			 international trafficking in persons</header>
			<section display-inline="no-display-inline" id="H9B0A5B05B0B1451E8C5538047A398F00" section-type="subsequent-section"><enum>101.</enum><header>Authority to
			 restrict passports</header>
				<subsection id="HD26F941C91F049AEA64E5254E5F6A99C"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of State is authorized to—</text>
					<paragraph id="H6C109904B81D40DC88DAB379B2E325C5"><enum>(1)</enum><text>limit to 1 year or
			 such period of time as the Secretary of State shall determine appropriate the
			 period of validity of a passport issued to a sex offender; and</text>
					</paragraph><paragraph id="H4448C4A06AF94731B06654BA68F5254C"><enum>(2)</enum><text>revoke the
			 passport or passport card of an individual who has been convicted by a court of
			 competent jurisdiction in a foreign country of a sex offense.</text>
					</paragraph></subsection><subsection id="H434406C17B4B4D9FA279EC70636D0AE1"><enum>(b)</enum><header>Limitation for
			 return to United States</header><text>Notwithstanding subsection (a), in no
			 case shall a United States citizen convicted by a court of competent
			 jurisdiction in a foreign country of a sex offense be precluded from entering
			 the United States due to a passport revocation under such subsection.</text>
				</subsection><subsection id="H7B63C6A8988C4278988E6D6B4E2D8FDF"><enum>(c)</enum><header>Reapplication</header><text>An
			 individual whose passport or passport card was revoked pursuant to subsection
			 (a)(2) may reapply for a passport or passport card at any time after such
			 individual has returned to the United States.</text>
				</subsection><subsection id="HFFA9D1443A2E409B8E5155FAF43A8ABA"><enum>(d)</enum><header>Definitions</header><text>For
			 purposes of this section:</text>
					<paragraph id="H0DC0CBD1C50A48B0AA64846C5F83E298"><enum>(1)</enum><header>Sex
			 Offender</header><text>The term <term>sex offender</term> means an individual
			 who is listed on the National Sex Offender Registry established pursuant to
			 section 119 of the Sex Offender Registration and Notification Act (42 U.S.C.
			 16915).</text>
					</paragraph><paragraph id="HF5EC641E35064396B905A29EB91C33C4"><enum>(2)</enum><header>Sex
			 Offense</header><text>The term <term>sex offense</term> means a sex offense as
			 defined in section 111(5) of the Sex Offender Registration and Notification Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/16915">42 U.S.C. 16915</external-xref>).</text>
					</paragraph></subsection></section><section id="HEB8C721D73BF4B0CA9F0F89EDD3EBFB1"><enum>102.</enum><header>Office To
			 Monitor and Combat Modern Slavery and Other Forms of Human Trafficking</header>
				<subsection id="HF7087DB4CD1A47DCAB2A8B3870E1324C"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 105(e) of the
			 Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7103">22 U.S.C. 7103(e)</external-xref>) is
			 amended—</text>
					<paragraph id="H297D1F122E6F4DC593A1CD3A96CA4AEF"><enum>(1)</enum><text display-inline="yes-display-inline">in the heading, by striking
			 <quote><header-in-text level="subsection" style="OLC">office to monitor and
			 combat trafficking</header-in-text></quote> and inserting
			 <quote><header-in-text level="subsection" style="OLC">Bureau To monitor and
			 combat modern slavery and Other forms of human
			 trafficking</header-in-text></quote>;</text>
					</paragraph><paragraph id="H3F13E24A54594EE094B840288C8DE53C"><enum>(2)</enum><text>in paragraph
			 (1)—</text>
						<subparagraph id="H6E4EF1CD32124C61A64B1FFEAAAD7BE9"><enum>(A)</enum><text>in the first
			 sentence, by striking <quote>Office to Monitor and Combat Trafficking</quote>
			 and inserting <quote>Bureau To Monitor and Combat Modern Slavery and Other
			 Forms of Human Trafficking</quote>;</text>
						</subparagraph><subparagraph id="H4873DCA08A8B49E1B72DAA403E5B499F"><enum>(B)</enum><text display-inline="yes-display-inline">in the second sentence, by striking

					</paragraph></subsection><subsection id="H066A7FD546E949E5B490CAB25485A2CA"><enum>(b)</enum><header>Conforming
			 amendments</header><text display-inline="yes-display-inline">Any reference in
			 the Trafficking Victims Protection Act of 2000 or in any other Act to the
			 Office to Monitor and Combat Trafficking shall be deemed to be a reference to
			 the Bureau to Monitor and Combat Modern Slavery and Other Forms of Human
			 Trafficking.</text>
				</subsection></section><section id="HD3B3B6969E1746BB95DEE87C9092DC6F"><enum>103.</enum><header>Prevention of
			 child marriage</header>
				<subsection id="HFE31D2058C574EAB99B9F19E12EEEF65"><enum>(a)</enum><header>In
			 general</header><text>Section 106 of the Trafficking Victims Protection Act of
			 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7104">22 U.S.C. 7104</external-xref>) is amended by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HF77A5EB6604240E89F8B989592160478" style="OLC">
						<subsection id="HE1695CEF1595498B83A7F6CE757A68AC"><enum>(j)</enum><header>Prevention of
				child trafficking through child marriage</header><text>The Secretary of State
				shall establish and implement a multi-year, multi-sectoral strategy—</text>
							<paragraph id="H4D0B5C5C031247A99FDFD0A21E727757"><enum>(1)</enum><text>to prevent child
				marriage;</text>
							</paragraph><paragraph id="HBF3959DFBAB547DBBA2B771CBCA4537F"><enum>(2)</enum><text>to promote the
				protection and empowerment of girls at risk of child marriage in developing
				countries;</text>
							</paragraph><paragraph id="H4C0F5290F4CF48518E1E7F512FB53FA9"><enum>(3)</enum><text>that targets areas
				in developing countries with high prevalence of child marriage; and</text>
							</paragraph><paragraph id="H25234392A54F427D8DBADF57D8BD3177"><enum>(4)</enum><text>that includes
				diplomatic and programmatic
				initiatives.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HAEFA7305F841425497F71B3484667D14"><enum>(b)</enum><header>Inclusion of
			 child marriage status in reports</header><text>The Foreign Assistance Act of
			 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2151">22 U.S.C. 2151 et seq.</external-xref>) is amended—</text>
					<paragraph id="H1208317C990044B489F01BA1A883F2CE"><enum>(1)</enum><text>in section 116 (22
			 U.S.C. 2151n), by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="HD9C521DCFA0A44F9893263DD26572ECC" style="OLC">
							<subsection id="HC20ED16DFE85496A8201EAEB33FDB0C0"><enum>(g)</enum><header>Child marriage
				status</header>
								<paragraph id="H9C5A2DFA5B13485AB2D01AA4FA715760"><enum>(1)</enum><header>In
				general</header><text>The report required under subsection (d) shall include,
				for each country in which child marriage is prevalent, a description of the
				status of the practice of child marriage in such country.</text>
								</paragraph><paragraph id="H8E842CF3EC6C482E961501DCCDD3E5AC"><enum>(2)</enum><header>Defined
				term</header><text>In this subsection, the term <term>child marriage</term>
				means the marriage of a girl or boy who is—</text>
									<subparagraph id="HCB85F4CD3786471090FCC622A07B1BF6"><enum>(A)</enum><text>younger than the
				minimum age for marriage under the laws of the country in which such girl or
				boy is a resident; or</text>
									</subparagraph><subparagraph id="H60CA103D41D04636A244A4CA7A54ABFD"><enum>(B)</enum><text>younger than 18
				years of age, if no such law exists.</text>
									</subparagraph></paragraph></subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</paragraph><paragraph id="H3DA06E2C047840209222984C327E8D5F"><enum>(2)</enum><text>in section 502B
			 (<external-xref legal-doc="usc" parsable-cite="usc/22/2304">22 U.S.C. 2304</external-xref>), by adding at the end the following:</text>

							<subsection id="HF4F15160636F4A9EAC761248F0FC8D6A"><enum>(j)</enum><header>Child marriage
				status</header>
								<paragraph id="H81F6DAB2D721473E885AA0E901D45D79"><enum>(1)</enum><header>In
				general</header><text>The report required under subsection (b) shall include,
				for each country in which child marriage is prevalent, a description of the
				status of the practice of child marriage in such country.</text>
								</paragraph><paragraph id="H9926C3B0C95B476FB901DE7035FAB36D"><enum>(2)</enum><header>Defined
				term</header><text>In this subsection, the term <term>child marriage</term>
				means the marriage of a girl or boy who is—</text>
									<subparagraph id="HD1E7F06400BB455ABE90511AF95B460D"><enum>(A)</enum><text>younger than the
				minimum age for marriage under the laws of the country in which such girl or
				boy is a resident; or</text>
									</subparagraph><subparagraph id="H02C9DF8628BF48F8AF92D2EC79060907"><enum>(B)</enum><text>younger than 18
				years of age, if no such law
				exists.</text>
									</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection></section><section id="HAAB1FA44F9064745B9FC757BDD0CCAE2"><enum>104.</enum><header>Prevention of
			 trafficking</header>
				<subsection id="H8337EBA551C0487F8EE6B0DCB74EA8DD"><enum>(a)</enum><header>Economic
			 alternatives To prevent and deter trafficking</header><text display-inline="yes-display-inline">Section 106(a) of the Trafficking Victims
			 Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7104">22 U.S.C. 7104(a)</external-xref>) is amended—</text>
					<paragraph id="H5D30FBFF8C6A4F5AB2EF82FF4D0E2B55"><enum>(1)</enum><text>by striking
			 <quote>The President</quote> and inserting the following:</text>

				potential victims of trafficking</header><text display-inline="yes-display-inline">In carrying out such initiatives, the
				President may give priority to the following persons who are potential victims
				of trafficking:</text>
								<subparagraph id="HC0F32F24F31741B6B98F02FEE9EE0977"><enum>(A)</enum><text display-inline="yes-display-inline">Stateless persons.</text>
								</subparagraph><subparagraph id="H6319A45B4DCD43F3ABDE256B7A4A3ACB"><enum>(B)</enum><text>Refugees and
				internally displaced persons.</text>
								</subparagraph><subparagraph id="HE823D04937184069A359BB8CB4E0D2F7"><enum>(C)</enum><text>Persons who lack
				access to legal representation or are otherwise marginalized.</text>
								</subparagraph><subparagraph id="H394BE37002044C57892356DC94F0BFCF"><enum>(D)</enum><text>Persons from
				regions of limited social protections or educational or economic options for
				women, particularly persons who are victims of sexual abuse or

				Act</quote>.</text>
						</paragraph><paragraph id="HE8E4D2B0F9C64CEEA56F7A0D853E4899"><enum>(2)</enum><header>Disclosure</header><text display-inline="yes-display-inline">The Secretary of State, acting through the
				Ambassador-at-Large for Combating Human Trafficking, shall encourage any person
				described in paragraph (3)(B) to disclose on an annual basis on the person’s
				website and to the Secretary of State any measures such person has taken during
				the year to identify and address conditions of forced labor, slavery, human
				trafficking, and the worst forms of child labor within such person’s supply
				chains. Such disclosure should include the following information under a
				heading <quote>Policies to Address Forced Labor, Slavery, Human Trafficking and
				the Worst Forms of Child Labor</quote> describing to what extent, if any, the
				person conducts any of the following activities:</text>
							<subparagraph id="H58A75BA433C74361935592FFCCFF5A38"><enum>(A)</enum><text>Maintains a policy
				to identify and eliminate risks of forced labor, slavery, human trafficking,
				and the worst forms of child labor within its supply chain. If the person
				maintains such a policy, the disclosure should include the text of the policy
				or a substantive description of the elements of the policy.</text>
							</subparagraph><subparagraph id="H72EF999BDA2B452EA08CD81A288F73B6"><enum>(B)</enum><text>Maintains a policy
				prohibiting the use of the person’s corporate products, facilities, or services
				to obtain or maintain someone under conditions of forced labor, slavery, human
				trafficking, and the worst forms of child labor.</text>
							</subparagraph><subparagraph id="H815508662B3B4E168667AFA439C9050F"><enum>(C)</enum><text>Engages in
				verification of product supply chains to evaluate and address risks of forced
				labor, slavery, human trafficking and the worst forms of child labor. The
				disclosure should—</text>
								<clause id="HED4EE37DBEDA47EA8A4E0C5D6F93A362"><enum>(i)</enum><text>describe the
				greatest risks identified within the supply chain, and the measures taken
				toward eliminating those risks;</text>
								</clause><clause id="HA58649950D384FE4BBB35E4E07344728"><enum>(ii)</enum><text>specify whether
				the verification was or was not conducted by a third party; and</text>
								</clause><clause id="H3D2E5C68F4B441588CA72B9C65185A7D"><enum>(iii)</enum><text>specify whether
				the verification process includes consultations with independent unions,
				workers’ associations, or workers within workplaces and incorporates the
				resulting certification or written comments from such independent union,
				workers’ associations, or workers.</text>
								</clause></subparagraph><subparagraph id="HCA51E88E58EF4362B57DFFEFD6A1B310"><enum>(D)</enum><text>Ensures that
				audits of suppliers are conducted to evaluate supplier compliance with the
				person’s company standards for eliminating forced labor, slavery, human
				trafficking, and the worst forms of child labor in supply chains. The
				disclosure should specify if the verification was not an independent,
				unannounced audit.</text>
							</subparagraph><subparagraph id="HCA32D2BA599B4FF991389495AAF429C3"><enum>(E)</enum><text>Assesses supply
				chain management and procurement systems of suppliers in the person’s supply
				chain, to verify whether said suppliers have in place appropriate systems to
				identify risks of forced labor, slavery, human trafficking, and the worst forms
				of child labor within their own supply chain.</text>
							</subparagraph><subparagraph id="HCC16A02057B744E8BAA15495305B3E36"><enum>(F)</enum><text>Requires suppliers
				in its supply chain to certify that materials incorporated into the product
				comply with the laws regarding forced labor, slavery, human trafficking, and
				the worst forms of child labor of the country or countries in which they are
				doing business.</text>
							</subparagraph><subparagraph id="H925023D32CDD4650A10DD776D5BF47E4"><enum>(G)</enum><text>Maintains internal
				accountability standards, supply chain management and procurement systems, and
				procedures for employees or contractors failing to meet the person’s company
				standards regarding forced labor, slavery, human trafficking, and the worst
				forms of child labor. The disclosure should describe such standards and
				systems.</text>
							</subparagraph><subparagraph id="H7541DD35D9224BF2B6A3A18B38E32EC7"><enum>(H)</enum><text>Provides the
				person’s employees and management who have direct responsibility for supply
				chain management, training on forced labor, slavery, human trafficking and the
				worst forms of child labor, particularly with respect to mitigating risks
				within the supply chains of products.</text>
							</subparagraph><subparagraph id="H36EB207B480F43A1ADE96F97FE759E59"><enum>(I)</enum><text>Ensures that
				recruitment practices at all suppliers comply with the person’s company
				standards for eliminating exploitive labor practices that contribute to forced
				labor, slavery, human trafficking, and the worst forms of child labor,
				including by conducting audits of labor recruiters and disclosing the results
				of such audits.</text>
							</subparagraph><subparagraph id="HA5E39FB5EAFB4F4481BFD6DF55DB9313"><enum>(J)</enum><text>In cases where
				forced labor, slavery, human trafficking, and the worst forms of child labor
				have been identified within the supply chain, ensures that remediation is
				provided to those who have been identified as victims.</text>
							</subparagraph></paragraph><paragraph id="HFB576DEB545545A185064E2539EB99C5"><enum>(3)</enum><header>Definitions</header><text>In
				this subsection—</text>
							<subparagraph id="H52748467C2BB4A12A8043AE763CE5D84"><enum>(A)</enum><text>the term
				<quote>forced labor, slavery, human trafficking and the worst forms of child
				labor</quote> means child labor in violation of international standards
				including International Labor Organization Convention No. 182 and acts that
				would violate the criminal provisions related to slavery and human trafficking
				under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/77">chapter 77</external-xref> of title 18 if they had been committed within the jurisdiction
				of the United States;</text>
							</subparagraph><subparagraph id="HC669142D67B948FC890D87EB3C1967FE"><enum>(B)</enum><text>the term
				<quote>person</quote> means any publicly traded or private entity wherever
				located, carrying out business operations in the United States, and having
				annual worldwide global receipts in excess of $100,000,000;</text>
							</subparagraph><subparagraph id="HA69A1BC8A0FF4898811965C5339BF2F7"><enum>(C)</enum><text>the term
				<quote>remediation</quote> means the activities or systems that a company puts
				in place to address non-compliance with the standards identified through
				monitoring or verification, which may apply to individuals adversely affected
				by the non-compliant conduct or address broader systematic processes;</text>
							</subparagraph><subparagraph id="HF17EE931034F4CCFB4C232BE287FDB69"><enum>(D)</enum><text>the term
				<quote>supply chain</quote>, with respect to a person making the disclosure
				described in subsection (a), means all suppliers of products, component parts
				of products, and raw materials used by such person in the manufacturing of such
				person’s products or the provision of such person’s services, whether or not
				such person has a direct relationship with the supplier; and</text>
							</subparagraph><subparagraph id="HC6161D41F3BC49E184913E44C7D8C013"><enum>(E)</enum><text>the term
				<quote>verification</quote> means the process by which a company is evaluated
				to determine compliance with its documented program, including standards on
				forced labor, slavery, human trafficking, and the worst forms of child labor,
				including an evaluation of—</text>
								<clause id="H1DAE5512E73743CD878FA0BB92F36846"><enum>(i)</enum><text>data gathered
				through monitoring activities to ensure results are reliable and process is
				credible; and</text>
								</clause><clause id="H7866916631294D67BFA1440240D6A2BF"><enum>(ii)</enum><text>the system
				established to remediate violations to determine if remediation is implemented
				and
				effective.</text>
								</clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H334AF2BCC6C84162BBC2F1A4160BB381"><enum>110.</enum><header>Enhancing
			 protection for children exploited abroad by United States citizens and
			 permanent resident aliens</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/2423">Section 2423</external-xref> of title 18, United States
			 Code, is amended—</text>
				<paragraph id="HDD3681D4283D443C9F03B256F936FF12"><enum>(1)</enum><text>in subsection
			 (c)—</text>
					<subparagraph id="H8099A2929EC544F5891BCBE3C0BA825F"><enum>(A)</enum><text>by inserting
			 <quote>or engages in travel affecting</quote> before <quote>foreign
			 commerce</quote>; and</text>
					</subparagraph><subparagraph id="H74A053CB8A8B4BA097C9D2262D1EA050"><enum>(B)</enum><text>by inserting
			 <quote>(even if residing, whether temporarily or permanently, in a foreign
			 jurisdiction)</quote> after <quote>foreign commerce</quote>; and</text>
					</subparagraph></paragraph><paragraph id="HD1528359BB994862A1FF137CA5B8C8CC"><enum>(2)</enum><text>by inserting after
			 subsection (g) the following:</text>

						<subsection id="H703DBA6B3B4449899877C96B82CF9D49"><enum>(h)</enum><header>Non-Defenses</header><text>It
				is not a defense to a prosecution under subsection (c), based on illicit sexual
				conduct, that the defendant is not criminally liable or is subject to reduced
				criminal liability due to the de jure or de facto acceptance of the illicit
				conduct in the foreign jurisdiction in which the defendant travels or
				resides.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H4531B06083254556B8E11E6AC3AD43C1"><enum>111.</enum><header>Report on
			 Internet-facilitated human trafficking</header>
				<subsection id="HDE3E0B63D33844979DA49943B9893BD9"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than
			 January 1, 2013, the Senior Policy Operating Group, in coordination with the
			 Office to Combat Modern Slavery and Other Forms of Human Trafficking of the
			 Department of State, shall submit to Congress a report on Internet-facilitated
			 human trafficking.</text>
				</subsection><subsection id="HDE2D88273C694AC3A065337B5B7AF23A"><enum>(b)</enum><header>Matters To be
			 included</header><text display-inline="yes-display-inline">The report shall
			 include the following:</text>
					<paragraph id="HA188E043F46649BEA546BF200EB6EE73"><enum>(1)</enum><text display-inline="yes-display-inline">Statistics and trends relating to
			 Internet-facilitated human trafficking cases over the last 10 years. To the
			 extent possible, the statistics and trends should be broken down by Federal
			 department and agency handling each case.</text>
					</paragraph><paragraph id="HF40CE9E17CCA414FB3FF480A41C2D587"><enum>(2)</enum><text>Factors that
			 impact the prevalence of Internet-facilitated trafficking, such as geography,
			 season, and large events.</text>
					</paragraph><paragraph id="HE7B5F70E412E43C5BE4165CF5BE0C80C"><enum>(3)</enum><text>Specific
			 challenges faced by Federal departments and agencies in preventing
			 Internet-facilitated trafficking and prosecuting offenders.</text>
					</paragraph><paragraph id="H6A1DD85B58F648BB8D5FDEF65589E282"><enum>(4)</enum><text>Proposals to
			 assist the Federal Government to prevent Internet-facilitated human
			 trafficking. In drafting the proposals, the Senior Policy Operating Group
			 should examine—</text>
						<subparagraph id="H9E38CE11A3EB4395868CE00BF4C6D779"><enum>(A)</enum><text>adoption of
			 cutting-edge technology;</text>
						</subparagraph><subparagraph id="H75DEFBD4180A430C9D81026BAD9ECB90"><enum>(B)</enum><text>collaboration
			 between the private and public sectors;</text>
						</subparagraph><subparagraph id="H676D71BB2B1F4489A3EAABDCC69ABFF5"><enum>(C)</enum><text>enforcement of
			 current laws;</text>
						</subparagraph><subparagraph id="H0E7820B0F94D482E903AFBACD4226A53"><enum>(D)</enum><text>improved
			 information gathering and interdepartmental collaboration; and</text>
						</subparagraph><subparagraph id="H5C8CD1B12A8143009A282DC0D01BF98A"><enum>(E)</enum><text>development of new
			 laws and policies.</text>
						</subparagraph></paragraph></subsection><subsection id="H9077078F6C1F4F0CA47DE666771237FA"><enum>(c)</enum><header>Consultation</header><text display-inline="yes-display-inline">In preparing the report, the Senior Policy
			 Operating Group should consult with local law enforcement and private-sector
			 and non-profit agencies that have demonstrated a commitment to ending
			 Internet-facilitated human trafficking.</text>
				</subsection><subsection id="H69647C425F9C4482888E92E0A872C3C2"><enum>(d)</enum><header>Definitions</header><text>In
			 this section—</text>
					<paragraph id="H0B5D6D7D4BBA4169B53081E8755C18F7"><enum>(1)</enum><text>the term
			 <quote>Internet-facilitated human trafficking</quote> means the use of the
			 Internet to engage in severe forms of trafficking in persons;</text>
					</paragraph><paragraph id="H69F928D7F9B446CB8FE6B55FC4F9CC9C"><enum>(2)</enum><text>the term
			 <quote>Senior Policy Operating Group</quote> means the Senior Policy Operating
			 Group—</text>
						<subparagraph id="H5365F3D668024E75B71A84E97043F36E"><enum>(A)</enum><text>established under
			 section 105(f) of the Trafficking Victims Protection Act of 2000 (22 U.S.C.
			 7103(f)); and</text>
						</subparagraph><subparagraph id="HBFC4789D63A04D5289E71ABAFDA7050D"><enum>(B)</enum><text display-inline="yes-display-inline">chaired by the Ambassador-at-Large for

				Federal funds expended in direct benefits paid to individuals described in

				persons who have applied for, been granted, or been denied a visa or status

				provisions of law set forth in subparagraph (C), including the time between the
				receipt of an application and the issuance of a visa and work
				authorization;</text>
								</subparagraph><subparagraph id="HD0347491FB59484D961A090C51939CBB"><enum>(H)</enum><text>any efforts being
				taken to reduce the adjudication and processing time, while ensuring the safe
				and competent processing of the
				applications;</text>
								</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
						</paragraph><paragraph id="H57B6EE7A22DD4D2F96112AC5FDA3CACB"><enum>(3)</enum><text>in subparagraph

				undertaken by Federal agencies in cooperation with State, tribal, and local law
				enforcement officials to identify, investigate, and prosecute offenses under
				sections 1581, 1583, 1584, 1589, 1590, 1592, and 1594 of title 18, United
				States Code, or equivalent State offenses, including, in each fiscal
				year—</text>
									<clause id="H571A6768AC8849CB86FED10211347175"><enum>(i)</enum><text>the number, age,
				gender, country of origin, and citizenship status of victims identified for
				each offense;</text>
									</clause><clause id="H44B76050D835449CA94005848E43050C"><enum>(ii)</enum><text>the number of
				individuals charged, and the number of individuals convicted, under each
				offense;</text>
									</clause><clause id="H1C4C386B3C2B4C5CBAA9FEF2572325BE"><enum>(iii)</enum><text>the number of
				individuals referred for prosecution for State offenses, including offenses
				relating to the purchasing of commercial sex acts;</text>
									</clause><clause id="H395BA8B886E14AD6AB260980D9C5E187"><enum>(iv)</enum><text>the number of
				victims granted continued presence in the United States under section
				107(c)(3); and</text>
									</clause><clause id="H662DDF503EE34FDDBAD4F711183F4AC1"><enum>(v)</enum><text>the number of
				victims granted a visa or otherwise provided status under subparagraph (T)(i)
				or (U)(i) of section 101(a)(15) of the Immigration and Nationality Act (8
				U.S.C. 1101(a)(15)); and</text>
									</clause></subparagraph><subparagraph id="HAA7F06732B2D4044B07A0754229711B2"><enum>(R)</enum><text>the activities
				undertaken by the Department of Justice and the Department of Health and Human
				Services to meet the specific needs of minor victims of domestic trafficking,
				including actions taken pursuant to subsection (f) and section 202(a) of the
				Trafficking Victims Protection Reauthorization Act of 2005 (42 U.S.C.
				14044(a)), and the steps taken to increase cooperation among Federal agencies
				to ensure the effective and efficient use of programs for which the victims are
				eligible.</text>
								</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection><subsection id="H79CFFFBFDDC34FDE91DA2E0D99179988"><enum>(c)</enum><header>Report on
			 activities of government contractors and subcontractors</header><text display-inline="yes-display-inline">Section 105(d)(7) of the Trafficking
			 Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7103">22 U.S.C. 7103(d)(7)</external-xref>) is amended—</text>
						<paragraph id="H1DE1CB09326B469F9693FDC62866C79D"><enum>(1)</enum><text>in subparagraph
			 (M)(iii), as redesignated by subsection (b), by striking the semicolon at the
			 end and inserting the following:</text>
							<quoted-block display-inline="yes-display-inline" id="H59A0F8CBD2E44A0F98F04F461FBE64EE" style="OLC">
								<text>, including

						</paragraph><paragraph id="HA9C444EBDD024A1F8771C01DAD09438A"><enum>(2)</enum><text>in subparagraph

			 (b) of this section, is further amended—</text>

				with instances of trafficking, requests for continuation of presence under
				107(c)(A)(iii) and grants of the same;</text>
									</clause><clause id="HC306485E621E42B390D16AC372D1ACC4"><enum>(ii)</enum><text>a
				description of the data described in clause (i) classified by certain
				identifying information of each trafficking victim including sex, age,
				citizenship, and whether that individual was the victim of trafficking for
				purposes of labor or for commercial sex; and</text>
									</clause><clause id="HB6BEA2FAE22D4AF6ACD213871DEFEC5C"><enum>(iii)</enum><text>an outline of
				the content of any existing protocols of the human trafficking taskforce for
				reporting trafficking and points of entry into the criminal investigation and
				service provision
				collaboration.</text>
									</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection></section><section id="H0661A5F658D04B81A8EFF9A92A2C353A"><enum>202.</enum><header>Ensuring timely
			 response to requests for continued presence</header><text display-inline="no-display-inline">Section 107(c)(3)(A)(i) of the Trafficking
			 Victims Protection Act of 2000 (22 U.S.C. 7105 (c)(3)(A)(i)) is amended—</text>
					<paragraph id="H5CA56CDD416F4D25B2E6DE57A981B02A"><enum>(1)</enum><text>by inserting
			 <quote>or may be a victim of a severe form of trafficking</quote> before
			 <quote>and may be a potential witness</quote>; and</text>
					</paragraph><paragraph id="H58F6D180C55D411F9C07EBE96EFEF832"><enum>(2)</enum><text>by adding after
			 the period at the end the following: <quote>If a request for continued presence
			 is made to a Federal law enforcement official, such official shall respond to
			 the request not later than 15 days after the date on which such request was
			 made, stating whether the official has filed the application for continued
			 presence with the Secretary of Homeland Security and, if not, whether the
			 official expects to do so. Not later than one month after the date on which
			 such an application is filed, the Secretary of Homeland Security shall approve
			 or deny that application.</quote>.</text>
					</paragraph></section><section id="HD8247CBA5A5B49CD92FAFC6872C5BDDE"><enum>203.</enum><header>Report to
			 Congress</header><text display-inline="no-display-inline">Section 110(b) of the
			 Trafficking Victims Protection Act of 2000 (7107(b)) is amended by adding at
			 the end the following:</text>

				destroy, or, for a period of more than 48 hours, conceal, remove, confiscate,
				or possess, an actual or purported passport, other immigration, or personal
				identification document of another individual—</text>
									<paragraph id="HC3E0182D68DD4C7193308F0345B866A1"><enum>(1)</enum><text>in the course of a
				violation of section 1351 of this title or section 274 of the Immigration and
				Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1324">8 U.S.C. 1324</external-xref>);</text>
									</paragraph><paragraph id="H111810D20E964BDE914D07B1393473A0"><enum>(2)</enum><text>with intent to
				violate section 1351 of this title or section 274 of the Immigration and
				Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1324">8 U.S.C. 1324</external-xref>); or</text>
									</paragraph><paragraph id="H32A6BDD5527B497AB8F503EA0B4A7242"><enum>(3)</enum><text>in order to,
				without lawful authority, maintain, prevent, or restrict the labor of services

				violates subsection (a) shall be fined under this title, imprisoned for not

				obstructs, attempts to obstruct, or in any way interferes with or prevents the

			 other laws</header>

			 sex trafficking deterrence and victims support</header>
					<subsection id="HEA290C2D984C4A99A6F47F8E7E2A0559"><enum>(a)</enum><header>Sense of
			 Congress</header><text>It is the sense of the Congress that—</text>
						<paragraph id="H5C679BF1E55341659874117CB917C976"><enum>(1)</enum><text>the Attorney
			 General should implement changes to the National Crime Information Center
			 database to ensure that—</text>
							<subparagraph id="HAB020B4ABEC140BFA1DD6FA7E812D2BE"><enum>(A)</enum><text>a child entered
			 into the database will be automatically designated as an endangered juvenile if
			 the child has been reported missing not less than 3 times in a 1-year
			 period;</text>
							</subparagraph><subparagraph id="H858E0816B1D242BB8CD6C9BCA5BF7DEB"><enum>(B)</enum><text>the database is
			 programmed to cross-reference newly entered reports with historical records
			 already in the database; and</text>
							</subparagraph><subparagraph id="HF0D37D5FA575446091E16611FC1030E7"><enum>(C)</enum><text>the database is
			 programmed to include a visual cue on the record of a child designated as an
			 endangered juvenile to assist law enforcement officers in recognizing the child
			 and providing the child with appropriate care and services;</text>
							</subparagraph></paragraph><paragraph id="H18731948FF124B69A7ED270645C124CD"><enum>(2)</enum><text>funds awarded
			 under subpart 1 of part E of title I of the Omnibus Crime Control and Safe
			 Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3750">42 U.S.C. 3750 et seq.</external-xref>) (commonly known as Byrne Grants)
			 should be used to provide education, training, deterrence, and prevention
			 programs relating to sex trafficking of minors;</text>
						</paragraph><paragraph id="HD73A773DC00A438E9F26020B0C987F23"><enum>(3)</enum><text display-inline="yes-display-inline">States should—</text>
							<subparagraph id="H52C6014E26104B90882D2BBF4EC501A6"><enum>(A)</enum><text>treat minor
			 victims of sex trafficking as crime victims rather than as criminal defendants
			 or juvenile delinquents;</text>
							</subparagraph><subparagraph id="HD0435B091BEB457CA4DA6EB1D6F071E6"><enum>(B)</enum><text>adopt laws
			 that—</text>
								<clause id="HC2176C6EF32F46259C9905519609209F"><enum>(i)</enum><text>establish the
			 presumption that a child under the age of 18 who is charged with a prostitution
			 offense is a minor victim of sex trafficking;</text>
								</clause><clause id="H8EAACEC116A34D6BBA5B0E4D0320158A"><enum>(ii)</enum><text>avoid the
			 criminal charge of prostitution for such a child, and instead consider such a
			 child a victim of crime and provide the child with appropriate services and
			 treatment; and</text>
								</clause><clause id="H29CD8211ABD040F4AD9500A297FFCCAD"><enum>(iii)</enum><text display-inline="yes-display-inline">strengthen criminal provisions prohibiting
			 the purchasing of commercial sex acts, especially with minors; and</text>
								</clause></subparagraph><subparagraph commented="no" id="H75F95F3EC32C494BACCB8D58A8E7DE59"><enum>(C)</enum><text>amend State
			 statutes and regulations—</text>
								<clause commented="no" id="H58C4E5F0928A4C20ABE3ECAEB3BF4E1E"><enum>(i)</enum><text>relating to crime
			 victim compensation to make eligible for such compensation any individual who
			 is a victim of sex trafficking as defined in <external-xref legal-doc="usc" parsable-cite="usc/18/1591">section 1591(a)</external-xref> of title 18,
			 United States Code, or a comparable State law against commercial sexual
			 exploitation of children, and who would otherwise be ineligible for such
			 compensation due to participation in prostitution activities because the
			 individual is determined to have contributed to, consented to, benefitted from,
			 or otherwise participated as a party to the crime for which the individual is
			 claiming injury; and</text>
								</clause><clause commented="no" id="H7D30BABADF2B44E7B347703689AF2ACE"><enum>(ii)</enum><text>relating to law
			 enforcement reporting requirements to provide for exceptions to such
			 requirements for victims of sex trafficking in the same manner as exceptions
			 are provided to victims of domestic violence or related crimes; and</text>
								</clause></subparagraph></paragraph><paragraph id="H339DD0FBAE564AB0BE5AF7663B86DC9B"><enum>(4)</enum><text display-inline="yes-display-inline">demand for commercial sex with sex
			 trafficking victims must be deterred through consistent enforcement of criminal
			 laws against purchasing commercial sex.</text>
						</paragraph></subsection><subsection id="H75C50A8807F74931A076DAE0D58720DB"><enum>(b)</enum><header>In
			 general</header><text>Section 202 of the Trafficking Victims Protection
			 Reauthorization Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/14044a">42 U.S.C. 14044a</external-xref>) is amended to read as
			 follows:</text>
						<quoted-block display-inline="no-display-inline" id="H6B498EA992FD4647AC34F30AECB4E5F0" style="OLC">
							<section id="H444BDCF41478481E89B59CE6EF8A400E"><enum>202.</enum><header>Establishment
				of a grant program to develop, expand, and strengthen assistance programs for
				certain persons subject to trafficking</header>
								<subsection id="H7EE629E6BB7542FFA708192C502A7F3E"><enum>(a)</enum><header>Definitions</header><text>In
				this section—</text>
									<paragraph id="HE85392E7580F44598D5CF4A8759B59A8"><enum>(1)</enum><text>the term
				<term>Assistant Attorney General</term> means the Assistant Attorney General
				for the Office of Justice Programs of the Department of Justice;</text>
									</paragraph><paragraph id="H86214117FDB64EEDADF51A7387C0D31F"><enum>(2)</enum><text>the term
				<term>eligible entity</term> means a State or unit of local government
				that—</text>
										<subparagraph id="HE8DB4CAC41C243298AF58DFBCC858038"><enum>(A)</enum><text>has significant
				criminal activity involving sex trafficking of minors;</text>
										</subparagraph><subparagraph id="H955DBD238E68400D857273E7F927F545"><enum>(B)</enum><text>has demonstrated
				cooperation between State and local law enforcement agencies, prosecutors, and
				social service providers in addressing sex trafficking of minors;</text>
										</subparagraph><subparagraph id="H8A0A76EBE7944922AEA8E938581109E9"><enum>(C)</enum><text>has developed a
				workable, multi-disciplinary plan to combat sex trafficking of minors,
				including—</text>
											<clause id="HC7E5DE6ECE4D4980904E3F87EBEA795D"><enum>(i)</enum><text display-inline="yes-display-inline">the establishment of a shelter for minor
				victims of sex trafficking, through existing or new facilities;</text>
											</clause><clause commented="no" id="H24FACAA2A9E44AE488B4E8E089A771EC"><enum>(ii)</enum><text display-inline="yes-display-inline">the provision of rehabilitative care to
				minor victims of sex trafficking;</text>
											</clause><clause id="HB9A7413177C641B2BF6F484CA4229C49"><enum>(iii)</enum><text>the provision of
				specialized training for law enforcement officers and social service providers
				for all forms of sex trafficking, with a focus on sex trafficking of
				minors;</text>
											</clause><clause id="H3404CCF5DE624861921800EB905E0DD9"><enum>(iv)</enum><text>prevention,
				deterrence, and prosecution of offenses involving sex trafficking of
				minors;</text>
											</clause><clause id="H3096A757829B4542AF18595305B2BA45"><enum>(v)</enum><text display-inline="yes-display-inline">cooperation or referral agreements with
				organizations providing outreach or other related services to runaway and
				homeless youth; and</text>
											</clause><clause commented="no" id="H563ED060A3644B149F3F7FE3EA8D7434"><enum>(vi)</enum><text display-inline="yes-display-inline">law enforcement protocols or procedures to
				screen all individuals arrested for prostitution, whether adult or minor, for
				victimization by sex trafficking and by other crimes, such as sexual assault
				and domestic violence;</text>
											</clause></subparagraph><subparagraph id="H26D91CAF6D144A6AAEB2E7ECB23C7205"><enum>(D)</enum><text display-inline="yes-display-inline">has a victim certification process for
				eligibility and access to State-administered medical care to ensure that minor
				victims of sex trafficking who are not eligible for interim assistance under
				section 107(b)(1)(F) of the Trafficking Victims Protection Act of 2000 (22
				U.S.C. 7105(b)(1)(F)) are granted eligibility for, and have access to,
				State-administered medical care immediately upon certification as such a
				victim, or as soon as practicable thereafter but not later than the period
				determined by the Assistant Attorney General in consultation with the Assistant
				Secretary for Children and Families of the Department of Health and Human
				Services; and</text>
										</subparagraph><subparagraph id="HBF0D0132DADD4D0AB83BA0451CD852CD"><enum>(E)</enum><text display-inline="yes-display-inline">provides an assurance that, under the plan
				under
				<internal-xref idref="H8A0A76EBE7944922AEA8E938581109E9" legis-path="4.(a)(3)(C)">subparagraph (C)</internal-xref>, a minor victim of
				sex trafficking shall not be required to collaborate with law enforcement to
				have access to any shelter or services provided with a grant under this
				section;</text>
										</subparagraph></paragraph><paragraph commented="no" id="HA6F11F82E47E4D21B97042AE9C8B7AD6"><enum>(3)</enum><text>the term
				<term>minor victim of sex trafficking</term> means an individual who is—</text>
										<subparagraph commented="no" id="H3FE853BD20FC4B03AE2197EE18CCEB55"><enum>(A)</enum><text>under the age of
				18 years old, and is a victim of an offense described in section 1591(a) of
				title 18, United States Code, or a comparable State law; or</text>
										</subparagraph><subparagraph commented="no" id="H2FF2F17961B44EDD9079CA21F106A18D"><enum>(B)</enum><text>at least 18 years
				old but not more than 20 years old, and who, on the day before the individual
				attained 18 years of age, was described in
				<internal-xref idref="H3FE853BD20FC4B03AE2197EE18CCEB55" legis-path="4.(a)(3)(A)">subparagraph (A)</internal-xref> and was receiving
				shelter or services as a minor victim of sex trafficking;</text>
										</subparagraph></paragraph><paragraph id="HD3812B228BEA4EF0896DC4886564C43F"><enum>(4)</enum><text>the term
				<term>qualified non-governmental organization</term> means an organization
				that—</text>
										<subparagraph id="H113DA1BB3469470CB18B25F8C641561A"><enum>(A)</enum><text>is not a State or
				unit of local government, or an agency of a State or unit of local
				government;</text>
										</subparagraph><subparagraph id="HBDFF99D2DE2D4241BBA3E2B1FFF1B5BC"><enum>(B)</enum><text display-inline="yes-display-inline">has demonstrated experience providing
				services described in paragraph (3)(B) to victims of sex trafficking or related
				populations (such as runaway and homeless youth), or employs staff specialized
				in the treatment of sex trafficking victims; and</text>
										</subparagraph><subparagraph id="H811CB22F6DB44A36A1B1762BB536D720"><enum>(C)</enum><text>demonstrates a
				plan to sustain the provision of services beyond the period of a grant awarded
				under this section; and</text>
										</subparagraph></paragraph><paragraph commented="no" id="H5ABBFB1EA0164E409E7226CDBBDDE804"><enum>(5)</enum><text display-inline="yes-display-inline">the term <term>sex trafficking of a
				minor</term> means an offense described in subsection (a) of section 1591 of
				title 18, United States Code, the victim of which is a minor.</text>
									</paragraph></subsection><subsection id="HC2E4F6A75A8140A59FD8F8B15BBFE57D"><enum>(b)</enum><header>Grants
				authorized</header>
									<paragraph id="H3F881FE94E1C4D6E9EE345579BCECE3E"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Assistant
				Attorney General, in consultation with the Assistant Secretary for Children and
				Families of the Department of Health and Human Services, is authorized to award
				block grants to not more than 6 eligible entities in different regions of the
				United States to combat sex trafficking, and not fewer than 1 of the block
				grants shall be awarded to an eligible entity with a State population of less
				than 5,000,000.</text>
									</paragraph><paragraph id="H3EF7B60B1A5545DD8F1FECA720815B83"><enum>(2)</enum><header>Grant
				amount</header><text>Subject to the availability of appropriations under
				<internal-xref idref="HD8931BC7C57A4700BF8D897B9E2D1941" legis-path="4.(f)(1)">subsection (f)</internal-xref> to carry out this
				subsection, each grant awarded under this subsection shall be for an amount not
				less than $1,500,000 and not greater than $2,000,000.</text>
									</paragraph><paragraph id="H4A29DB11A6F740A8B53105212EC48719"><enum>(3)</enum><header>Duration</header>
										<subparagraph id="H81A6B75131C04543BB44097A4F3E7113"><enum>(A)</enum><header>In
				general</header><text>A grant awarded under this section shall be for a period
				of 1 year.</text>
										</subparagraph><subparagraph id="H3917373A204A414CA147E285001D92BC"><enum>(B)</enum><header>Renewal</header>
											<clause id="H1607A3888BB94907B89F336DE2CAE324"><enum>(i)</enum><header>In
				general</header><text>The Assistant Attorney General may renew a grant under
				this section for two 1-year periods.</text>
											</clause><clause id="HE422BF8BC41E433B9F7AD070190012E7"><enum>(ii)</enum><header>Priority</header><text>In
				awarding grants in any fiscal year after the first fiscal year in which grants
				are awarded under this section, the Assistant Attorney General shall give
				priority to applicants that received a grant in the preceding fiscal year and
				are eligible for renewal under this subparagraph, taking into account any
				evaluation of such applicant conducted pursuant to
				<internal-xref idref="HA0177D741AE64E9B88AFE36C97BC68EC" legis-path="4.(e)">subsection (e)</internal-xref>, if available.</text>
											</clause></subparagraph></paragraph><paragraph id="HA4E9FEF41326407CA563E938B2DB6653"><enum>(4)</enum><header>Consultation</header><text display-inline="yes-display-inline">In carrying out this subsection,
				consultation by the Assistant Attorney General with the Assistant Secretary for
				Children and Families of the Department of Health and Human Services shall
				include consultation with respect to grantee evaluations, the avoidance of
				unintentional duplication of grants, and any other areas of shared
				concern.</text>
									</paragraph></subsection><subsection id="H37A85E97E3F442FC9FB417DB1BF207DA"><enum>(c)</enum><header>Use of
				funds</header>
									<paragraph id="HC9E84DF9FA084CDD81FA4EDFFAF4A6FA"><enum>(1)</enum><header>Allocation</header><text>For
				each grant awarded under
				<internal-xref idref="HC2E4F6A75A8140A59FD8F8B15BBFE57D" legis-path="4.(b)">subsection (b)</internal-xref>—</text>
										<subparagraph id="HB2DEC8CAAFC84C68AB4F132A0F107B69"><enum>(A)</enum><text display-inline="yes-display-inline">not less than 50 percent of the funds shall
				be used by the eligible entity to provide shelter and services (as described in
				subparagraphs (A) through (D) of
				<internal-xref idref="H90B3983A20C14BDF82DE00E84710871C" legis-path="4.(c)(2)">paragraph (2)</internal-xref>) to minor victims of sex
				trafficking through qualified nongovernmental organizations; and</text>
										</subparagraph><subparagraph id="HB92AF91AC4A042C6BDCA7294FC6D685C"><enum>(B)</enum><text>not less than 10
				percent of the funds shall be awarded by the eligible entity to one or more
				qualified nongovernmental organizations with annual revenues of less than
				$750,000, to provide services to minor victims of sex trafficking or training
				for service providers related to sex trafficking of minors.</text>
										</subparagraph></paragraph><paragraph id="H90B3983A20C14BDF82DE00E84710871C"><enum>(2)</enum><header>Authorized
				activities</header><text>Grants awarded pursuant to
				<internal-xref idref="HC2E4F6A75A8140A59FD8F8B15BBFE57D" legis-path="4.(b)">subsection (b)</internal-xref> may be used for—</text>
										<subparagraph id="HC76CBBC1EA6F4FF98B23FD614F4B2C2A"><enum>(A)</enum><text>providing shelter
				to minor victims of trafficking, including temporary or long-term placement as
				appropriate;</text>
										</subparagraph><subparagraph id="H0512DBE11A2D4618888FC5AC01D8E05A"><enum>(B)</enum><text>providing 24-hour
				emergency social services response for minor victims of sex trafficking;</text>
										</subparagraph><subparagraph id="HC9F58C1B4ECE4CD1BDE47B7FA8C3B3C4"><enum>(C)</enum><text>providing minor
				victims of sex trafficking with clothing and other daily necessities needed to
				keep such victims from returning to living on the street;</text>
										</subparagraph><subparagraph id="HE3751BC154834EC780CC6B1E6F4AE1F8"><enum>(D)</enum><text display-inline="yes-display-inline">case management services for minor victims
				of sex trafficking;</text>
										</subparagraph><subparagraph id="HEE737D902C9640DBB498B0BCEEDFEA04"><enum>(E)</enum><text>mental health
				counseling for minor victims of sex trafficking, including specialized
				counseling and substance abuse treatment;</text>
										</subparagraph><subparagraph id="H9B3692513F1B4C5C880BD372A2B597C0"><enum>(F)</enum><text>legal services for
				minor victims of sex trafficking;</text>
										</subparagraph><subparagraph id="H8B3B0C63B46443B1B6EE11968C67F12B"><enum>(G)</enum><text>specialized
				training for law enforcement personnel and social service providers, specific
				to issues related to sex trafficking, including sex trafficking of
				minors;</text>
										</subparagraph><subparagraph id="H682EBB371E3043DBBE204CB94EF66F23"><enum>(H)</enum><text>funding salaries,
				in whole or in part, for law enforcement officers, including patrol officers,
				detectives, and investigators, except that the percentage of the salary of the
				law enforcement officer paid for by funds from a grant awarded under
				<internal-xref idref="HC2E4F6A75A8140A59FD8F8B15BBFE57D" legis-path="4.(b)">subsection (b)</internal-xref> shall not be more than the
				percentage of the officer’s time on duty that is dedicated to working on cases
				involving sex trafficking of minors;</text>
										</subparagraph><subparagraph id="H359961384EDC4F89A7B7CD898BD1DE28"><enum>(I)</enum><text>funding salaries
				for State and local prosecutors, including assisting in paying trial expenses
				for prosecution of sex trafficking offenders;</text>
										</subparagraph><subparagraph id="H9A106F654AA041C686FF409D345F2DE4"><enum>(J)</enum><text>investigation
				expenses for cases involving sex trafficking of minors, including—</text>
											<clause id="H8524EF80DA534A67A8FC24AB6391300B"><enum>(i)</enum><text>wire taps;</text>
											</clause><clause id="H32EE910D25AE4C1890C566D6E4187122"><enum>(ii)</enum><text>consultants with
				expertise specific to cases involving sex trafficking of minors;</text>
											</clause><clause id="H5A8B7AE2229A4BA59D09E74925861BC9"><enum>(iii)</enum><text>travel;
				and</text>
											</clause><clause id="H88BB1FE077DD46A682D65C87CE7D9ADA"><enum>(iv)</enum><text>any other
				technical assistance expenditures;</text>
											</clause></subparagraph><subparagraph id="HA0DDCA27B47342139A6270FE94D65A47"><enum>(K)</enum><text display-inline="yes-display-inline">outreach and education programs to provide
				information about deterrence and prevention of sex trafficking of minors;
				and</text>
										</subparagraph><subparagraph id="H20B7C2FC9A7E4BE09B9E7F3C0309132E"><enum>(L)</enum><text>start up costs for
				self-sustaining programs to provide treatment to individuals charged or cited
				with purchasing or attempting to purchase sex acts in cases where—</text>
											<clause id="HBA78028E160B464DBC08A24760BF7501"><enum>(i)</enum><text>a
				treatment program can be mandated as a condition of a sentence, fine, suspended
				sentence, or probation, or is an appropriate alternative to criminal
				prosecution; and</text>
											</clause><clause id="H5B66C21179D9411FB128697F64F015FA"><enum>(ii)</enum><text>the individual
				was not charged with purchasing or attempting to purchase sex acts with a
				minor.</text>
											</clause></subparagraph></paragraph><paragraph id="HEA00C6CB11E842129738A26A16E5F7B0"><enum>(3)</enum><header>Prohibited
				activities</header><text display-inline="yes-display-inline">Grants awarded
				pursuant to
				<internal-xref idref="HC2E4F6A75A8140A59FD8F8B15BBFE57D" legis-path="4.(b)">paragraph (2)</internal-xref> shall not be used for medical
				care (as defined in section 2791(a)(2) of the Public Health Service Act (42
				U.S.C. 300gg–91)), except that grants may be used for mental health counseling
				as authorized under
				<internal-xref idref="HEE737D902C9640DBB498B0BCEEDFEA04" legis-path="4.(c)(2)(E)">paragraph (2)(E)</internal-xref>.</text>
									</paragraph></subsection><subsection id="H63176B4BB25B45869C090DEC2A3465F4"><enum>(d)</enum><header>Application</header>
									<paragraph id="H10B676DD02274CA5A1764A3956F21C43"><enum>(1)</enum><header>In
				general</header><text>Each eligible entity desiring a grant under this Act
				shall submit an application to the Assistant Attorney General at such time, in
				such manner, and accompanied by such information as the Assistant Attorney
				General may reasonably require.</text>
									</paragraph><paragraph id="HE8B9FA6EF4D2453A8C428889AF7CCCD7"><enum>(2)</enum><header>Contents</header><text>Each
				application submitted pursuant to
				<internal-xref idref="H10B676DD02274CA5A1764A3956F21C43" legis-path="4.(d)(1)">paragraph (1)</internal-xref> shall—</text>
										<subparagraph id="H716A8562D2BC40B28214AC428B3DEFC2"><enum>(A)</enum><text>describe the
				activities for which assistance under this section is sought; and</text>
										</subparagraph><subparagraph id="HE328DB37C4784B53A62DC578C67207C1"><enum>(B)</enum><text>provide such
				additional assurances as the Assistant Attorney General determines to be
				essential to ensure compliance with the requirements of this Act.</text>
										</subparagraph></paragraph></subsection><subsection id="HA0177D741AE64E9B88AFE36C97BC68EC"><enum>(e)</enum><header>Evaluation</header><text>The
				Assistant Attorney General shall, in consultation with the Comptroller General
				of the United States, enter into a contract with an academic or non-profit
				organization that has experience in issues related to sex trafficking of minors
				and evaluation of grant programs to conduct an annual evaluation of grants made
				under this section to determine the impact and effectiveness of programs funded
				with grants awarded under
				<internal-xref idref="HC2E4F6A75A8140A59FD8F8B15BBFE57D" legis-path="4.(b)">subsection (b)</internal-xref>.</text>
								</subsection><subsection id="H2FE285A70E9842CD9F0A12A6C7C6380D"><enum>(f)</enum><header>Authorization of
				Appropriations</header><text>For each of the fiscal years 2014 through 2017,
				there are authorized to be appropriated $8,000,000 to the Attorney General to
				carry out the provisions of this
				section.</text>
								</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection id="H6CA64CE85C9E487A9761C7A97643C559"><enum>(c)</enum><header>Reporting
			 requirements</header>
						<paragraph id="HF0DB1F40516249309B3319846957C9FA"><enum>(1)</enum><header>Reporting
			 requirement for State child welfare agencies</header>
							<subparagraph id="H882E8E40528C47C4987601FCAC98CD50"><enum>(A)</enum><header>Requirement for
			 State child welfare agencies to report children missing or
			 abducted</header><text>Section 471(a) of the Social Security Act (42 U.S.C.
			 671(a)) is amended—</text>
								<clause id="HA84E04A163424F1B97B5B7C816862E2C"><enum>(i)</enum><text>in
			 paragraph (32), by striking <quote>and</quote> after the semicolon;</text>
								</clause><clause id="HFF679777C4924725A6CBBB3F9BA198EE"><enum>(ii)</enum><text>in
			 paragraph (33), by striking the period and inserting <quote>; and</quote>;
			 and</text>
								</clause><clause id="H0F036BA3D4C241B3BDEF2994205B3FAB"><enum>(iii)</enum><text>by
			 inserting after paragraph (33) the following:</text>
									<quoted-block display-inline="no-display-inline" id="H2D55A96908444D68A25B8C1C518F437B" style="OLC">
										<paragraph id="HD47BFD01A2F14888B3927CA898F61F8D"><enum>(34)</enum><text display-inline="yes-display-inline">provides that the State has in effect
				procedures that require the State agency to promptly report information on
				missing or abducted children to the law enforcement authorities for entry into
				the National Crime Information Center (NCIC) database of the Federal Bureau of
				Investigation, established pursuant to <external-xref legal-doc="usc" parsable-cite="usc/28/534">section 534</external-xref> of title 28, United States
				Code.</text>
										</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
								</clause></subparagraph><subparagraph id="HE46E64D53CFF489DA56AFE43B01E9B24"><enum>(B)</enum><header>Regulations</header><text>The
			 Secretary of Health and Human Services shall promulgate regulations
			 implementing the amendments made by
			 <internal-xref idref="H882E8E40528C47C4987601FCAC98CD50" legis-path="5.(a)(1)">subparagraph (A)</internal-xref>. The regulations
			 promulgated under this subsection shall include provisions to withhold Federal
			 funds from any State that fails to substantially comply with the requirement
			 imposed under the amendments made by
			 <internal-xref idref="H882E8E40528C47C4987601FCAC98CD50" legis-path="5.(a)(1)">subparagraph (A)</internal-xref>.</text>
							</subparagraph><subparagraph id="HEC5B967BCD45480CA08F4C810E8368F1"><enum>(C)</enum><header>Effective
			 date</header><text>The amendment made by
			 <internal-xref idref="H882E8E40528C47C4987601FCAC98CD50" legis-path="5.(a)(1)">subparagraph (A)</internal-xref> shall take effect on the
			 date that is 6 months after the date of the enactment of this Act, without
			 regard to whether final regulations required under
			 <internal-xref idref="HE46E64D53CFF489DA56AFE43B01E9B24" legis-path="5.(a)(2)">subparagraph (B)</internal-xref> have been
			 promulgated.</text>

			 end the following: <quote>In the course of building or remodeling existing
			 immigration facilities, consideration should be given to including separate
			 child-friendly space conducive to disclosing information relating to human
			 trafficking or exploitation.</quote>.</text>
							</subparagraph></paragraph><paragraph id="H7A998201303F4CC6931CE042B0F754E8"><enum>(3)</enum><text display-inline="yes-display-inline">Section 235(a)(5) of the William
			 Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (8
			 U.S.C. 1232(a)(5)) is amended by adding at the end the following:</text>

				Reauthorization Act of 2011, and annually thereafter, the Secretary of Homeland
				Security, in consultation with the Secretary of Health and Human Services and
				Secretary of State, shall report to Congress the following:</text>
									<clause id="H55A12D942E5C4A5689693B4DE346D999"><enum>(i)</enum><text>The number of
				alien children encountered by U.S. Customs and Border Protection.</text>
									</clause><clause id="H3C9EE2F22DC4490A8CED63685CE2D097"><enum>(ii)</enum><text>The number of
				alien children screened for severe forms of human trafficking.</text>
									</clause><clause id="H457A029DDAFE423D8081889803BB31E3"><enum>(iii)</enum><text>Whether the
				screening was conducted by an individual with expertise in child
				welfare.</text>
									</clause><clause id="H5F898F38A7D542E5B5FC67FC6250B231"><enum>(iv)</enum><text>How many of these
				children were repatriated and how many were diverted into
				services.</text>
									</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection><subsection id="H9C1E5BC18F6E492A84306B813FA224C8"><enum>(b)</enum><header>Combating Child
			 Trafficking and Exploitation in the United States</header><text>Section
			 235(b)(2) of the William Wilberforce Trafficking Victims Protection
			 Reauthorization Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/8/1232">8 U.S.C. 1232(b)(2)</external-xref>) is amended by striking
			 <quote>within 48 hours</quote> and inserting <quote>within 24
			 hours</quote>.</text>
					</subsection><subsection commented="no" id="H46A50B9A0CFC44CBB3C1EB5CD7D9BD47"><enum>(c)</enum><header>Providing safe
			 and secure placements for children</header>
						<paragraph id="H51FB84B4F7F247EEB8900C6AECF770BA"><enum>(1)</enum><text>Section 235(c)(2)
			 of the William Wilberforce Trafficking Victims Protection Reauthorization Act
			 of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/8/1232">8 U.S.C. 1232(c)(2)</external-xref>) is amended by adding at the end the following:
			 <quote>The Secretary of Homeland Security shall either release, pursuant to the
			 Secretary’s sole discretion, or place in the least restrictive setting an alien
			 who—</quote></text>
							<quoted-block display-inline="no-display-inline" id="H2C7AC47BDB234D14A8BCC9A64EEE4C77" style="OLC">
								<subparagraph id="H58FEC9BD32D74677A41ABAFC724C2393"><enum>(A)</enum><text display-inline="yes-display-inline">has been placed under this paragraph as a

								</subparagraph><subparagraph id="HDA79262F6E5C4445840FE46BFE06568C"><enum>(B)</enum><text>has demonstrated
				that he or she is not a danger to the community or a flight risk; and</text>
								</subparagraph><subparagraph id="HE19A41BB58D84EB1A37660969F952144"><enum>(C)</enum><text>has become
				ineligible, by reason of age, for placement as a
				child.</text>
								</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph><paragraph id="HE222383FD9704490AB57CE22EDC70570"><enum>(2)</enum><text display-inline="yes-display-inline">Section 235(c)(3)(B) of the William
			 Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (8
			 U.S.C. 1232(c)(3)(B)) is amended by striking <quote>shall conduct follow-up
			 services</quote> and all that follows through <quote>for whom a home study was
			 conducted</quote> and inserting the following: <quote>shall provide at least 1
			 visit for follow-up services on all children not later than 45 days after
			 placement,</quote>.</text>
						</paragraph></subsection></section><section commented="no" id="HF779547B04A84CDD9F9A004BE3497C02"><enum>223.</enum><header>Improving local
			 efforts to combat trafficking and sexual exploitation of children</header><text display-inline="no-display-inline">Section 471(a) of the Social Security Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/671">42 U.S.C. 671(a)</external-xref>) is amended—</text>
					<paragraph id="HE0B6419849D4452EB2223005785CB7A3"><enum>(1)</enum><text>in paragraph (32),
			 by striking <quote>and</quote> at the end;</text>
					</paragraph><paragraph id="H14A42856F6D740D89C77F09A038F967B"><enum>(2)</enum><text>in paragraph (33),
			 by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>

				measures and victim assistance related to the human trafficking and commercial
				sexual exploitation of foreign, United States citizen and legal resident

								<subparagraph id="H43946600100F4553A45FDD497A16AF3E"><enum>(A)</enum><text>collaborations
				with local and State agencies and non-profit organizations to identify and care
				for children believed or confirmed to be, or at-risk of becoming victims of a
				severe form of human trafficking;</text>
								</subparagraph><subparagraph id="H23E26BAAF7744ABEB7DBFCECB308243E"><enum>(B)</enum><text>training for the
				child welfare employees who are likely to come into contact with child victims
				of human trafficking;</text>
								</subparagraph><subparagraph id="H2509D6A028EF4EF09210E5013CCB5D2E"><enum>(C)</enum><text>jurisdictional
				limits and other issues that hinder State child welfare response to aid child
				victims of human trafficking;</text>
								</subparagraph><subparagraph id="H846D8616E4F44F91A03E05AC49D7942B"><enum>(D)</enum><text>data collection
				regarding children identified by child welfare services as victims of
				trafficking and, if known, relationship to exploiter; and</text>
								</subparagraph><subparagraph id="H5FF3C27E8FE04707AFD47AA86AF279F2"><enum>(E)</enum><text>prevention
				education to families and at-risk children, including runaway and homeless
				youth, regarding human trafficking and commercial sexual
				exploitation.</text>
								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></section><section id="H60F0C16851AF444B9D326D8E1DE10A1E"><enum>224.</enum><header>Efforts to
			 publicize the National Human Trafficking Resource Center hotline</header>
					<subsection id="H061DB8FD627440F4BC16462A29B67403"><enum>(a)</enum><header>Task force
			 activities</header><text>Section 105(d)(6) of the Trafficking Victims
			 Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7103">22 U.S.C. 7103(d)(6)</external-xref>) is amended by inserting <quote>,
			 and make reasonable efforts to distribute information to enable all relevant
			 Federal Government agencies to publicize the National Human Trafficking
			 Resource Center Hotline on their websites, in all headquarters offices, and in
			 all field offices throughout the United States</quote> before the period at the
			 end.</text>
					</subsection><subsection id="H01084668D80C415B8802D2B9C9BBB53A"><enum>(b)</enum><header>Grantee hotline
			 information</header><text display-inline="yes-display-inline">The Attorney
			 General shall consult with the Secretary of Health and Human Services to make
			 reasonable efforts to distribute information to enable grantees under section
			 107(b) of the Trafficking Victims Protection Act of 2000 to publicize the
			 National Human Trafficking Resource Center hotline on their Web sites, within
			 the program’s headquarters as well as field offices across the United
			 States.</text>
					</subsection><subsection id="H0D2EB7E45E324BAC90A969E7DD65DAB2"><enum>(c)</enum><header>Hotline
			 information</header>
						<paragraph id="HD71450D991554722A8C85FDF390DAC95"><enum>(1)</enum><header>In
			 general</header><text>The Secretary of Health and Human Services, in
			 coordination with the Attorney General, shall make reasonable efforts to
			 encourage States to adopt legislation to raise public awareness of the National
			 Human Trafficking Resource Center hotline in every mandated establishment where
			 victims of human trafficking may possibly work or visit.</text>
						</paragraph><paragraph id="H0F192278246B4783876501928440ADB3"><enum>(2)</enum><header>Posting of model
			 hotline information</header><text display-inline="yes-display-inline">The
			 legislation described in paragraph (1) should include a requirement that
			 information relating to the National Human Trafficking Resource Center hotline
			 be posted in accordance with the following specifications:</text>
							<subparagraph id="HBB7FECB6FEFB443BAD54C6D64B820FAF"><enum>(A)</enum><header>Poster
			 location</header><text display-inline="yes-display-inline">The poster should be
			 publicly displayed in a conspicuous place near the entrance of mandated
			 establishments or where such posters and notices are customarily posted in such
			 establishments.</text>
							</subparagraph><subparagraph id="HBBEC59F25E0B444696ED630744414CED"><enum>(B)</enum><header>Poster
			 specifications</header><text display-inline="yes-display-inline">The poster
			 should be no smaller than 8½ by 11 inches in size and state the following:
			 <quote>If you or someone you know is being forced to engage in any activity and
			 cannot leave—whether it is commercial sex, housework, farm work, or any other
			 activity—call the National Human Trafficking Resource Center Hotline at
			 1–888–373–7888 to access help and services. Victims of human trafficking are
			 protected under United States and State law. The Hotline is: Available 24 hours
			 a day, 7 days a week. Toll-free. Operated by a non-profit, nongovernmental
			 organization. Anonymous &amp; Confidential. Accessible in 170 languages. Able
			 to provide help, referral to services, training, and general
			 information.</quote>.</text>
							</subparagraph><subparagraph id="H69FC97C5C46141739C92F4E5944B1288"><enum>(C)</enum><header>Languages</header><text display-inline="yes-display-inline">The poster should be printed in English,
			 Spanish, and any other languages required by the Voting Rights Act in the
			 county in which the poster will be posted.</text>
							</subparagraph><subparagraph id="HF3738CC0C1DF4577807ABB5FFC8ED435"><enum>(D)</enum><header>Notice</header><text display-inline="yes-display-inline">The licensing authority should provide each
			 mandated establishment with notice of this section and with the required poster
			 upon licensing and should place the poster on its public Web site for mandated
			 establishments to print as needed.</text>
							</subparagraph></paragraph><paragraph id="H678644C5D45C4448AA04FE2E943AEC13"><enum>(3)</enum><header>Definition of
			 Mandated Establishment</header><text display-inline="yes-display-inline">For
			 purposes of this section, a <term>mandated establishment</term> means—</text>
							<subparagraph id="H4A6AB44B893E42DAA15C9072FE5E19F1"><enum>(A)</enum><text>a massage parlor,
			 spa, or other similar establishment;</text>
							</subparagraph><subparagraph id="H0E7A026B40BB4CFD99E07E3FFCD63AE4"><enum>(B)</enum><text>an establishment
			 that receives a liquor license;</text>
							</subparagraph><subparagraph id="HB600512E3AF54605A13162674A05974F"><enum>(C)</enum><text>a strip club or
			 other sexually oriented business;</text>
							</subparagraph><subparagraph id="H8C6220D84EBE474E94A8434E2EB9E0A3"><enum>(D)</enum><text>a
			 restaurant;</text>

							<clause id="H29684F61C1064368812E79C42A146C3A"><enum>(i)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (A) through
			 (C) as paragraphs (1) through (3), respectively;</text>
							</clause><clause id="H267F62932E904209B3BCA7F59025EFA0"><enum>(ii)</enum><text display-inline="yes-display-inline">in paragraph (1) (as redesignated), by
			 striking <quote>fiscal years 2008 through 2011</quote> and inserting
			 <quote>fiscal years 2014 through 2017</quote>; and</text>
							</clause><clause id="HC8034D6DA372420792B3A5F9C9E3D45F"><enum>(iii)</enum><text>in
			 paragraph (3) (as redesignated), by striking <quote>Attorney General</quote>
			 and all that follows and inserting <quote>Attorney General $7,000,000 for each

						</subparagraph></paragraph></subsection></section><section id="H921781692A49479FA39D1CC04B632E4D"><enum>302.</enum><header>Trafficking
			 Victims Protection Reauthorization Act of 2005</header><text display-inline="no-display-inline">Section 204(d) of the Trafficking Victims
			 Protection Reauthorization Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/14044c">42 U.S.C. 14044c(d)</external-xref>) is amended by
			 striking <quote>$20,000,000 for each of the fiscal years 2008 through
			 2011</quote> and inserting <quote>$10,000,000 for each of the fiscal years 2014
			 through 2017</quote>.</text>
			</section><section id="H42AEF456250B4C9CB6042015ECF3909F"><enum>303.</enum><header>Eligibility for
			 assistance</header>
				<subsection id="HAC0DC9433CA64F7B82BD5B5ECE126A5C"><enum>(a)</enum><header>Prohibition
			 against discrimination</header>
					<paragraph id="H15C816F5A526460E8D60D2322ADB1CA3"><enum>(1)</enum><header>In
			 general</header><text>An organization, including a faith-based organization,
			 that is otherwise eligible to receive assistance under any provision of law
			 referenced in subsection (d) shall not be—</text>
						<subparagraph id="H7063228E086248A9B1D626A98742154D"><enum>(A)</enum><text>required, as a
			 condition of receiving such assistance, to endorse, utilize, provide, make a
			 referral to, become integrated with, or otherwise participate in any program,
			 project, or activity to which the organization has a religious or moral
			 objection; or</text>
						</subparagraph><subparagraph id="H0E563357515D4351B8F736C6B9B424F4"><enum>(B)</enum><text>discriminated
			 against in the solicitation or issuance of grants, contracts, cooperative
			 agreements, or other Federal funding under any provision of law referenced in
			 subsection (d) for refusing to meet any requirements described in subparagraph
			 (A).</text>
						</subparagraph></paragraph><paragraph id="HD7DDA2C28CF147959A88EFC0F62F0FB0"><enum>(2)</enum><header>Rule of
			 construction</header><text>Nothing in this subsection shall be construed to
			 prohibit the Federal Government from making alternative arrangements for any
			 program, project, or activity to which an organization has a moral or religious
			 objection, if such arrangements—</text>
						<subparagraph id="HBC07A99B75614E0E97F98A9C018D8C17"><enum>(A)</enum><text>do not violate the
			 provisions of paragraph (1); and</text>
						</subparagraph><subparagraph id="H0D29B3EDEA3249518E77F7DB0A7B6AFB"><enum>(B)</enum><text>are not made for
			 any program, project, or activity for which Federal funding is otherwise
			 prohibited.</text>
						</subparagraph></paragraph></subsection><subsection id="H6E3B76923069476489E9FD6A4FB1BFEE"><enum>(b)</enum><header>Remedies</header>
					<paragraph id="H318D61A2E7B745C69609A81A6B03D0CB"><enum>(1)</enum><header>In
			 general</header><text>The courts of the United States shall have jurisdiction
			 to prevent and redress actual or threatened violations of this section by
			 issuing any form of legal or equitable relief, including—</text>
						<subparagraph id="HC1279D4B92E14D1BBE772779476CF95D"><enum>(A)</enum><text>injunctions
			 prohibiting conduct that violates this section; and</text>
						</subparagraph><subparagraph id="H5C123A37E8C049B49C15441C94D5E740"><enum>(B)</enum><text>orders preventing
			 the disbursement of all or a portion of Federal financial assistance to a
			 specific offending department, agency, or program, project, or activity until
			 such time as the conduct prohibited by this section has ceased.</text>
						</subparagraph></paragraph><paragraph id="H2B6952F8117542E381B2A0E57556E419"><enum>(2)</enum><header>Commencement of
			 action</header><text>An action under this section may be instituted by—</text>
						<subparagraph id="H3B47F96274424E99B522B53182E7C47D"><enum>(A)</enum><text>any organization
			 that has standing to complain of an actual or threatened violation of this
			 section; or</text>
						</subparagraph><subparagraph id="H45D354D3DD3C43B196A83B6F93100F38"><enum>(B)</enum><text>the Attorney
			 General of the United States.</text>
						</subparagraph></paragraph><paragraph id="H969B1F76AD654613AD78BCB5D4CD5A77"><enum>(3)</enum><header>Relation to
			 administrative remedies</header><text>A party may commence or continue an
			 action and obtain relief under this subsection without regard to whether a
			 complaint under subsection (c) has been filed or is pending.</text>
					</paragraph></subsection><subsection id="HED504AE62AE748BF83076C30751BC554"><enum>(c)</enum><header>Administration</header><text>The
			 President shall designate an official within each Federal department or agency
			 that receives funding to carry out any provision of law referenced in
			 subsection (d)—</text>
					<paragraph id="H9BAA9E41CEE548AE9239B7900B3C95AD"><enum>(1)</enum><text>to receive
			 complaints alleging a violation of this section; and</text>
					</paragraph><paragraph id="HA9BE87B8182C45C58A65B464EC6B23FD"><enum>(2)</enum><text>to pursue the
			 investigation of such complaints, in coordination with the Attorney
			 General.</text>
					</paragraph></subsection><subsection id="HF538D7816A804FED9EB668F8FAF9AF6D"><enum>(d)</enum><header>Provisions of
			 law</header><text>The provisions of law referenced in this subsection are the
			 following:</text>
					<paragraph id="H3EFAE72261CE45318E59DC7DF410CE57"><enum>(1)</enum><text>This Act or any
			 amendment made by this Act.</text>
					</paragraph><paragraph id="HDD45CEA1C7A74433831A1C58140C4D0E"><enum>(2)</enum><text>The Trafficking
			 Victims Protection Act of 2000.</text>
					</paragraph><paragraph id="H995C0A43CBF24992BFB1CA16CDCFDB15"><enum>(3)</enum><text>The Trafficking
			 Victims Protection Reauthorization Act of 2005.</text>
					</paragraph><paragraph id="HC0805EC19F2A4A4F9584A76B5C041A7A"><enum>(4)</enum><text>The William
			 Wilberforce Trafficking Victims Protection Reauthorization Act of 2008.</text>
					</paragraph></subsection></section><section id="H35D8062E27954DDE8EB29C36FFDA9269"><enum>304.</enum><header>Reporting
			 requirement</header><text display-inline="no-display-inline">Not later than
			 March 31 of 2014 through 2017, the President shall submit to Congress a report
			 for the prior fiscal year that shall include—</text>
				<paragraph id="H11E55709697842E6898E70F48043BEBC"><enum>(1)</enum><text display-inline="yes-display-inline">the amount of appropriations that each
			 department or agency for which such appropriations were authorized under the
			 Trafficking Victims Protection Act of 2000 or the Trafficking Victims
			 Protection Reauthorization Act of 2005 directed to activities described in such
			 Acts;</text>
				</paragraph><paragraph id="HE247243EAC4F4140A01B8604ED904A84"><enum>(2)</enum><text>a
			 list of the activities funded through the appropriations identified in
			 paragraph (1), including the responsible department or agency and the section
			 of the Trafficking Victims Protection Act of 2000 or the Trafficking Victims
			 Protection Reauthorization Act of 2005 that authorizes such activity;
			 and</text>
				</paragraph><paragraph id="H89B3AE72B6664E6AA1707B4489649E8E"><enum>(3)</enum><text>the appropriations
			 account from which each activity described in paragraph (2) was funded and the
			 amount contributed from such account for each activity.</text>
