		  content and format of data used in the administration of certain human services
		  programs under the Social Security Act.</official-title>

		<section id="HCB7BC132508D4CD2AD4ADDE1944670C0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Standard Data and Technology
			 Advancement Act of 2013</short-title></quote> or the <quote><short-title>Standard DATA Act of 2013</short-title></quote>.</text>
		</section><section id="HA7E785D8D96345BCAA11A482AC245FC3"><enum>2.</enum><header>Data
			 standardization for improved data matching</header>
			<subsection id="HE7214A4849644341A54751663CB04559"><enum>(a)</enum><header>In
			 general</header><text>Part A of title XI of the Social Security Act (42 U.S.C.
			 1301—1320b–5) is amended by inserting after section 1121 the following:</text>
				<quoted-block id="HB158F84A8AD54A469D735E03FDEFBC68" style="OLC">
					<section id="H69C25D4DD9B243A6B1CB1CDFD62B052A"><enum>1121A.</enum><header>Data exchange
				standardization for improved interoperability</header>
						<subsection id="HA4B78418C08142F2AF80C57A258620D5"><enum>(a)</enum><header>Data exchange
				standards</header>
							<paragraph id="H3775CD7BE7074D6BB0546D820FEC2F50"><enum>(1)</enum><header>Designation</header><text>The
				head of the department or agency responsible for administering a provision of
				title III, IV, IX, XII, XVI, or subtitle A of title XX, or section 511, shall,
				in consultation with an interagency work group established by the Office of
				Management and Budget and considering State perspectives, by rule, designate
				data exchange standards for necessary categories of information required to be
				reported under the provision of law.</text>
							</paragraph><paragraph id="HDD670AB9DB534EDDA30C51F22B1C0716"><enum>(2)</enum><header>Data exchange
				standards must be nonproprietary and interoperable</header><text>The data
				exchange standards designated under paragraph (1) shall, to the extent
				practicable, be nonproprietary and interoperable.</text>
							</paragraph><paragraph id="HB72DD0F48A5F49B7BF61AAFF2C0FE852"><enum>(3)</enum><header>Other
				requirements</header><text>In designating data exchange standards under this
				subsection, the Secretary shall, to the extent practicable, incorporate—</text>
								<subparagraph id="H12098787BF4C4E93A18852D1408C98B4"><enum>(A)</enum><text>interoperable
				standards developed and maintained by an international voluntary consensus
				standards body, as defined by the Office of Management and Budget;</text>
								</subparagraph><subparagraph id="H0104DFBBEB6843AD95C219F18E364997"><enum>(B)</enum><text>interoperable
				standards developed and maintained by intergovernmental partnerships, such as
				the National Information Exchange Model; and</text>
								</subparagraph><subparagraph id="HA966ACA4F1734027AA27196CDDBE93FA"><enum>(C)</enum><text>interoperable
				standards developed and maintained by Federal entities with authority over
				contracting and financial assistance.</text>
								</subparagraph></paragraph></subsection><subsection id="H33102384C8C74B57A28EF6C9E2ADFFF8"><enum>(b)</enum><header>Data exchange
				reporting standards</header>
							<paragraph id="HCE99E64BCD1841E29D19B36B6CB082CA"><enum>(1)</enum><header>Designation</header><text>The
				head of the department or agency responsible for administering a provision of
				law referred to in subsection (a)(1) shall, in consultation with an interagency
				work group established by the Office of Management and Budget, and considering
				State government perspectives, by rule, designate data exchange reporting
				standards to govern the reporting required under the provision of law.</text>
							</paragraph><paragraph id="HDE258509A84047C4B3AFE997518D7772"><enum>(2)</enum><header>Requirements</header><text>The
				data exchange reporting standards required by paragraph (1) shall, to the
				extent practicable—</text>
								<subparagraph id="HE489ABBDD4354718AB43AE46FF9F8826"><enum>(A)</enum><text>incorporate a
				widely accepted, non-proprietary, searchable, computer-readable format;</text>
								</subparagraph><subparagraph id="HB6F57D7848884D748C9C94D8E7B358C9"><enum>(B)</enum><text>be consistent with
				and implement applicable accounting principles; and</text>
								</subparagraph><subparagraph id="HFB6C298C16144DB09022775277128F5C"><enum>(C)</enum><text>be capable of
				being continually upgraded as necessary.</text>
								</subparagraph></paragraph><paragraph id="HEDAB2CDD0BC8479FAF496BFB7B144AE3"><enum>(3)</enum><header>Incorporation of
				nonproprietary standards</header><text>In designating data exchange reporting
				standards under this subsection, the Secretary shall, to the extent
				practicable, incorporate existing nonproprietary standards, such as the
				eXtensible Markup
				Language.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H93B71FDC12F949FBB167A490BA64F422"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The head of each
			 department or agency responsible for administering a proposed rule under
			 section 1121A of the Social Security Act shall issue a final rule under such
			 section, after public comment, within 24 months after the date of the enactment
			 of this section. The rule shall also contain details and future milestones for
			 stakeholder implementation.</text>
			</subsection><subsection id="HEC59FD93D80A4E3B8FCC930D53FDA55A"><enum>(c)</enum><header>Conforming
			 repeals and amendment</header>
				<paragraph id="H73434C79E4164935A693FE8D85883E95"><enum>(1)</enum><header>Conforming
			 repeals</header><text>Section 105 of the Child and Family Services Improvement
			 and Innovation Act (<external-xref legal-doc="public-law" parsable-cite="pl/112/34">Public Law 112–34</external-xref>), sections 2104 and 4003 of the Middle
			 Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/96">Public Law 112–96</external-xref>), and subpart
			 3 of part B of title IV, and section 911, of the Social Security Act are each
			 repealed.</text>
				</paragraph><paragraph id="HEEFFC85ECB9D4302809794B3C197B6B2"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Section 411 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/611">42 U.S.C. 611</external-xref>)
			 is amended by striking subsection (d).</text>
