			</subsection></section><section id="id99F218C95031403BA2428E5C6498668F"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="id241b03d1e6d7498ab2f535920c71e7da"><enum>(1)</enum><text>the State energy
			 program established under part D of title III of the
			 <act-name parsable-cite="EPCA">Energy Policy and Conservation Act</act-name>
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/6321">42 U.S.C. 6321 et seq.</external-xref>) (referred to in this section as <term>SEP</term>) and
			 the Weatherization Assistance Program for Low-Income Persons established under
			 part A of title IV of the Energy Conservation and Production Act (42 U.S.C.
			 6861 et seq.) (referred to in this section as <term>WAP</term>) have proven to
			 be beneficial, long-term partnerships among Federal, State, and local
			 partners;</text>
			</paragraph><paragraph id="id5978fee2cac24f60873c720cc4e1d7b2"><enum>(2)</enum><text>the SEP and the
			 WAP have been reauthorized on a bipartisan basis over many years to address
			 changing national, regional, and State circumstances and needs, especially
			 through—</text>
				<subparagraph id="id33D05EC9CC7C41A8892A54DFE92F2923"><enum>(A)</enum><text>the
			 <act-name parsable-cite="EPCA">Energy Policy and Conservation Act</act-name>
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/6201">42 U.S.C. 6201 et seq.</external-xref>);</text>
				</subparagraph><subparagraph id="id0AE2FF32E6AC4524B51D2D160AAD36D8"><enum>(B)</enum><text>the Energy
			 Conservation and Production Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6801">42 U.S.C. 6801 et seq.</external-xref>);</text>
				</subparagraph><subparagraph id="id63A81634F3C1442C858536C48572A471"><enum>(C)</enum><text>the State Energy
			 Efficiency Programs Improvement Act of 1990 (<external-xref legal-doc="public-law" parsable-cite="pl/101/440">Public Law 101–440</external-xref>; 104 Stat.
			 1006);</text>
				</subparagraph><subparagraph id="idD2091AA837D54172B9339B81ADB07B59"><enum>(D)</enum><text>the Energy Policy
			 Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/42/13201">42 U.S.C. 13201 et seq.</external-xref>);</text>
				</subparagraph><subparagraph id="id74799A650789422DB69B7ACD4D2846FE"><enum>(E)</enum><text>the Energy Policy
			 Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801 et seq.</external-xref>); and</text>
				</subparagraph><subparagraph id="idFD89C5F5F45949A583D1C3A7D380C8D0"><enum>(F)</enum><text>the Energy
			 Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17001">42 U.S.C. 17001 et seq.</external-xref>);</text>
				</subparagraph></paragraph><paragraph id="id087551d02a9d41598b5cfee17aa47c36"><enum>(3)</enum><text>the SEP, also
			 known as the <term>State energy conservation program</term>—</text>
				<subparagraph id="id553284CF59AB4075BF878CF4C14208FC"><enum>(A)</enum><text>was first created
			 in 1975 to implement a State-based, national program in support of energy
			 efficiency, renewable energy, economic development, energy emergency
			 preparedness, and energy policy; and</text>
				</subparagraph><subparagraph id="id0e024ff3652c46139cfd2fe4537eaeb3"><enum>(B)</enum><text>has come to
			 operate in every sector of the economy in support of the private sector to
			 improve productivity and has dramatically reduced the cost of government
			 through energy savings at the State and local levels;</text>
				</subparagraph></paragraph><paragraph id="idc49cdeda7f90480e9e585b25e234d721"><enum>(4)</enum><text>Federal
			 laboratory studies have concluded that, for every Federal dollar invested
			 through the SEP, more than $7 is saved in energy costs and almost $11 in
			 non-Federal funds is leveraged;</text>
			</paragraph><paragraph id="ida36733aea38b4b34870cec190f86a6a0"><enum>(5)</enum><text>the WAP—</text>
				<subparagraph id="idF96A6B3DC2A9453E9EDE3AB066710A2B"><enum>(A)</enum><text>was first created
			 in 1976 to assist low-income families in response to the first oil
			 embargo;</text>
				</subparagraph><subparagraph id="id9b4eca1efae645bd886adc4be4265dc6"><enum>(B)</enum><text>has become the
			 largest residential energy conservation program in the United States, with more
			 than 7,100,000 homes weatherized since the WAP was created;</text>
				</subparagraph><subparagraph id="id161aaecb623042cb961f0bbe619c029d"><enum>(C)</enum><text>saves an
			 estimated 35 percent of consumption in the typical weatherized home, yielding
			 average annual savings of $437 per year in home energy costs;</text>
				</subparagraph><subparagraph id="id31ce8b4f67fd4b069178667e2008dee1"><enum>(D)</enum><text>has created
			 thousands of jobs in both the construction sector and in the supply chain of
			 materials suppliers, vendors, and manufacturers who supply the WAP;</text>
				</subparagraph><subparagraph id="idbc1e8a9c1d94427ea904fd174d331cbd"><enum>(E)</enum><text>returns $2.51 in
			 energy savings for every Federal dollar spent in energy and nonenergy benefits
			 over the life of weatherized homes;</text>
				</subparagraph><subparagraph id="id5d65c9bd15f144cbb2a2feef476935f0"><enum>(F)</enum><text>serves as a
			 foundation for residential energy efficiency retrofit standards, technical
			 skills, and workforce training for the emerging broader market and reduces
			 residential and power plant emissions of carbon dioxide by 2.65 metric tons
			 each year per home; and</text>
				</subparagraph><subparagraph id="id90944aa7aa3b4e279dddad50cdc2e549"><enum>(G)</enum><text>has decreased
			 national energy consumption by the equivalent of 24,100,000 barrels of oil
			 annually;</text>
				</subparagraph></paragraph><paragraph id="ide0a536e46cd94e00acbd2ad36edc784b"><enum>(6)</enum><text>the WAP can be
			 enhanced with the addition of a targeted portion of Federal funds through an
			 innovative program that supports projects performed by qualified nonprofit
			 organizations that have a demonstrated capacity to build, renovate, repair, or
			 improve the energy efficiency of a significant number of low-income
			 homes;</text>
			</paragraph><paragraph id="id27d7ec346f7a4d50860c440594eee9fa"><enum>(7)</enum><text>the WAP has
			 increased energy efficiency opportunities by promoting new, competitive
			 public-private sector models of retrofitting low-income homes through new
			 Federal partnerships;</text>
			</paragraph><paragraph id="idf351e5a0f3c44f66bc06cb38904bd96c"><enum>(8)</enum><text>improved
			 monitoring and reporting of the work product of the WAP has yielded benefits,
			 and expanding independent verification of efficiency work will support the
			 long-term goals of the WAP;</text>
			</paragraph><paragraph id="idb663a868dc384c8fa4e975c1e0a2cdca"><enum>(9)</enum><text>reports of the
			 Government Accountability Office in 2011, Inspector General of the Department
			 of Energy, and State auditors have identified State-level deficiencies in
			 monitoring efforts that can be addressed in a manner that will ensure that WAP
			 funds are used more effectively;</text>
			</paragraph><paragraph id="id581a63dd10f847b48323365af0d36fbd"><enum>(10)</enum><text>through the
			 history of the WAP, the WAP has evolved with improvements in efficiency
			 technology, including, in the 1990s, many States adopting advanced home energy
			 audits, which has led to great returns on investment; and</text>
			</paragraph><paragraph id="id754106298fe34b94bebaff3708e8892b"><enum>(11)</enum><text>as the home
			 energy efficiency industry has become more performance-based, the WAP should
			 continue to use those advances in technology and the professional
			 workforce.</text>
			</paragraph></section><title id="id5052BB4117D34405A46A787B57C462C1"><enum>I</enum><header>Weatherization
			 assistance program</header>
			<section id="id6829441B80E347E59CD3FEB5DE2B9EA8"><enum>101.</enum><header>Reauthorization
			 of weatherization assistance program</header><text display-inline="no-display-inline">Section 422 of the Energy Conservation and
			 Production Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6872">42 U.S.C. 6872</external-xref>) is amended by striking
			 <quote>appropriated—</quote> and all that follows through the period at the end
			 and inserting <quote>appropriated $450,000,000 for each of fiscal years 2014
			 through 2018.</quote>.</text>
			</section><section id="ID46d3879832e4430c890429a5427371a8"><enum>102.</enum><header> Grants for
			 new, self-sustaining low-income, single-family and multifamily housing energy
			 retrofit model programs to eligible housing and nonprofit
			 organizations</header><text display-inline="no-display-inline">The Energy
			 Conservation and Production Act is amended by inserting after section 414B (42
			 U.S.C. 6864b) the following:</text>
				<quoted-block display-inline="no-display-inline" id="idF09F71CCF4FF4A8EAD428FB040F860BB" style="OLC">
					<section id="id3A616CBEC8DD4F738B1C476F285289DE"><enum>414C.</enum><header>Grants for
				new, self-sustaining low-income, single-family and multifamily housing energy
				retrofit model programs to eligible housing and nonprofit
				organizations</header>
						<subsection id="ID561a29c0ee544a9aa8f16d838e8cd1cd"><enum>(a)</enum><header>Purposes</header><text>The
				purposes of this section are—</text>
							<paragraph id="ID2ce501a291644e1e9f070db7094443be"><enum>(1)</enum><text>to expand the
				number of low-income, single-family and multifamily homes that receive energy
				efficiency retrofits;</text>
							</paragraph><paragraph id="IDb2ea1491be924f3b9b1824a3874b294a"><enum>(2)</enum><text>to promote
				innovation and new models of retrofitting low-income homes through new Federal
				partnerships with covered organizations that leverage substantial donations,
				donated materials, volunteer labor, homeowner labor equity, and other private
				sector resources;</text>
							</paragraph><paragraph id="ID530757496e67478aa66d21eb59bb1e25"><enum>(3)</enum><text>to assist the
				covered organizations in demonstrating, evaluating, improving, and replicating
				widely the model low-income energy retrofit programs of the covered
				organizations; and</text>
							</paragraph><paragraph id="ID1dda756278044e9f9522bc675e47d2a1"><enum>(4)</enum><text>to ensure that
				the covered organizations make the energy retrofit programs of the covered
				organizations self-sustaining by the time grant funds have been
				expended.</text>
							</paragraph></subsection><subsection id="IDdfd4ae57018d4c34aef463dc15fa02c1"><enum>(b)</enum><header>Definitions</header><text>In
				this section:</text>
							<paragraph id="idE89C76922B6841AE807DA8B9D4662088"><enum>(1)</enum><header>Covered
				organization</header><text>The term <term>covered organization</term> means an
				organization that—</text>
								<subparagraph id="id283E65CDA70B41E8990F5FC068C869B9"><enum>(A)</enum><text>is described in
				<external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from taxation
				under 501(a) of that Code; and</text>
								</subparagraph><subparagraph id="id52E9D410B8C24A609F9A483769C518B3"><enum>(B)</enum><text>has an
				established record of constructing, renovating, repairing, or making energy
				efficient an aggregate quantity of not less than 250 owner-occupied,
				single-family or multifamily homes for low-income households, either directly
				or through affiliates, chapters, or other direct partners (using the most
				recent year for which data are available).</text>
								</subparagraph></paragraph><paragraph id="ID0a411178692b418bac3016babee72b09"><enum>(2)</enum><header>Low-income</header><text>The
				term <term>low-income</term> means an income level that is not more than 200
				percent of the poverty level (as determined in accordance with criteria
				established by the Director of the Office of Management and Budget) applicable
				to a family of the size involved, except that the Secretary may establish a
				higher or lower level if the Secretary determines that a higher or lower level
				is necessary to carry out this section.</text>
							</paragraph><paragraph id="IDa842ad9528e6479fab566f5eeb32be73"><enum>(3)</enum><header>Weatherization
				Assistance Program for Low-Income Persons</header><text>The term
				<term>Weatherization Assistance Program for Low-Income Persons</term> means the
				program established under this part (including part 440 of title 10, Code of
				Federal Regulations).</text>
							</paragraph></subsection><subsection id="ID31822621eb864270b765b56b02793c01"><enum>(c)</enum><header>Competitive
				grant program</header><text>The Secretary shall make grants to covered
				organizations through a national competitive process for use in accordance with
				this section.</text>
						</subsection><subsection id="id604FB3B44B824ECCB4DDB1925D66D3CB"><enum>(d)</enum><header>Award
				factors</header><text>In making grants under this section, the Secretary shall
				consider—</text>
							<paragraph id="ID1484ccd52d844130a3656376981514d0"><enum>(1)</enum><text>the number of
				low-income homes the applicant—</text>
								<subparagraph id="id674479A72BD8442882F560F765C0AD32"><enum>(A)</enum><text>has built,
				renovated, repaired, or made more energy efficient as of the date of the
				application; and</text>
								</subparagraph><subparagraph id="id205393964DC44F37BF99B15F34433ECD"><enum>(B)</enum><text>can reasonably be
				projected to build, renovate, repair, or make energy efficient during the grant
				period beginning on the date of the application;</text>
								</subparagraph></paragraph><paragraph id="ID61954c0e90ea41e4a7cd0fbd959ebc01"><enum>(2)</enum><text>the
				qualifications, experience, and past performance of the applicant, including
				experience successfully managing and administering Federal funds;</text>
							</paragraph><paragraph id="ID05c7cfebd86f4b6ba8926cbfca191c26"><enum>(3)</enum><text>the number and
				diversity of States and climates in which the applicant works as of the date of
				the application;</text>
							</paragraph><paragraph id="IDd89b1be5c8154d28a793e4b9912506fb"><enum>(4)</enum><text>the amount of
				non-Federal funds, donated or discounted materials, discounted or volunteer
				skilled labor, volunteer unskilled labor, homeowner labor equity, and other
				resources the applicant will provide;</text>
							</paragraph><paragraph id="ID01681c5b89f64b3d9a1fbb94f7dde639"><enum>(5)</enum><text>the extent to
				which the applicant could successfully replicate the energy retrofit program of
				the applicant and sustain the program after the grant funds have been
				expended;</text>
							</paragraph><paragraph id="id15F7A93C4D2E439185384A0A4085A02B"><enum>(6)</enum><text>regional
				diversity;</text>
							</paragraph><paragraph id="id06023B064FCF4A8A880036F3E937202A"><enum>(7)</enum><text>urban, suburban,
				and rural localities; and</text>
							</paragraph><paragraph id="ID7160a0c471b54903a64d6d023e4a3410"><enum>(8)</enum><text>such other
				factors as the Secretary determines to be appropriate.</text>
							</paragraph></subsection><subsection id="ID7bf4dabbd8be45e0b41ec3c4c759c66e"><enum>(e)</enum><header>Applications</header>
							<paragraph id="id1E9252F16A584A768E596C44088AC1CA"><enum>(1)</enum><header>In
				general</header><text>Not later than 180 days after the date of enactment of
				this section, the Secretary shall request proposals from covered
				organizations.</text>
							</paragraph><paragraph id="id9544B5C7574A4A6C8C65FBBF0F57F740"><enum>(2)</enum><header>Administration</header><text>To
				be eligible to receive a grant under this section, an applicant shall submit to
				the Secretary an application at such time, in such manner, and containing such
				information as the Secretary may require.</text>
							</paragraph><paragraph id="id6551DC01E9ED40EAA3A759026367D8F4"><enum>(3)</enum><header>Awards</header><text>Not
				later than 90 days after the date of issuance of a request for proposals, the
				Secretary shall award grants under this section.</text>
							</paragraph></subsection><subsection id="ID6251afb612df498985fc084209fdefcb"><enum>(f)</enum><header>Eligible uses
				of grant funds</header><text>A grant under this section may be used for—</text>
							<paragraph id="ID6c47c369ef0d4d87a66e17c7a13acdc5"><enum>(1)</enum><text>energy efficiency
				audits, cost-effective retrofit, and related activities in different climatic
				regions of the United States;</text>
							</paragraph><paragraph id="ID6b6a06c244974ba0ab8f5ddc9215e2a9"><enum>(2)</enum><text>energy efficiency
				materials and supplies;</text>
							</paragraph><paragraph id="ID35fdf504055645b3953b557737a8af59"><enum>(3)</enum><text>organizational
				capacity—</text>
								<subparagraph id="ID3f8641da48f44390bc9d7bfce99e6edf"><enum>(A)</enum><text>to significantly
				increase the number of energy retrofits;</text>
								</subparagraph><subparagraph id="ID1e4eeaba210c4cab94d1a4eb4d8a5cfd"><enum>(B)</enum><text>to replicate an
				energy retrofit program within a State or in other States; and</text>
								</subparagraph><subparagraph id="IDcf72794a0c464d368714bd513bf7936f"><enum>(C)</enum><text>to ensure that
				the program is self-sustaining after the Federal grant funds are
				expended;</text>
								</subparagraph></paragraph><paragraph id="ID4e1b19b91a374261b5baaf267ff27609"><enum>(4)</enum><text>energy
				efficiency, audit and retrofit training, and ongoing technical
				assistance;</text>
							</paragraph><paragraph id="ID6c68ca6978dc4df0b20d05c2eaa0143b"><enum>(5)</enum><text>information to
				homeowners on proper maintenance and energy savings behaviors;</text>
							</paragraph><paragraph id="ID33881151ffd94c36b51bd22004d5708a"><enum>(6)</enum><text>quality control
				and improvement;</text>
							</paragraph><paragraph id="IDe23a10dfd3a24abbbba2192252d84dc1"><enum>(7)</enum><text>data collection,
				measurement, and ver­i­fi­ca­tion;</text>
							</paragraph><paragraph id="IDb9ac286b4b334bf38eb9b008355a4e49"><enum>(8)</enum><text>program
				monitoring, oversight, evaluation, and reporting;</text>
							</paragraph><paragraph id="ID9ccd27d5d3f54ec782d60b8c72f6ec67"><enum>(9)</enum><text>management and
				administration (up to a maximum of 10 percent of the total grant);</text>
							</paragraph><paragraph id="IDf3359c7b19c54f718395a482151d0f8b"><enum>(10)</enum><text>labor and
				training activities; and</text>
							</paragraph><paragraph id="IDdaf5181afb01483fab9c2968a62cd349"><enum>(11)</enum><text>such other
				activities as the Secretary determines to be appropriate.</text>
							</paragraph></subsection><subsection id="IDccd90d0702cf4099b45688d6d9b1fd9e"><enum>(g)</enum><header>Maximum
				amount</header><text>The amount of a grant provided under this section shall
				not exceed $5,000,000.</text>
						</subsection><subsection id="ID2f5811c229fd461097fb58fc944faf7d"><enum>(h)</enum><header>Guidelines</header>
							<paragraph id="idBAB1497D9F87463EB7AD29A4C1BC9D57"><enum>(1)</enum><header>In
				general</header><text>Not later than 90 days after the date of enactment of
				this section, the Secretary shall issue guidelines to implement the grant
				program established under this section.</text>
							</paragraph><paragraph id="idF24BE234316B4ED99D7E176F457A99E7"><enum>(2)</enum><header>Administration</header><text>The
				guidelines—</text>
								<subparagraph id="idED519A338CCF4F97878DB8031BE2F753"><enum>(A)</enum><text>shall not apply
				to the Weatherization Assistance Program for Low-Income Persons, in whole or
				major part; but</text>
								</subparagraph><subparagraph id="id918ABB88EBA94BCAAC8E192DBA72D5E3"><enum>(B)</enum><text>may rely on
				applicable provisions of law governing the Weatherization Assistance Program
				for Low-Income Persons to establish—</text>
									<clause id="IDff5fdbfd605b490d8f47e365dc1cb81f"><enum>(i)</enum><text>standards for
				allowable expenditures;</text>
									</clause><clause id="ID87dfa01d7a3c475fbf5aec0eea9a4ecc"><enum>(ii)</enum><text>a minimum
				savings-to-investment ratio;</text>
									</clause><clause id="ID2b93198203dd4615a60a4bcac5c83165"><enum>(iii)</enum><text>standards—</text>
										<subclause id="idF5F94C1C224A482B96285E0A3C01AB75"><enum>(I)</enum><text>to carry out
				training programs;</text>
										</subclause><subclause id="idB242EAEB5F5B42C0A5DEB18FE97179C3"><enum>(II)</enum><text>to conduct
				energy audits and program activities;</text>
										</subclause><subclause id="idEE18C4A89A884A50A84A9A2FF2F66983"><enum>(III)</enum><text>to provide
				technical assistance;</text>
										</subclause><subclause id="id8311F1D3CD964D189668D1DF05C18C9F"><enum>(IV)</enum><text>to monitor
				program activities; and</text>
										</subclause><subclause id="idDB083DA3FDAB45A0A115B5EDB5D651F6"><enum>(V)</enum><text>to verify energy
				and cost savings;</text>
										</subclause></clause><clause id="ID0268cb3378eb4b38b889ce1edafc3a37"><enum>(iv)</enum><text>liability
				insurance requirements; and</text>
									</clause><clause id="ID4b38914028e244b7b3ff5a01c899e3ef"><enum>(v)</enum><text>recordkeeping
				requirements, which shall include reporting to the Office of Weatherization and
				Intergovernmental Programs of the Department of Energy applicable data on each
				home retrofitted.</text>
									</clause></subparagraph></paragraph></subsection><subsection id="ID6840833ce9ae49bf848da9df3ca082c8"><enum>(i)</enum><header>Review and
				evaluation</header><text>The Secretary shall review and evaluate the
				performance of any covered organization that receives a grant under this
				section (which may include an audit), as determined by the Secretary.</text>
						</subsection><subsection id="ID6dc518f9e4744f26ac87028fc2910102"><enum>(j)</enum><header>Compliance with
				State and local law</header><text>Nothing in this section or any program
				carried out using a grant provided under this section supersedes or otherwise
				affects any State or local law, to the extent that the State or local law
				contains a requirement that is more stringent than the applicable requirement
				of this section.</text>
						</subsection><subsection id="ID0ba562c7ca874bbc8935ada924cbf188"><enum>(k)</enum><header>Annual
				reports</header><text>The Secretary shall submit to Congress annual reports
				that provide—</text>
							<paragraph id="id3BE52B1C5F134451839E6763CB29567D"><enum>(1)</enum><text>findings;</text>
							</paragraph><paragraph id="idA304C286387F4460B3A1AC0FA3D7FF6A"><enum>(2)</enum><text>a description of
				energy and cost savings achieved and actions taken under this section;
				and</text>
							</paragraph><paragraph id="id13E0240EBAD34666B714E8926813CCCB"><enum>(3)</enum><text>any
				recommendations for further action.</text>
							</paragraph></subsection><subsection id="ID68abc78d57664c5887d2192775d0be01"><enum>(l)</enum><header>Funding</header><text>There
				is authorized to be appropriated to carry out this section $45,000,000 for each
				of fiscal years 2014 through
				2018.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section commented="no" display-inline="no-display-inline" id="idDE04BA5B696C420194C2C71B9ECACF2B" section-type="subsequent-section"><enum>103.</enum><header>Standards
			 program</header><text display-inline="no-display-inline">Section 415 of the
			 Energy Conservation and Production Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6865">42 U.S.C. 6865</external-xref>) is amended by adding at
			 the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idbbc555a69ff0419dae66fc0d777ae0ed" style="OLC">
					<subsection id="id49383e5989d94dbebe03f375653342f8"><enum>(f)</enum><header>Standards
				program</header>
						<paragraph id="idbb053a573fa8429f954f3f4798b8b220"><enum>(1)</enum><header>Contractor
				qualification</header><text>Effective beginning January 1, 2015, to be eligible
				to carry out weatherization using funds made available under this part, a
				contractor shall be selected through a competitive bidding process and
				be—</text>
							<subparagraph id="idcfeaba33d4454db1ab6ea4905d0054ac"><enum>(A)</enum><text>accredited by the
				Building Performance Institute;</text>
							</subparagraph><subparagraph id="id4267429d2a034858846e2ab9366f76be"><enum>(B)</enum><text>an Energy Smart
				Home Performance Team accredited under the Residential Energy Services Network;
				or</text>
							</subparagraph><subparagraph id="id49c4fd7432344dc68cb8728ed0591375"><enum>(C)</enum><text>accredited by an
				equivalent accreditation or program accreditation-based State certification
				program approved by the Secretary.</text>
							</subparagraph></paragraph><paragraph id="id8159219f8fd743a7a3165e547b8d2d05"><enum>(2)</enum><header>Grants for
				energy retrofit model programs</header>
							<subparagraph id="idFAD242E23504490BAA8C5E9551EFD9E1"><enum>(A)</enum><header>In
				general</header><text>To be eligible to receive a grant under section 414C, a
				covered organization (as defined in section 414C(b)) shall use a crew chief
				who—</text>
								<clause id="id4E337E18EDA5467299A017BCD4536BCA"><enum>(i)</enum><text>is certified or
				accredited in accordance with paragraph (1); and</text>
								</clause><clause id="idA2B9C776350749AFA315F7CE108BBEF2"><enum>(ii)</enum><text>supervises the
				work performed with grant funds.</text>
								</clause></subparagraph><subparagraph id="id70C8521FF655492AB5F486895260E55B"><enum>(B)</enum><header>Volunteer
				labor</header><text>A volunteer who performs work for a covered organization
				that receives a grant under section 414C shall not be required to be certified
				under this subsection if the volunteer is not directly installing or repairing
				mechanical equipment or other items that require skilled labor.</text>
							</subparagraph><subparagraph id="id14f63472f76548589dac23dd87dd7314"><enum>(C)</enum><header>Training</header><text>The
				Secretary shall use training and technical assistance funds available to the
				Secretary to assist covered organizations under section 414C in providing
				training to obtain certification required under this subsection, including
				provisional or temporary certification.</text>
							</subparagraph></paragraph><paragraph id="id790c1b1b760844d5bbd40872655eeb40"><enum>(3)</enum><header>Minimum
				efficiency standards</header><text>Effective beginning October 1, 2015, the
				Secretary shall ensure that—</text>
							<subparagraph id="id7bfe788d4b3b49cc886b88f585025c36"><enum>(A)</enum><text>each retrofit for
				which weatherization assistance is provided under this part meets minimum
				efficiency and quality of work standards established by the Secretary after
				weatherization of a dwelling unit;</text>
							</subparagraph><subparagraph id="id60a734811f4f439e95f6449741f9657b"><enum>(B)</enum><text>at least 10
				percent of the dwelling units are randomly inspected by a third party
				accredited under this subsection to ensure compliance with the minimum
				efficiency and quality of work standards established under subparagraph (A);
				and</text>
							</subparagraph><subparagraph id="idF21D12677AB54F1E9D66E42A4781EB69"><enum>(C)</enum><text>the standards
				established under this subsection meet or exceed the industry standards for
				home performance work that are in effect on the date of enactment of this
				subsection, as determined by the
				Secretary.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

			 programs</header>
			<section id="id1C117E7B5C6E4308BFD73BCF7D0414F6"><enum>201.</enum><header>Reauthorization
			 of State energy programs</header><text display-inline="no-display-inline">Section 365(f) of the Energy Policy and
			 Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6325">42 U.S.C. 6325(f)</external-xref>) is amended by striking <quote>$125,000,000
			 for each of fiscal years 2007 through 2012</quote> and inserting
			 <quote>$75,000,000 for each of fiscal years 2014 through 2018</quote>.</text>
