		<official-title>To extend the phase-in of actuarial rates for flood
		  insurance for certain properties under the Biggert-Waters Flood Insurance
		  Reform Act of 2012.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Saving Homeowners from Onerous
			 Rate Escalations Act of 2013</short-title></quote> or the <quote><short-title>SHORE Act of 2013</short-title></quote>.</text>
		</section><section id="id03057BEF57D348E5B90776EC1F614BD1"><enum>2.</enum><header>Extension of
			 phase-in of actuarial rates for flood insurance for certain properties</header>
			<subsection id="id9D5D73D0E52A436AB1766589B28FF835"><enum>(a)</enum><header>New policies
			 and lapsed policies</header><text>Section 1307(g) of the National Flood
			 Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4014">42 U.S.C. 4014(g)</external-xref>) is amended—</text>
				<paragraph id="idCE1552DF29604731B80641CC5B8FAF45"><enum>(1)</enum><text>in paragraph
			 (4)—</text>
					<subparagraph id="id83832C68271F494A86A69AB16426C712"><enum>(A)</enum><text>in subparagraph
			 (B), by redesignating clauses (i) and (ii) as subclauses (I) and (II),
			 respectively, and adjusting the margins accordingly; and</text>
					</subparagraph><subparagraph id="id0E820FBA33D04E40916D24537580B630"><enum>(B)</enum><text>by redesignating
			 subparagraphs (A) and (B) as clauses (i) and (ii), respectively, and adjusting
			 the margins accordingly;</text>
					</subparagraph></paragraph><paragraph id="id497D5DCB33CC41739A983658D763299F"><enum>(2)</enum><text>by redesignating
			 paragraphs (1) through (4) as subparagraphs (A) through (D), respectively, and
			 adjusting the margins accordingly;</text>
				</paragraph><paragraph id="id412D3822C7B84B519E47C39164891EE5"><enum>(3)</enum><text>in the matter
			 preceding subparagraph (A), as redesignated, by striking <quote>The
			 Administrator</quote> and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="idAE19A7595122458F90D1A0E85136822B" style="OLC">
						<paragraph id="id5F482917AAC04E1F96E190368863FFBC"><enum>(1)</enum><header>In
				general</header><text>The Administrator</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="idA390DAE3D05D44708F1F98B7D42C2E65"><enum>(4)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idDA3287ABC63043CEB08BACCF1AF73688" style="OLC">
						<paragraph id="idFBFC4FFEE0C0400C964087FBDED83D88"><enum>(2)</enum><header>Phase-in of
				actuarial rates</header>
							<subparagraph id="id664C989B089A4975AAF66CABDD65F805"><enum>(A)</enum><header>In
				general</header><text>Any increase in the risk premium rate charged for flood
				insurance for a property or policy described in subparagraph (A), (B), or (C)
				of paragraph (1) that is a result of the prohibition set forth under such
				paragraph shall be phased in over an 8-year period at the rate of—</text>
								<clause id="idA4758604799E41D7AD7C1ABB7B883775"><enum>(i)</enum><text>5
				percent for each of the first 5 years after the applicable effective date
				established under subparagraph (B) of this paragraph; and</text>
								</clause><clause id="id84E11B5D277649E5ADC3CC9623270CB2"><enum>(ii)</enum><text>25 percent for
				each of the subsequent 3 years.</text>
								</clause></subparagraph><subparagraph id="idC39E3D2BF1B249C1891745F0924D96F4"><enum>(B)</enum><header>Effective date
				of phase-in</header><text>The applicable effective date under this subparagraph
				is the later of—</text>
								<clause id="idBD9446F681D8430B85F16F2B5D0E5FF0"><enum>(i)</enum><text>the date of
				enactment of the <short-title>SHORE Act of
				2013</short-title>; or</text>
								</clause><clause id="id19CDF1FA4E7F42E4A8B93A9FD52487DA"><enum>(ii)</enum><text>the date on
				which—</text>
									<subclause id="id9CA142B63C9246BD8A539B269579D748"><enum>(I)</enum><text>a property
				described in paragraph (1)(A) becomes insured by the national flood insurance
				program;</text>
									</subclause><subclause id="idCD0421665F75408AA817EF24A5A5C949"><enum>(II)</enum><text>a property
				described in paragraph (1)(B) is purchased; or</text>
									</subclause><subclause id="id70D8CF4387474F3FBAD9D356499D0819"><enum>(III)</enum><text>coverage for a
				policy described in paragraph (1)(C) is
				renewed.</text>
									</subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="idAE4FA9BA187C4EC2BEC8E9E50933818D"><enum>(b)</enum><header>Certain other
			 properties</header><text>Section 1308(e)(2) of the National Flood Insurance Act
			 of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015(e)(2)</external-xref>) is amended by striking <quote>by 25 percent each
			 year, until</quote> and inserting the following: <quote>by 5 percent each year
			 for 5 years and by 25 percent each year thereafter, until</quote>.</text>
			</subsection><subsection id="id2F4705427EDB4547B350454019423241"><enum>(c)</enum><header>Premium
			 adjustments To reflect current risk of flood</header>
				<paragraph id="id0EC68869A9864282A3F0C82A286A8B3D"><enum>(1)</enum><header>In
			 general</header><text>Section 1308(h) of the National Flood Insurance Act of
			 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015(h)</external-xref>) is amended—</text>
					<subparagraph id="idBD7B02F45C9A47D99B5B1BFD37DAB4C9"><enum>(A)</enum><text>in the second
			 sentence, by striking <quote>over a 5-year period, at the rate of 20 percent
			 for each year following such effective date.</quote> and inserting the
			 following: <quote>over a 10-year period, at the rate of 5 percent for each of
			 the first 5 years after such effective date and 15 percent for each of the 5
			 years thereafter.</quote>; and</text>
					</subparagraph><subparagraph id="idF2FE48074B0B41FA93FE300501E47647"><enum>(B)</enum><text>in the third
			 sentence, by striking <quote>over a 5-year period, at the rate of 20 percent
			 for each year following the effective date of such issuance, revision,
			 updating, or change.</quote> and inserting the following: <quote>over a 10-year
			 period, at the rate of 5 percent for each of the first 5 years following the
			 effective date of such issuance, revision, updating, or change, and 15 percent
			 for each of the 5 years thereafter.</quote>.</text>
					</subparagraph></paragraph><paragraph id="id965045894AAF48D5A6948F9ADCCE044E"><enum>(2)</enum><header>Applicability</header><text>For
			 purposes of determining the amounts and schedule for phasing in any increase in
			 the risk premium rate charged for flood insurance under the National Flood
			 Insurance Program under section 1308(h) of the National Flood Insurance Act of
			 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015(h)</external-xref>), as amended by paragraph (1), based on the issuance,
			 revision, updating, or other change with respect to a flood insurance map that
			 took effect during the period beginning on July 6, 2012 and ending on the date
			 of enactment of this Act, the effective date of the issuance, revision,
			 updating, or other change shall be deemed to be the date of enactment of this
			 Act.</text>
