		<official-title>To require the Administrator of the Environmental
		  Protection Agency and the Secretary of Energy to conduct a fuel system
		  requirements harmonization study, and for other purposes.</official-title>

		<section id="id455FC66339094CB1A5109BB1AF403D85" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Gas Accessibility and Stabilization
			 Act of 2013</short-title></quote>.</text>
		</section><section id="idABAE2531783E49B3838553CD471426AB" section-type="subsequent-section"><enum>2.</enum><header>Expansion of waiver
			 authority</header><text display-inline="no-display-inline">Section 211(c)(4)(C)
			 of the Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7545">42 U.S.C. 7545(c)(4)(C)</external-xref>) is amended—</text>
			<paragraph id="H028E70A40503408899559402E235FF46"><enum>(1)</enum><text>in clause
			 (ii)(II), by inserting <quote>a problem with distribution or delivery equipment
			 that is necessary for the transportation or delivery of fuel or fuel
			 additives,</quote> after <quote>equipment failure,</quote>;</text>
			</paragraph><paragraph id="HE3398948C01C463A8DC321D951DEDE65"><enum>(2)</enum><text display-inline="yes-display-inline">in clause (iii)(II), by inserting
			 <quote>(except that the Administrator may extend the effectiveness of a waiver
			 for more than 20 days if the Administrator determines that the conditions under
			 clause (ii) supporting a waiver determination will exist for more than 20
			 days)</quote> before the semicolon at the end;</text>
			</paragraph><paragraph id="H9EAAF6C42A904C21A2EDA47110291489"><enum>(3)</enum><text>by redesignating
			 the second clause (v) (relating to the authority of the Administrator to
			 approve certain State implementation plans) as clause (vi); and</text>
			</paragraph><paragraph id="H060CDCE519654CCA9B8930195F7B8430"><enum>(4)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HE8007F2DCED3433EA384E3A40955A59E" style="OLC">
					<clause id="H465D571D9E9541699549E1132F7E8F1B" indent="up3"><enum>(vii)</enum><header>Presumptive
				approval</header><text display-inline="yes-display-inline">Notwithstanding any
				other provision of this subparagraph, if the Administrator does not approve or
				deny a request for a waiver under this subparagraph within 3 days after receipt
				of the request, the request shall be considered to be approved as received by
				the Administrator and the applicable fuel standards shall be waived for the
				period of time
				requested.</text>

			</paragraph></section><section id="idB3D0388FC6204FC59810C0753D5DFEBB"><enum>3.</enum><header>Fuel system
			 requirements harmonization study</header><text display-inline="no-display-inline">Section 1509 of the Energy Policy Act of
			 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/58">Public Law 109–58</external-xref>; 119 Stat. 1083) is amended—</text>
			<paragraph id="idC03427F8D37B44E48A4F9F80963BCCF2"><enum>(1)</enum><text>in subsection
			 (a)—</text>
				<subparagraph id="id1A4D8CE642C54BE6857A151F4086CB7F"><enum>(A)</enum><text>in paragraph
			 (1)(A), by inserting <quote>biofuels,</quote> after <quote>oxygenated
			 fuel,</quote>; and</text>
				</subparagraph><subparagraph id="id1BD665FB63894D74858DF59FB1A6AFB9"><enum>(B)</enum><text>in paragraph
			 (2)(G), by striking <quote>Tier II</quote> and inserting <quote>Tier
			 III</quote>; and</text>
				</subparagraph></paragraph><paragraph id="id0DF21B571DBC4BC0B885187ACC41BA64"><enum>(2)</enum><text>in subsection
			 (b)(1), by striking <quote>2008</quote> and inserting
			 <quote>2014</quote>.</text>
