		<official-title>To promote the tracing of firearms used in crimes, and
		  for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Crime Gun Tracing Act of
			 2013</short-title></quote>.</text>
		</section><section id="id63A1D32638C04D46B881E22B8354677C"><enum>2.</enum><header>Definition</header><text display-inline="no-display-inline">Section 1709 of the Omnibus Crime Control
			 and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd-8">42 U.S.C. 3796dd–8</external-xref>) is amended by—</text>
			<paragraph id="id4DE0EE8318C14F379A6D7FDA44B5C538"><enum>(1)</enum><text display-inline="yes-display-inline">redesignating paragraphs (1) through (4) as
			 paragraphs (2) through (5), respectively; and</text>
			</paragraph><paragraph id="id73463865F3804B4E88007AE66CD83F9E"><enum>(2)</enum><text>inserting before
			 paragraph (2), as redesignated, the following:</text>
				<quoted-block display-inline="no-display-inline" id="idA4FAB792D89944B6B56B3D664E33F762" style="OLC">
					<paragraph id="idCC537D4758F441E482DBB20340263132"><enum>(1)</enum><text><term>Bureau</term>
				means the Bureau of Alcohol, Tobacco, Firearms, and
				Explosives.</text>

			</paragraph></section><section id="id28022ACC1FE941BEAC28A3F8ED35DF03"><enum>3.</enum><header>Incentives for
			 tracing firearms used in crimes</header><text display-inline="no-display-inline">Section 1701 of the Omnibus Crime Control
			 and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd">42 U.S.C. 3796dd</external-xref>) is amended by striking
			 subsection (c) and inserting the following:</text>
			<quoted-block display-inline="no-display-inline" id="idF2F7EA9504DC4554B09FA610E60F9E6E" style="OLC">
				<subsection id="id451E1AEC0F6C4FAF959435A319000BB5"><enum>(c)</enum><header>Preferential
				consideration of applications for certain grants</header><text>In awarding
				grants under this part, the Attorney General, where feasible—</text>
					<paragraph id="id73FF45D10F78473EB0A37D30A578EA1D"><enum>(1)</enum><text>may give
				preferential consideration to an application for hiring and rehiring additional
				career law enforcement officers that involves a non-Federal contribution
				exceeding the 25-percent minimum under subsection (g); and</text>
					</paragraph><paragraph id="idFA196C2476204091BE16E53868ECE632"><enum>(2)</enum><text>shall give
				preferential consideration to an application submitted by an applicant that has
				reported all firearms recovered during the previous 12 months by the applicant
				at a crime scene or during the course of a criminal investigation to the Bureau
				for the purpose of tracing, or to a State agency that reports such firearms to
				the Bureau for the purpose of
				tracing.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id37E4EB94AE594381AC17164AF5CDD3E7"><enum>4.</enum><header>Reporting of
			 firearm tracing by applicants for Community Oriented Policing Services
			 grants</header><text display-inline="no-display-inline">Section 1702(c) of the
			 Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd-1">42 U.S.C. 3796dd–1(c)</external-xref>) is
			 amended—</text>
			<paragraph id="idD277D53F0A7447EFA45A596DE0179196"><enum>(1)</enum><text>in paragraph
			 (10), by striking <quote>and</quote> at the end;</text>
			</paragraph><paragraph id="id28D9D49E3B8F44E5B27082FC3CEB3F17"><enum>(2)</enum><text>in paragraph
			 (11), by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
			</paragraph><paragraph id="id86FBCDF77EB1467982B3163197686DC8"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id48F85DD49E8F4FC28AA54228F458616E" style="OLC">
					<paragraph id="id40C6E128DCB3499A8A9F97467FF7D12E"><enum>(12)</enum><text>specify—</text>
						<subparagraph id="id4DA590B44CA64143ABE267EFC65B7A93"><enum>(A)</enum><text>whether the
				applicant recovered any firearms at a crime scene or during the course of a
				criminal investigation during the 12 months before the submission of the
				application;</text>
						</subparagraph><subparagraph id="id938CFE63F86046B38CF4CD795EC3C927"><enum>(B)</enum><text>the number of
				firearms described in subparagraph (A);</text>
						</subparagraph><subparagraph id="id7642E2D47C4147C39B044F6088FC388A"><enum>(C)</enum><text>the number of
				firearms described in subparagraph (A) that were reported to the Bureau for
				tracing, or to a State agency that reports such firearms to the Bureau for
				tracing; and</text>
						</subparagraph><subparagraph id="id1CA3D9EF9661484EB37EFAD83ACC3FB5"><enum>(D)</enum><text>the reason why
				any firearms described under subparagraph (A) were not reported to the Bureau
				for tracing, or to a State agency that reports such firearms to the Bureau for
				tracing.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
