		<section id="H8D1499D6A7E94F079D09A38E9716B55F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Program for Arts and
			 Technology Act of 2013</short-title></quote>.</text>
		</section><section display-inline="no-display-inline" id="H65AD266E26064F1ABE7D0C1B8DE41FBB"><enum>2.</enum><header>Finding and
			 purposes</header>
			<subsection id="H3DF2FCDEA8C2492783760E9291A05C2E"><enum>(a)</enum><header>Finding</header><text>Congress
			 finds that the National Program for Arts and Technology established under this
			 Act will be one of the first national replication programs in the United States
			 dedicated to addressing the complex needs of the poor and undereducated by
			 improving the sustainability of neighborhoods, communities, and regions.</text>
			</subsection><subsection commented="no" id="H14C0046C6FAB43179DD8ECC18D84CBDC"><enum>(b)</enum><header>Purposes</header><text display-inline="yes-display-inline">It is the purpose of this Act to establish
			 the National Program for Arts and Technology to provide competitive grants for
			 qualified centers and interested communities to establish a qualified center
			 that adopts the guidelines set forth by the Secretary, for the purposes
			 of—</text>
				<paragraph commented="no" id="H5A2B1A7FB0FA43548F3B9A8D26FF4FDD"><enum>(1)</enum><text>creating an
			 institution within an environment of poverty where individuals feel and foster
			 a sense of belonging, and are valued and treated with dignity;</text>
				</paragraph><paragraph commented="no" id="H42C1869E32404EEB991FBA11EEFAD019"><enum>(2)</enum><text>creating
			 professional jobs for instructors, trainers, artists, administrators, and
			 others;</text>
				</paragraph><paragraph commented="no" id="HFDA7F47BCBBF41879B4DB2CE00B568B9"><enum>(3)</enum><text>collaborating with
			 Federal agencies, private industry, nonprofit philanthropic organizations, and
			 planning and economic development organizations to leverage other investment
			 dollars on behalf of all stakeholders;</text>
				</paragraph><paragraph commented="no" id="H53E72E108A0C471FBC1EBD6EA890D052"><enum>(4)</enum><text>assisting business
			 and industry to achieve long-term vitality by ensuring the development of a
			 trained and knowledgeable workforce;</text>
				</paragraph><paragraph commented="no" id="H92718688665147C386E6FAFB22B5C4EE"><enum>(5)</enum><text>coordinating with
			 existing social service entities and nonprofit organizations on developing
			 diverse and equitable communities;</text>
				</paragraph><paragraph commented="no" id="HDFDFDD279EE74ACAB23E86BE8795A634"><enum>(6)</enum><text>developing
			 industry specific job training programs for the under and unemployed that are
			 both affordable and accessible;</text>
				</paragraph><paragraph commented="no" id="HDA488ADBD6534F4F89E1D365323FB9E8"><enum>(7)</enum><text>bridging the gap
			 between education and lifelong learning for poor performing students through
			 the discipline of craftsmanship in the visual arts; and</text>
				</paragraph><paragraph commented="no" id="H9DCF3B31E34C40D8AE36640D5F345E3F"><enum>(8)</enum><text display-inline="yes-display-inline">developing complimentary extended day or
			 year programming in partnership with the local public schools to help engage
			 at-risk students by connecting classroom instruction with applied and
			 experiential programming in the arts.</text>
				</paragraph></subsection></section><section id="H13B10FF35A8D42178A56EA4FBC8C3EFE"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H9C01D50E8B0546F7AF3EF252BC8E04AF"><enum>(1)</enum><header>Center of
			 Origin</header><text display-inline="yes-display-inline">The term <quote>Center
			 of Origin</quote> means Manchester Bidwell, nonprofit corporation, the
			 education and community development model upon which the National Program for
			 Arts and Technology is based.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HCC892F7F9E994AD1932EE6EDCE8CDB09"><enum>(2)</enum><header>Interested
			 communities</header><text>The term <quote>interested community</quote> means a
			 community that does the following:</text>
				<subparagraph commented="no" id="H5F232C24EDF2459C938B7F8082D5ACA2"><enum>(A)</enum><text>Demonstrates to
			 the Secretary financial support from 1 or more of the following:</text>
					<clause id="HDF35F75307454FFE8A60F78E26E3FAB4"><enum>(i)</enum><text>Sectors of
			 government.</text>
					</clause><clause id="H641F5E750A384E7AAC03A5DAA3DFF80E"><enum>(ii)</enum><text>Education.</text>
					</clause><clause id="H25F3F2C0990B4788889A83ADDDFD7637"><enum>(iii)</enum><text>Philanthropy.</text>
					</clause><clause id="H340280E3CDFD431C95CEA8EB8A24A9A5"><enum>(iv)</enum><text>Social
			 services.</text>
					</clause><clause id="H01A84277CAC24ACDB4C6E5845534AF14"><enum>(v)</enum><text>Corporations.</text>
					</clause><clause id="HAA2AE41960A8493E9A8C9EE822B66A4B"><enum>(vi)</enum><text>Arts
			 organizations.</text>
					</clause></subparagraph><subparagraph commented="no" id="H06F39BDCB86D4429887D08F1B2E6259C"><enum>(B)</enum><text display-inline="yes-display-inline">Convenes an advisory committee comprised of
			 diverse community stakeholders who are committed to creating a qualified center
			 in their community.</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HB6A6AF8D565C4F12B3545CFD482E3DAF"><enum>(C)</enum><text display-inline="yes-display-inline">Has identified potential funding that will
			 be used to secure the Federal matching requirements described in section
			 4(c).</text>
				</subparagraph></paragraph><paragraph id="H0F593842849B478FAFC962F4C50964A5"><enum>(3)</enum><header>National Program
			 for Arts and Technology</header><text display-inline="yes-display-inline">The
			 term <quote>National Program for Arts and Technology</quote> means a program
			 that is based on the education and training model of Manchester Bidwell.</text>
			</paragraph><paragraph commented="no" id="HC6CDD424932542B588ED63DFF04E2987"><enum>(4)</enum><header>Qualified
			 center</header><text>The term <quote>qualified center</quote> means a private,
			 nonprofit educational entity that complies with the following:</text>
				<subparagraph commented="no" id="H6909F99168844E998075B530B8EED2ED"><enum>(A)</enum><text>Operates under the
			 guidelines and practices established by the National Program for Arts and
			 Technology, in consultation with the Secretary, and—</text>
					<clause commented="no" id="H5469F4A7FF1D436ABDE6286A2E635D95"><enum>(i)</enum><text>provides education
			 and training to underemployed or unemployed individuals in industry specific
			 job skills;</text>
					</clause><clause commented="no" id="HE183B966A89949808B6700FAD56F2114"><enum>(ii)</enum><text>is accessible to
			 communities and neighborhoods that have limited access to
			 transportation;</text>
					</clause><clause commented="no" id="H561743D755314A3395E02282F4A38B5A"><enum>(iii)</enum><text>compliments the
			 learning of targeted public middle school or high school students who are
			 at-risk of dropping out of school; and</text>
					</clause><clause commented="no" id="HCAFAF1AD18454B2BB8917F5983797775"><enum>(iv)</enum><text>is housed in a
			 facility that has been reclaimed and renovated to sustainable building
			 standards or newly constructed as a highly efficient green space.</text>
					</clause></subparagraph><subparagraph commented="no" id="H76D1B44163094C02AE4FBE074FBF0B78"><enum>(B)</enum><text>Has a valid
			 affiliation agreement with the Center of Origin and complies with the
			 following:</text>
					<clause commented="no" id="H8CBC273FAA1A4542ACC48A366BCF0AEE"><enum>(i)</enum><text display-inline="yes-display-inline">Meets quarterly performance goals, which
			 may include—</text>
						<subclause commented="no" id="HDB2DEADE35DF4AA5B2FC106831083B45"><enum>(I)</enum><text>students’ school
			 attendance and behavior;</text>
						</subclause><subclause commented="no" id="H1B47379C4229414F9A8142D350EC3BD5"><enum>(II)</enum><text>retention in
			 programming;</text>
						</subclause><subclause commented="no" id="HA4F8F8A1BE1D49BB9F5295CA5329CEC7"><enum>(III)</enum><text>meeting and
			 exceeding recruitment and enrollment metrics;</text>
						</subclause><subclause commented="no" id="HA28BFD3CD4B1418D8EE70DC3C02A0752"><enum>(IV)</enum><text>student outcomes
			 and performance in training; and</text>
						</subclause><subclause commented="no" id="HB8CF95CB64E146618C41C52CB1914D26"><enum>(V)</enum><text>job
			 placement.</text>
						</subclause></clause><clause commented="no" id="HBF816D9B61534E2F98D0FA974CA2EF5E"><enum>(ii)</enum><text>Adheres to
			 essential operating conditions, including environment, targeted populations,
			 and educational model.</text>
					</clause><clause commented="no" id="H8D87A9F4E9104B1FA86506170726BFF4"><enum>(iii)</enum><text>Participates in
			 professional development opportunities for members of the board, executives,
			 and staff.</text>
					</clause></subparagraph></paragraph><paragraph commented="no" id="H1F3D584E11804BCCB4044A2FC67003C2"><enum>(5)</enum><header>Secretary</header><text>The
			 term <quote>Secretary</quote> means the Secretary of Education.</text>
			</paragraph></section><section id="H318304F9ECF34C12905E46D576339CC0"><enum>4.</enum><header>Grant
			 program</header>
			<subsection id="HA8C1B1B68A284CF99DB9631C9DC53B68"><enum>(a)</enum><header>Program
			 authorized</header><text display-inline="yes-display-inline">From the amounts
			 appropriated to carry out this Act, the Secretary shall establish and implement
			 the National Program for Arts and Technology to award grants, on a competitive
			 basis, to qualified centers and interested communities to—</text>
				<paragraph id="HC4BEB70E8F6D45318D2BF1D89993582B"><enum>(1)</enum><text>provide financial
			 support to the centers and communities to establish a new qualified center to
			 carry out the purposes described in section 2(b); and</text>
				</paragraph><paragraph id="HF450DFFD99E64B58BDAEAB28F7919490"><enum>(2)</enum><text>provide management
			 expertise to guide the centers and communities through the 3-phase replication
			 protocol developed by the Center of Origin to ensure standardization across all
			 qualified centers as to performance goals and objectives, operating culture,
			 and teaching models.</text>
				</paragraph></subsection><subsection commented="no" id="HFDBBFB3AD3144EB5A4A710183FB96C99"><enum>(b)</enum><header>Limitation on
			 Use of funds</header><text display-inline="yes-display-inline">Federal funds
			 received under this Act may not be used for capital expenditures or endowment
			 gifts.</text>
			</subsection><subsection id="H560154C9A41748508CE53A995C9C34FB"><enum>(c)</enum><header>Matching funds
			 required</header><text>To be eligible to receive a grant under this Act, a
			 qualified center or interested community shall, for each fiscal year for which
			 the grant is received, provide non-Federal contributions (which may include
			 in-kind contributions) toward the amount of the grant in an amount equal to $1
			 for each $1 of Federal funds provided under the grant.</text>
			</subsection><subsection id="H86D9ADB2ABFB48C9AE4A0ADA5AE1AB1F"><enum>(d)</enum><header>Application and
			 annual report</header>
				<paragraph id="HDF56732C9B3540D9B5E635807D739FCF"><enum>(1)</enum><header>Application</header>
					<subparagraph id="HA12897B547EC4697BF5ECB375CD8147B"><enum>(A)</enum><header>In
			 general</header><text>To be eligible to receive a grant under this Act, a
			 qualified center or interested community shall submit an application to the
			 Secretary at such time, in such manner, and containing such information as the
			 Secretary may require.</text>
					</subparagraph><subparagraph id="HFF84B289C9CA47B7BF0F5761271CC026"><enum>(B)</enum><header>Content</header><text>An
			 application submitted under subparagraph (A) shall, at a minimum,
			 contain—</text>
						<clause id="H9250BEFA320A4A4BBB6DDB19392A5622"><enum>(i)</enum><text>a
			 description of activities to be carried out under the grant;</text>
						</clause><clause id="H408622AB4F974A6C941CAEEF262FA23C"><enum>(ii)</enum><text>information on
			 specific measurable goals and objectives to be achieved through activities
			 carried out under the grant;</text>
						</clause><clause id="H0E572AF8F5244735B68A487705419057"><enum>(iii)</enum><text>evidence of an
			 affiliation with a local community; and</text>
						</clause><clause id="HA27FB49AA0A446AEBEDBD110167381D3"><enum>(iv)</enum><text display-inline="yes-display-inline">evidence of a teaching model consistent
			 with the Secretary’s criteria prescribed pursuant to regulations.</text>
						</clause></subparagraph></paragraph><paragraph id="H4AA96155C12441E99A761BF8781BED6F"><enum>(2)</enum><header>Annual
			 report</header>
					<subparagraph id="H56070912AD1042B6BAAF6B93E6CF62E7"><enum>(A)</enum><header>In
			 general</header><text>Each qualified center or interested community receiving a
			 grant under this Act shall submit to the Secretary an annual report at such
			 time, in such manner, and containing such information as the Secretary may
			 require.</text>
					</subparagraph><subparagraph id="H5AEC1C96E2EC4E4DBC53E301015105F5"><enum>(B)</enum><header>Content</header><text>An
			 annual report submitted under subparagraph (A) shall, at a minimum, describe
			 the degree to which progress has been made toward meeting the specific
			 measurable goals and objectives described in the applications submitted under
			 paragraph (1).</text>
					</subparagraph></paragraph></subsection><subsection id="HF2A82CDE04374DCC83D37351C1DD8515"><enum>(e)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated $25,000,000
			 to carry out this Act for the period of fiscal years 2014 through 2018.</text>
