			 enhances the United States long-term national and economic security by—</text>
				<subparagraph id="id0A13B3DEA3A14DB8A9D38445FA64EC33"><enum>(A)</enum><text display-inline="yes-display-inline">stimulating development of advanced
			 technologies with widespread applications;</text>
				</subparagraph><subparagraph id="id2EAFE67360C24E709D9F22593662E684"><enum>(B)</enum><text display-inline="yes-display-inline">increasing the United States technological
			 competitiveness;</text>
				</subparagraph><subparagraph id="id651573B9BA6B478CA63F17F815B920FD"><enum>(C)</enum><text display-inline="yes-display-inline">enhancing global prosperity and security
			 through cooperation in shared interests, such as advancement of science,
			 understanding of Earth and the universe, and protection from space borne
			 threats, such as asteroids;</text>
				</subparagraph><subparagraph id="idC89E1079901042459CC49365A0448FB4"><enum>(D)</enum><text display-inline="yes-display-inline">opening the solar system to the full range
			 of peaceful human activity; and</text>
				</subparagraph><subparagraph id="idB980C6AEE64A4410B07D2D39630ECA98"><enum>(E)</enum><text>inspiring
			 students to pursue disciplines in science, technology, engineering, and
			 mathematics.</text>
				</subparagraph></paragraph><paragraph id="id0DA0E05AAE7F4F219E8147CCDA99DCB5"><enum>(2)</enum><text display-inline="yes-display-inline">The Nation’s space program should
			 include—</text>
				<subparagraph id="id58140FC5DA564F988A454B9F1DA84D21"><enum>(A)</enum><text display-inline="yes-display-inline">national security and civil space
			 activities;</text>
				</subparagraph><subparagraph id="idA640F27F1ABB4B1F8ACC676A348499D3"><enum>(B)</enum><text display-inline="yes-display-inline">robotic and human exploration;</text>
				</subparagraph><subparagraph id="idDF28AE5F42AC4900B9BD95D9C9F672D4"><enum>(C)</enum><text display-inline="yes-display-inline">advancement of scientific knowledge and
			 engagement of the general public;</text>
				</subparagraph><subparagraph id="idA5696E33E1E24F628431EFC3A88F304E"><enum>(D)</enum><text display-inline="yes-display-inline">U.S. Government led launch capability
			 development, including the Space Launch System and the Orion multi-purpose crew
			 vehicle, and partnerships with commercial and international entities;</text>
				</subparagraph><subparagraph id="id2E8E7F858FED4D0A94E0EA6EA836B46D"><enum>(E)</enum><text display-inline="yes-display-inline">advancement of the space frontier and
			 stimulation of commerce; and</text>
				</subparagraph><subparagraph id="id100516DB372446BB94F284621443DA33"><enum>(F)</enum><text display-inline="yes-display-inline">searching outward to further our
			 understanding of the universe and observing Earth to expand knowledge of our
			 home planet.</text>
				</subparagraph></paragraph></section><section id="id947D620C60624BBDBFB35E217CFE51F7"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="id02F4326631DC4F038EFF20882200F4FB"><enum>(1)</enum><header>Administration</header><text>The
			 term <term>Administration</term> means the National Aeronautics and Space
			 Administration.</text>
			</paragraph><paragraph id="id3DD722C40EDC4660944905AF8F58FE5D"><enum>(2)</enum><header>Administrator</header><text>The
			 term <term>Administrator</term> means the Administrator of the National
			 Aeronautics and Space Administration.</text>
			</paragraph><paragraph id="id43C31E7C0AF342DB9792BE44FEE9156E"><enum>(3)</enum><header>Appropriate
			 committees of Congress</header><text>The term <term>appropriate committees of
			 Congress</term> means—</text>
				<subparagraph id="idB5D23AF79F6943F29DA368D01A680DE2"><enum>(A)</enum><text>the Committee on
			 Commerce, Science, and Transportation of the Senate; and</text>
				</subparagraph><subparagraph id="id497B9B21C8E14E5A9DA561E8532BCBAF"><enum>(B)</enum><text>the Committee on
			 Science, Space, and Technology of the House of Representatives.</text>
				</subparagraph></paragraph><paragraph id="id7DEEA4F727F5442AB44263064135ED5B"><enum>(4)</enum><header>ISS</header><text>The
			 term <term>ISS</term> means the International Space Station.</text>
			</paragraph><paragraph id="id5EEA4F8B767941EFAE820E8FDD1DA18A"><enum>(5)</enum><header>NASA</header><text>The
			 term <term>NASA</term> means the National Aeronautics and Space
			 Administration.</text>
			</paragraph><paragraph commented="no" id="idF4D06B238AB64D12AB06F243F813C4B8"><enum>(6)</enum><header>Orion</header><text>The
			 term <term>Orion</term> means the multi-purpose crew vehicle described under
			 section 303 of the National Aeronautics and Space Administration Authorization
			 Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/18323">42 U.S.C. 18323</external-xref>).</text>
			</paragraph><paragraph commented="no" id="id07506462C78248138AFC6172EB39545C"><enum>(7)</enum><header>Space Launch
			 System</header><text>The term <term>Space Launch System</term> has the meaning
			 given the term under section 3 of the National Aeronautics and Space
			 Administration Authorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/18302">42 U.S.C. 18302</external-xref>).</text>
			</paragraph></section><title id="id9641B6FBB4434455BD555BA2E16C39BE"><enum>I</enum><header>Authorization of
			 appropriations</header>

			 general</header><text>Congress reaffirms that the long-term goal of the human
			 space flight and exploration efforts of NASA shall be to expand permanent human
			 presence beyond low-Earth orbit and to do so, where practical, in a manner
			 involving international partners, as stated in section 202(a) of the National
			 Aeronautics and Space Administration Authorization Act of 2010 (42 U.S.C.
			 18312(a)).</text>
					</subsection><subsection id="id8fc7f86f29b940c9a27903dd8f66fd25"><enum>(b)</enum><header>Human
			 exploration of Mars</header><text>Section 202(b) of the National Aeronautics
			 and Space Administration Authorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/18312">42 U.S.C. 18312(b)</external-xref>) is
			 amended—</text>
						<paragraph id="id374B02A2C59646A8B8E7C3A9B6E059CA"><enum>(1)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (3);</text>

			 exploration strategy</header>
						<paragraph id="idF5A3FE2A22664EFAB070E33FFA67C7A4"><enum>(1)</enum><header>In
			 general</header><text>Not later than 270 days after the date of enactment of
			 this Act, and biennially thereafter, the Administrator shall submit to the
			 appropriate committees of Congress a strategy to achieve the objective under
			 section 202(b)(5) of the National Aeronautics and Space Administration
			 Authorization Act of 2010, as amended (<external-xref legal-doc="usc" parsable-cite="usc/42/18312">42 U.S.C. 18312(b)(5)</external-xref>) through a series
			 of successive, free-standing, but complementary missions making robust
			 utilization of cis-lunar space and employing the Space Launch System, Orion,
			 and other capabilities provided under titles III, IV, V, and IX of that Act (42
			 U.S.C. 18301 et seq.).</text>
						</paragraph><paragraph id="idb440c4b702d74dff8551c79da7898d00"><enum>(2)</enum><header>Strategy
			 requirements</header><text>In developing the strategy under paragraph (1), the
			 Administrator shall include—</text>
							<subparagraph id="ida6dc8f4e54ea4f9a8659f8472f3a6ac4"><enum>(A)</enum><text>the utility of an
			 expanded human presence in cis-lunar space toward enabling missions to various
			 lunar orbits, the lunar surface, asteroids, the Mars system, and other
			 destinations of interest for future human exploration and development;</text>
							</subparagraph><subparagraph id="idad71c1e6f8504ab9b3c14f92a4c0fa2a"><enum>(B)</enum><text>the utility of an
			 expanded human presence in cis-lunar space for economic, scientific, and
			 technological advances;</text>
							</subparagraph><subparagraph id="id6b5d511702dc4723bc0a906f2e727c38"><enum>(C)</enum><text>the opportunities
			 for collaboration with—</text>
								<clause id="id0d00e76370b74675a33dc8f29f3989fd"><enum>(i)</enum><text>international
			 partners;</text>
								</clause><clause id="idcc6939b9f1b045dea73ace279564715c"><enum>(ii)</enum><text>private
			 industry; and</text>
								</clause><clause id="idf408bffe148c4001ab64e0e2adfd6dfa"><enum>(iii)</enum><text>other Federal
			 agencies, including missions relevant to national security or scientific
			 needs;</text>
								</clause></subparagraph><subparagraph id="idb91fca5bf1c842dc8c7b299c4125699b"><enum>(D)</enum><text>the opportunities
			 specifically afforded by the ISS to support high priority scientific and
			 technological developments useful in expanding and sustaining a human presence
			 in cis-lunar space and beyond;</text>
							</subparagraph><subparagraph id="id19b1ba69345f47a4ac1c538c424d3705"><enum>(E)</enum><text>a range of
			 exploration mission architectures and approaches for the missions identified
			 under paragraph (1); and</text>
							</subparagraph><subparagraph id="id28c425706e9f4e5f8b660e55e3698252"><enum>(F)</enum><text>standards for
			 ensuring crew health and safety, including limits regarding radiation exposure
			 and countermeasures necessary to meet those limits, means and methods for
			 addressing urgent medical conditions or injuries, and other such safety,
			 health, and medical issues that can be anticipated in the conduct of the
			 missions identified under paragraph (1).</text>
							</subparagraph></paragraph><paragraph id="id7be485e064ee4e87a49c44ea506a0bd7"><enum>(3)</enum><header>Comparison of
			 mission architectures and approaches</header>
							<subparagraph id="id2fdb0a312c5341deb8aeaa1f0a134c09"><enum>(A)</enum><header>In
			 general</header><text>The strategy shall include a comparison of mission
			 architectures and approaches identified under paragraph (2)(E) with a primary
			 objective of identifying the architectures and approaches that—</text>
								<clause id="id7de6f05876464fbdb2dd4406b10edc34"><enum>(i)</enum><text>best support the
			 long-term goal under section 202(a) of the National Aeronautics and Space
			 Administration Authorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/18312">42 U.S.C. 18312(a)</external-xref>); and</text>
								</clause><clause id="id63b1335a23b449f5b2be5be94ca88562"><enum>(ii)</enum><text>are enabled by
			 the Space Launch System, Orion, and other transportation capabilities and
			 technologies provided under titles III, IV, V, and IX of the National
			 Aeronautics and Space Administration Authorization Act of 2010 (42 U.S.C. 18301
			 et seq.) and by other capabilities that may be available commercially or
			 internationally.</text>
								</clause></subparagraph><subparagraph id="id87a832decf7a4f1abed6892bdd8ea0e5"><enum>(B)</enum><header>Factors</header><text>The
			 comparison of mission architectures and approaches under subparagraph (A) shall
			 include options that assess cost, schedule, safety, sustainability,
			 opportunities for international collaboration, the enabling of new markets and
			 opportunities for U.S. private industry, compelling scientific opportunities or
			 national security considerations and requirements, the flexibility of the
			 architecture to adjust to evolving technologies, leadership, and priorities,
			 and contributions made to U.S. technological excellence, competitiveness, and
			 leadership.</text>
							</subparagraph><subparagraph id="idab03810a88b84b95af39d4754f7e9cc4"><enum>(C)</enum><header>National
			 security collaboration</header><text>In identifying opportunities for
			 collaboration under paragraph (2)(C)(iii), the Administrator, in collaboration
			 with the Secretary of Defense and Director of National Intelligence, shall
			 include a discussion of the work, cost, and schedule required to enable and
			 utilize a cargo variant of the Space Launch System, including the 70-, 105-,
			 and 130-metric ton configurations, with both a 5-meter or 8-meter
			 faring.</text>
							</subparagraph></paragraph><paragraph id="id8B92A58A6AE841ACAEA102B4EF223C7B"><enum>(4)</enum><header>Additional
			 requirements</header><text>The strategy shall include—</text>
							<subparagraph id="id10DD2F9DA8D94383B2D00F093869DEE5"><enum>(A)</enum><text>technical
			 information as needed to identify interest from the scientific and national
			 security communities; and</text>
							</subparagraph><subparagraph id="id0B7CDA3DF5A34A1091C46AB5956A1D21"><enum>(B)</enum><text>an assessment of
			 the Space Launch System to enable and sustain near-Earth object surveillance of
			 potentially Earth-threatening objects for the purpose of planetary
			 protection.</text>
							</subparagraph></paragraph></subsection></section><section id="id2B4A25A54C164158913D04817E4FF54D"><enum>202.</enum><header>NASA
			 processing and launch infrastructure</header>
					<subsection id="id1A51F510F7844806B01FC78CAAF8C573"><enum>(a)</enum><header>Policy</header><text>It
			 is the policy of the United States that the Exploration Ground Systems to
			 process and launch the Space Launch System, Orion, and related exploration
			 elements, and the 21st Century Space Launch Complex to enable and facilitate
			 civil, defense, and private launches are complementary efforts to modernize
			 infrastructure, reduce costs, and maintain capabilities for current and future
			 missions.</text>
					</subsection><subsection id="id8a8606efc7f140eeb0a5690ef49cde97"><enum>(b)</enum><header>Development of
			 the processing and launch support infrastructure</header><text>In executing the
			 programs described under subsection (a), the Administrator, to the extent
			 practicable—</text>
						<paragraph id="id9794a1d2f6e245a5add43c903bf95998"><enum>(1)</enum><text>may not exclude
			 the ability of Exploration Ground Systems to support efforts under section
			 305(b) of the National Aeronautics and Space Administration Authorization Act
			 of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/18325">42 U.S.C. 18325(b)</external-xref>);</text>
						</paragraph><paragraph id="idb4622e2d898f4580bc1dce403fd94d05"><enum>(2)</enum><text>shall allow for
			 cost-sharing opportunities by providing multi-use systems and capabilities to
			 current and future users of the 21st Century Space Launch Complex through
			 modernization, refurbishment, or development of infrastructure; and</text>
						</paragraph><paragraph id="id31078d54036f454aa31b4949f0a12aba"><enum>(3)</enum><text>shall pursue, in
			 collaboration with local, State, or Federal agencies, or private industry,
			 capabilities and investments that support multiple entities to advance NASA's
			 current and future missions and benefit NASA by creating new
			 partnerships.</text>
						</paragraph></subsection></section><section id="id03FEC3F36E6D4DB4AE642906C27B995D"><enum>203.</enum><header>Naming of the
			 space launch system</header>
					<subsection id="id68911288E0474C6888906223D4776C5A"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds that education and outreach to encourage the next generation of
			 scientists and engineers to become involved in science and space exploration is
			 one of the Administration's most important missions.</text>
					</subsection><subsection id="idFEFC6E1E138F4AE880FC689BE0ECB9BC"><enum>(b)</enum><header>Report</header><text>Not
			 later than 30 days after the date of enactment of this Act, the Administration
			 shall submit to the appropriate committees of Congress a plan to engage the
			 public, including science students in elementary and secondary education
			 programs, throughout the United States in naming the Space Launch
			 System.</text>
					</subsection></section><section id="id596FB2FF477E40B688038643B142FF42"><enum>204.</enum><header>Report; space
			 suit system</header><text display-inline="no-display-inline">Not later than 90
			 days after the date of enactment of this Act, the Administration shall submit
			 to the appropriate committees of Congress a report updating Congress on the
			 Constellation Space Suit System. The report shall include justification as to
			 whether another competition to award contracts for the design, development,
			 certification, production, and sustaining engineering of this space suit system
			 is required to meet the needs of NASA's human exploration program.</text>
				</section></subtitle><subtitle id="idDAAAF8A0A91244C8AF91AFE3B9768B45"><enum>B</enum><header>Maximizing ISS
			 utilization</header>
				<section id="idB4E73770C2614B8A857BECA58D197B0E"><enum>221.</enum><header>Operation and
			 utilization of the ISS</header>
					<subsection id="idD65405A8D16F4046AE7037793736A882"><enum>(a)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that—</text>
						<paragraph id="id0001F8D9EE334C8AAE858F561BA6BAD5"><enum>(1)</enum><text>maximum
			 utilization of partnerships, scientific research, commercial applications, and
			 exploration test bed capabilities of the ISS is essential to ensuring the
			 greatest return on investments made by the United States and its international
			 partners in the development, assembly, and operations of that unique facility;
			 and</text>
						</paragraph><paragraph id="id78955A6AE4494F2FBFC7072AA100B1FE"><enum>(2)</enum><text>every effort
			 should be made to ensure that decisions regarding the service life of the ISS
			 are made on the basis of its projected capability to continue providing
			 effective and productive research and exploration test bed capabilities.</text>
						</paragraph></subsection><subsection commented="no" id="id163F03C3F0814CA4A9F78EFF0B44FFCA"><enum>(b)</enum><header>Continuation of
			 the international space station</header><text>Congress reaffirms the policy
			 stated in section 501(a) of the National Aeronautics and Space Administration
			 Authorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/18351">42 U.S.C. 18351(a)</external-xref>) that it shall be the policy of
			 the United States, in consultation with its international partners in the ISS
			 program, to support full and complete utilization of the ISS through at least
			 2020.</text>
					</subsection><subsection commented="no" id="idBAC8949F7EA448F383A407FD8B2EAA7E"><enum>(c)</enum><header>NASA
			 actions</header><text>In furtherance of the policy under subsection (b), the
			 Administrator shall ensure, to the extent practicable, that the ISS, as a
			 designated national laboratory—</text>
						<paragraph commented="no" id="id3DB18549BED74B119BDE327A479E8521"><enum>(1)</enum><text>remains viable as
			 an element of overall exploration and partnership strategies and approaches;
			 and</text>
						</paragraph><paragraph commented="no" id="id3701110871F248F8B04E64CE662AF4F7"><enum>(2)</enum><text>remains an
			 effective, functional vehicle providing research and test bed capabilities for
			 the United States through 2020, up to 2028, and possibly beyond.</text>
						</paragraph></subsection><subsection id="id4C9CCC320C7F43069BA148D6B9BFFC52"><enum>(d)</enum><header>Report</header><text>The
			 Administrator, in consultation with the Office of Science and Technology
			 Policy, shall determine, through analyses and discussions with ISS partners,
			 the feasible and preferred service life of the ISS as a unique scientific,
			 commercial, and exploration-related facility. Not later than 120 days after the
			 date of enactment of this Act, and triennially thereafter, the Administrator
			 shall submit to the appropriate committees of Congress a report that, at a
			 minimum, includes—</text>
						<paragraph id="id16F991A79DF24CD9890B4A46818F1E43"><enum>(1)</enum><text>an assessment of
			 whether ISS operations can be extended to at least 2028, including—</text>
							<subparagraph id="id12261B66D2D043E7AF45D15CE498EDCB"><enum>(A)</enum><text>a description of
			 any activities that would be required of the international partnership to
			 ensure that safety requirements are met;</text>
							</subparagraph><subparagraph id="id379274AF95A94DE9941B9898DB506698"><enum>(B)</enum><text>a general
			 discussion of international partner capabilities and interest in extension, to
			 include the potential for participation by additional countries;</text>
							</subparagraph><subparagraph id="idB4757E4B6B4E4506B2290282F4ABC870"><enum>(C)</enum><text>a review of
			 essential systems or equipment upgrades that would be necessary for ISS
			 extension and utilization to at least 2028;</text>
							</subparagraph><subparagraph id="idCB62E6F7B0184C9AB440521673578F9F"><enum>(D)</enum><text>an evaluation of
			 the cost and schedule requirements associated with the development and delivery
			 of essential systems or equipment upgrades identified under subparagraph (C);
			 and</text>
							</subparagraph><subparagraph id="id0E78FC3F851D418391100933FD948359"><enum>(E)</enum><text>an identification
			 of possible partner contributions and program transitions to provide the
			 upgrades identified under subparagraph (C);</text>
							</subparagraph></paragraph><paragraph id="id3B0B552BF973407D84782D8F807EB3CC"><enum>(2)</enum><text>an evaluation of
			 the potential for expanding the use of ISS facilities to accommodate the needs
			 of researchers and other users, including changes to policies, regulations, and
			 laws that would stimulate greater private and public involvement on the ISS;
			 and</text>
						</paragraph><paragraph id="id06177E4D6409407ABC70A36CD349D231"><enum>(3)</enum><text>such other
			 information as may be necessary to fully describe the justification for and
			 feasibility of extending the service life of the ISS, including the potential
			 scientific or technological benefits to the Federal Government or public, or to
			 academic or commercial entities that, within the United States-owned modules of
			 the ISS or in partner-owned facilities of the ISS allocated for United States
			 utilization by international agreement, are or may become engaged in research
			 and testing activities sponsored, conducted, and managed by the Administration
			 or by the ISS management entity.</text>
						</paragraph></subsection><subsection id="idF0BDD3745F6A43FDBE63AA26A2D531F2"><enum>(e)</enum><header>Definition of
			 ISS management entity</header><text>In this section, the term <term>ISS
			 management entity</term> means the organization with which the Administrator
			 enters into a cooperative agreement under section 504(a) of the National
			 Aeronautics and Space Administration Authorization Act of 2010 (42 U.S.C.
			 18354(a)).</text>
					</subsection></section><section id="idA9B625DDA59E451C8D87A9C597BEB235"><enum>222.</enum><header>Research roles
			 and responsibilities</header>
					<subsection id="id1CB636C9C82C4957A866801FF29F84E0"><enum>(a)</enum><header>Sense of
			 Congress</header><text display-inline="yes-display-inline">It is the sense of
			 Congress that—</text>
						<paragraph id="id81B8453CBE9D436DA4F8BCC78B828FC9"><enum>(1)</enum><text display-inline="yes-display-inline">expansion of the non-NASA utilization of
			 the ISS is critical to maximizing the research potential of the ISS national
			 laboratory and to facilitating expanded commercial activity in low-Earth orbit;
			 and</text>
						</paragraph><paragraph id="idFAD20F46D2434D73875E7752E1247E62"><enum>(2)</enum><text display-inline="yes-display-inline">in order to expand the non-NASA scientific
			 utilization of ISS research capabilities and facilities, it is essential to
			 clarify the roles and responsibilities of the entities managing research within
			 the U.S. Segment of the ISS.</text>
						</paragraph></subsection><subsection commented="no" id="idB43E823023824D67B8212DA200B0B212"><enum>(b)</enum><header>Management of
			 the ISS national laboratory</header><text>Section 504 of the National
			 Aeronautics and Space Administration Authorization Act of 2010 (42 U.S.C.
			 18354) is amended—</text>
						<paragraph commented="no" id="id56445C39196746B3B01DA25F2A16565B"><enum>(1)</enum><text>in subsection
			 (b), by adding at the end the following:</text>
							<quoted-block display-inline="no-display-inline" id="idF90C37DAACAF4959A94E05966BC6D580" style="OLC">
								<paragraph commented="no" id="id504D51407ED64C3386C1AAACD824BEB2"><enum>(3)</enum><header>Conflicts of
				interest</header><text>The Administrator shall ensure that the liaison function
				under this subsection is implemented in a manner that precludes any conflict of
				interest between the objectives and activities of the entities identified under
				subsection
				(e).</text>

				of roles</header><text>The organization with which the Administrator enters
				into a cooperative agreement under subsection (a) for management of the ISS
				national laboratory shall be considered a separate and equal partner of any
				NASA organizational entity responsible for management of the NASA research plan
				onboard the
				ISS.</text>
								</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection><subsection commented="no" id="id823C713C155C4FDEA889F77E831F106C"><enum>(c)</enum><header>Report</header>
						<paragraph commented="no" id="idC89F98222F5E4299BE1ADB371A68CCFE"><enum>(1)</enum><header>In
			 general</header><text>Not later than 180 days after the date of enactment of
			 this Act, the Administrator shall submit to the appropriate committees of
			 Congress a report on the following:</text>
							<subparagraph commented="no" id="idE758C75A6AB24B4D9E42AFA38A5E8576"><enum>(A)</enum><text>Options for
			 expanding the Administration’s collaboration with its ISS partners,
			 including—</text>
								<clause commented="no" id="id261D546207DD4BD080DF840B89187BF9"><enum>(i)</enum><text>providing U.S.
			 personnel expanded access to international partner research facilities;
			 and</text>
								</clause><clause commented="no" id="idC3A7C7D0A4984E59839E8E370AF62E26"><enum>(ii)</enum><text>coordinating
			 research efforts to minimize the duplication of effort, unless duplication is a
			 justified element of the scientific process or essential for backup or
			 redundant capability.</text>
								</clause></subparagraph><subparagraph commented="no" id="id18D4E3D9C37D4CEFA85555A992204909"><enum>(B)</enum><text>The potential for
			 increasing ISS crew size to maximize utilization and applications.</text>
							</subparagraph><subparagraph commented="no" id="id7A071D01814C465AB8663DEDAF31241B"><enum>(C)</enum><text>Efforts
			 undertaken by the Administration and the ISS management entity—</text>
								<clause commented="no" id="idC5211134C43F468FB26C5BD2C915065A"><enum>(i)</enum><text>to enhance
			 collaborative research between the Administration and other Federal science
			 agencies, such as the National Institutes of Health and the National Science
			 Foundation; and</text>
								</clause><clause commented="no" id="id58AECB2CA20E4A7CBCC7A74E5E06437F"><enum>(ii)</enum><text>to expand the
			 use of the ISS national laboratory capabilities by Federal science
			 agencies.</text>
								</clause></subparagraph></paragraph><paragraph commented="no" id="idAD947A6BB630411593F0AC04F20D731C"><enum>(2)</enum><header>Definition of
			 ISS management entity</header><text>In this subsection, the term <term>ISS
			 management entity</term> means the organization with which the Administrator
			 enters into a cooperative agreement under section 504(a) of the National
			 Aeronautics and Space Administration Authorization Act of 2010 (42 U.S.C.
			 18354(a)).</text>
						</paragraph></subsection></section><section id="id6F823B03DD644D57B92637E93C3A78B3"><enum>223.</enum><header>ISS national
			 laboratory; property rights in inventions</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/51/20135">Section 20135</external-xref> of title 51, United States
			 Code, is amended—</text>
					<paragraph id="idB96185D42B7647FDBB53308B05A36BEE"><enum>(1)</enum><text>in subsection
			 (g), by striking <quote>Each such waiver</quote> and inserting <quote>Except as
			 provided under subsection (l), each such waiver</quote>; and</text>
					</paragraph><paragraph id="id76DB52AD0E284703BDC0E4B9A9BC00D0"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="idA7F38FFACDDD4A7BBA2C449F22358BFB" style="OLC">
							<subsection id="id4FC7635044D44DADA94A13611C9AF5B6"><enum>(l)</enum><header>Waiver of
				rights to inventions; commercial microgravity research</header>
								<paragraph id="id27976B26F94F46C7AAF55FC23D643825"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">With respect to any
				invention or class of inventions made or which may be made by any person or
				class of persons in the performance of any non-NASA scientific utilization of
				the ISS national laboratory, the Administrator may waive the license reserved
				by the Administrator under subsection (g), in whole or in part and according to
				negotiated terms and conditions, including the terms and conditions under
				paragraphs (1), (2), (3), and (5) of <external-xref legal-doc="usc" parsable-cite="usc/35/202">section 202(c)</external-xref> of title 35, if the
				Administrator finds that the reservation of the license by the Administrator
				would substantially inhibit the commercialization of an invention.</text>
								</paragraph><paragraph id="id0A5148F2E28C4D109C43685242B77E6D"><enum>(2)</enum><header>Construction</header><text display-inline="yes-display-inline">Nothing in this subsection shall be
				construed to affect the rights of the Federal Government under any other
				procurement contract, grant, understanding, arrangement, agreement, or
				transaction.</text>
								</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></section><section id="id090BA84B13AE4C1AA8D692E5E6B7BEF8"><enum>224.</enum><header>Commercial
			 cargo and crew capabilities</header>
					<subsection id="id61B6528E9F5943EB87CE235421068540"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds that—</text>
						<paragraph id="idCB89275C460549779B72352467E24A10"><enum>(1)</enum><text display-inline="yes-display-inline">NASA’s Commercial Orbital Transportation
			 Services, Cargo Resupply Services, and Commercial Crew Program demonstrate the
			 potential for procuring routine, commercially provided access to the ISS and to
			 low-Earth orbit using innovative and cost-effective development and procurement
			 strategies;</text>
						</paragraph><paragraph id="id879163B30926431CBD26D47BA5479391"><enum>(2)</enum><text display-inline="yes-display-inline">Federal investments in the U.S. private
			 space industry have the ability to provide for lower cost access to space for
			 researchers and for commercial ventures;</text>
						</paragraph><paragraph id="id3215486EC4F843E88231F5285D496D65"><enum>(3)</enum><text display-inline="yes-display-inline">commercially provided space transportation
			 is critical to maximizing utilization of the ISS;</text>
						</paragraph><paragraph id="id6A596822AB204128BEA0CF6016AD123A"><enum>(4)</enum><text display-inline="yes-display-inline">encouraging competition among launch
			 service providers and maintaining multiple space transportation options helps
			 to reduce long-term costs to the Federal Government and to induce continual
			 improvement in available private-sector services; and</text>
						</paragraph><paragraph id="id76A4611EFDF240C1A8480615947C1038"><enum>(5)</enum><text display-inline="yes-display-inline">consistent with section 201(b) of the
			 National Aeronautics and Space Administration Authorization Act of 2010 (42
			 U.S.C. 18311(b)), maintaining multiple launch service providers helps ensure
			 uninterrupted access to the space environment should a particular provider’s
			 services become unavailable.</text>
						</paragraph></subsection><subsection id="idB8A289E88CDD4C799B36C28ED954E9D5"><enum>(b)</enum><header>Sense of
			 Congress</header><text display-inline="yes-display-inline">It is the sense of
			 Congress that the Administration—</text>
						<paragraph id="idE8B41DAD9A7E4E81B023E3B4A47CC956"><enum>(1)</enum><text display-inline="yes-display-inline">should continue to support the development
			 of safe, reliable, and cost effective commercial launch capabilities for the
			 primary purpose of securing domestic access to the ISS as quickly and safely as
			 possible; and</text>
						</paragraph><paragraph id="id4467E567CCCF46DBB8B32E8D307CDEFB"><enum>(2)</enum><text display-inline="yes-display-inline">should encourage a viable commercial market
			 for the capabilities under paragraph (1).</text>
						</paragraph></subsection><subsection id="id98911D03FC734199AF0465857298CADD"><enum>(c)</enum><header>United States
			 policy</header><text display-inline="yes-display-inline">It is the policy of
			 the United States that, to foster the competitive development, operation, and
			 improvement of private space transportation services, services for Federal
			 Government access to and return from the ISS, whenever feasible, shall be
			 procured via fair and open competition for well-defined, milestone-based,
			 Federal Acquisition Regulation-based contracts under section 201(a) of the
			 National Aeronautics and Space Administration Authorization Act of 2010 (42
			 U.S.C. 18311(a)).</text>
					</subsection><subsection id="idA1DBD811BB7D499BAB5C796264AE8AAA"><enum>(d)</enum><header>Selection of
			 commercial providers</header><text display-inline="yes-display-inline">In
			 evaluating commercial space transportation service providers, the
			 Administrator—</text>
						<paragraph id="id7DC7239E561D49058361B5B169A727DB"><enum>(1)</enum><text display-inline="yes-display-inline">shall aim to minimize the life-cycle costs
			 of obtaining transportation services;</text>
						</paragraph><paragraph id="id09D02B33BC3B416281D76ECC3568FAF8"><enum>(2)</enum><text display-inline="yes-display-inline">shall assure compliance with all safety and
			 mission assurance requirements;</text>
						</paragraph><paragraph id="id61091DDB8FEE4A9DADA2E0F79B23D8C7"><enum>(3)</enum><text display-inline="yes-display-inline">shall consider contractor financial
			 investment into the development of transportation capabilities; and</text>
						</paragraph><paragraph id="id1B452DD40AAC461183F3823DCF3BA7C7"><enum>(4)</enum><text display-inline="yes-display-inline">for commercial crew transport
			 services—</text>
							<subparagraph id="id2D3E80A388C84146B46D277445026223"><enum>(A)</enum><text display-inline="yes-display-inline">shall consider flexibility in design,
			 including sample return capabilities; and</text>
							</subparagraph><subparagraph id="id8DE145A048CB4AEAB3BDE776986F518E"><enum>(B)</enum><text display-inline="yes-display-inline">shall provide a written notification and
			 justification to the appropriate committees of Congress if the price per seat
			 exceeds the cost negotiated by NASA for crew transport in April 2013.</text>
							</subparagraph></paragraph><paragraph id="idD1C4B687291E49EB96E23774AB63F7CA"><enum>(5)</enum><header>Strategy for
			 procuring commercial services</header><text display-inline="yes-display-inline">In implementing the policy under subsection
			 (c), the Administrator shall submit to the appropriate committees of Congress,
			 not later than 120 days after the date of enactment of this Act, a strategy for
			 transitioning from Space Act Agreements to Federal Acquisition Regulation-based
			 contracts for the procurement of crew transportation services to and from the
			 ISS. The strategy shall include—</text>
							<subparagraph id="idD4E69947C32B4BDCA6300F4E730845C6"><enum>(A)</enum><text display-inline="yes-display-inline">a comparison of potential procurement
			 strategies based on—</text>
								<clause id="idC9AE045B3F9A4BF5AF83992FDB3CF10F"><enum>(i)</enum><text display-inline="yes-display-inline">maximizing safety and mission
			 assurance;</text>
								</clause><clause id="idF10AE978748F4DED94CD40951157989C"><enum>(ii)</enum><text display-inline="yes-display-inline">the total projected costs to the Federal
			 Government through 2020, given multiple projections of Government demand for
			 launch services;</text>
								</clause><clause id="id9CD5DAD018774E83997B3B03F596485F"><enum>(iii)</enum><text display-inline="yes-display-inline">the feasibility of the procurement strategy
			 and timeline, given projected funding availabilities;</text>
								</clause><clause id="id081B21CF34EA410BB91985E7CFBEA752"><enum>(iv)</enum><text display-inline="yes-display-inline">the potential for supporting the research
			 and exploration test bed needs of the Federal Government and of the independent
			 entity responsible for ISS national laboratory activities for the purposes
			 described under section 504(d) of the National Aeronautics and Space
			 Administration Authorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/18354">42 U.S.C. 18354(d)</external-xref>); and</text>
								</clause><clause id="idC5777084DB2945EF870B393B97D7E18F"><enum>(v)</enum><text display-inline="yes-display-inline">the projected impacts on developing a
			 viable market for commercial launch services;</text>
								</clause></subparagraph><subparagraph id="id714E80D2E14F4369AEBBAB84539C3AA9"><enum>(B)</enum><text display-inline="yes-display-inline">an evaluation of the costs and benefits of
			 ensuring the availability of at least 2 U.S.-based launch service providers,
			 considering—</text>
								<clause id="idBC1C67E4497F4FCBABC4CB8032A41BEC"><enum>(i)</enum><text display-inline="yes-display-inline">the potential need for diversified cargo
			 and sample return capabilities, including a soft-landing capability as
			 described under section 404 of the National Aeronautics and Space
			 Administration Authorization Act of 2010 (124 Stat. 2822); and</text>
								</clause><clause id="idAED9248900CF425BAF6CFEE963EE0D2A"><enum>(ii)</enum><text display-inline="yes-display-inline">the ability of multiple cargo or crew
			 launch service providers to meet private or non-NASA Government mission
			 requirements and the subsequent benefit to the United States of such
			 ability;</text>
								</clause></subparagraph><subparagraph id="id52F113F04935429892D7555D0CD75684"><enum>(C)</enum><text display-inline="yes-display-inline">justification for the procurement strategy
			 selected from among those considered; and</text>
							</subparagraph><subparagraph id="id0152C1BC66594E6497CFA6F0AF484B67"><enum>(D)</enum><text display-inline="yes-display-inline">for the selected procurement strategy,
			 identification of additional or modified authorities, regulations, or
			 guidelines that are necessary for successful implementation.</text>
							</subparagraph></paragraph></subsection></section></subtitle><subtitle id="id05E5CB8CC5754183A0FBCF04065CCA2E"><enum>C</enum><header>Other
			 matters</header>
				<section id="idC34AC8AECF5F450980FB6AF57DD32A87"><enum>231.</enum><header>Safety and
			 mission assurance in human space flight</header>
					<subsection id="idF260BF4B8EC442F9BE7D9FBBA97D5756"><enum>(a)</enum><header>Findings</header><text>Congress
			 makes the following findings:</text>
						<paragraph id="idB8A686B65364471B90B0CC4793EAEFB4"><enum>(1)</enum><text>In the early part
			 of the space race, the United States took over 3 years from the launch of the
			 first American satellite, Explorer I, to the launch of the first American to
			 space, Alan B. Shepard, Jr.</text>
						</paragraph><paragraph id="idB4134A53CBB64C87B047A63AF73B10D5"><enum>(2)</enum><text>It was known
			 then, as it is now, that the exploration of space by humans is an inherently
			 dangerous endeavor.</text>
						</paragraph><paragraph id="id8F86A22EB1654AC0A889D9D6C44B88E3"><enum>(3)</enum><text>Access to space
			 requires complex propulsion systems, such as the now retired Space Shuttle,
			 which generated over 7,000,000 pounds of thrust.</text>
						</paragraph><paragraph id="idE3C7885F154749EE80C32CEE7839682E"><enum>(4)</enum><text>Adding humans to
			 the complex systems required to reach space requires additional safeguards,
			 life support systems, and other measures to protect from the harsh environment
			 of space in order to minimize risk to human life.</text>
						</paragraph></subsection><subsection id="idF3857C47A5654078BDEE691702F883E7"><enum>(b)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that—</text>
						<paragraph id="id217487AB1F0B48FFB9551D8451975AEF"><enum>(1)</enum><text>meticulousness
			 and attention to detail helps ensure that all humans are safe and protected to
			 the best of the abilities of all those involved in helping achieve the reaches
			 of space;</text>
						</paragraph><paragraph id="idC40CD40953684DBD91ADF9804768C0AA"><enum>(2)</enum><text>those who strive
			 to send humans into space should make every effort to ensure the success of
			 missions and programs through independent safety and mission assurance
			 analyses;</text>
						</paragraph><paragraph id="idBF7E993BE74F4FFDAD8FE1669AF1F877"><enum>(3)</enum><text>diligent
			 oversight efforts ensure adherence to safety, reliability, and quality
			 assurance policies and procedures for missions and programs; and</text>
						</paragraph><paragraph id="id6AE2C36DB7964CB18B17AF90EB2E29A3"><enum>(4)</enum><text>lessons learned
			 from mishaps and near misses should be implemented into designs, decisions,
			 policy, and procedures to reduce the risk of future incidents that could
			 jeopardize crew safety or mission success.</text>
						</paragraph></subsection></section><section id="id6ED510C57D794D868CB95B86180F701A"><enum>232.</enum><header>Launch
			 liability provisions</header>
					<subsection id="id8151FF7097574B4CB8F605983C50BF91"><enum>(a)</enum><header>Liability
			 extension</header><text><external-xref legal-doc="usc" parsable-cite="usc/51/50915">Section 50915(f)</external-xref> of title 51, United States Code, is
			 amended by striking <quote>December 31, 2013</quote> and inserting
			 <quote>December 31, 2016</quote>.</text>
					</subsection><subsection id="idE29CDDB51DF14A7F8E40A61D8696D275"><enum>(b)</enum><header>Protection for
			 launch activities</header><text display-inline="yes-display-inline">Subchapter
			 III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/51/201">chapter 201</external-xref> of title 51, United States Code is amended by inserting
			 after section 20147 the following:</text>
						<quoted-block display-inline="no-display-inline" id="id228DE328045744718AE2FEF9CDD52120" style="USC">
							<section id="id83B33F8483CF4F2886A2F0EDE3968CA4"><enum>20148.</enum><header>Indemnification;
				NASA launch services</header>
								<subsection id="idFB28F6C5D120481EBB6BF01F1E210C30"><enum>(a)</enum><header>In
				general</header><text>Under such regulations in conformity with this section as
				the Administrator shall prescribe taking into account the availability, cost,
				and terms of liability insurance, any contract between the Administration and a
				provider may provide that the United States will indemnify a provider against
				claims (including reasonable expenses of litigation or settlement) by third
				parties for death, bodily injury, or loss of or damage to property resulting
				from activities that the contract defines as unusually hazardous or nuclear in
				nature, but—</text>
									<paragraph id="idE8F8CE3C560E479F8FBD579FDD2B6048"><enum>(1)</enum><text>only to the
				extent that such claims are not compensated by liability insurance of the
				provider; and</text>
									</paragraph><paragraph id="id39A9A64173AA4CE6A15C0A193C24AD8B"><enum>(2)</enum><text>only to the
				extent that such claims arise out of the direct performance of the
				contract.</text>
									</paragraph></subsection><subsection id="id1352B31D7B6F4075A48B42CFE83AA786"><enum>(b)</enum><header>Limitation</header><text>Indemnification
				under subsection (a) may be limited to claims resulting from other than the
				actual negligence or willful misconduct of the provider.</text>
								</subsection><subsection id="id0248DDFF64AB448EAC0D037041B2AF5E"><enum>(c)</enum><header>Terms of
				indemnification</header><text>A contract made under subsection (a) that
				provides indemnification shall also provide for—</text>
									<paragraph id="id65343E8429884A66B4A813F8954B1618"><enum>(1)</enum><text>notice to the
				United States of any claim or suit against the provider for death, bodily
				injury, or loss of or damage to property; and</text>
									</paragraph><paragraph id="id7EB8C160CB43465BBCA61914400E0E65"><enum>(2)</enum><text>control of or
				assistance in the defense by the United States, at its election, of that suit
				or claim.</text>
									</paragraph></subsection><subsection commented="no" id="id501A12E011C14B4E835B4B3B23753E82"><enum>(d)</enum><header>Liability
				insurance of the provider</header><text>Each provider that is a party to a
				contract made under subsection (a) shall have and maintain liability insurance
				in such amounts as the Administrator shall require to cover liability to third
				parties and loss of or damage to property.</text>
								</subsection><subsection commented="no" id="idB6B6E36C927E48B9BC411FF446F0CB0B"><enum>(e)</enum><header>No
				indemnification without cross-Waiver</header><text>Notwithstanding subsection
				(a), the Administrator may not indemnify a provider under this section unless
				there is a cross-waiver between the Administration and the provider as
				described in subsection (f).</text>
								</subsection><subsection commented="no" id="id53C31F9E5F914249A322660FEA6CD6A4"><enum>(f)</enum><header>Cross-Waivers</header><text>The
				Administrator, on behalf of the United States, and its departments, agencies,
				and instrumentalities, may reciprocally waive claims with a provider under
				which each party to the waiver agrees to be responsible, and agrees to ensure
				that its own related entities are responsible, for damage or loss to its
				property for which it is responsible, or for losses resulting from any injury
				or death sustained by its own employees or agents, as a result of activities
				connected to the contract.</text>
								</subsection><subsection id="id4363C59DFF9D457E88259CDFF5275056"><enum>(g)</enum><header>Certification
				of just and reasonable amount</header><text>No payment may be made under
				subsection (a) unless the Administrator or the Administrator's designee
				certifies that the amount is just and reasonable.</text>
								</subsection><subsection id="id051C5A1B7D5B493CA01DA15841F7BFB9"><enum>(h)</enum><header>Payments</header><text>Upon
				the approval by the Administrator, payments under subsection (a) may be made,
				at the Administrator's election, either from—</text>
									<paragraph id="id0ED04509202445C4B0DDB61225CB6C63"><enum>(1)</enum><text>funds obligated
				for the performance of the agreement concerned;</text>
									</paragraph><paragraph id="idC4F20CCE706B452C810052DB4FDC02FF"><enum>(2)</enum><text>funds available
				for research and development not otherwise obligated; or</text>
									</paragraph><paragraph id="id2CF511D01CAD434499971171725045E2"><enum>(3)</enum><text>funds
				appropriated for such payments.</text>
									</paragraph></subsection><subsection id="id836E7FDF15EE4D6C83C83FAA1C855029"><enum>(i)</enum><header>Relationship to
				other laws</header><text>The Administrator may not provide indemnification
				under this section for an activity that requires a license or permit under
				chapter 509.</text>
								</subsection><subsection id="idD10C1C5EAB134DC5BC52467757B6C11F"><enum>(j)</enum><header>Construction</header><text>The
				authority to indemnify under this section shall not create any rights in third
				persons that would not otherwise exist by law.</text>
								</subsection><subsection id="idCFC740592AAD48A4A2D3F139ABA1AC29"><enum>(k)</enum><header>Definitions</header><text>In
				this section:</text>
									<paragraph id="idB83F49E8AC6D4E6A92144B0BB5CED006"><enum>(1)</enum><header>Launch
				services</header><text>The term <term>launch services</term> has the meaning
				given the term in section 50902.</text>
									</paragraph><paragraph id="idF06BCECC35524EA4B849901EBD525AF4"><enum>(2)</enum><header>Provider</header><text>The

			 finds that—</text>
						<paragraph id="id99C8DD02B72945BE815E6B55CB586411"><enum>(1)</enum><text>continuous,
			 long-term Earth observation data supports the preparation for and management of
			 natural and human-induced disasters, benefits resource management and
			 agricultural forecasting, improves our understanding of climate, and encourages
			 environmental and economic sustainability;</text>
						</paragraph><paragraph id="id52fa659f03814a31823bfd911ffe092a"><enum>(2)</enum><text>due to the scope
			 of activities required, Earth science research and Earth observation are
			 multi-agency endeavors requiring significant cooperation and information
			 sharing among government, international, and scientific community
			 partners;</text>
						</paragraph><paragraph id="id15c90d245ce04d8c93998d36a6cc82dd"><enum>(3)</enum><text>in developing
			 Earth observation technologies, conducting Earth science satellite missions,
			 and providing research products to the scientific community, NASA plays a
			 crucial role in advancing Earth science; and</text>
						</paragraph><paragraph id="ida543c8a7aa7e416e8370e6f5011a57d1"><enum>(4)</enum><text>the loss of
			 observational capabilities in Earth science, as predicted by the National
			 Research Council’s midterm update to its Earth Science Decadal Survey, risks
			 reversing gains in weather forecast accuracy, reducing disaster response
			 capabilities, and creating an irreversible gap in Earth science data.</text>
						</paragraph></subsection><subsection id="id2A1B94A2878E49AC9F6D2BD4E6483A81"><enum>(b)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that—</text>
						<paragraph id="id9CF6C17B8DD847DF9C51AEE0AA5F414C"><enum>(1)</enum><text>given the
			 importance of Earth science and Earth observation data, NASA Earth science
			 efforts—</text>
							<subparagraph id="id562352F2EC0E4F1DAB4BCD71EF4665FE"><enum>(A)</enum><text>should be
			 conducted in coordination with other Federal agencies; and</text>
							</subparagraph><subparagraph id="id63B69E6423C74D4991732278F371077A"><enum>(B)</enum><text>should be
			 cognizant of international efforts and the needs of the scientific and
			 businesses communities; and</text>
							</subparagraph></paragraph><paragraph id="idcd03dc64cced4b249f2d07edb5f61d17"><enum>(2)</enum><text>whenever
			 feasible, NASA and other Federal agencies should consider the potential for
			 reducing costs by purchasing commercially available Earth science data and
			 services.</text>
						</paragraph></subsection><subsection id="id946A959823DC42F39C4B5CDB5398D23E"><enum>(c)</enum><header>Mission
			 prioritization</header>
						<paragraph id="id5cc0ce88806948f99ab27b28e2959a5a"><enum>(1)</enum><header>National
			 strategy for Earth observation</header><text>The Office of Science and
			 Technology Policy, in implementing its National Strategy for Earth Observation
			 and in developing a National Plan for Civil Earth Observations, shall
			 prioritize Federal Earth science and observation investments based on—</text>
							<subparagraph id="idf412341c55364aa5b951304945d04a3b"><enum>(A)</enum><text>its assessment of
			 Earth science and observation data requirements;</text>
							</subparagraph><subparagraph id="id2a75ebca7599415bbfa913f161419c7b"><enum>(B)</enum><text>the capability
			 requirements as identified by the National Academies decadal surveys;</text>
							</subparagraph><subparagraph id="id36180e064d0146e9b07d71951f018869"><enum>(C)</enum><text>the projected
			 costs of Earth science missions and data gathering activities; and</text>
							</subparagraph><subparagraph id="idb92c28a20c8c40589b2e083e5156b0e0"><enum>(D)</enum><text>the projected and
			 available budgets.</text>
							</subparagraph></paragraph><paragraph id="id94532eb64ea4406cba87f035ee9e42d3"><enum>(2)</enum><header>National plan
			 for civil Earth observations</header><text>The Administration, in prioritizing
			 future Earth science and Earth observation missions and technology development
			 under the National Plan for Civil Earth Observations and chapter 201 of title
			 51, United States Code, shall consider potential cost-reduction opportunities,
			 including—</text>
							<subparagraph id="id81ecabf266af450bba053244b0055c0a"><enum>(A)</enum><text>if feasible,
			 co-locating Earth science sensors on other satellites; and</text>
							</subparagraph><subparagraph id="idf31e04df9c9b4b3e96b2fc76328ce59f"><enum>(B)</enum><text>purchasing
			 commercially available Earth science data and services, including launch access
			 to orbital and sub-orbital space.</text>
							</subparagraph></paragraph></subsection></section></subtitle><subtitle id="id0E6BD4F4BEFB4129809269503D899CF7"><enum>B</enum><header>Space
			 Science</header>
				<section id="id0FEE0C5D40A84951A6DDD15F63D283E1"><enum>321.</enum><header>Human
			 exploration and science collaboration</header><text display-inline="no-display-inline">The Administrator shall ensure that the
			 Science Mission Directorate and the Human Exploration and Operations Mission
			 Directorate coordinate in researching and reducing the risks that space
			 exploration beyond low-Earth orbit pose to astronaut health. Not later than 90
			 days after the date of enactment of this Act, the Administrator shall provide
			 to the appropriate committees of Congress a report detailing the results of
			 previous research in this area and identifying opportunities for future science
			 missions to contribute to the understanding of these risks.</text>
				</section><section id="id4FDA96173FDA47C08682B6250FB7D536"><enum>322.</enum><header>Maintaining a
			 balanced space science portfolio</header>
					<subsection id="idCFB760E8C52046E6A9AA80D75397CE90"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 803 of the
			 National Aeronautics and Space Administration Authorization Act of 2010 (124
			 Stat. 2832) is amended to read as follows:</text>

				balanced and adequately funded set of activities, consisting of research and
				analysis grants programs, technology development, small, medium, and large
				space missions, and suborbital research activities, contributes to a robust and
				productive science program and serves as a catalysis for innovation and
				discovery. The Administrator should set science priorities by following the
				guidance provided by the scientific community through the National Academies’
				decadal
				surveys.</text>
								</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection id="idE4571E5851F84858A93DDDB6EDC6A892"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The item relating to section 803 in the table of
			 contents in section 1(b) of the National Aeronautics and Space Administration

			 mission extensions</header><text display-inline="no-display-inline">Section
			 30504 of title 51, United States Code is amended to read as follows:</text>

						<section id="id8F6897AAAB3341BE8882DA123C5496C9"><enum>30504.</enum><header>Assessment
				of science mission extensions</header>
							<subsection id="id1ABA34EDD36240838C8FD6733257C8A3"><enum>(a)</enum><header>Assessment</header><text display-inline="yes-display-inline">The Administrator shall carry out biennial
				reviews within each of the Science divisions to assess the cost and benefits of
				extending the date of the termination of data collection for those missions
				that have exceeded their planned mission lifetime. In conducting these
				assessments, the Administrator shall consider—</text>
								<paragraph id="id0283B00E815C4227B16983EEC35B16CA"><enum>(1)</enum><text display-inline="yes-display-inline">the potential continued benefit of
				instruments on missions that are beyond their planned mission lifetime;
				and</text>
								</paragraph><paragraph id="id6C3462F70E6D4D25B0C0D3D50248CC53"><enum>(2)</enum><text display-inline="yes-display-inline">the cost and schedule impacts, if any, of
				mission extension on other NASA activities and science missions.</text>
								</paragraph></subsection><subsection id="idF9DF063C9A854D84859679AB73B60FCD"><enum>(b)</enum><header>Consultation
				requirement</header><text display-inline="yes-display-inline">When deciding
				whether to extend science missions with an operational component, the
				Administrator shall consult with the National Oceanic and Atmospheric
				Administration and any other affected Federal
				agency.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</section><section id="idBFB17E85666C4868A399BF2A6766E2B8"><enum>324.</enum><header>Planetary
			 science</header>
					<subsection id="idC09FF11295624BB3A4DCB01EDFAF6427"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds that—</text>
						<paragraph id="id88CB5B0E828141AA9E2218985AAC684D"><enum>(1)</enum><text>Administration
			 support for planetary science is critical to enabling greater understanding of
			 the solar system and its origin;</text>
						</paragraph><paragraph id="id97BC18A47C524BC0A88E99E167EF4C24"><enum>(2)</enum><text>the United States
			 leads the world in planetary science and can augment its success with
			 appropriate international partnerships;</text>
						</paragraph><paragraph id="id146B90820BF84767BB88502A346E199C"><enum>(3)</enum><text>a mix of small-,
			 medium-, and large-planetary science missions is required to sustain a steady
			 cadence of planetary exploration; and</text>
						</paragraph><paragraph id="id3AF2E26B97254178A9A4546A74F4C8E4"><enum>(4)</enum><text>robotic planetary
			 exploration is a key component of preparing for future human
			 exploration.</text>
						</paragraph></subsection><subsection id="idEC42EB6C180D4CD7AB4062A14B715A62"><enum>(b)</enum><header>Mission
			 priorities</header><text>In accordance with the priorities established in the
			 most recent decadal survey for planetary science, the Administrator shall
			 ensure, to the greatest extent practicable, the completion of a balanced set of
			 Discovery, New Frontiers, and flagship missions. The Administrator may seek, if
			 necessary, adjustments to mission priorities, schedule, and scope in light of
			 changing budget projections.</text>
					</subsection><subsection id="idD57CAF50101740919C67E8149635545E"><enum>(c)</enum><header>Instrumentation</header><text>To
			 support its science mission priorities, the Administration shall invest in a
			 sustained program to develop or mature scientific instrument capabilities, as
			 delineated in the NASA Science Instruments, Observatories, and Sensor Systems
			 Roadmap.</text>
					</subsection></section><section id="idDB9E5047C8254F54915463634B028690"><enum>325.</enum><header>Space
			 weather</header>
					<subsection id="id74A07716865041D198CDB9C25A5E85BD"><enum>(a)</enum><header>OSTP
			 roadmap</header><text>In coordination with NASA, the National Oceanic and
			 Atmospheric Administration, and other relevant Federal agencies, the Director
			 of the Office of Science and Technology Policy, not later than 24 months after
			 the date of enactment of this Act, shall deliver to the appropriate committees
			 of Congress a roadmap for developing and deploying space weather forecasting
			 technologies. The roadmap shall, at a minimum—</text>
						<paragraph id="idE6D80847262241A082FF0E93ECCCB48C"><enum>(1)</enum><text>aim to relieve
			 capability gaps identified by the National Space Weather Program Council review
			 of space weather observing systems, as requested by the National Aeronautics
			 and Space Administration Authorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/18301">42 U.S.C. 18301 et seq.</external-xref>);
			 and</text>
						</paragraph><paragraph id="idCA8FB228E5E447638185FCB1862DA580"><enum>(2)</enum><text>consider ongoing
			 and future requirements for space weather modeling, monitoring, and
			 prediction.</text>
						</paragraph></subsection><subsection id="id056279B0FD184633BB9E51BF6C1C13A6"><enum>(b)</enum><header>NASA technology
			 roadmaps</header><text>The Administration shall update and further develop its
			 technology roadmaps as required to address mitigating a wide range of space
			 weather effects on both satellites and spacecraft.</text>
					</subsection><subsection id="idAA5D78B7BCC24188BBA22FAE6D2107AF"><enum>(c)</enum><header>Alert
			 protocol</header><text>The Director of the Office of Science and Technology
			 Policy shall coordinate relevant Federal agencies to propose protocols for
			 communicating and responding to space weather forecasts. Protocol assessment
			 shall consider the needs of both government and private sector entities. The
			 Director of the Office of Science and Technology Policy shall deliver a report
			 on proposed protocols to Congress not later than 24 months after the date of
			 enactment of this Act.</text>
					</subsection></section><section id="idEC84741204C64689805E15D19AA42F17"><enum>326.</enum><header>James Webb
			 space telescope</header><text display-inline="no-display-inline">It is the
			 sense of Congress that—</text>
					<paragraph id="idBEDE13240FDE4334B742EA6F6E02D56D"><enum>(1)</enum><text display-inline="yes-display-inline">the James Webb Space Telescope will
			 significantly advance our understanding of star and planet formation, improve
			 our knowledge of the early universe, and support U.S. leadership in
			 astrophysics;</text>
					</paragraph><paragraph id="idA77926FBFED146E8B81FCB6BDB78FA57"><enum>(2)</enum><text>significant
			 progress has been made with regard to overcoming the James Webb Space
			 Telescope’s technical challenges and in improving NASA management
			 oversight;</text>
					</paragraph><paragraph id="id14ECA955E2E94055BC570CD54827C8F4"><enum>(3)</enum><text>the on-time and
			 on-budget completion of the James Webb Space Telescope should remain a top NASA
			 priority; and</text>
					</paragraph><paragraph id="id2C073EA3955448A393F7BC65D8CD2F4F"><enum>(4)</enum><text>consistent with
			 annual Government Accountability Office reviews of the James Webb Space
			 Telescope program, the Administrator should continue to improve the James Webb
			 Space Telescope's cost and schedule estimates and oversight procedures in order
			 to enhance NASA’s ability to successfully deliver the James Webb Space
			 Telescope on time and on budget.</text>
					</paragraph></section><section id="id0C23F9860CF64CE4870AB431A11F9515"><enum>327.</enum><header>University
			 class science missions</header>
					<subsection id="id2A6A71B9E8E34811A0BD2882617DDD66"><enum>(a)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that principal
			 investigator-led small orbital science missions, including CubeSat, University
			 Explorer (UNEX), Small Explorer (SMEX), and Venture class missions, offer
			 valuable, lower-cost opportunities to advance science, train the next
			 generation of scientists and engineers, and provide opportunities for program
			 participants to acquire skills in systems engineering and systems integration
			 that are critical to maintaining the Nation’s leadership in space.</text>
					</subsection><subsection id="id0A1A7359BFFC425BA509425094E6737A"><enum>(b)</enum><header>Review of
			 principal investigator led small orbital science missions</header>
						<paragraph id="idBA69E7BAB6A74D64BEFDA96EE1FD88B1"><enum>(1)</enum><header>In
			 general</header><text>Not later than 120 days after the date of enactment of
			 this Act, the Administrator shall enter into an arrangement with the National
			 Academy of Sciences to conduct a review of the small orbital science missions
			 described under subsection (a).</text>
						</paragraph><paragraph id="id2669654E14E24C18B52F194DF15E7F4A"><enum>(2)</enum><header>Requirements</header><text>The
			 review under paragraph (1) shall include the following:</text>
							<subparagraph id="id804A48BDF4324787804476E37A4ED603"><enum>(A)</enum><text>The status,
			 capability, and availability of existing small orbital science mission programs
			 in which the missions are led by principal investigators and enable significant
			 participation by university scientists and students.</text>
							</subparagraph><subparagraph id="idDA256DB5885443D0B3A02DCFB59285B7"><enum>(B)</enum><text>The opportunities
			 that the small orbital science missions described under subsection (a) provide
			 for scientific research, training, and education, including scientific and
			 engineering workforce development.</text>
							</subparagraph><subparagraph id="id40222C683E5F4626A7F29B5052063B3B"><enum>(C)</enum><text>The use of
			 commercial applications, such as hosted payloads, free flyers, and data buys,
			 as vehicles to further the goals of small orbital science missions, while
			 preserving the principle of independent peer review as the basis for mission
			 selection.</text>
							</subparagraph></paragraph></subsection><subsection id="idE637AC97D5084D4FB3999D443DBB8869"><enum>(c)</enum><header>Report</header>
						<paragraph id="id93592FC9AE294B8A9B94608901340DBD"><enum>(1)</enum><header>In
			 general</header><text>Not later than 15 months after the date of enactment of
			 this Act, the Administrator shall submit to the appropriate committees of
			 Congress a report on the review required by this section.</text>
						</paragraph><paragraph id="id0BA45040CEF946C4967B1723149C9AC4"><enum>(2)</enum><header>Contents</header><text>The
			 report shall include—</text>
							<subparagraph id="id492DDA4B691C4670A4A96357C0C1FD71"><enum>(A)</enum><text>a summary of the
			 review under subsection (b);</text>
							</subparagraph><subparagraph id="id90CD10472524460899338F2BE5A4FB5F"><enum>(B)</enum><text>the findings of
			 the Administrator with respect to that review; and</text>
							</subparagraph><subparagraph id="idC31DFB2D83FC4396A4D11323D63EF2E1"><enum>(C)</enum><text>recommendations
			 regarding principal investigator led small orbital science missions conducted
			 by the Administration.</text>
							</subparagraph></paragraph></subsection></section></subtitle></title><title id="id037F78EB3A9044BCA7136522A8BDDBE9"><enum>IV</enum><header>Aeronautics</header>
			<section id="idC96BB2CF949C4F0F83F5AD9D36AB311E"><enum>401.</enum><header>Sense of
			 Congress on NASA aeronautics</header>
				<subsection id="id7F375EA658724FDDBABF4684E2EC0575"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds that—</text>
					<paragraph id="id5a31407c08ed480aa250f85993180e89"><enum>(1)</enum><text>aviation is vital
			 to the United States economy, with the industry supporting nearly 1,000,000
			 jobs, conducting nearly 10,000,000 commercial flights per year within the
			 United States alone, and contributing to the aerospace industry’s positive
			 trade balance in 2012;</text>
					</paragraph><paragraph id="id338fb7274e5c4c63bff07d9a4b5a1502"><enum>(2)</enum><text>in helping test
			 and mature new technologies for quiet and efficient air transportation, NASA’s
			 Aeronautics Research Mission Directorate addresses major aviation trends, such
			 as the rapid growth in passengers, increasing fuel costs, and the demand for
			 faster vehicles;</text>
					</paragraph><paragraph id="id3d5ad3e27a63479a955db3a8e7ea39e8"><enum>(3)</enum><text>the Directorate
			 works closely with industry and academia to address long-term challenges to the
			 air transportation system that require improving aviation safety, increasing
			 the capacity of the increasingly crowded national airspace system, and reducing
			 environmental impacts;</text>
					</paragraph><paragraph id="id9495d3a62f614b448bfb9ace31c98aa8"><enum>(4)</enum><text>through its
			 Aeronautics Test Program, the Directorate manages the flight operations and
			 test infrastructure at 4 NASA centers, providing both NASA and its industry
			 partners with access to critical facilities;</text>
					</paragraph><paragraph id="idbc302da18f06416db94dc07e7e7d674f"><enum>(5)</enum><text>NASA’s
			 contribution to aeronautics is evidenced in the use of its technologies in
			 almost every modern aircraft; and</text>
					</paragraph><paragraph id="idCB0AE7B9F4F74D8AB1208ECB4325D0D2"><enum>(6)</enum><text>the Directorate
			 has identified otherwise unknown safety issues and helped optimize aircraft
			 routes, yielding millions of dollars in potential savings to airlines and
			 benefitting passengers.</text>
					</paragraph></subsection><subsection id="id84BD2BCC1A6C420780A1C0102DA897AF"><enum>(b)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that—</text>
					<paragraph id="id883f5362fd8a45529e9daa2058290a13"><enum>(1)</enum><text>the Aeronautics
			 Research Mission Directorate builds on the successful legacy of NASA’s
			 predecessor, the National Advisory Committee for Aeronautics, which worked
			 closely with industry partners to advance both military and civil aviation
			 until its dissolution in 1958;</text>
					</paragraph><paragraph id="id194afaee65ab478eb77a170dc81bc0b8"><enum>(2)</enum><text>NASA aeronautics
			 research, development, and test activities, including investments into
			 composite structures, new fuels, and innovative aircraft concepts, must
			 continue in order to support U.S. leadership in aviation;</text>
					</paragraph><paragraph id="id85ac82e09324415f8a7a66c0fb703bc3"><enum>(3)</enum><text>the Directorate’s
			 efforts to collaborate with the aviation industry to gather and analyze data
			 and to prototype and test algorithms that optimize flight routes, manage air
			 traffic, and account for weather impacts are critical to supporting the safe
			 use of the national airspace; and</text>
					</paragraph><paragraph id="id1299b25cffca45208f411e6a95fdad22"><enum>(4)</enum><text>continued
			 cooperation between NASA’s Aeronautics Research Mission Directorate and the
			 Federal Aviation Administration is vital to providing the data and tools
			 necessary to best regulate the national airspace and to ensure that new
			 technologies are effectively tested and acquire timely regulatory
			 approval.</text>
					</paragraph></subsection></section></title><title id="id3155E733D42645E6BDF0FFBB2E12D12B"><enum>V</enum><header>Space
			 technology</header>
			<section id="idE4398EBC001B40C690B56AF3F64CD029"><enum>501.</enum><header>Space
			 technology</header>
				<subsection id="id382562E7C1184FEAB6D157911FFB0C7F"><enum>(a)</enum><header>Sense of
			 Congress</header><text>It is the sense of the Congress that—</text>
					<paragraph id="idd291280d68ab4615a6e0bc928c0e007d"><enum>(1)</enum><text>previous
			 investments in space technologies have not only enabled space exploration and
			 research missions, but also have improved the quality of life on Earth;</text>
					</paragraph><paragraph id="id6f26cc82c5ac4606855eb28becb74d18"><enum>(2)</enum><text>by improving
			 affordability, reliability, and operational capability, continued space
			 technology developments will enable NASA missions that otherwise would be
			 unachievable;</text>

			 space technology engage the talent of the Administration and of the Nation’s
			 academic and business enterprises; and</text>

			 roadmaps serve as a useful framework for NASA, academic, and industry
			 development efforts.</text>
					</paragraph></subsection><subsection commented="no" id="id4F674925E5BE4B57ADEC1A1B372EE07C"><enum>(b)</enum><header>Space
			 technology directive</header><text>To advance NASA’s space exploration and
			 space research goals, the Administrator shall continue a program with
			 responsibility for NASA investments in space technologies and capabilities. To
			 the greatest extent possible, the Administrator shall synergize all NASA space
			 technology investments, encourage collaboration in space technology development
			 with academia and industry, and minimize duplication of space technology
			 development efforts across the Administration and the private sector unless
			 duplication is required to maintain mission safety, security, or backup
			 capability.</text>
				</subsection><subsection id="id96AB113C506A476C8C88C485C15946D5"><enum>(c)</enum><header>Space
			 technology roadmap report</header><text>In carrying out the policy under
			 subsection (b), the Administrator shall submit to the appropriate committees of
			 Congress, not later than 24 months after the date of enactment of this Act, a
			 progress report on the development, testing, and demonstration of the 14
			 technological areas of the Space Technology Roadmaps.</text>
				</subsection></section></title><title id="idB98A01F32D054E0F937632D5FB0C9304"><enum>VI</enum><header>Education</header>
			<section id="idF5E737B4E1A2488784E3F05B5017A98F"><enum>601.</enum><header>Education and
			 outreach activities</header>
				<subsection id="id72AE2E3404124D0CA6F30E4A0E5D865F"><enum>(a)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that—</text>
					<paragraph id="id4E9606C30E3F4396B425EF6A523E6B0E"><enum>(1)</enum><text>the
			 Administration is uniquely recognized in the educational and global communities
			 for its aerospace knowledge, passionate workforce, and unique capabilities and
			 facilities;</text>
					</paragraph><paragraph id="idAD07BDB1124D428AB22EEA91B4FA001C"><enum>(2)</enum><text>U.S.
			 competitiveness in aerospace requires engaging the science, technology,
			 engineering, and mathematics (STEM) talent in all States and
			 jurisdictions;</text>
					</paragraph><paragraph id="idA825BBAD3A6843A9A54BCB7FCE9E0C2A"><enum>(3)</enum><text>the
			 Administration’s education and outreach programs, including the Experimental
			 Program to Stimulate Competitive Research (EPSCoR) and the Space Grant College
			 and Fellowship Program, reflect the Administration’s successful commitment to
			 growing and diversifying the national science and engineering workforce;</text>
					</paragraph><paragraph id="id501F7D7E7B564DAE8481551558E5EA4B"><enum>(4)</enum><text>the
			 Administration’s outreach efforts to underrepresented and underserved
			 communities, by helping minorities to pursue higher education in STEM fields
			 and to attain STEM careers, benefit the overall national workforce; and</text>
					</paragraph><paragraph id="id318575E76FDF402F9805AB54FCBF3613"><enum>(5)</enum><text>the
			 Administration’s efforts to improve the management and execution of its
			 education portfolio and to evaluate program success using evidence-based
			 approaches should continue.</text>
					</paragraph></subsection><subsection id="id22AF470F45F0450CB9B9F1E62390DA6B"><enum>(b)</enum><header>In
			 general</header><text>The Administration shall—</text>
					<paragraph id="idBCCC8600388B41A28C15D0FCF2DD8D01"><enum>(1)</enum><text>continue to
			 execute its educational and outreach programs, including providing a wide range
			 of academic research opportunities and engaging the public interest in science,
			 technology, engineering and mathematics;</text>
					</paragraph><paragraph id="id515BD4CB773D4D6B808D6AC018B04563"><enum>(2)</enum><text>continue to
			 collaborate with minority institutions to increase student participation in
			 science, technology, engineering, and mathematics; and</text>
					</paragraph><paragraph id="idCADF2243D8ED47C6B66CE13F437FC826"><enum>(3)</enum><text>seek partnerships
			 with industry, academia, and with other communities to best respond to the
			 Nation’s aerospace-related educational and workforce needs.</text>
					</paragraph></subsection><subsection id="id4255F4C5EA344F80A893F27C923D2253"><enum>(c)</enum><header>Space
			 grant</header><text>To enhance the United States STEM education and workforce,
			 the Administrator shall continue to operate the National Space Grant College
			 and Fellowship program through a national network of regional consortia. The
			 program shall provide hands-on research, training, and education programs, use
			 measurable outcomes to gauge success, and allow States flexibility in its
			 execution.</text>
				</subsection></section></title><title id="id0098C29DDE8440D7ABC08F48EDAE5B31"><enum>VII</enum><header>Other
			 matters</header>
			<section id="id2B837A5C4C7E4E349887F1539ACEBFF3"><enum>701.</enum><header>Sense of
			 Congress on NASA's cross agency support</header>
				<subsection id="id2350CA7A45734407828518176F182C07"><enum>(a)</enum><header>Findings</header><text>Congress
			 makes the following findings:</text>
					<paragraph id="id66c85c345dde436cb789d04c53cafff4"><enum>(1)</enum><text>Cross Agency
			 Support operates and maintains the Administration’s centers and facilities,
			 including headquarters, enabling the accomplishment of the Administration’s
			 missions while protecting human health and the environment.</text>
					</paragraph><paragraph id="id4eb6ec6607764064a455a6b1e3a5da05"><enum>(2)</enum><text>Cross Agency
			 Support provides for the unique facilities, skilled personnel, and
			 administrative support that NASA programs, research, and development activities
			 require at the centers.</text>
					</paragraph><paragraph id="ide7390a7083c94460ae987ead9780d56b"><enum>(3)</enum><text>Cross Agency
			 Support provides the Administration with the capability to improve mission
			 success by supplying safety and mission assurance, engineering technical
			 authority, and health and medical oversight across all of NASA's programs,
			 research, and operations.</text>
					</paragraph><paragraph id="id2c85a1d3964344408a9345cb94dec20e"><enum>(4)</enum><text>The Orbital
			 Debris Program Office is located in Cross Agency Support and leads the
			 Administration’s effort in addressing the orbital debris issue, which is an
			 issue resulting from over 50 years of spaceflight.</text>
					</paragraph><paragraph id="idd62d5f7813a44f989ccf01c57991921b"><enum>(5)</enum><text>Cross Agency
			 Support delivers the information technology services used throughout the
			 Administration that allow its workforce to work and communicate efficiently and
			 effectively, not only internal to the Administration, but with the citizens of
			 the world which provides them the opportunity to be included and participate in
			 the Administration’s accomplishments.</text>
					</paragraph><paragraph id="id2d7d45764def4eb7a00a8b2e489b39c0"><enum>(6)</enum><text>The
			 Administration’s public affairs, located in Cross Agency Support, provided
			 worldwide live coverage of the Curiosity Rover’s landing on Mars, the largest
			 rover ever sent to Mars, in August of 2012.</text>
					</paragraph><paragraph id="id0aefbe07d34d4eb48ed394f7fba859ca"><enum>(7)</enum><text>The authority and
			 execution of the Administration’s offices responsible for finance, budget,
			 acquisition, external relations, legislative affairs, training, security, and
			 human capital management are performed under Cross Agency Support.</text>
					</paragraph></subsection><subsection id="idBF320EDCFF7142809EC7D82E8E51C58C"><enum>(b)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that—</text>
					<paragraph id="id71ce0dd7aa504377b277024ea77ac5ae"><enum>(1)</enum><text>Cross Agency
			 Support represents a variety of functions vital to the strength and success of
			 the Administration and is essential to the Administration’s vision;</text>
					</paragraph><paragraph id="idf9c797d965794f29833139371c47fb0a"><enum>(2)</enum><text>the centers and
			 facilities in the Administration are a vital part of the many advances in
			 science and technology the Administration has provided and continues to provide
			 to this Nation and the world since the Administration was created in
			 1958;</text>
					</paragraph><paragraph id="idae49673b8e4a4d02b5c727902b2128bc"><enum>(3)</enum><text>at the
			 Administration’s core is safety and mission success that, through Cross Agency
			 Support, is carried out by the highly talented and dedicated workforce at the
			 Administration’s centers and facilities;</text>
					</paragraph><paragraph id="id5b766db005e54d10b7a65a7c9664b0ca"><enum>(4)</enum><text>as the
			 Administration looks to continue international, interagency, and industry
			 cooperation and partnerships, Cross Agency Support will continue to provide the
			 overseeing and execution of these efforts; and</text>
					</paragraph><paragraph id="idd9d5c27c62f9405c8d6f67f9bc4c6a45"><enum>(5)</enum><text>Cross Agency
			 Support be given the necessary resources to keep the Administration capable of
			 meeting the goals set forth by Congress and continue to be a global leader in
			 space and aeronautics.</text>
					</paragraph></subsection></section><section id="id9B4341C91CB8444C920E891A5F01E508"><enum>702.</enum><header>Space
			 communications network</header>
				<subsection commented="no" id="id3E8EF023F2CC46F5A545D4E8127FDD0D"><enum>(a)</enum><header>Plan</header><text>The
			 Administrator shall prepare an updated plan for NASA’s near-Earth, space, and
			 deep space communications network and infrastructure. The plan shall—</text>
					<paragraph id="id2d6ed5cc761143a9b1d2a8eab9763055"><enum>(1)</enum><text>identify steps to
			 sustain the existing network and infrastructure;</text>
					</paragraph><paragraph id="iddd125a7cdbc64ba68ebaccdb8d7801ea"><enum>(2)</enum><text>assess the
			 capabilities, including any upgrades, needed to support NASA’s programs;</text>
					</paragraph><paragraph id="id5ded2604efaa4b6792af86794ce9f967"><enum>(3)</enum><text>identify
			 priorities for how resources should be used to implement the plan; and</text>
					</paragraph><paragraph id="id83a999d3788542a898bb60ebdeb1bc95"><enum>(4)</enum><text>assess the impact
			 on missions if resources are not secured at the level needed.</text>
					</paragraph></subsection><subsection id="idFB677C643C894CB08FCAAAA406CD2278"><enum>(b)</enum><header>Transmittal</header><text>Not
			 later than 270 days after the date of enactment of this Act, the Administrator
			 shall transmit the plan to the appropriate committees of Congress.</text>
				</subsection></section><section id="idC80B403E44A54ED7A3DBA077D1E883D4"><enum>703.</enum><header>Astronaut
			 occupational healthcare</header>
				<subsection id="id2617F97401EC47D195DADC478C1C95D6"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 313 of title
			 51, United States Code, is amended by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idF25AE086F2A84A59AF7A9AE24049B4F3" style="USC">
						<section id="idCBA97A3FEA004268BEE69AD4DDC86486"><enum>31303.</enum><header>Astronaut
				occupational healthcare</header>
							<subsection id="id98ED0002E71548B7806EDCB135832F50"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">Notwithstanding any
				other provision of law, the Administrator, as the Administrator considers
				necessary, may provide for the medical monitoring, diagnosis, and treatment of
				a crewmember for conditions that the Administrator considers associated with
				human space flight, including scientific and medical tests for psychological
				and medical conditions.</text>
							</subsection><subsection id="id92B71E8F6E1D41A4BDC8840DB4723F92"><enum>(b)</enum><header>Records</header><text display-inline="yes-display-inline">Consistent with applicable Federal privacy
				laws, the Administration shall retain access to all medical records and other
				health data from the provision of healthcare under subsection (a).</text>
							</subsection><subsection id="idAA9CE8EDCEE54143B1492674229E8545"><enum>(c)</enum><header>Definition of
				crewmember</header><text display-inline="yes-display-inline">In this section,
				the term <term>crewmember</term> means—</text>
								<paragraph id="id16127C5A4D734CA08D9BE28C0AED3B0B"><enum>(1)</enum><text>a former NASA
				astronaut/payload specialist who has flown on at least 1 space mission;</text>
								</paragraph><paragraph id="id70728387BEBF474895B1B32DD7F1B48F"><enum>(2)</enum><text>a management NASA
				astronaut who has flown at least 1 space mission and is currently employed by
				the U.S. Government; or</text>
								</paragraph><paragraph id="idA70C42808AB648E8A6E6E073068172E7"><enum>(3)</enum><text>an active NASA
				astronaut/payload specialist assigned, waiting assignment, or training for an
				assignment to a NASA human space
				flight.</text>
								</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="idD54C766999C348B9A83E31AA9739B7F5"><enum>(b)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">The table of
			 contents for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/51/313">chapter 313</external-xref> of title 51, United States Code, is amended by adding
			 after the item relating to section 31302 the following:</text>

				</subsection></section><section id="id59252377CDD84C038EC03441EABBFE90"><enum>704.</enum><header>Helium capture
			 and recovery</header>
				<subsection id="idED4FF133C4A44C328D4A09700A61F6ED"><enum>(a)</enum><header>In
			 general</header><text>Not later than 180 days after the date of enactment of
			 this Act, the Administrator shall submit to the appropriate committees of
			 Congress an agency-wide plan to recover and recycle helium, whenever possible,
			 that the Administration uses or will use in current, planned, and future
			 experimentation, tests, launches, and operations.</text>
				</subsection><subsection id="idE87134CC706D4BE9906F0CF459E0BEA1"><enum>(b)</enum><header>Considerations</header><text>In
			 developing the plan under subsection (a), the Administrator shall consider how
			 modifications, updates, or new lifecycle designs for engines, balloons,
			 airships, or other future programs can be designed or operated to recover and
			 recycle helium.</text>
				</subsection></section><section id="idB1928DDF3D73488C80ECBB979EC6F4EE"><enum>705.</enum><header>Information
			 technology governance</header>
				<subsection id="idFEE152E8C20A4B959233A68512326FA3"><enum>(a)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that effective information
			 technology governance is critical to ensuring information security, decreased
			 costs, and overall mission assurance. The June 5, 2013, NASA Office of
			 Inspector General audit, <quote>NASA’s Information Technology
			 Governance,</quote> found that the NASA Chief Information Officer has limited
			 oversight and control over a majority of the Administration’s information
			 technology assets and cannot enforce security measures across the agency’s
			 computer networks. For nearly 2 decades, the Administration has operated under
			 a decentralized information technology governance structure that has resulted
			 in increased costs and inadequate security. At the same time, centralization of
			 information technology governance has resulted in increased security and lower
			 operating costs at other agencies.</text>
				</subsection><subsection id="id4f2d0955cc344022afc1b0f1017c632d"><enum>(b)</enum><header>Information
			 technology governance</header><text>The Administrator shall, in consultation
			 with Mission Directorate and NASA Center Chief Information Officers—</text>
					<paragraph id="idf577314e38894f9186b47e1a41afd5cf"><enum>(1)</enum><text>ensure the Agency
			 Chief Information Officer has the appropriate resources and visibility to
			 oversee agency-wide information technology operations and investments;</text>
					</paragraph><paragraph id="id4985520713844aee838efa7e0408d199"><enum>(2)</enum><text>establish a
			 direct line of report between the Agency Chief Information Officer and the
			 Administrator;</text>
					</paragraph><paragraph id="idc21eb35bc7644358a7a06aa7de0cd70e"><enum>(3)</enum><text>establish a
			 minimum monetary threshold for all agency information technology investments
			 over which the Agency Chief Information Officer shall have final approval;
			 and</text>
					</paragraph><paragraph id="ided738595aee841e98a09a933c25de87e"><enum>(4)</enum><text>consider
			 appropriate revisions to the charters of information technology boards and
			 councils that inform information technology investment and operation
			 decisions.</text>
					</paragraph></subsection></section><section id="idD5A7424A0E374251A28831683254B307"><enum>706.</enum><header>Improvements
			 to baselines and cost controls breach reporting process</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/51/30104">Section 30104</external-xref> of title 51, United States
			 Code is amended—</text>
				<paragraph id="idE6B0A305F56146089D57E6132517E933"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (d)(3)—</text>
					<subparagraph id="idBE01AF33FE394483AE58101E2B68693D"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>the
			 notification</quote>; and</text>
					</subparagraph><subparagraph id="idADA3C8CFB238473BA00F4A0878CE6DF1"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting <quote>the notification and a
			 timeline by which the Administrator intends to make the determination, report,
			 and analysis under subsection (e)</quote> before the period at the end;</text>
					</subparagraph></paragraph><paragraph id="idD755C24B040A4CC6A81618B8D1610D74"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (e)(1), by striking
			 <quote>Not later than 30 days after receiving a written notification under
			 subsection (d)(2)</quote> and inserting <quote>In accordance with the timeline
			 under subsection (d)(3)</quote>;</text>
				</paragraph><paragraph id="idFC76B6E2FD614AA191E194D11A8925C4"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (e)(1)(A), by striking
			 <quote>not later than 15 days after making the determination</quote> and
			 inserting <quote>in accordance with the timeline under subsection
			 (d)(3)</quote>;</text>
				</paragraph><paragraph id="id5666FB088BFC4696A6EF1FD65D396DE3"><enum>(4)</enum><text display-inline="yes-display-inline">in subsection (e)(2), by striking
			 <quote>not later than 6 months after the Administrator makes a determination
			 under this subsection</quote> and inserting <quote>in accordance with the
			 timeline under subsection (d)(3)</quote>; and</text>
				</paragraph><paragraph id="id0A54B7B6E0CF435C9F90A6D213AC3B69"><enum>(5)</enum><text display-inline="yes-display-inline">in subsection (f), by inserting <quote>or
			 an annual budget request that reflects this growth</quote> after <quote>a
			 report under subsection (e)(1)(A)</quote>.</text>
				</paragraph></section><section id="idB3B2517713364004AEC849869CD2E674"><enum>707.</enum><header>Infrastructure</header>
				<subsection commented="no" id="id10CD07D8D56545A9B0DBA3393B5891DD"><enum>(a)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that—</text>
					<paragraph commented="no" id="idE4CCC0B3EBCE416C90876B1AD1C8A497"><enum>(1)</enum><text>the
			 Administration has a role in providing access to unique or specialized
			 laboratory capabilities that are not economically viable for purchase by
			 commercial entities and therefore are not available outside of NASA;</text>
					</paragraph><paragraph commented="no" id="idB9BD0ED2A0464C0AAF8EE27862F48E62"><enum>(2)</enum><text>the deteriorating
			 condition of the Administration's facilities and other infrastructure is
			 hampering the research effectiveness and efficiency performed at those
			 facilities by both the Administration and industry participants;</text>
					</paragraph><paragraph commented="no" id="id56E499279D524C02A2AF824B0549E973"><enum>(3)</enum><text>the
			 Administration must improve the condition of its facilities and infrastructure
			 to maintain the competitiveness of the U.S. aerospace industry;</text>
					</paragraph><paragraph commented="no" id="idDF0730477A814B31B2217F4502E7B1C9"><enum>(4)</enum><text>to ensure
			 continued researcher access to reliable and efficient world-class facilities,
			 the Administration should seek to establish strategic partnerships with other
			 Federal agencies, academic institutions, and industry, as appropriate;
			 and</text>
					</paragraph><paragraph commented="no" id="id7896D4996DD64C208648E36A96A437E2"><enum>(5)</enum><text>decisions
			 regarding whether to dispose of, maintain, or modernize existing facilities and
			 other infrastructure must be made in the context of meeting the future
			 laboratory needs of the Administration and other Federal agencies.</text>
					</paragraph></subsection><subsection commented="no" id="id2DE276D1245C482BA1C8503431F3418D"><enum>(b)</enum><header>Plan</header><text>Not
			 later than 1 year after the date of enactment of this Act, the Administrator
			 shall submit to the appropriate committees of Congress a plan for retaining or
			 acquiring the facilities, laboratories, equipment, test capabilities, and other
			 infrastructure necessary to meet the Administration's mandates and its current
			 and future missions. The plan shall—</text>
					<paragraph commented="no" id="id9C6CB0A921F7410B9F8604F9AC596DA6"><enum>(1)</enum><text>identify the
			 Administration's future infrastructure needs, including facilities,
			 laboratories, equipment, and test capabilities;</text>
					</paragraph><paragraph commented="no" id="idFF74F1984DE947E7AC90005DCF08B4F1"><enum>(2)</enum><text>include a
			 strategy for identifying and removing unnecessary or duplicative infrastructure
			 consistent with the national strategic direction under the National Space
			 Policy, the National Aeronautics Research, Development, Test and Evaluation
			 Infrastructure Plan, the National Aeronautics and Space Administration
			 Authorization Act of 2010, title 51 of the United States Code, and other
			 Administration-related law;</text>
					</paragraph><paragraph commented="no" id="idAE4A6D23B75544E48A6880E5052AF6EC"><enum>(3)</enum><text>include a
			 strategy for the maintenance, repair, upgrading, and modernization of the
			 Administration’s facilities, laboratories, equipment, and other
			 infrastructure;</text>
					</paragraph><paragraph commented="no" id="id967F2326C8444A4C9310474389FE1FB8"><enum>(4)</enum><text>recommend
			 criteria for prioritizing deferred maintenance tasks and for upgrading or
			 modernizing facilities, laboratories, equipment, and other
			 infrastructure;</text>
					</paragraph><paragraph commented="no" id="id72386646AE504FBABF19D7568ABBBA8D"><enum>(5)</enum><text>include an
			 assessment of modifications needed to maximize the use of facilities,
			 laboratories, equipment, and other infrastructure that offer unique and highly
			 specialized benefits to the aerospace industry and the public; and</text>
					</paragraph><paragraph commented="no" id="id7B9F1E620F864C06B0D5EBACC43E1935"><enum>(6)</enum><text>include
			 recommendations for implementation, including a timeline, milestones, and an
			 estimate of the resources required for carrying out the plan.</text>
					</paragraph></subsection><subsection commented="no" id="id645D35C1C9BD4FF492DF2184B1270F17"><enum>(c)</enum><header>Establishment
			 of capital funds</header><text>The Administrator shall establish a capital fund
			 at each of NASA’s field centers for the modernization of facilities,
			 laboratories, equipment, and other infrastructure in accordance with the plan
			 under subsection (b). The Administrator shall ensure, to the greatest extent
			 practicable, that any financial savings achieved by closing an outdated or
			 surplus facility at a NASA field center is made available to that field
			 center’s capital fund for the purpose of modernizing that field center’s
			 facilities, laboratories, equipment, and other infrastructure in accordance
			 with the plan under subsection (b).</text>
				</subsection></section><section commented="no" id="id16E5C7E219994EB3996C1579A40328D8"><enum>708.</enum><header>Knowledge
			 management</header>
				<subsection commented="no" id="id8662E81BC441423F9E7533C0C5F8A841"><enum>(a)</enum><header>Sense of
			 Congress</header><text display-inline="yes-display-inline">It is the sense of
			 the Congress that—</text>
					<paragraph commented="no" id="id1FDE74A124FC4048942C83697560C038"><enum>(1)</enum><text display-inline="yes-display-inline">the Administration's success relies heavily
			 on the accumulated technical knowledge of its skilled civil servant and
			 contractor workforce;</text>
					</paragraph><paragraph commented="no" id="id9E7BA511D0294E369B563373C0EA36FE"><enum>(2)</enum><text display-inline="yes-display-inline">in light of an aging workforce, it is
			 imperative that the Administration preserve, to the maximum extent possible,
			 both critical technical skills and all knowledge valuable to future mission
			 planning and operation; and</text>
					</paragraph><paragraph commented="no" id="id9B92D3454E1C461EB821E37A16975ED5"><enum>(3)</enum><text display-inline="yes-display-inline">exercising best practice knowledge
			 management systems within the Administration will benefit the future NASA
			 workforce and help ensure future mission successes.</text>
					</paragraph></subsection><subsection commented="no" id="id3F9174C71C6C418898E75D8747DD4899"><enum>(b)</enum><header>Knowledge
			 management system</header><text display-inline="yes-display-inline">The
			 Administrator shall establish an Administration-wide knowledge management
			 system and implement industry-standard best practices for capturing, archiving,
			 and retrieving heritage and future information. The information under this
			 subsection shall be accessible to all Administration employees unless otherwise
			 prohibited because of the classified or sensitive nature of the
			 information.</text>
				</subsection><subsection commented="no" id="idA29F86B5F3304C45998FACBE37A98547"><enum>(c)</enum><header>Report</header><text>Not
			 later than 12 months after the date of enactment of this Act, the Administrator
			 shall submit to the appropriate committees of Congress a report that, at a
			 minimum, includes—</text>
					<paragraph commented="no" id="idAAC9A6A17DAB4EE888E1FFDFFEA3772E"><enum>(1)</enum><text>a description of
			 any actions necessary to create or modify an Administration-wide knowledge
			 management system;</text>
					</paragraph><paragraph commented="no" id="id9961D860C44A426B9C7D9AF38FD90DCE"><enum>(2)</enum><text>a plan for
			 implementing the knowledge management system, including employee training and
			 the provision of secure access to information, as required for all personnel
			 working on Administration programs, projects, and research;</text>
					</paragraph><paragraph commented="no" id="id7148BA2FE44A4B56929673806EC3EADA"><enum>(3)</enum><text>a summary of
			 implementation costs for the knowledge management system; and</text>
					</paragraph><paragraph commented="no" id="idAB4A38864FA54CA08B1957B9C381EB04"><enum>(4)</enum><text>a timeline and
			 progress report for implementation.</text>
					</paragraph></subsection><subsection commented="no" id="id52A5A4ED566A4B569763A589742F3800"><enum>(d)</enum><header>Workforce
			 stabilization and critical skills preservation</header><text>Section 1105 of
			 the National Aeronautics and Space Administration Authorization Act of 2010 (42
			 U.S.C. 18431) is amended by striking <quote>2013</quote> and inserting
			 <quote>2016</quote>.</text>
