youth aware of the such information.</text></subparagraph><subparagraph id="id6914DAA6E3DB420688B3EBCD8CE7386E"><enum>(B)</enum><header>Information
			 described</header><text>The clearinghouse established under this subsection
			 shall provide information on the following:</text><clause id="id1F0F6909E1F54F89B083F3372E87C341"><enum>(i)</enum><text>Federal financial
			 aid available for youth described in subparagraph (A).</text></clause><clause id="id36C3884194E942E8A6DF673899CE89D1"><enum>(ii)</enum><text>Any special
			 Federal financial aid rules that may apply to such youth, including treatment
			 as an independent student in accordance with section 480(d)(1)(B) of the Higher
			 Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087vv">20 U.S.C. 1087vv(d)(1)(B)</external-xref>).</text></clause><clause id="id7B51AA4FFC26487FBA82C166096CB418"><enum>(iii)</enum><text>The Free
			 Application for Federal Student Aid (FAFSA), including questions and provisions
			 specific to such youth.</text></clause><clause id="id3D3E83A31AE04DA0AA7572539427E40B"><enum>(iv)</enum><text>Any Federal
			 post-secondary education supports or services available to such youth,
			 including through the Federal TRIO programs under chapter 1 of subpart 2 of
			 part A of title IV of the Higher Education Act of 1965 (20 U.S.C. 1070a–11 et

			 and additional changes to support successful transitions to adulthood through
			 the John H. Chafee Foster Care Program</header><subsection id="idB8E0CCE0EFDE48648F51101CD3186691"><enum>(a)</enum><header>Housing
			 assistance for victims of sex trafficking and other youth</header><text>Section
			 477(a)(5) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/677">42 U.S.C. 677(a)(5)</external-xref>) is amended to read
			 as follows:</text><quoted-block display-inline="no-display-inline" id="id372F7F63A2C94DAA90DF87689802AB31" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="IDC08D6D6DBA4444919F6395E3A430A982"><enum>(5)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id2A68A6B1A0D24FFBAC00FB8A13C48928"><enum>(A)</enum><text display-inline="yes-display-inline">to provide financial, housing, counseling,
				employment, education, and other appropriate support and services to former
				foster care recipients between 16 and 26 years of age so that those individuals
				can take on increasing and age or developmentally appropriate responsibilities
				and have the ability to form and maintain appropriate and healthy
				relationships; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB270F86756AE412BA5740D5934183C60" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">to
				provide housing assistance to youth who have aged out of foster care, who have
				not attained age 26, and who are pregnant, parenting, or a victim of sex
				trafficking (as defined in section 103(10) of the Trafficking Victims
				Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(10)</external-xref>)) or a severe form of trafficking in
				persons described in paragraph (9)(A) of that Act (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(A)</external-xref>) or are
				at risk of being a victim of either kind of
				trafficking;</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id10BB2260AD554FD082195FF66015B2B3"><enum>(b)</enum><header>Funding</header><paragraph id="idF2E4B88554F84448A2394E77E84CDF07"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 477 of the
			 Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/677">42 U.S.C. 677</external-xref>) is amended by adding at the end the

				education and training vouchers</header><text>In addition to any other amounts
				made available under subsection (h) to carry out this section, there are

				under section 474(a)(4), $440,000,000, which shall be available only to carry
				out the purposes described in subsection (a)(5)(B) and allotted to States in

				under section 474(e), $60,000,000, which shall be allotted to States under
				subsection (c)(3) for education and training vouchers for youth who age out of
				foster care in the same manner as amounts appropriated pursuant to subsection
				(h)(2) are allotted to States for such
				vouchers.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="id491644539CEB4273868CA2B50200123F"><enum>(2)</enum><header>State
			 allotments</header><subparagraph id="idE8E58A1938534DA7B81A1366475F618A"><enum>(A)</enum><header>In
			 general</header><text>Section 477(c) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/677">42 U.S.C. 677(c)</external-xref>) is

				the purposes described in subsection (a)(5)(B) to those States that satisfy the
				requirements of subparagraphs (F) and (J)(iii) of subsection

			 of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f(x)(2)(B)</external-xref>), benefits or assistance provided under the
			 temporary assistance for needy families program funded under part A of this
			 title, the low-income housing credit for units occupied by students described
			 in <external-xref legal-doc="usc" parsable-cite="usc/26/42">section 42(i)(3)(D)</external-xref> of the Internal Revenue Code of 1986, the programs under
			 chapter 1 of subpart 2 of part A of title IV of the Higher Education Act of
			 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a-11">20 U.S.C. 1070a–11 et seq.</external-xref>),</quote>; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id762FE8442114409B82970BBBE0A57D8C"><enum>(B)</enum><text>in subparagraph
			 (J)—</text><clause commented="no" display-inline="no-display-inline" id="id7E183F5FB3844994B3955DD75C926D58"><enum>(i)</enum><text>in clause (i), by

				on Finance of the Senate a report on the National Youth in Transition Database
				and any other databases in which States report outcome measures relating to
				children in foster care and children who have aged out of foster care or left
				foster care for kinship guardianship or adoption. The report shall include the
				following:</text><subparagraph id="id9f66038fc4304056817ff72cce462630"><enum>(A)</enum><text>A description of
				the reasons for entry into foster care and of the foster care experiences, such
				as length of stay, number of placement settings, and case goal, of 17-year-olds
				who are surveyed by the National Youth in Transition Database and an analysis
				of the comparison of that description with the reasons for entry and foster
				care experiences of children who exit from foster care before attaining age
				17.</text></subparagraph><subparagraph id="id78418F2979B54824A5AC6E68479C4A73"><enum>(B)</enum><text>A description of
				the characteristics of the individuals who report poor outcomes at ages 19 and
				21 to the National Youth in Transition Database.</text></subparagraph><subparagraph id="id0569ce7d406347ed815f7f7c70d4db80"><enum>(C)</enum><text>An analysis of
				the comparison of outcomes for youth who are surveyed by the National Youth in
				Transition Database with the outcomes for youth of the same age in the general
				population, particularly with respect to the how well youth who remain in
				foster care fare relative to their peers, and with respect to identifying
				benchmarks for determining what constitutes a poor outcome for youth who remain
				in foster care.</text></subparagraph><subparagraph id="idDF4B96ED1DDD416CB4FB142105FDF90D"><enum>(D)</enum><text>An analysis of
				the association between types of placement, number of overall placements, time
				spent in foster care, and other factors, and outcomes at ages 19 and 21.</text></subparagraph><subparagraph id="id0778f9b9f90b479285d17a5812bbdebf"><enum>(E)</enum><text>An analysis of
				the differences in outcomes for children in foster care at age 19 and 21 among
				States, and of the extent to which improved outcomes are being achieved in
				States that have elected a higher eligibility age for foster care under section
				475(8)(B)(iii).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idFF77DA62BC014B65B4FF0420218C687A"><enum>(d)</enum><header>Collection and
			 dissemination of housing assistance best practices</header><paragraph id="id5EE230C2248447088DDF0FC63A4542AE"><enum>(1)</enum><header>Requirement to
			 collect best practices</header><text>The Secretary of Health and Human Services
			 shall collect and make publicly available information regarding best practices
			 for providing housing assistance for youth who have aged out of foster care and
			 for youth who are pregnant, parenting, victims of sex trafficking, or are at
			 risk of being victims of sex trafficking.</text></paragraph><paragraph id="idBEABEB976DB842B2AAD7219D97CC42E4"><enum>(2)</enum><header>Regulations</header><text>The
			 Secretary shall solicit comments from States on the best practices collected
			 and made publicly available under paragraph (1) and not later than 1 year after
			 the date on which such best practices are first made publicly available, issue
			 regulations based on such best practices and State comments.</text></paragraph><paragraph id="id1D605558271541F78C9523F1D8500130"><enum>(3)</enum><header>Definition of
			 sex trafficking</header><text>In this subsection, the term <term>sex
			 trafficking</term> has the meaning given that term in section 103(10) of the
			 Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(10)</external-xref>) and includes a
			 severe form of trafficking in persons described in paragraph (9)(A) of that Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(A)</external-xref>).</text></paragraph></subsection></section><section id="id39D2F91ADB234D3CB17EAB4C3BF577C1"><enum>205.</enum><header>Authority for
			 monthly caseworker visits to occur electronically for foster youth age 18 or
			 older</header><subsection id="id311CF140170244D2A14F306674B4718A"><enum>(a)</enum><header>In
			 general</header><text>Section 422(a)(17) of the Social Security Act (42 U.S.C.
			 622(a)(17)) is amended by inserting <quote>(which, if the child has attained
			 age 18, may occur by telephone or using a voice over Internet Protocol)</quote>

			 general</header><text>Section 472 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/672">42 U.S.C. 672</external-xref>) is
			 amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id38EA279A1BC041C88F620D01D81353E1" style="OLC"><subsection id="id4CF7986EE50F457994B46B55C4F35491"><enum>(j)</enum><header>Pilot program
				To support placement stability for children in therapeutic foster care</header><paragraph id="idD0C7F6C4EE0B4E26B45DA097DE57F8D3"><enum>(1)</enum><header>Authority</header><text>The
				Secretary shall conduct a pilot program under which, in the case of a child who
				is in a foster family home, for whom monthly foster care maintenance payments
				are made under this section, or on whose behalf adoption assistance payments or
				kinship guardianship assistance payments are being made under section 473, and
				who is receiving therapeutic foster care, a State shall be authorized to divide
				the monthly foster care maintenance payment, adoption assistance payment, or
				kinship guardianship assistance payment (as the case may be) in such portions
				as the State, in consultation with the Secretary, may elect, and to pay such
				portions to the child's foster or adoptive parent or parents, or relative
				guardian, and the therapeutic foster care program, respectively.</text></paragraph><paragraph id="idB582573DF21F4ED791A5B9DEF082BDE4"><enum>(2)</enum><header>Participants</header><subparagraph id="idAF01C98D54B948E2AD6A7874B849171C"><enum>(A)</enum><header>In
				general</header><text>Not more than 10 States shall be approved to participate
				in the pilot program established under this subsection.</text></subparagraph><subparagraph id="idBD61BB3761DD423FB2B0BEF248A9F629"><enum>(B)</enum><header>Tribal
				programs</header><text>An Indian tribe, tribal organization, or tribal
				consortium with a plan approved under section 479B may be approved to
				participate in the program and if so approved, shall count towards the State
				participation limit in subparagraph (A).</text></subparagraph></paragraph><paragraph id="id542F1D43089249E2AF7843D2BD834988"><enum>(3)</enum><header>Reports</header><text>The
				Secretary shall submit annual reports to the Committee on Ways and Means of the
				House of Representatives and the Committee on Finance of the Senate on the
				pilot project established under this section. Each report submitted shall
				include an analysis of the extent to which the pilot program encourages
				placement stability for children in therapeutic foster care, together with such
				other information and recommendations as the Secretary determines
				appropriate.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="id061379C21BDD4DE997B10E2715052B27"><enum>302.</enum><header>Presidential
			 award for excellence in the field of child welfare</header><subsection id="id29D149A3054847DFA8967C44420CD689"><enum>(a)</enum><header>In
			 general</header><text>The President, in consultation with the Secretary of
			 Health and Human Services, may make Presidential awards to individuals
			 contributing to excellence in the field of child welfare, including child
			 welfare case workers, child welfare advocates, foster parents, and foster
			 youth.</text></subsection><subsection id="idB66C6814884B4A59A7FDE8F33D2D0F2E"><enum>(b)</enum><header>Nominations</header><text>The
			 Governor of each State, in consultation with youth representatives and
			 representatives of youth advocacy boards, shall nominate 2 individuals each
			 year for the award established in subsection (a). At least one of the nominees
			 for a year shall be a child welfare case worker. A nominee shall not be a
			 previous recipient of an award under this section.</text></subsection><subsection id="idC0DCCF8D56BE4FD9A24CE51BC1C31928"><enum>(c)</enum><header>Selection</header><text>In
			 any year, not more than 30 awards may be made under this section.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idEA0A99D04E454A10836B1D13CB042292"><enum>(d)</enum><header>Presentation</header><text>The
			 President, or his designee, shall present the awards at an appropriate ceremony
			 in Washington, DC.</text></subsection></section><section id="id45f2692e2da640a29808b71402e66425"><enum>303.</enum><header>Determination
			 of budgetary effects</header><text display-inline="no-display-inline">The
			 budgetary effects of this Act, for the purpose of complying with the Statutory
			 Pay-As-You-Go Act of 2010, shall be determined by reference to the latest
			 statement titled <term>Budgetary Effects of PAYGO Legislation</term> for this
			 Act, submitted for printing in the Congressional Record by the Chairman of the
			 Senate Budget Committee, provided that such statement has been submitted prior
			 to the vote on passage.</text></section><section id="id8F77F8819E4C4F27B0CEB9CD65CC173C"><enum>304.</enum><header>Extension of
			 effective date for State law amendment</header><text display-inline="no-display-inline">In the case of a State plan approved under
			 part B or E of title IV of the Social Security Act which the Secretary of
			 Health and Human Services determines requires State legislation (other than
			 legislation appropriating funds) in order for the plan to meet the additional
			 requirements imposed by this Act, the State plan shall not be regarded as
			 failing to comply with the requirements of such part solely on the basis of the
			 failure of the plan to meet such additional requirements before the first day of
			 the first calendar quarter beginning after the close of the first regular session
			 of the State legislature that ends after the 1-year period beginning with the
			 date of enactment of this Act. For purposes of the preceding sentence, in the
			 case of a State that has a 2-year legislative session, each year of the session
			 is deemed to be a separate regular session of the State legislature.</text></section></title></legis-body></bill>
