		<section id="H0B0E0A3A7BF7491B807145F8B6D207D2" section-type="section-one"><enum>1.</enum><header>Task force on
			 Urotrauma</header>
			<subsection id="HFF2AA6C8BE114DFAB5C70F0A81B862A5"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Subject to the availability of
			 appropriations for such purpose, the Secretary of Defense shall establish a
			 task force to be known as the <quote>Task Force on Urotrauma</quote> (in this
			 section referred to as the <quote>Task Force</quote>) to continue and expand
			 the report of the Secretary on urotrauma titled <quote>Genitourinary Trauma in
			 the Military</quote> and dated December 27, 2011.</text>
			</subsection><subsection id="H9C1E87D29CB3469D95C8C5A4248F851F"><enum>(b)</enum><header>Consultation</header><text>In
			 carrying out this section, the Secretary of Defense shall consult with the
			 Secretary of Veterans Affairs and the Secretary of Health and Human
			 Services.</text>
			</subsection><subsection id="H728FA773857D4977B1687415A2CF8ED2"><enum>(c)</enum><header>Duties</header><text display-inline="yes-display-inline">The Task Force shall conduct a study on
			 urotrauma among members of the Armed Forces and veterans, including—</text>
				<paragraph id="HBF36C232D8E54386962746C70DBA56FD"><enum>(1)</enum><text>an analysis of the
			 incidence, duration, morbidity rate, and mortality rate of urotrauma;</text>
				</paragraph><paragraph id="H0726C915F9AA44038E3B6227B8835547"><enum>(2)</enum><text display-inline="yes-display-inline">an analysis of the social and economic
			 costs and effects of urotrauma;</text>
				</paragraph><paragraph id="HE0EFF1B55C124870972B60BD0563C450"><enum>(3)</enum><text>with respect to
			 the Department of Defense and Department of Veterans Affairs, an evaluation of
			 the facilities, access to private facilities, resources, personnel, and
			 research activities that are related to the diagnosis, prevention, and
			 treatment of urotrauma;</text>
				</paragraph><paragraph id="HEA4A694C2EDD42CAB4BF060EC8063DA5"><enum>(4)</enum><text>an evaluation of
			 programs (including such biological, behavioral, environmental, and social
			 programs) that improve the prevention or treatment of urotrauma;</text>
				</paragraph><paragraph id="H1127B75E53BF4EE9BB8F256661D82F64"><enum>(5)</enum><text>a
			 long-term plan for the use and organization of the resources of the Federal
			 Government to improve the prevention and treatment of urotrauma;</text>
				</paragraph><paragraph id="HB1A142A2BDCF40E49C993A0CD796B440"><enum>(6)</enum><text display-inline="yes-display-inline">an analysis of shortfalls in research,
			 expertise, and health care infrastructure for female victims of
			 urotrauma;</text>
				</paragraph><paragraph id="H255B04A56AB348F6B3A8AC8DA61E638A"><enum>(7)</enum><text display-inline="yes-display-inline">an analysis of technical, administrative,
			 and budgetary mechanisms to allow for enhanced reproductive services for
			 members who have been affected by urotrauma or who are at high risk of
			 urotrauma;</text>
				</paragraph><paragraph id="HA8AEC3AC5A46404889D35D4851B8FD18"><enum>(8)</enum><text display-inline="yes-display-inline">an assessment of opportunities to enhance
			 the coordination of—</text>
					<subparagraph id="H57BEE593BCDB47D49C8DA8CFAAF20BB0"><enum>(A)</enum><text>Federal resources
			 used to research, prevent, and continuously improve the management of
			 urotrauma; and</text>
					</subparagraph><subparagraph id="H77B304465A90483BBAA513EF27E440EF"><enum>(B)</enum><text>inter-agency
			 efforts regarding the chronic physical, behavioral, and emotional care of
			 victims of urotrauma; and</text>
					</subparagraph></paragraph><paragraph id="H610C9B8990314DDC81DFB6B7290D63F7"><enum>(9)</enum><text display-inline="yes-display-inline">updates to the report referred to in
			 subsection (a).</text>
				</paragraph></subsection><subsection id="H083048AF749A4C899B040963F82DF07D"><enum>(d)</enum><header>Membership</header>
				<paragraph id="H0930ADAB65944A4B8C8FAE47E5BF3D14"><enum>(1)</enum><header>Appointed
			 members</header><text>In addition to the ex officio members described in
			 paragraph (2), the Task Force shall be composed of 19 members as
			 follows:</text>
					<subparagraph id="H6541BFE681194623AAEE1C5B3BE10B50"><enum>(A)</enum><text>Sixteen members
			 appointed by the Secretary of Defense.</text>
					</subparagraph><subparagraph id="HE1A0D8B04D364628882BD9B75567F34A"><enum>(B)</enum><text display-inline="yes-display-inline">One member appointed by the Secretary of
			 Health and Human Services from among officers or employees of the National
			 Institute of Diabetes and Digestive and Kidney Diseases whose primary interest
			 is in the field of urotrauma.</text>
					</subparagraph><subparagraph id="H132EE9D445924BF3969A4D6975849156"><enum>(C)</enum><text>The Chief of the
			 Department of Surgery of Walter Reed National Military Medical Center.</text>
					</subparagraph><subparagraph id="H1A2E64993B0447D88BF634F23D6E4D12"><enum>(D)</enum><text>The Chief Medical
			 Director of the Department of Veterans Affairs.</text>
					</subparagraph></paragraph><paragraph id="H54122CC387454C32ACF260E0AC141EBE"><enum>(2)</enum><header>Ex officio
			 members</header><text>The nonvoting, ex officio members of the Task Force are
			 as follows:</text>
					<subparagraph id="H2292E4E5BE734233998B2B942F005C5A"><enum>(A)</enum><text>The Surgeon
			 General of the Navy.</text>
					</subparagraph><subparagraph commented="no" id="H163355F877014D2995C2E090A7AE5A1E"><enum>(B)</enum><text>The Surgeon
			 General of the Army.</text>
					</subparagraph><subparagraph id="H52453F5C03BC479FBEF373A558BEDD3F"><enum>(C)</enum><text>The Surgeon
			 General of the Air Force.</text>
					</subparagraph><subparagraph commented="no" id="H9DD8EC16510D4B97B45E42AE8D71995A"><enum>(D)</enum><text>The Medical
			 Officer of the Marine Corps.</text>
					</subparagraph><subparagraph id="H726C2F1416D54689A366B1C4A7540D74"><enum>(E)</enum><text>The Director of
			 the National Institutes of Health.</text>
					</subparagraph><subparagraph id="H4E42B486B53E449EB77DC9FF14115ED7"><enum>(F)</enum><text>The Director of
			 the National Institute of Diabetes and Digestive and Kidney Diseases.</text>
					</subparagraph><subparagraph id="HF8A689ED8C4F40A6A6C8A6F954A35DD8"><enum>(G)</enum><text>The Director of
			 the Division of Kidney, Urologic, and Hematologic Diseases of the National
			 Institute of Diabetes and Digestive Kidney Diseases.</text>
					</subparagraph><subparagraph id="H568AACF4F2F541B9B9CD61F12DB6BFB2"><enum>(H)</enum><text>The Director of
			 the National Institute of Biomedical Imaging and Bioengineering.</text>
					</subparagraph></paragraph><paragraph id="HF5BBEB0E37BE437393892EDF006C1F4C"><enum>(3)</enum><header>Qualifications</header><text>In
			 appointing members under paragraph (1)(A), the Secretary of Defense shall
			 appoint individuals with experience related to—</text>
					<subparagraph id="H936743EE09284A1F8570F3F6323E9196"><enum>(A)</enum><text>studying or
			 researching urotrauma;</text>
					</subparagraph><subparagraph id="H4A3D4C55A998499D9371BEB7669953D8"><enum>(B)</enum><text>preventing or
			 treating urotrauma; or</text>
					</subparagraph><subparagraph id="H3065E29F59484A06B84242B5D5A48E52"><enum>(C)</enum><text>suffering from
			 urotrauma.</text>
					</subparagraph></paragraph><paragraph id="H8CA7E3FB49824779AD7890C4EF77C804"><enum>(4)</enum><header>Term</header><text display-inline="yes-display-inline">Each member shall be appointed for the life
			 of the Task Force.</text>
				</paragraph><paragraph id="H2C2640888A33450792068F29B99A8220"><enum>(5)</enum><header>Vacancies</header><text display-inline="yes-display-inline">A vacancy in the Task Force shall be filled
			 in the manner in which the original appointment was made.</text>
				</paragraph><paragraph id="H5AB109241DEC4B3EA1C2B34322019ADA"><enum>(6)</enum><header>Pay</header>
					<subparagraph id="HB31409FD23AC4CF19758D57729937693"><enum>(A)</enum><text>Except as provided
			 in subparagraph (C), members of the Task Force shall serve without pay.</text>
					</subparagraph><subparagraph id="H3F5E6C4C4B6C427FA7C84D3A3F971F82"><enum>(B)</enum><text display-inline="yes-display-inline">Except as provided in subparagraph (C),
			 members of the Task Force who are full-time officers or employees of the United
			 States may not receive additional pay, allowances, or benefits by reason of
			 their service on the Task Force.</text>
					</subparagraph><subparagraph id="H89B43E7EFB8340DB8CA881E7B9F6ED34"><enum>(C)</enum><text display-inline="yes-display-inline">Each member shall receive travel expenses,
			 including per diem in lieu of subsistence, in accordance with applicable
			 provisions under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States
			 Code.</text>
					</subparagraph></paragraph><paragraph id="H332C236E4B654077AE1B2910037201A7"><enum>(7)</enum><header>Quorum</header><text display-inline="yes-display-inline">A majority of members of the Task Force
			 shall constitute a quorum but a lesser number may hold hearings.</text>
				</paragraph><paragraph id="H558BB56FD1E944EDB3CF8B15141D46D8"><enum>(8)</enum><header>Chairperson</header><text>The
			 Secretary of Defense shall designate a member as the chairperson of the Task
			 Force.</text>
				</paragraph><paragraph id="H2367CA58FB4249729560ACE4116A0989"><enum>(9)</enum><header>Meetings</header><text>The
			 Task Force shall meet at the call of the chairperson.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H6625FD2E25AF47158FDCFC0733583469"><enum>(e)</enum><header>Staff</header>
				<paragraph commented="no" id="HDA2081E27F1140D1A7A6EB44FBEDC324"><enum>(1)</enum><header>Director</header><text>The
			 Task Force shall have a director who shall be appointed by the
			 chairperson.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H403F756CA3B34103AA8373BC3833D0AC"><enum>(2)</enum><header>Staff</header><text>Subject
			 to rules prescribed by the Task Force, the chairperson may appoint additional
			 personnel as the chairperson considers appropriate.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD1C885951FC446C085948B922BACD7F8"><enum>(3)</enum><header>Applicability of
			 certain civil service laws</header><text>The director and staff of the Task
			 Force shall be appointed subject to the provisions of title 5, United States
			 Code, governing appointments in the competitive service, and shall be paid in
			 accordance with the provisions of chapter 51 and subchapter III of chapter 53
			 of that title relating to classification and General Schedule pay rates.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H54C2709C910E4D6BA79E380DABD3B5F0"><enum>(4)</enum><header>Experts and
			 consultants</header><text>Subject to rules prescribed by the Task Force, the
			 chairperson may procure temporary and intermittent services under section
			 3109(b) of title 5, United States Code.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE622F03DB5E948E69B1DB3EC4D3B6D43"><enum>(5)</enum><header>Staff to federal
			 agencies</header><text>Upon request of the chairperson, the head of any Federal
			 department or agency may detail, on a reimbursable basis, any of the personnel
			 of that department or agency to the Task Force to assist it in carrying out its
			 duties under this section.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="HF042A46B02C84F078F9814F64AB0E152"><enum>(f)</enum><header>Powers of Task
			 Force</header>
				<paragraph id="H2148018CF62742E7A99ACC1983AB6507"><enum>(1)</enum><header>Hearings and
			 sessions</header><text>The Task Force may, for the purpose of carrying out this
			 section, hold hearings, sit and act at times and places, take testimony, and
			 receive evidence as the Task Force considers appropriate. The Task Force may
			 administer oaths or affirmations to witnesses appearing before it.</text>
				</paragraph><paragraph id="HE9DEE92B4F7B4BC0A02D43904ACC59C4"><enum>(2)</enum><header>Powers of
			 Members and agents</header><text>Any member or agent of the Task Force may, if
			 authorized by the Task Force, take any action which the Task Force is
			 authorized to take by this section.</text>
				</paragraph><paragraph id="H90EB7F3400AC442AAA52A449C31074F9"><enum>(3)</enum><header>Obtaining
			 official data</header><text display-inline="yes-display-inline">The Task Force
			 may secure directly from any department or agency of the United States
			 information necessary to enable it to carry out this section. Upon request of
			 the chairperson of the Task Force, the head of that department or agency shall
			 furnish that information to the Task Force.</text>
				</paragraph><paragraph id="H772A2364FCFD4A5B9967600ED08447BF"><enum>(4)</enum><header>Mails</header><text display-inline="yes-display-inline">The Task Force may use the United States
			 mails in the same manner and under the same conditions as other departments and
			 agencies of the United States.</text>
				</paragraph><paragraph id="HA022C70DD342447784337C3E91F5754C"><enum>(5)</enum><header>Administrative
			 support services</header><text display-inline="yes-display-inline">Upon the
			 request of the Task Force, the Administrator of General Services shall provide
			 to the Task Force, on a reimbursable basis, the administrative support services
			 necessary for the Task Force to carry out its responsibilities under this
			 section.</text>
				</paragraph></subsection><subsection id="HAAE97A5CCEEF449CBB04747A364BFA90"><enum>(g)</enum><header>Reports</header>
				<paragraph id="H817222E7BF8B4CB2B582AF4A75D4F956"><enum>(1)</enum><header>Interim
			 report</header><text display-inline="yes-display-inline">Not later than one
			 year after the date on which the members are appointed under subsection (d)(1),
			 the Task Force shall submit to the appropriate congressional committees an
			 interim report on the study conducted under subsection (c).</text>
				</paragraph><paragraph id="HAAD9227FA1974BEEB392594B604CE91F"><enum>(2)</enum><header>Final
			 report</header><text display-inline="yes-display-inline">Not later than two
			 years after the date on which the members are appointed under subsection
			 (d)(1), the Task Force shall submit to the appropriate congressional committees
			 a final report on the study conducted under subsection (c), including any
			 recommendations the Task Force considers appropriate to improve the prevention
			 and treatment of urotrauma among members of the Armed Forces and
			 veterans.</text>
				</paragraph></subsection><subsection id="HF9F5E68D305D47BD852A977FA6612F5D"><enum>(h)</enum><header>Termination</header><text>The
			 Task Force shall terminate on the date that is 60 days after the date on which
			 the Task Force submits the final report under subsection (g)(2).</text>
			</subsection><subsection commented="no" id="HF7B6940832114951B2BDE36CD927C155"><enum>(i)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph commented="no" id="HDF597696DB834F078E2EAF39338706B9"><enum>(1)</enum><text>The term
			 <term>appropriate congressional committees</term> means—</text>
					<subparagraph commented="no" id="HF882DC7F4AC641A3BA7583B5DF687ED3"><enum>(A)</enum><text>the Committees on
			 Armed Services of the House of Representatives and Senate; and</text>
					</subparagraph><subparagraph commented="no" id="HD59D6EDEDF0C4D998FBB59DEF77452F5"><enum>(B)</enum><text display-inline="yes-display-inline">the Committees on Veterans’ Affairs of the
			 House of Representatives and Senate.</text>
					</subparagraph></paragraph><paragraph commented="no" id="HD09DB4DEE2B84CD89965352ACD7DA808"><enum>(2)</enum><text>The term
			 <term>urotrauma</term> means injury to the urinary tract (including the
			 kidneys, ureters, urinary bladder, urethra, and female and male genitalia) from
			 a penetrating, blunt, blast, thermal, chemical, or biological cause.</text>
				</paragraph></subsection><subsection commented="no" id="H88936E602A164CE1BDFEC29B3B81D6EA"><enum>(j)</enum><header>Authorization of
			 Appropriations</header>
				<paragraph id="HBB122E4BDE1F455782AD3FD5E42955FD"><enum>(1)</enum><header>Authorization</header><text>There
			 is authorized to be appropriated to carry out this section $1,000,000 for each
			 of fiscal years 2014 through 2017.</text>
				</paragraph><paragraph id="HF8178F22C01C47B9A88908F99CF02543"><enum>(2)</enum><header>Offset</header><text>The
			 amount otherwise authorized to be appropriated for operation and maintenance,
			 Defense-wide, for the Office of the Secretary of Defense for each of fiscal
			 years 2014 through 2017 is reduced by $1,000,000.</text>
				</paragraph></subsection></section></legis-body>
