		<legis-type>A BILL</legis-type>
		<official-title>To require an independent alternative analysis of the
		  consideration of the use of targeted lethal force against a particular, known
		  United States person knowingly engaged in acts of international terrorism
		  against the United States and for other purposes. </official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Targeted Strike Oversight Reform
			 Act of 2013</short-title></quote>.</text>
		</section><section id="id6423402E34684F41898197574C472CA6"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="id65FE3EDDDA5349E1A65546D791BEFB0D"><enum>(1)</enum><header>Congressional
			 intelligence committees</header><text>The term <quote>congressional
			 intelligence committees</quote> has the meaning given that term in section 3(7)
			 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003(7)</external-xref>).</text>
			</paragraph><paragraph id="id0397434E14E44AB2B86973689110EBE1"><enum>(2)</enum><header>Director</header><text>The
			 term <quote>Director</quote> means the Director of National
			 Intelligence.</text>
			</paragraph><paragraph id="idB34064AAF2474D7684A8321E33E11E03"><enum>(3)</enum><header>Intelligence
			 community</header><text>The term <quote>intelligence community</quote> has the
			 meaning given that term in section 3(4) of the National Security Act of 1947
			 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003(4)</external-xref>).</text>
			</paragraph><paragraph id="id6FFAFF6C93254950B543F20FFB8BA85E"><enum>(4)</enum><header>United States
			 person</header><text>The term <term>United States person</term> means a citizen
			 of the United States or an alien lawfully admitted for permanent residence (as
			 defined in section 101(a)(20) of the Immigration and Nationality Act (8 U.S.C.
			 1101(a)(20)).</text>
			</paragraph></section><section id="id468676A04E7948E5BC7DA0F4B11F81D9"><enum>3.</enum><header>Alternative
			 analysis</header>
			<subsection id="id938c99e110bd4995bd8b657b9b1e53f3"><enum>(a)</enum><header>Notification of
			 director</header><text>Upon a determination by the head of an element of the
			 intelligence community that a particular, known United States person is
			 knowingly engaged in acts of international terrorism against the United States,
			 such that the United States Government is considering the legality or the use
			 of targeted lethal force against that United States person, the head of the
			 element shall, as soon as practicable, notify the Director of the
			 determination.</text>
			</subsection><subsection id="idc6d16fb51d734809b7dc698825b6e083"><enum>(b)</enum><header>Independent
			 alternative analysis</header>
				<paragraph id="id06017A646E084065AD2CE142C44C61B4"><enum>(1)</enum><header>Requirement for
			 alternative analysis</header><text>Not later than 15 days after the date the
			 Director receives a notification under subsection (a), the Director shall
			 complete an independent alternative analysis (commonly referred to as
			 <quote>red-team analysis</quote>) of the information relied on to support the
			 determination made under subsection (a).</text>
				</paragraph><paragraph id="id4C5F49A8D05A4B49B942623F0D436127"><enum>(2)</enum><header>Independent
			 leadership</header><text>In completing the independent alternative analysis
			 required by paragraph (1), the Director shall ensure that the individual
			 appointed to lead such alternative analysis does not report to the head of the
			 element of the intelligence community who made the determination under
			 subsection (a).</text>
				</paragraph></subsection><subsection id="idc6c49cfd34764c2389df11fcb9d08880"><enum>(c)</enum><header>Notification of
			 the Inspector General of the Intelligence Community</header><text>As soon as
			 practicable, the Director shall notify the Inspector General of the
			 Intelligence Community of the receipt of a notification under subsection
			 (a).</text>
			</subsection><subsection id="idd5b479ed8d334c4cba7fc0b69b725ad6"><enum>(d)</enum><header>Notification to
			 Congress</header><text>As soon as practicable, the Director shall notify the
			 congressional intelligence committees, in writing, of the receipt of a
			 notification under subsection (a), including the identity of the United States
			 person, and the results of the independent alternative analysis performed under
			 subsection (b), including any written product containing the alternative
			 analysis, or if no product has been created, a summary of such analysis.</text>
			</subsection><subsection id="id900e5d706a3a42e290df4bb585e18488"><enum>(e)</enum><header>Construction
			 with other law</header><text>Nothing in this section shall be construed to
			 impede the ability of the United States Government to conduct any operation
			 consistent with otherwise applicable law.</text>
			</subsection></section><section id="idac48451824fd4419ace4fdd0453e3d9c"><enum>4.</enum><header>Inspector
			 General of the Intelligence Community review</header><text display-inline="no-display-inline">On an annual basis the Inspector General of
			 the Intelligence Community shall—</text>
			<paragraph id="id0B2B34B138224E42A9FEC978CB4E12D0"><enum>(1)</enum><text display-inline="yes-display-inline">conduct a review of any notifications
			 received under section 3(c) with respect to the element of the intelligence
			 community’s compliance with all appropriate policies and procedures related to
			 consideration of the use of targeted lethal force against a particular, known
			 United States person; and</text>
			</paragraph><paragraph id="id4542F648819A45609658C28A8DD99783"><enum>(2)</enum><text display-inline="yes-display-inline">submit to the Director and the
			 congressional intelligence committees a report on the findings of such
			 review.</text>
			</paragraph></section><section id="id2ACEC9DDBA70468084168E056617EAF0"><enum>5.</enum><header>Construction</header><text display-inline="no-display-inline">Nothing in this Act or the amendments made
			 by this Act may be construed to authorize the use of targeted lethal force
			 against a United States person.</text>
