		<official-title>To amend the Internal Revenue Code of 1986 to provide a
		  refundable tax credit for the installation of sprinklers and elevators in
		  historic structures.</official-title>

		<section id="id5C89A432E361469EAB83929B6F9B3BCA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Historic Downtown Preservation and
			 Access Act</short-title></quote>.</text>
		</section><section id="id02C42F5B06434F4F82290FB0FA6442B2" section-type="subsequent-section"><enum>2.</enum><header>Credit for
			 installation of sprinklers and elevators in historic buildings</header>
			<subsection id="id9A340393252E41AB83B2A9F6825465D8"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subpart C of part IV
			 of subchapter A of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/1">chapter 1</external-xref> of the Internal Revenue Code of 1986 is amended by
			 inserting after section 36B the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="id27F63AE32D5C4A27905C4A901C75EA82" style="OLC">
					<section id="id8B66A4C83249453B98FE476B88023CA3"><enum>36C.</enum><header>Historic
				building expenses</header>
						<subsection id="idC889CD30DDCC4F0CA154C081E1D93F21"><enum>(a)</enum><header>In
				general</header><text>There shall be allowed a credit against the tax imposed
				by this subtitle for the taxable year an amount equal to 50 percent of the
				qualified historic building expenses paid or incurred by the taxpayer during
				such taxable year.</text>
						</subsection><subsection id="id0DDBD7FCA36F4B938CD242E86AAFED29"><enum>(b)</enum><header>Limitation</header><text>The
				credit allowed under subsection (a) with respect to any taxpayer for any
				taxable year shall not exceed $50,000.</text>
						</subsection><subsection id="idAF616D1EC9A54A64A5EEAF819D4EDC16"><enum>(c)</enum><header>Qualified
				historic building expenses</header><text>For purposes of this section—</text>
							<paragraph id="id779A643F6DDE4693969F01CCBB6D17C7"><enum>(1)</enum><header>In
				general</header><text>The term <term>qualified historic building
				expenses</term> means amounts paid or incurred to install in a certified
				historic structure an elevator system or a sprinkler system that meets the
				requirements found in the most recent edition of NFPA 13: Standard for the
				Installation of Sprinkler Systems.</text>
							</paragraph><paragraph id="id07DA778ECA614A319EB09704694047D5"><enum>(2)</enum><header>National
				historic landmarks</header><text>In the case of a certified historic structure
				that is designated as a National Historic Landmark in accordance with section
				101(a) of the National Historic Preservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/470a">16 U.S.C. 470a(a)</external-xref>) and that
				is open to the public, the term <term>qualified historic building
				expenses</term> shall not include an expense described in paragraph (1), unless
				the installation of property described in such paragraph meets the requirements
				for a certified rehabilitation under section 47(c)(2)(C).</text>
							</paragraph><paragraph id="id0411BBE1B42C484688C94C2FB89D6B15"><enum>(3)</enum><header>Certified
				historic structure</header><text>The term <term>certified historic
				structure</term> has the meaning given such term in section 47(c)(3), except
				that such term shall not include any structure which is a single-family
				residence.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id8ABC1AF6D8BC4722AA9B5DA25C6324A7"><enum>(b)</enum><header>Conforming
			 amendments</header>
				<paragraph id="id9F987700FBBA4944AAF186C6CA5CEDBB"><enum>(1)</enum><text>Section 1324 of
			 title 31, United States Code, is amended by inserting <quote>, 36C</quote>
			 after <quote>, 36B</quote>.</text>
				</paragraph><paragraph id="idE2595822DDBF447EB8652F4FBFAC6D46"><enum>(2)</enum><text>The table of
			 sections for subpart C of part IV of subchapter A of chapter 1 of the Internal
			 Revenue Code of 1986 is amended by inserting after the item relating to section
			 36B the following new item:</text>

				</paragraph></subsection><subsection id="id788832635742423E9C3CEAF85ED56036"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to amounts
			 paid or incurred in taxable years beginning after the date of the enactment of
			 this Act.</text>
