		<section id="S1" section-type="section-one"><enum>1.</enum><header>School
			 resource and safety officer grant program</header><text display-inline="no-display-inline">Part AA of title I of the Omnibus Crime
			 Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3797a">42 U.S.C. 3797a et seq.</external-xref>) is
			 amended—</text>
			<paragraph id="idDC657614690746609EBC08ECA3059EA4"><enum>(1)</enum><text>by striking the
			 heading and inserting <quote><header-in-text level="part" style="OLC">School
			 security grants</header-in-text></quote>;</text>
			</paragraph><paragraph id="id8B4C0C5572364A02A86CF96DB82066C2"><enum>(2)</enum><text>by inserting
			 before section 2701 the following:</text>
				<quoted-block display-inline="no-display-inline" id="id16A2F21E338341BCA2A14E1936259010" style="OLC">
					<subpart id="id4D9BB2F68CDA46538A86A8C5F5702F33"><enum>1</enum><header>Matching grant
				program for school
				security</header>
					</subpart><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="idAD1F341238064BF0B30F34A022BD30D2"><enum>(3)</enum><text>in sections 2701
			 through 2705, by striking <quote>part</quote> each place that term appears and
			 inserting <quote>subpart</quote>; and</text>
			</paragraph><paragraph id="id93228972A832425582DB0D25B7B40530"><enum>(4)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id062931402B4442C68D4497F477793108" style="OLC">
					<subpart id="id5C705BEAE4A04593BDF9B65C258A8B51"><enum>2</enum><header>School resource
				and safety officer grant program</header>
						<section id="id8C83346C09434B13883488FC1CCAF7F4"><enum>2711.</enum><header>Definitions</header><text display-inline="no-display-inline">In this subpart—</text>
							<paragraph id="iddf2322d0edc74ac9be3db5b4082d3f2c"><enum>(1)</enum><text>the term
				<term>career law enforcement officer</term> has the meaning given the term in
				section 1709;</text>
							</paragraph><paragraph id="id50199B8011E14AFB9D0683436244CEF4"><enum>(2)</enum><text>the term
				<term>Director</term> means the Director of the Office of Community Oriented
				Policing Services;</text>
							</paragraph><paragraph id="idF79A7BA12A884CB79CEBEE21E6506CD3"><enum>(3)</enum><text>the term
				<term>Indian tribe</term> has the meaning given the term in section 4(e) of the
				Indian Self-Determination and Education Assistance Act (25 U.S.C.
				450b(e));</text>
							</paragraph><paragraph id="id6d62b1ea23474aeeb4b854f2a7b3458d"><enum>(4)</enum><text>the term
				<term>school</term> means a public elementary or secondary school;</text>
							</paragraph><paragraph id="id8d72bfbccb7144f7bb56e4a5d90f28ff"><enum>(5)</enum><text>the term
				<term>school resource and safety officer</term> means a career law enforcement
				officer, with sworn authority, deployed in community oriented policing, and
				assigned by the employing police department or agency to protect schools, who
				works in and around schools for not less than 75 percent of the time that the
				officer is on duty (measured weekly, monthly, or annually); and</text>
							</paragraph><paragraph id="id5973d419ce2c4836a18ae28da8f6110e"><enum>(6)</enum><text>the term
				<term>unit of local government</term> means a county, municipality, town,
				township, village, parish, borough, or other unit of general government below
				the State level.</text>
							</paragraph></section><section id="id01F4F81A62734147B2162BA0AF4A992A"><enum>2712.</enum><header>Program
				authorized</header>
							<subsection id="id7a9af3c7e2554694ba4db0db49a7a605"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Director is
				authorized to make grants to units of local government and Indian tribes to
				provide for school resource and safety officers at schools.</text>
							</subsection><subsection id="iddcd8b3a50a9e41be9c65ed5545db1318"><enum>(b)</enum><header>Uses of
				funds</header><text>Grants awarded under this section shall be—</text>
								<paragraph id="idE11AFCC83EA447419210C506CEB0B62C"><enum>(1)</enum><text>distributed
				directly to a unit of local government or Indian tribe; and</text>
								</paragraph><paragraph id="idA2287C5D108A492F98FC23A0784FCE54"><enum>(2)</enum><text>used to improve
				security at schools and on school grounds in the jurisdiction of the recipient
				by hiring and training career law enforcement officers for deployment in
				schools as school resource and safety officers.</text>
								</paragraph></subsection><subsection id="idf5b5c95eee1b4329a4cdad7e786e5518"><enum>(c)</enum><header>Maximum amount
				per officer or training program</header>
								<paragraph id="idABBF053340064DA589B665DEEBCB3605"><enum>(1)</enum><header>In
				general</header><text>Except as provided in paragraph (2), the amount of a
				grant may not exceed $200,000 for each—</text>
									<subparagraph id="id70C34C0E00D743118E23DF04CB34348F"><enum>(A)</enum><text>school resource
				and safety officer proposed to be hired; or</text>
									</subparagraph><subparagraph id="id5AE404DB1D494EE58AC8A0E7864839CE"><enum>(B)</enum><text>training program
				proposed to be funded.</text>
									</subparagraph></paragraph><paragraph id="id3EE713BCC96A4EF991782701C289D03D"><enum>(2)</enum><header>Waiver</header><text>The
				Director may issue a waiver of the requirement under paragraph (1) for a
				recipient of a grant under this subpart.</text>
								</paragraph></subsection><subsection id="id6015a1dda428458d94d0bdf9f0d26e67"><enum>(d)</enum><header>Duration</header>
								<paragraph id="id5B74688626A14402A284F0D38362D378"><enum>(1)</enum><header>In
				general</header><text>The Director may make available funds under a grant under
				this subpart during a period of not more than 3 fiscal years.</text>
								</paragraph><paragraph id="idE63CA534A6D648CBAD9E0DCE13AC5264"><enum>(2)</enum><header>Renewal</header><text>Notwithstanding
				paragraph (1), the Director may continue to make available additional funds to
				a recipient after all funds under the original grant have been made available
				if the Director determines that—</text>
									<subparagraph id="id03A523262D4642F3BA7412EA0B50E24B"><enum>(A)</enum><text>the funds made
				available to the recipient were used in a manner required under an approved
				application; and</text>
									</subparagraph><subparagraph id="idE7296A2065304EF28CF2FA9D5B54714F"><enum>(B)</enum><text>the recipient
				demonstrates significant financial need.</text>
									</subparagraph></paragraph></subsection><subsection id="idc2b851108a6445018c1031cbcbba75ae"><enum>(e)</enum><header>Limitation on
				use of funds</header>
								<paragraph id="id180BF08435FC4A908C9167E00C1628CC"><enum>(1)</enum><header>Nonsupplanting</header><text>Funds
				made available under this subpart to a unit of local government shall not be
				used to supplant funds of the unit of local government, or, in the case of an
				Indian tribe, funds supplied by the Bureau of Indian Affairs, and shall be used
				to increase the amount of funds that would, in the absence of Federal funds
				received under this subpart, be made available from the unit of local
				government, or in the case of an Indian tribe, from funds supplied by the
				Bureau of Indian Affairs.</text>
								</paragraph><paragraph id="id1965912c120a47ac873001e2ede2bb1f"><enum>(2)</enum><header>Administrative
				costs</header><text>The Director may reserve not more than 2 percent from
				amounts appropriated to carry out this subpart for administrative costs.</text>
								</paragraph></subsection><subsection id="id30c1b3feffdc453c9a2f401036890a7d"><enum>(f)</enum><header>Training</header>
								<paragraph id="id7753808065414DE18803F36465309051"><enum>(1)</enum><header>Establishment
				of guidelines</header><text>The Director shall establish guidelines for
				programs that train school resource and safety officers.</text>
								</paragraph><paragraph id="id5B2D95E222434571B3DD520CA68FEC5B"><enum>(2)</enum><header>Specific
				requirements</header><text>In establishing guidelines under paragraph (1), the
				Director shall ensure that the guidelines address how to—</text>
									<subparagraph id="idc3e286ecc4b947e9beda74007b0ee608"><enum>(A)</enum><text>distinguish
				between—</text>
										<clause id="id426B862DA2C6483989083956C1002DFF"><enum>(i)</enum><text>minor
				disciplinary infractions better dealt with by school officials; and</text>
										</clause><clause id="id215F304D5F1C4DBFAA6106CD26D3A5FA"><enum>(ii)</enum><text>major security
				problems that require law enforcement involvement; and</text>
										</clause></subparagraph><subparagraph id="id2D0E382E36B342C6A84F8701B2CD9DAF"><enum>(B)</enum><text>utilize
				alternatives to law enforcement involvement in school disciplinary
				measures.</text>
									</subparagraph></paragraph></subsection><subsection id="idbf25eb249c5f40469dad0aa0147588a5"><enum>(g)</enum><header>Equitable
				distribution</header><text>In awarding grants under this subpart, the Director
				shall ensure, to the extent practicable, an equitable geographic distribution
				among the regions of the United States and among urban, suburban, and rural
				areas.</text>
							</subsection></section><section id="idDDC8591C670648029C4DB698BF631758"><enum>2713.</enum><header>Applications</header>
							<subsection id="id08C82B7F39C343ADA2ABF54908FA9CDC"><enum>(a)</enum><header>In
				general</header><text>To request a grant under this subpart, the chief
				executive of a unit of local government or Indian tribe shall submit an
				application to the Director at such time, in such manner, and accompanied by
				such information as the Director may require.</text>
							</subsection><subsection id="idE811671586754DDD83FA0DE249C0C6C6"><enum>(b)</enum><header>Contents of
				applications</header><text>Each application under this section shall—</text>
								<paragraph id="idf20beebd9f1a4008aebb0640555819b8"><enum>(1)</enum><text>include a
				detailed explanation of—</text>
									<subparagraph id="id5979275e3e494aa5bf61a3c78fc1a14c"><enum>(A)</enum><text>the intended uses
				of funds made available under a grant; and</text>
									</subparagraph><subparagraph id="idd5257ae9edba489ab9d217fa4a52df4a"><enum>(B)</enum><text>how the
				activities funded under a grant will prevent school violence and improve
				student and school safety;</text>
									</subparagraph></paragraph><paragraph id="ide01c2a07233e431b9fde46408cda1f19"><enum>(2)</enum><text>describe the
				ability of the applicant to prevent school violence and improve student and
				school safety without Federal assistance; and</text>
								</paragraph><paragraph id="id1e2d44f43e56431bbd29b2eafb99a35c"><enum>(3)</enum><text>include a
				memorandum of understanding between the law enforcement agency supplying the
				school resource and safety officer and the grant recipient that describes the
				disciplinary actions that are the exclusive responsibilities of school staff
				and faculty.</text>
								</paragraph></subsection><subsection id="ide7b496ff723f4fd39805dbc82cb4fc62"><enum>(c)</enum><header>Guidelines</header><text>Not
				later than 90 days after the date of enactment of this subpart, the Director
				shall promulgate guidelines to implement this section.</text>
							</subsection></section><section id="id1B56F6083DA9489D86E596DADDFCCA87"><enum>2714.</enum><header>Reports</header>
							<subsection id="id6609c81bf5e24d248274e0bbb5335f6d"><enum>(a)</enum><header>Director
				report</header><text>Not later than November 30 of each year, the Director
				shall submit to Congress a report relating to the activities carried out under
				this subpart that includes, for the preceding fiscal year—</text>
								<paragraph id="idC4AE5E0055634DB190D883A651A59EAC"><enum>(1)</enum><text>the number of
				grants funded under this subpart;</text>
								</paragraph><paragraph id="idAEBC5A33816F4C2F82D9A2DE1AC30904"><enum>(2)</enum><text>the amount of
				funds made available under the grants described in paragraph (1); and</text>
								</paragraph><paragraph id="id4556EDDB96EA4669B107D71C7030770B"><enum>(3)</enum><text>the number of
				school resource and safety officers that the funds described in paragraph (2)
				supported.</text>
								</paragraph></subsection><subsection id="id618d5fddd4a7401bbe5339fde45e79b6"><enum>(b)</enum><header>Grant recipient
				report</header><text>For each year during which a recipient receives funds
				under this subpart, the recipient shall, at a date determined by the Director,
				submit to the Director a report relating to the activities carried out by the
				recipient that includes information, as determined by the Director, relating to
				the use of funds.</text>
							</subsection></section><section id="id87D84AD378FF4CBFA2BD4E68AD31890C"><enum>2715.</enum><header>Authorization
				of appropriations</header><text display-inline="no-display-inline">There are
				authorized to be appropriated to carry out this subpart such sums as are
				necessary for each of fiscal years 2014 through
				2023.</text>
