		  from enforcement of certain excise taxes imposed by any foreign government, and
		  for other purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="HDEC1019D9F3E4C4590E6F9ACF02D6ED1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Protect American Investments Act of
			 2013</short-title></quote>.</text>
		</section><section commented="no" id="H5344C0C0FB724DE4BC5FE987E766E41D"><enum>2.</enum><header>Prohibition on
			 the United States persons paying foreign financial transaction tax</header>
			<subsection id="H14DFBC85BB7E45E8BA64954F31D66959"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">A United States based
			 company, entity, or person shall be prohibited from paying a financial
			 transaction tax which is imposed by a foreign country on any covered financial
			 transaction.</text>
			</subsection><subsection id="HB391DF5881164FC690511495485FDE49"><enum>(b)</enum><header>Actions by
			 Secretary</header><text>The Secretary of the Treasury—</text>
				<paragraph id="HB80B580ABB8848408846F59AE3EBFD6C"><enum>(1)</enum><text>not later than 90
			 days after the date of the enactment of this Act, shall promulgate such
			 regulations or other guidance, and</text>
				</paragraph><paragraph id="H9C8612D2317645D185C66AD510D95690"><enum>(2)</enum><text>may take such
			 other actions,</text>
				</paragraph><continuation-text continuation-text-level="subsection">as may be
			 necessary or appropriate to carry out subsection (a).</continuation-text></subsection></section><section id="HADFD6E9D08C54E48BE3559358AA8551F" section-type="subsequent-section"><enum>3.</enum><header>Prohibition on United
			 States assistance in collecting certain taxes, etc</header><text display-inline="no-display-inline">The
			 Secretary of the Treasury may not assist any foreign government with respect to
			 the collection of any excise tax, related penalty, or related judgment by a
			 court of a foreign country or by a foreign government on any covered financial
			 transaction.</text>
		</section><section id="H09632084E9DC47019E0E9871CA63BBE8" section-type="subsequent-section"><enum>4.</enum><header>Protection of
			 financial transactions in the United States from enforcement of excise tax
			 imposed by France</header><text display-inline="no-display-inline">The
			 Secretary of the Treasury shall apply paragraph 4 of Article 29 of the
			 Convention Between the Government of the United States of America and the
			 Government of the French Republic for the Avoidance of Double Taxation and the
			 Prevention of Fiscal Evasion With Respect to Taxes on Income and Capital,
			 entered into force on or after January 1, 1996, to exempt covered financial
			 transactions.</text>
		</section><section id="H56F4FA9B6C764318B9275CB1DF67AB9D"><enum>5.</enum><header>Definitions</header><text display-inline="no-display-inline">For purposes of this Act—</text>
			<paragraph id="HCE9376D0694A411ABC63F0FA16193745"><enum>(1)</enum><header>Covered
			 financial transaction</header><text display-inline="yes-display-inline">The
			 term <term>covered financial transaction</term> means a financial transaction
			 occurring on a United States exchange or over the counter within the United
			 States, notwithstanding the nationality of the issuer of such security or the
			 residence of any party to the transaction.</text>
			</paragraph><paragraph id="HEA46425747D7444DB962311C24D2389F"><enum>(2)</enum><header>Secretary of the
			 Treasury</header><text display-inline="yes-display-inline">The term
			 <term>Secretary of the Treasury</term> includes any delegate of the
			 Secretary.</text>
