			 Speaker, in each case for consideration of such provisions as fall within the
			 jurisdiction of the committee concerned</action-desc>

		<official-title>To prohibit the Administrator of the Environmental
		  Protection Agency from awarding any grant, contract, cooperative agreement, or
		  other financial assistance under section 103 of the Clean Air Act for any
		  program, project, or activity to occur outside the United States and its
		  territories and possessions.</official-title>

		<section id="H7D29E320F8A54B07B8F91BF41D2DC8F8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Accountability in Grants Act of
			 2013</short-title></quote>.</text>
		</section><section id="H82DE9A087F2047869C56121FF166203D"><enum>2.</enum><header>Prohibition
			 against funding certain foreign programs, projects, and
			 activities</header><text display-inline="no-display-inline">Section 103 of the
			 Clean Air Act is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HDC76ACA83B324C99800E1054879783C6" style="OLC">
				<subsection id="H95A4A9AF07594486B28B49393178C9EE"><enum>(l)</enum><header>Prohibition
				against funding foreign programs, projects, and activities</header><text display-inline="yes-display-inline">The Administrator shall not award any
				grant, contract, cooperative agreement, or other financial assistance under
				this section for any program, project, or activity to occur outside the United
				States and its territories and
				possessions.</text>
