		<section id="HDDA0C968A91F40D987CD570BBA49D984" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Respect States’ and Citizens’ Rights
			 Act of 2013</short-title></quote>.</text>
		</section><section id="HD2FA2047A1FE4C7C9981D59465B9DE5D"><enum>2.</enum><header>In
			 general</header><text display-inline="no-display-inline">Section 708 of the
			 Controlled Substances Act (<external-xref legal-doc="usc" parsable-cite="usc/21/903">21 U.S.C. 903</external-xref>) is amended—</text>
			<paragraph id="HD1FF33F95DFF416CAC8447C3372E7C8D"><enum>(1)</enum><text>by striking
			 <quote>No provision</quote> and inserting <quote><header-in-text level="subsection" style="OLC"><enum-in-header>(a)</enum-in-header> In
			 general.—</header-in-text>Except as provided in subsection (b), no
			 provision</quote>; and</text>
			</paragraph><paragraph id="H8155C0BBB5EF4499AB5BD7F8899D4CAF"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H21C2B39720CA4AB0B69224940536CB52" style="OLC">
					<subsection id="H4EF5CD6E09D44964A16679C5954483B6"><enum>(b)</enum><header>Special rule
				regarding State marihuana laws</header><text display-inline="yes-display-inline">In the case of any State law that pertains
				to marihuana, no provision of this title shall be construed as indicating an
				intent on the part of the Congress to occupy the field in which that provision
				operates, including criminal penalties, to the exclusion of State law on the
				same subject matter, nor shall any provision of this title be construed as
				preempting any such State
				law.</text>
