		  of 1991 to authorize activities for support of networking and information
		  technology research, and for other purposes.</official-title>

		<section id="H3238BA7B4FB14C859680077D25613F48" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Advancing America’s Networking and
			 Information Technology Research and Development Act of
			 2013</short-title></quote>.</text>
		</section><section id="HC942DD67A4704CA580BA85BE15FCAFD8"><enum>2.</enum><header>Program planning
			 and coordination</header>
			<subsection id="HB2DBEF45B37E4FE29620EA7826AB0692"><enum>(a)</enum><header>Periodic
			 reviews</header><text>Section 101 of the High-Performance Computing Act of 1991
			 (15 U.S.C.
			 5511) is amended by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H21A9C49FE1FA4077A3258010DC087E9F" style="OLC">
					<subsection id="H404E868232B7496D84276799A48421F0"><enum>(d)</enum><header>Periodic
				reviews</header><text display-inline="yes-display-inline">The agencies
				identified in subsection (a)(3)(B) shall—</text>
						<paragraph id="HFD5FAC8DD4E04F49B026C93383D159DD"><enum>(1)</enum><text display-inline="yes-display-inline">periodically assess the contents and
				funding levels of the Program Component Areas and restructure the Program when
				warranted, taking into consideration any relevant recommendations of the
				advisory committee established under subsection (b); and</text>
						</paragraph><paragraph id="H3BB32286FD3147DCBFF85B36FF2AF2E4"><enum>(2)</enum><text>ensure that the
				Program includes large-scale, long-term, interdisciplinary research and
				development activities, including activities described in section
				104.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H5D9B096FC5424CA9AFC3BBF0F0491B9B"><enum>(b)</enum><header>Development of
			 strategic plan</header><text>Section 101 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/5511">15 U.S.C. 5511</external-xref>) is
			 amended further by adding after subsection (d), as added by subsection (a) of
			 this Act, the following new subsection:</text>
				<quoted-block id="HB58CA5D49D7A404DBA089FE48E7BF206" style="OLC">
					<subsection id="H5AD402938A7F46F8A1313EAB970D1902"><enum>(e)</enum><header>Strategic
				plan</header>
						<paragraph display-inline="no-display-inline" id="HC14D1D06E7994360BB4FE1979B9CFE1F"><enum>(1)</enum><header>In
				general</header><text>The agencies identified in subsection (a)(3)(B), working
				through the National Science and Technology Council and with the assistance of
				the National Coordination Office described under section 102, shall develop,
				within 12 months after the date of enactment of the
				<short-title>Advancing America’s Networking and
				Information Technology Research and Development Act of 2013</short-title>, and
				update every 3 years thereafter, a 5-year strategic plan to guide the
				activities described under subsection (a)(1).</text>
						</paragraph><paragraph id="H4DD7ACC20A9D41EDBEC133D132E74DE1"><enum>(2)</enum><header>Contents</header><text>The
				strategic plan shall specify near-term and long-term objectives for the
				Program, the anticipated time frame for achieving the near-term objectives, the
				metrics to be used for assessing progress toward the objectives, and how the
				Program will—</text>
							<subparagraph id="HC73E8D9DCE914E8D82A7F8FD73019871"><enum>(A)</enum><text>foster the
				transfer of research and development results into new technologies and
				applications for the benefit of society, including through cooperation and
				collaborations with networking and information technology research,
				development, and technology transition initiatives supported by the
				States;</text>
							</subparagraph><subparagraph id="H22D1446F27BD47489232F567568E785C"><enum>(B)</enum><text display-inline="yes-display-inline">encourage and support mechanisms for
				interdisciplinary research and development in networking and information
				technology, including through collaborations across agencies, across Program
				Component Areas, with industry, with Federal laboratories (as defined in
				section 4 of the Stevenson-Wydler Technology Innovation Act of 1980
				(15 U.S.C.
				3703)), and with international organizations;</text>
							</subparagraph><subparagraph id="HB87CC8D01CAA4A25882493D5C279060A"><enum>(C)</enum><text>address long-term
				challenges of national importance for which solutions require large-scale,
				long-term, interdisciplinary research and development;</text>
							</subparagraph><subparagraph id="H4D2E07BD45F5445F884065A9D69AE7B0"><enum>(D)</enum><text>place emphasis on
				innovative and high-risk projects having the potential for substantial societal
				returns on the research investment;</text>
							</subparagraph><subparagraph id="HE9DDAD717E364C0DAFE36049BAD5E414"><enum>(E)</enum><text>strengthen all
				levels of networking and information technology education and training programs
				to ensure an adequate, well-trained workforce; and</text>
							</subparagraph><subparagraph id="HB8C9888717EE414894615524AC61F4D3"><enum>(F)</enum><text display-inline="yes-display-inline">attract more women and underrepresented
				minorities to pursue postsecondary degrees in networking and information
				technology.</text>
							</subparagraph></paragraph><paragraph id="HC2AF7C4CF1994A7AAA36A1EC213E5894"><enum>(3)</enum><header>National
				research infrastructure</header><text>The strategic plan developed in
				accordance with paragraph (1) shall be accompanied by milestones and roadmaps
				for establishing and maintaining the national research infrastructure required
				to support the Program, including the roadmap required by subsection
				(a)(2)(E).</text>
						</paragraph><paragraph id="HDCDFEEB2874242FB872654E652AEBE03"><enum>(4)</enum><header>Recommendations</header><text>The
				entities involved in developing the strategic plan under paragraph (1) shall
				take into consideration the recommendations—</text>
							<subparagraph id="HF1AA2E6F631D44A9B3330CF751266EE3"><enum>(A)</enum><text>of the advisory
				committee established under subsection (b); and</text>
							</subparagraph><subparagraph id="HF192582C8594424FAF1CF3B9DD9DE201"><enum>(B)</enum><text>of the
				stakeholders whose input was solicited by the National Coordination Office, as
				required under section 102(b)(3).</text>
							</subparagraph></paragraph><paragraph id="H3590DB1373354B08939C9DF1495F18A8"><enum>(5)</enum><header>Report to
				Congress</header><text>The Director of the National Coordination Office shall
				transmit the strategic plan required under paragraph (1) to the advisory
				committee, the Committee on Commerce, Science, and Transportation of the
				Senate, and the Committee on Science, Space, and Technology of the House of
				Representatives.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H4F58904F5D3F45CABA1822461E8D020F"><enum>(c)</enum><header>Additional
			 responsibilities of director</header><text>Section 101(a)(2) of such Act
			 (15 U.S.C.
			 5511(a)(2)) is amended—</text>
				<paragraph id="H891E4DCB366D4B9A949C8BE82CE87DF1"><enum>(1)</enum><text>in subparagraph
			 (A) by inserting <quote>education,</quote> before <quote>and other
			 activities</quote>;</text>
				</paragraph><paragraph id="H80B0CACAF9BE481EBE0B8772AB743251"><enum>(2)</enum><text>by redesignating
			 subparagraphs (E) and (F) as subparagraphs (F) and (G), respectively;
			 and</text>
				</paragraph><paragraph id="HC354909305874DBB895625A87744F859"><enum>(3)</enum><text>by inserting after
			 subparagraph (D) the following new subparagraph:</text>
					<quoted-block id="H161C0AACE1804228A72766D23C316F6C" style="OLC">
						<subparagraph id="H496C5CCB62064A9790B739A02BBE669E" indent="up1"><enum>(E)</enum><text>encourage and monitor the efforts of
				the agencies participating in the Program to allocate the level of resources
				and management attention necessary to ensure that the strategic plan under
				subsection (e) is developed and executed effectively and that the objectives of
				the Program are
				met;</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HB4C5983B66C64D33B144F0728CF76243"><enum>(d)</enum><header>Advisory
			 committee</header><text>Section 101(b)(1) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/5511">15 U.S.C. 5511(b)(1)</external-xref>) is
			 amended—</text>
				<paragraph id="H9147D41AA60E491483E81ED754DA63D7"><enum>(1)</enum><text>after the first
			 sentence, by inserting the following: <quote>The co-chairs of the advisory
			 committee shall meet the qualifications of committee membership and may be
			 members of the President’s Council of Advisors on Science and
			 Technology.</quote>; and</text>
				</paragraph><paragraph id="H9547FAC0862546DCAFC132F5025A34EF"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (D), by striking
			 <quote>high-performance</quote> and inserting <quote>high-end</quote>.</text>
				</paragraph></subsection><subsection id="H26FAB9C54021445BAB4207A2A134033A"><enum>(e)</enum><header>Report</header><text>Section
			 101(a)(3) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/5511">15 U.S.C. 5511(a)(3)</external-xref>) is
			 amended—</text>
				<paragraph display-inline="no-display-inline" id="H979EB6FD6D644853A9230347B8E4E990"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (B)—</text>
					<subparagraph id="H2DD8DE4367174A1B999A1C09CBE496AC"><enum>(A)</enum><text>by redesignating
			 clauses (vii) through (xi) as clauses (viii) through (xii), respectively;
			 and</text>
					</subparagraph><subparagraph id="H3B24901932214951BCA65CE03654BEF7"><enum>(B)</enum><text>by inserting after

				</paragraph><paragraph id="HD7960E8047E34F008BC5E66B3880739B"><enum>(5)</enum><text>by inserting after
			 subparagraph (D) the following new subparagraphs:</text>

						<subparagraph id="H4A062268166543A49FAB1544C3FEA07C" indent="up1"><enum>(E)</enum><text display-inline="yes-display-inline">include a description of how the objectives
				for each Program Component Area, and the objectives for activities that involve
				multiple Program Component Areas, relate to the objectives of the Program
				identified in the strategic plan required under subsection (e);</text>
						</subparagraph><subparagraph id="HB15CBD1E1A044328AAF0E5F9E34898B8" indent="up1"><enum>(F)</enum><text>include—</text>
							<clause id="H9F82997A34704E7D886E32334B74E9BB"><enum>(i)</enum><text>a description of the funding
				required by the National Coordination Office to perform the functions specified
				under section 102(b) for the next fiscal year by category of activity;</text>
							</clause><clause id="H4808F5CAE34547F88CEAB0C94EE8165D"><enum>(ii)</enum><text>a description of the funding
				required by such Office to perform the functions specified under section 102(b)
				for the current fiscal year by category of activity; and</text>
							</clause><clause id="HE16CF0DD03CE40199D6223B26220D6FE"><enum>(iii)</enum><text>the amount of funding provided
				for such Office for the current fiscal year by each agency participating in the
				Program;
				and</text>
							</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HE7F0EB4EE0D7402CA9BD3074E844B272"><enum>(f)</enum><header>Definition</header><text>Section
			 4 of such Act (15
			 U.S.C. 5503) is amended—</text>
				<paragraph id="H2F2296816C4C4CFD91A6918AE17EF94D"><enum>(1)</enum><text>by redesignating
			 paragraphs (1) through (7) as paragraphs (2) through (8), respectively;</text>
				</paragraph><paragraph id="HE9CEC3BF02074143807A29CDF63E9204"><enum>(2)</enum><text>by inserting
			 before paragraph (2), as so redesignated, the following new paragraph:</text>
					<quoted-block id="H3141B6827B9D4B808B04D8E4D3FB3B7C" style="OLC">
						<paragraph id="H2169787C89174DE78AC80EA28B017D15"><enum>(1)</enum><text><term>cyber-physical
				systems</term> means physical or engineered systems whose networking and
				information technology functions and physical elements are deeply integrated
				and are actively connected to the physical world through sensors, actuators, or
				other means to perform monitoring and control
				functions;</text>
						</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph display-inline="no-display-inline" id="H5FE99E43C2EE46E5860DD06B45BD6C07"><enum>(3)</enum><text display-inline="yes-display-inline">in paragraph (3), as so redesignated, by
			 striking <term>high-performance computing</term> and inserting
			 <quote>networking and information technology</quote>;</text>
				</paragraph><paragraph id="H2AAECEF5928E419FB7853AD2928F1FB1"><enum>(4)</enum><text display-inline="yes-display-inline">in paragraph (4), as so
			 redesignated—</text>
					<subparagraph id="H1A730CC9494745348F6E7F5B833A3DC0"><enum>(A)</enum><text>by striking
			 “high-performance computing” and inserting “networking and information

				</paragraph></subsection></section><section id="H155B96BC2DF540B19DB6ADC3AFB1380F"><enum>3.</enum><header>Large-scale
			 research in areas of national importance</header><text display-inline="no-display-inline">Title I of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/5511">15 U.S.C. 5511</external-xref>) is
			 amended by adding at the end the following new section:</text>
			<quoted-block display-inline="no-display-inline" id="H904DE4463C39442FA2ECE29E81CE2CB6" style="OLC">
				<section id="H03ED0C1319024BAFB990E3D76B3D5776"><enum>104.</enum><header>Large-scale
				research in areas of national importance</header>
					<subsection id="H8D538AD8AD3D42D29EEC1CFF97DEFBCD"><enum>(a)</enum><header>In
				general</header><text>The Program shall encourage agencies identified in
				section 101(a)(3)(B) to support large-scale, long-term, interdisciplinary
				research and development activities in networking and information technology
				directed toward application areas that have the potential for significant
				contributions to national economic competitiveness and for other significant
				societal benefits. Such activities, ranging from basic research to the
				demonstration of technical solutions, shall be designed to advance the
				development of research discoveries. The advisory committee established under
				section 101(b) shall make recommendations to the Program for candidate research
				and development areas for support under this section.</text>
					</subsection><subsection id="H4B4062A29A5F4408BBA30359932C6357"><enum>(b)</enum><header>Characteristics</header>
						<paragraph id="HA6D32901A0D24EF989A5D8FFAB75BE50"><enum>(1)</enum><header>In
				general</header><text>Research and development activities under this section
				shall—</text>
							<subparagraph id="HBDA636754A18497FB22322BC24923A41"><enum>(A)</enum><text>include projects
				selected on the basis of applications for support through a competitive,
				merit-based process;</text>
							</subparagraph><subparagraph id="H15A057371FED471F97DDABC03CBCF406"><enum>(B)</enum><text>involve
				collaborations among researchers in institutions of higher education and
				industry, and may involve nonprofit research institutions and Federal
				laboratories, as appropriate;</text>
							</subparagraph><subparagraph id="H281E35BDD5774F69AB11B704913AD599"><enum>(C)</enum><text>when possible,
				leverage Federal investments through collaboration with related State
				initiatives; and</text>
							</subparagraph><subparagraph id="H516B897F1C0D4342A6C8E32A104A615D"><enum>(D)</enum><text>include a plan for
				fostering the transfer of research discoveries and the results of technology
				demonstration activities, including from institutions of higher education and
				Federal laboratories, to industry for commercial development.</text>
							</subparagraph></paragraph><paragraph id="H313200915436416E812C9A0FC08E34E7"><enum>(2)</enum><header>Cost-sharing</header><text>In
				selecting applications for support, the agencies shall give special
				consideration to projects that include cost sharing from non-Federal
				sources.</text>
						</paragraph><paragraph id="H0264CAEDEC704FD5B3C4429307F4169F"><enum>(3)</enum><header>Agency
				collaboration</header><text>If 2 or more agencies identified in section
				101(a)(3)(B), or other appropriate agencies, are working on large-scale
				research and development activities in the same area of national importance,
				then such agencies shall strive to collaborate through joint solicitation and
				selection of applications for support and subsequent funding of
				projects.</text>
						</paragraph><paragraph id="H9A13E5BCF5B343FE93CA0C4FD0DD1B85"><enum>(4)</enum><header>Interdisciplinary
				research centers</header><text>Research and development activities under this
				section may be supported through interdisciplinary research centers that are
				organized to investigate basic research questions and carry out technology
				demonstration activities in areas described in subsection (a). Research may be
				carried out through existing interdisciplinary centers, including those
				authorized under section 7024(b)(2) of the America COMPETES Act (Public Law
				110–69;
				42 U.S.C.
				1862o–10).</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H40283B7A3FA649518BFE603A1F88541D"><enum>4.</enum><header>Cyber-physical
			 systems</header>
			<subsection id="HF72F9984E09B42CDA6E36F91D463E08E"><enum>(a)</enum><header>Additional
			 Program characteristics</header><text display-inline="yes-display-inline">Section 101(a)(1) of such Act
			 (15 U.S.C.
			 5511(a)(1)) is amended—</text>
				<paragraph id="H66DC1D8809AD43028F6F47E2929C3778"><enum>(1)</enum><text>in subparagraph
			 (H), by striking <quote>and</quote> after the semicolon;</text>
				</paragraph><paragraph id="H5B84A967976D462B8EED0250D2DEA931"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (I)—</text>
					<subparagraph id="HFFA95E17BC2E475281EFD5091A2A348E"><enum>(A)</enum><text>by striking
			 <quote>improving the security</quote> and inserting <quote>improving the
			 security, reliability, and resilience</quote>; and</text>
					</subparagraph><subparagraph id="HAF66D70B65A94C59BB63122740B03C6D"><enum>(B)</enum><text>by striking the
			 period at the end and inserting a semicolon; and</text>
					</subparagraph></paragraph><paragraph id="H5A40815A16B34A77BBF3993690A13ECF"><enum>(3)</enum><text>by adding at the
			 end the following new subparagraphs:</text>
					<quoted-block display-inline="no-display-inline" id="H952E04FCECD043109EF5FF222DB14BA6" style="OLC">
						<subparagraph id="H8D30DE18F3CC431B80F3939AED51B111" indent="up1"><enum>(J)</enum><text display-inline="yes-display-inline">provide for increased understanding of the
				scientific principles of cyber-physical systems and improve the methods
				available for the design, development, and operation of cyber-physical systems
				that are characterized by high reliability, safety, and security; and</text>
						</subparagraph><subparagraph id="H59E08AE14D98411E9A5BA685A758C895" indent="up1"><enum>(K)</enum><text>provide for research and development
				on human-computer interactions, visualization, and big
				data.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H1E6438D161D74862ADCF9DEC0F4B4189"><enum>(b)</enum><header>Workshop</header><text display-inline="yes-display-inline">Title I of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/5511">15 U.S.C. 5511</external-xref>) is
			 amended further by adding after section 104, as added by section 3 of this Act,
			 the following new section:</text>

				Workshop</header>
						<subsection id="HBB9F3E8EA5E441868437287D527B5D51"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 1 year after the date of
				enactment of the Advancing America’s Networking and Information Technology
				Research and Development Act of 2013, the Director of the National Coordination
				Office shall convene a workshop, with participants from institutions of higher
				education, Federal laboratories, and industry, to explore mechanisms for
				carrying out collaborative research and development activities for
				cyber-physical systems, including the related technologies required to enable
				these systems, and to develop grand challenges in cyber-physical systems
				research and development.</text>
						</subsection><subsection id="HCE56E8313B0542F688EAB92DBB41D46D"><enum>(b)</enum><header>Functions</header><text display-inline="yes-display-inline">The workshop participants shall—</text>
							<paragraph id="HBD7059D3D15C4C8B9FB07D2764012D65"><enum>(1)</enum><text display-inline="yes-display-inline">develop options for models for research and
				development partnerships among institutions of higher education, Federal
				laboratories, and industry, including mechanisms for the support of research
				and development carried out under these partnerships;</text>
							</paragraph><paragraph id="H280B4A8A085C4093B89B9AC7CCBA9119"><enum>(2)</enum><text>develop options
				for grand challenges in cyber-physical systems research and development that
				would be addressed through such partnerships;</text>
							</paragraph><paragraph id="H8776CB5DA1134334B6F3553C696149B3"><enum>(3)</enum><text>propose guidelines
				for assigning intellectual property rights and for the transfer of research
				results to the private sector; and</text>
							</paragraph><paragraph id="H6E1453719B884B67A4FB7E283180EECE"><enum>(4)</enum><text>make
				recommendations for how Federal agencies participating in the Program can help
				support research and development partnerships in cyber-physical systems,
				including through existing or new grant programs.</text>
							</paragraph></subsection><subsection id="H3A855ED586664EC9B94FDAE5B3B4CA30"><enum>(c)</enum><header>Participants</header><text display-inline="yes-display-inline">The Director of the National Coordination
				Office shall ensure that participants in the workshop are individuals with
				knowledge and expertise in cyber-physical systems and that participants
				represent a broad mix of relevant stakeholders, including academic and industry
				researchers, cyber-physical systems and technologies manufacturers,
				cyber-physical systems and technologies users, and, as appropriate, Federal
				Government regulators.</text>
						</subsection><subsection id="H335B5B887B424DF4853FC22BDF813ABF"><enum>(d)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 18 months after the date of
				enactment of the Advancing America’s Networking and Information Technology
				Research and Development Act of 2013, the Director of the National Coordination
				Office shall transmit to the Committee on Commerce, Science, and Transportation
				of the Senate and the Committee on Science, Space, and Technology of the House
				of Representatives a report describing the findings and recommendations
				resulting from the workshop required under this
				section.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H5412FBF0C0EF478C9E0E19BA1816561E"><enum>5.</enum><header>Cloud computing
			 services for research</header><text display-inline="no-display-inline">Title I
			 of such Act (15
			 U.S.C. 5511) is amended further by adding after section 105, as
			 added by
			 <internal-xref idref="H1E6438D161D74862ADCF9DEC0F4B4189" legis-path="4.(b)">section 4(b)</internal-xref> of this Act, the following new
			 section:</text>

				<section id="H86BFDA4703AC4D59A811694A4EA46796"><enum>106.</enum><header>Cloud computing
				services for research</header>
					<subsection id="H22381C839EEF432A95A33B7122FFA3C9"><enum>(a)</enum><header>Interagency
				working group</header><text display-inline="yes-display-inline">Not later than
				180 days after the date of enactment of the <short-title>Advancing America’s Networking and Information Technology
				Research and Development Act of 2013</short-title>, the Director of the
				National Coordination Office, working through the National Science and
				Technology Council, shall convene an interagency working group to
				examine—</text>
						<paragraph id="HE4F253D5DD9A4A8D803499D248D3BD08"><enum>(1)</enum><text display-inline="yes-display-inline">the research and development needed—</text>
							<subparagraph id="HA01B0FB3A8264013AAA6BB5BFB2432D5"><enum>(A)</enum><text>to enhance the
				effectiveness and efficiency of cloud computing environments;</text>
							</subparagraph><subparagraph id="H265777098283453DB277A0D4A870F4D6"><enum>(B)</enum><text>to increase the
				trustworthiness of cloud applications and infrastructure; and</text>
							</subparagraph><subparagraph id="HFE680FAAA33D4DCF8BBAF96F2E4D4AAA"><enum>(C)</enum><text>to enhance the
				foundations of cloud architectures, programming models, and interoperability;
				and</text>
							</subparagraph></paragraph><paragraph id="HFC7D367A013F45DD9FDDB5D87B2EF1F5"><enum>(2)</enum><text display-inline="yes-display-inline">how Federal science agencies can facilitate
				the use of cloud computing for federally funded science and engineering
				research, including—</text>
							<subparagraph id="H4B8D00CFC9A14B698C183987484C3908"><enum>(A)</enum><text>making
				recommendations on changes in funding mechanisms, budget models, and policies
				needed to remove barriers to the adoption of cloud computing services for
				research and for data preservation and sharing; and</text>
							</subparagraph><subparagraph id="HEFB4A2558A6343C7A649BF2C9A7043CE"><enum>(B)</enum><text>providing guidance
				to organizations and researchers on opportunities and guidelines for using
				cloud computing services for federally supported research and related
				activities.</text>
							</subparagraph></paragraph></subsection><subsection id="HECFCC41708A1423F9ACBE2C2D6F917F3"><enum>(b)</enum><header>Consultation</header><text>In
				carrying out the tasks in paragraphs (1) and (2) of subsection (a), the working
				group shall consult with academia, industry, Federal laboratories, and other
				relevant organizations and institutions, as appropriate.</text>
					</subsection><subsection id="H1402BE82EBB54523872BF1E50EB4FA8D"><enum>(c)</enum><header>Report</header><text>Not
				later than 1 year after the date of enactment of the
				<short-title>Advancing America’s Networking and
				Information Technology Research and Development Act of 2013</short-title>, the
				Director of the National Coordination Office shall transmit to the Committee on
				Science, Space, and Technology of the House of Representatives and the
				Committee on Commerce, Science, and Transportation of the Senate a report
				describing the findings and any recommendations of the working group.</text>
					</subsection><subsection id="HD83AF547E1B744B79F2E14415A14A0F1"><enum>(d)</enum><header>Termination</header><text>The
				interagency working group shall terminate upon transmittal of the report
				required under subsection
				(c).</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H5ACEEA3A73BF40CB85BBB5F6E033A9BE"><enum>6.</enum><header>National
			 Coordination Office</header><text display-inline="no-display-inline">Section
			 102 of such Act (15
			 U.S.C. 5512) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H4E850A678A8B40B6BA3FF4D3C5F8D4B5" style="OLC">
				<section id="HDD87142881CE450A98C29562CA8B5861"><enum>102.</enum><header>National
				Coordination Office</header>
					<subsection id="HA756B20C78584B4D83121C83E7DCB2A8"><enum>(a)</enum><header>Office</header><text display-inline="yes-display-inline">The Director shall continue a National
				Coordination Office with a Director and full-time staff.</text>
					</subsection><subsection id="HC2127EDF364D4A8687DDEFF27A8A7210"><enum>(b)</enum><header>Functions</header><text>The
				National Coordination Office shall—</text>
						<paragraph id="H6F2A8D8867CA470D80A168694B4C80FC"><enum>(1)</enum><text>provide technical
				and administrative support to—</text>
							<subparagraph id="H455007644A70466D8AF13D3C54B26D10"><enum>(A)</enum><text>the agencies
				participating in planning and implementing the Program, including such support
				as needed in the development of the strategic plan under section 101(e);
				and</text>
							</subparagraph><subparagraph id="HC2F429689C0C4ECEA6C5125DD2DB5A58"><enum>(B)</enum><text>the advisory
				committee established under section 101(b);</text>
							</subparagraph></paragraph><paragraph id="H09E71B748FCF4ADF89A9E9B0A45A9718"><enum>(2)</enum><text>serve as the
				primary point of contact on Federal networking and information technology
				activities for government organizations, academia, industry, professional
				societies, State computing and networking technology programs, interested
				citizen groups, and others to exchange technical and programmatic
				information;</text>
						</paragraph><paragraph id="H58C2A9170B1C47AB8E509D0E03A23F23"><enum>(3)</enum><text>solicit input and
				recommendations from a wide range of stakeholders during the development of
				each strategic plan required under section 101(e) through the convening of at
				least 1 workshop with invitees from academia, industry, Federal laboratories,
				and other relevant organizations and institutions;</text>
						</paragraph><paragraph id="H4CDBA8C890AC44B0A75F5401940C59A5"><enum>(4)</enum><text>conduct public
				outreach, including the dissemination of findings and recommendations of the
				advisory committee, as appropriate; and</text>
						</paragraph><paragraph id="H16B67D07862D43FDBFF9FD5B5C073A89"><enum>(5)</enum><text>promote access to
				and early application of the technologies, innovations, and expertise derived
				from Program activities to agency missions and systems across the Federal
				Government and to United States industry.</text>
						</paragraph></subsection><subsection id="H9F05C6F850D84952BC1681049DB54864"><enum>(c)</enum><header>Source of
				funding</header>
						<paragraph id="HFA5607E2791048E3AC9D7AC3B903143C"><enum>(1)</enum><header>In
				general</header><text>The operation of the National Coordination Office shall
				be supported by funds from each agency participating in the Program.</text>
						</paragraph><paragraph id="HFFECDE60908341BC97831773F5130555"><enum>(2)</enum><header>Specifications</header><text>The
				portion of the total budget of such Office that is provided by each agency for
				each fiscal year shall be in the same proportion as each such agency’s share of
				the total budget for the Program for the previous fiscal year, as specified in
				the report required under section
				101(a)(3).</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H6152EB7381764A43848CDE33278D7862"><enum>7.</enum><header>Improving
			 networking and information technology education</header><text display-inline="no-display-inline">Section 201(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/5521">15 U.S.C. 5521(a)</external-xref>)
			 is amended—</text>
			<paragraph id="H9D6FBE5CEBB1453AAFC633AE6AFEFBEF"><enum>(1)</enum><text>by redesignating
			 paragraphs (2) through (4) as paragraphs (3) through (5), respectively;
