		<official-title>To arrange for the National Academy of Sciences to study
		  the impact of violent video games and violent video programming on
		  children.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Violent Content Research Act of
			 2013</short-title></quote>.</text>
		</section><section id="idE8251048DD464C1CB1E7DBB7D311D981" section-type="subsequent-section"><enum>2.</enum><header>Study; National
			 Academy of Sciences</header>
			<subsection id="id067FA2F5D97C4F6AA11DA20ED7BC03E2"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 30
			 days after the date of enactment of this Act, the Federal Trade Commission, the
			 Federal Communications Commission, and the Department of Health and Human
			 Services, jointly, shall undertake to enter into appropriate arrangements with
			 the National Academy of Sciences to conduct a comprehensive study and
			 investigation of—</text>
				<paragraph id="id5415D40ED5994134836529043860ED63"><enum>(1)</enum><text display-inline="yes-display-inline">whether there is a connection between
			 exposure to violent video games and harmful effects on children; and</text>
				</paragraph><paragraph id="idB7EC21D6908445FD89C3E52AF63ACF93"><enum>(2)</enum><text display-inline="yes-display-inline">whether there is a connection between
			 exposure to violent video programming and harmful effects on children.</text>
				</paragraph></subsection><subsection id="idF987D2FE7ABC4913AC3590B6FB1D954A"><enum>(b)</enum><header>Contents of
			 study and investigation</header>
				<paragraph id="idF98B0A33300A47248FD6C25C7020013F"><enum>(1)</enum><header>Violent video
			 games</header><text display-inline="yes-display-inline">The study and
			 investigation under subsection (a) shall include—</text>
					<subparagraph id="id4757E8942F8046A7837F6E3BBB26219C"><enum>(A)</enum><text display-inline="yes-display-inline">whether the exposure listed under
			 subsection (a)(1)—</text>
						<clause id="idF33FDBC21042445C95E622E4D7695E1B"><enum>(i)</enum><text display-inline="yes-display-inline">causes children to act aggressively or
			 causes other measurable harm to children;</text>
						</clause><clause id="id1EE9670D783B421C85CE4A0549612591"><enum>(ii)</enum><text>has a
			 disproportionately harmful effect on children already prone to aggressive
			 behavior or on other identifiable groups of children; and</text>
						</clause><clause id="idD061CAF937EC43989E56BD06FDB6C79D"><enum>(iii)</enum><text>has a harmful
			 effect that is distinguishable from any negative effects produced by other
			 types of media;</text>
						</clause></subparagraph><subparagraph id="id085F77E843404EDBA63891A104E79449"><enum>(B)</enum><text>whether any harm
			 identified under subparagraph (A)(i) has a direct and long-lasting impact on a
			 child's well-being; and</text>
					</subparagraph><subparagraph id="id33CEEE9E80D647B1ABB0E337C0E01C78"><enum>(C)</enum><text>whether current
			 or emerging characteristics of video games have a unique impact on children,
			 considering in particular video games' interactive nature and the
			 extraordinarily personal and vivid way violence might be portrayed in such
			 video games.</text>
					</subparagraph></paragraph><paragraph id="idBF0FFC544AD246B192C9E37EBC9B6C91"><enum>(2)</enum><header>Violent video
			 programming</header><text display-inline="yes-display-inline">The study and
			 investigation under subsection (a) shall include—</text>
					<subparagraph id="id335C1C2902DB4653A5493C2D13058E47"><enum>(A)</enum><text display-inline="yes-display-inline">whether the exposure listed under
			 subsection (a)(2)—</text>
						<clause id="id8F43B0A1F03649549BBB9858A245AA31"><enum>(i)</enum><text display-inline="yes-display-inline">causes children to act aggressively or
			 causes other measurable harm to children;</text>
						</clause><clause id="id7FCDB1BA4B334D258904FC73FA262565"><enum>(ii)</enum><text>has a
			 disproportionately harmful effect on children already prone to aggressive
			 behavior or on other identifiable groups of children; and</text>
						</clause><clause id="id3889EFD8A8E942209C68875C3969DDF5"><enum>(iii)</enum><text>has a harmful
			 effect that is distinguishable from any negative effects produced by other
			 types of media; and</text>
						</clause></subparagraph><subparagraph id="id9798A7F36D2647A69E236CCAF2C9CC1F"><enum>(B)</enum><text>whether any harm
			 identified under subparagraph (A)(i) has a direct and long-lasting impact on a
			 child's well-being.</text>
					</subparagraph></paragraph><paragraph id="id5E00EC4E41DF441E8E484AABF4060F17"><enum>(3)</enum><header>Future
			 research</header><text>The study and investigation under subsection (a) shall
			 identify gaps in the current state of research which, if closed, could provide
			 additional information regarding any causal connection—</text>
					<subparagraph id="id6A45E45F13ED4A2883E7DEECA2D4C82E"><enum>(A)</enum><text>between exposure
			 to violent video games and behavior; and</text>
					</subparagraph><subparagraph id="id23EC73C3988B480BA27F7B3E076C3BE2"><enum>(B)</enum><text>between exposure
			 to violent video programming and behavior.</text>
					</subparagraph></paragraph></subsection><subsection id="id15E133CB5E5B43A4AE93F84F98B9E699"><enum>(c)</enum><header>Report</header><text>In
			 entering into any arrangements with the National Academy of Sciences for
			 conducting the study and investigation under this section, the Federal Trade
			 Commission, the Federal Communications Commission, and the Department of Health
			 and Human Services shall request the National Academy of Sciences to submit,
			 not later than 15 months after the date on which such arrangements are
			 completed, a report on the results of the study and investigation to—</text>
				<paragraph id="id0130BFC7D3324D6EA140694414FEDDDD"><enum>(1)</enum><text>Congress;</text>
				</paragraph><paragraph id="idA8BCB8CF94E34A81831D45A3E9271472"><enum>(2)</enum><text>the Federal Trade
			 Commission;</text>
				</paragraph><paragraph id="idD13A5A04266F4356BBEBAA5843D62329"><enum>(3)</enum><text>the Federal
			 Communications Commission; and</text>
				</paragraph><paragraph id="id0612E60CE2564878A275EFA43BBE19EF"><enum>(4)</enum><text>the Department of
			 Health and Human Services.</text>
