		  for the establishment of the Small Business Liaison Pilot

		<section id="H4FAA81448A9647E59F5B807DE9AFD443" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Workforce Infrastructure for Skilled
			 Employees Investment Act</short-title></quote> or the <quote><short-title>WISE Investment Act</short-title></quote>.</text>
		</section><section id="HA887275439BD412D84E79BFD0A8879D8"><enum>2.</enum><header>Small Business
			 Liaison Pilot Program</header><text display-inline="no-display-inline">Section
			 171 of the Workforce Investment Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/29/2916">29 U.S.C. 2916</external-xref>) is amended by
			 adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H8B1541FD16E14CCEB72163D7EA50D92B" style="OLC">
				<subsection id="HD882E04DCF1449EEB2E73864A100946D"><enum>(f)</enum><header>Small Business
				Liaison Pilot Program</header>
					<paragraph id="HF4740D665F2149BEBCF3808B842A23F3"><enum>(1)</enum><header>Establishment of
				Small Business Liaison Pilot Program</header><text display-inline="yes-display-inline">The Secretary may award competitive grants
				to local boards, community colleges, postsecondary vocational institutions,
				community-based organizations, and apprenticeship programs, including joint
				labor-management training programs, in States and outlying areas to promote
				local economic growth and eliminate gaps between the workforce skills available
				and the workforce skills needed in local areas or regions.</text>
					</paragraph><paragraph id="H092BBC90CC304CCA882B170845124C4D"><enum>(2)</enum><header>Application</header><text>To
				receive a grant under this subsection a local board, community college, or
				postsecondary vocational institution in a State or outlying area shall submit
				to the Secretary an application in such manner, at such time, and containing
				such information as the Secretary may require.</text>
					</paragraph><paragraph id="HC348E3E2F1CE4140B6F2AC75E0773BD4"><enum>(3)</enum><header>Specifications
				of grants</header>
						<subparagraph id="HB9463A9911C94016A17AF42C976E925D"><enum>(A)</enum><header>Time
				period</header><text display-inline="yes-display-inline">A grant shall be used
				over a 36-month period.</text>
						</subparagraph><subparagraph id="HDD0059D4398D4E5589D2329CEACA9F2F"><enum>(B)</enum><header>Amount of
				grant</header><text display-inline="yes-display-inline">In determining the
				amount of a grant made under this subsection, the Secretary may
				consider—</text>
							<clause id="H992EBC60C96C4F90AE6E48D2DE34B0C9"><enum>(i)</enum><text>the ability of the
				grant applicant to conduct outreach activities;</text>
							</clause><clause id="H32B4BEEA49F54BBABA7AA88BB4D82F37"><enum>(ii)</enum><text>the ability of
				the grant applicant to conduct skills gap assessments;</text>
							</clause><clause id="HEF964AD7A0794C1798EADDD3432738DD"><enum>(iii)</enum><text>the extent to
				which the grant applicant works with or, after implementing a strategic skills
				gap action plan, plans to work with small businesses within its local area or
				region; and</text>
							</clause><clause id="H5E337CF8DE304867810389465722B0CE"><enum>(iv)</enum><text>any other factor
				that the Secretary deems appropriate.</text>
							</clause></subparagraph><subparagraph id="HAA7455AE00564ED4AF223B3B5E466550"><enum>(C)</enum><header>Limitations</header>
							<clause id="HA4951CE267384C9181DB4E65C98FF848"><enum>(i)</enum><text>A
				recipient may not receive more than one grant under this subsection.</text>
							</clause><clause id="H84898D8B437A4B99AB7C74BEA1EC79B2"><enum>(ii)</enum><text>No grant under
				this subsection may be for an amount more than $500,000.</text>
							</clause><clause id="HDDF40C20D5984730B258A6A0A494F84D"><enum>(iii)</enum><text>The Secretary
				shall, in determining whether to award a grant, consider the geographic
				diversity of grant recipients.</text>
							</clause></subparagraph><subparagraph id="HD55A307CA4C046158BC3E742A2A3C7E7"><enum>(D)</enum><header>Use of
				funds</header>
							<clause id="HA7CA38920AA7433EA0E60E228B12ED94"><enum>(i)</enum><header>In
				general</header><text display-inline="yes-display-inline">A local board,
				community college, or postsecondary vocational institution that receives a
				grant under this subsection shall use the grant funds to pay for a new or
				current employee to serve as liaison to conduct activities described in clause
				(ii).</text>
							</clause><clause id="H7D3021AA4B4F40588653972E64AC6956"><enum>(ii)</enum><header>Small &amp;
				Local Business Liaison</header><text display-inline="yes-display-inline">The
				liaison—</text>
								<subclause id="H80935507CD374485BD173130C5075475"><enum>(I)</enum><text>shall—</text>
									<item id="H733EDB237A85404086E68B784C183C1A"><enum>(aa)</enum><text>prepare a
				strategic action skills gap assessment;</text>
									</item><item id="H0B2994BE548E4F84A6F9003CA83FACB4"><enum>(bb)</enum><text>develop a
				strategic skills gap action plan; and</text>
									</item><item id="H9C631C722364458B913971AC3E8A79CC"><enum>(cc)</enum><text>conduct any other
				activity that the Secretary deems appropriate for the purposes of this
				subsection; and</text>
									</item></subclause><subclause id="HA44BDA2813FC4089BD90B233D776AE3A"><enum>(II)</enum><text>may—</text>
									<item id="H022FDF7B8E6A45F2980BE6C9F25E30B2"><enum>(aa)</enum><text>engage in
				outreach in the local area or region;</text>
									</item><item id="H854BF27E35FD472294E5775196258AB4"><enum>(bb)</enum><text display-inline="yes-display-inline">conduct business site visits, interviews,
				and assessments;</text>
									</item><item id="H02DC94F9D5834372908C09720AFA45B8"><enum>(cc)</enum><text display-inline="yes-display-inline">consult in the implementation of the skills
				action plan;</text>
									</item><item id="H66C53F94957E4CA2A8CA6116C5E5CF0E"><enum>(dd)</enum><text>complete more
				than 1 skills gap action plan; and</text>
									</item><item id="H252597DEB9454D628D2ED30D87B8004B"><enum>(ee)</enum><text>consult with the
				local offices of the Small Business Administration.</text>
									</item></subclause></clause><clause id="H170207E98FD248CDA4935DCF4265A085"><enum>(iii)</enum><header>Prohibition</header><text display-inline="yes-display-inline">A grant received under this subsection may
				not be used to supplant existing funding or efforts.</text>
							</clause></subparagraph><subparagraph id="H4F9E3999D2014B0999F9F65D0576BB49"><enum>(E)</enum><header>Confidentiality
				of information</header><text>The grant recipient may not disclose the name,
				address, or contact information of a business, employer, or other person that
				provided information to the grant recipient to compile information in the
				strategic skills gap assessment or strategic skills gap action plan without
				consent of such business, employer, or other person.</text>
						</subparagraph></paragraph><paragraph id="H058396EF4E1C4D1ABE4CDF285F4A4C53"><enum>(4)</enum><header>Reporting</header><text>Each
				year, the Secretary shall report to the Congress—</text>
						<subparagraph id="H5F053C521FA24CCDA7EB51ED103427B8"><enum>(A)</enum><text>the number of
				grants awarded under this subsection;</text>
						</subparagraph><subparagraph id="HCE790CB0273A4E50B2C6272BB09267A7"><enum>(B)</enum><text>the recipients of
				grants awarded under this subsection;</text>
						</subparagraph><subparagraph id="H61016EB411CE42C880D807264C55FF00"><enum>(C)</enum><text>the activities
				carried out by each recipient under paragraph (3)(D); and</text>
						</subparagraph><subparagraph id="HBA93C4533E0A457388A72AED13606BFD"><enum>(D)</enum><text>an assessment
				describing—</text>
							<clause id="H84609B99837F495BAEA9D1824037B729"><enum>(i)</enum><text display-inline="yes-display-inline">the success of the program to promote local
				economic growth and eliminate gaps between the workforce skills available and
				the workforce skills needed in local areas or regions; and</text>
							</clause><clause id="H49554C759E034845B41BE412E2B73286"><enum>(ii)</enum><text>any
				recommendations for reauthorization and expansion of the program that the
				Secretary may have.</text>
							</clause></subparagraph></paragraph><paragraph id="H13BF7AB80F974123997A3D4358BD2471"><enum>(5)</enum><header>Definitions</header><text>In
				this subsection:</text>
						<subparagraph id="HE11718F999AE42D583AFA3DA3D8EE6B3"><enum>(A)</enum><header>Community
				College</header><text>The term <term>community college</term> has the meaning
				given the term in section 312(f) of the Higher Education Act of 1965 (20 U.S.C.
				1058(f)).</text>
						</subparagraph><subparagraph id="H5D2474B1DFFF46C0A614C77C9C66CB94"><enum>(B)</enum><header>Local
				area</header><text>The term <term>local area</term> means the labor market
				immediately surrounding or affected by a local board, community college, or
				postsecondary vocational institution.</text>
						</subparagraph><subparagraph id="H8FE6C4CA3C644E1583D5ABC39592BD56"><enum>(C)</enum><header>Postsecondary
				vocational institution</header><text>The term <term>postsecondary vocational
				institution</term> has the meaning given the term in section 102(c) of the
				Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002(c)</external-xref>).</text>
						</subparagraph><subparagraph id="HD81964E1E0F343DC8FAC02A5594D1FAE"><enum>(D)</enum><header>Region</header><text>The
				term <term>region</term> means 2 or more local areas that comprise a common
				labor market for an industry sector of related occupations.</text>
						</subparagraph><subparagraph id="H73D8F07672444CE4867D68ABFF9025E1"><enum>(E)</enum><header>Strategic skills
				gap assessment</header><text>The term <term>strategic skills gap
				assessment</term> means an assessment that—</text>
							<clause id="HEB2DA8E120D14455B49877FAF8353ED1"><enum>(i)</enum><text>identifies areas
				of current and expected demand for labor and skills in a specific industry
				sector of related occupations that is—</text>
								<subclause id="H88F05AF98E4D49CFBD587F698D735BD0"><enum>(I)</enum><text>producing jobs in
				the local area or region involved;</text>
								</subclause><subclause id="H990F3A3366EB4A37AA3762631B89B134"><enum>(II)</enum><text>developing
				emerging jobs in the local area or region involved; or</text>
								</subclause><subclause id="H88616FD11FCF421B96DDC81308B278BF"><enum>(III)</enum><text>suffering
				chronic worker shortages;</text>
								</subclause></clause><clause id="H8AC3ED8CE9404737BDED0859CBCE73FA"><enum>(ii)</enum><text>identifies the
				current and expected supply of labor and skills in that sector or group in the
				local area or region;</text>
							</clause><clause id="H1187A883C4394DF9B06A88408A8A333F"><enum>(iii)</enum><text>identifies gaps
				between the current and expected demand and supply of labor and skills in that
				section or group in the local area or region;</text>
							</clause><clause id="H5206736324344D09907415CC79F0A456"><enum>(iv)</enum><text>contains the
				results of a survey or focus group interviews of employers, labor
				organizations, and other relevant individuals and organizations in the local
				area or region; and</text>
							</clause><clause id="HBEC2810697EE47E696680247BFE2843C"><enum>(v)</enum><text>contains data
				regarding—</text>
								<subclause id="H2B1D041D0A6247E8BF309C3FBE78681A"><enum>(I)</enum><text>specific
				employment opportunities offered by industries in the local area or
				region;</text>
								</subclause><subclause id="HA9D9CB71AEE1444F937CE4A41AC61E34"><enum>(II)</enum><text>specific skills
				desired for employment opportunities offered by industries in the local area or
				region;</text>
								</subclause><subclause id="HF4206BFF02B64351A27E8DC5F3A0820E"><enum>(III)</enum><text>occupations and
				positions in the local area or region that are difficult to fill;</text>
								</subclause><subclause id="H4045C959BEF64E1BAB3717059D5781C3"><enum>(IV)</enum><text>specific skills
				desired for occupations and positions in the local area or region that are
				difficult to fill;</text>
								</subclause><subclause id="H9F3256EFE6494A6CAFC5C2ACEF3578EA"><enum>(V)</enum><text>areas of growth
				and decline among industries and occupations in the local area or
				region;</text>
								</subclause><subclause id="HC389B76496D3466CB1C7540D11FC6092"><enum>(VI)</enum><text>specific skills
				desired for areas of growth among industries and occupations in the local area
				or region; and</text>
								</subclause><subclause id="H27ACA7CF033C414595D19DD210BC0C58"><enum>(VII)</enum><text>specific
				inventories of skills of unemployed or underemployed individuals in the local
				area or region.</text>
								</subclause></clause></subparagraph><subparagraph id="H8F70B80B8D804567BE279DFDBAE2ACCA"><enum>(F)</enum><header>Strategic skills
				gap action plan</header><text>The term <term>strategic skills gap action
				plan</term> means a plan based on the strategic skills gap assessment
				that—</text>
							<clause id="HFF2446ECFBB1472799E85E3BB35BFD44"><enum>(i)</enum><text>identifies—</text>
								<subclause id="H1ADBED6829864B53BBFB7BD788BC7FE3"><enum>(I)</enum><text>specific barriers
				to adequate supply of labor and skills in demand in a specific industry sector
				of related occupations that is producing jobs in the local area or region;
				and</text>
								</subclause><subclause id="H9338ADF742354404A17A25A8D2DB9E0A"><enum>(II)</enum><text>activities that
				will remove or alleviate the barriers described in subclause (I) that could be
				undertaken by the local board, community college, or postsecondary vocational
				institution;</text>
								</subclause></clause><clause id="HDDCA58D6C8E646A6BFF932B80339D3E4"><enum>(ii)</enum><text>specifies how the
				local board, community college, or postsecondary vocational institution may
				integrate the activities described in clause (i) within the local area or
				region; and</text>
							</clause><clause id="H9DEB0B749BCB423DB2773B37172E1FF9"><enum>(iii)</enum><text>identifies
				resources and strategies that may be used in the local area or region to
				address the skills gaps for both unemployed and employed workers in that
				industry sector.</text>
							</clause></subparagraph></paragraph><paragraph id="H3E93FBE5FCF5460BBE2E5C737E7C7F18"><enum>(6)</enum><header>Authorization of
				appropriations</header><text display-inline="yes-display-inline">There is
				authorized to be appropriated to the Secretary such sums as may be necessary to
				carry out this
				subsection.</text>
